Motivating and rewarding company employees requires constant development and improvement the remuneration of the top management of the company is especially difficult. For this, compensation plans are being developed, which can be conditionally divided into two groups: bonus and stock-based option programs. Bonus programs provide for large-scale remuneration of managers based on the company’s performance in the current year. Compensation plans that reward top management with shares are effective. Such programs are developed only for selected top managers who have a direct impact on the financial results of the company.The purpose of the study is to substantiate the optimal mechanisms for remunerating top managers in Russian conditions and to determine the directions for the development of compensation plans. The object of the research is the mechanisms of involvement and motivation of managers. The subject of the research is the remuneration of the top managers of the company. Methods and methodology of work. General scientific methods were used, such as analysis, synthesis, method of classification and typology, generalization, abstraction, modeling. It has been established that in Russia it is advisable to use «phantom» shares because the domestic legislative framework does not define the mechanisms of reward with shares as broadly as is customary in developed countries. It is also recommended to apply bonus programs with payments in installments for 2–3 years. Directions have been identified to improve the effectiveness of bonus and option compensation plans in Russia.

The need to ensure the transition of Russia to the six technological mode, of creation of the adequate conditions for this and effective management of such a transition, make the authors turn to the analysis of modern mechanisms used for this purpose, including the state stimulation of the manufacturing industry, which has a leading role in the consolidation of such a transition. The difficulties faced by our country in this task make us turn to the study of the experience of foreign countries that have succeeded in this transition. These includeGermany,Japanand theUnited States, which have long been the steady leaders in the development and use of advanced technologies and in the development of the manufacturing industry as well. The subject of our study was the assessment of the mechanisms of state incentives for manufacturing industry used in countries with developed market economies, through the prism of the objectives and approaches to the functional purpose of the sector. The aim of the study was a determination of the limits of effective use of the mechanisms of state stimulation of the manufacturing industry inGermany,Japanand theUnited States. The methodological basis of the study was: general scientific methods of cognition and research, including system and logical methods, analysis, synthesis, analogy; branch scientific methods, such as economic comparative studies, etc. The analysis of the use of mechanisms of state stimulation of the manufacturing industry in Germany, Japan and the United States shows that the effective use of well-established and well-known in the world mechanisms of state stimulation of manufacturing industry requires in each case a separate integrated and balanced approach to their application with a clearly defined target focus of such use, as well as taking into account the specifics of the entities to which they are addressed, and the multilevel environment in which they operate.

Introduction. The purpose of the customs authorities is to effectively protect society and ensure that appropriate taxes are levied, using, inter alia, the fight against cross-border crime. The way in which the customs carries out its law enforcement mission in combating the above offenses remains in the focus of discussions of the customs administrations – members of the World Customs Organization (hereinafter – WCO), of which Ukraine has been a member since 1992. As a result, there is a growing need for further customs enforcement research and improved, with the support of the WCO Secretariat, exchange of experience and a common approach that will allow customs administrations around the world to unify the methodology they use to identify and mitigate potential institutional risks. The purpose. The article covers the analysis of Ukraine’s own customs service methods and, possibly, taking measures to improve the existing national system, in particular, expanding its legal foundation (assistance to authority) and operational capabilities (options) on which state procedures and practices are based. Methods. In the course of the research, general scientific methods were used, in particular: analysis to determine the content of law enforcement powers of the Customs Service of Ukraine; comparison for the provisions of Ukrainian and international legislation regarding the institutional preconditions for law enforcement activities by national customs services. The synthesis method was used to formulate proposals on the need to improve the customs legislation of Ukraine. Results. The main scientific result of the article is to identify, related to the of customs affairs, shortcomings in the institutional capacity in the field of law enforcement of the Customs Service of Ukraine and determine the prospects for their further elimination. Particular attention is paid to the need to synchronize the provisions of Ukrainian legislation, both among themselves and with the relevant rules in force for Ukraine on customs matters, international agreements. Perspectives. Further research in this direction should be conducted on the basis of the formed theoretical justification of the law enforcement powers of the Customs Service of Ukraine, taking into account the levels of official interaction – departmental, interagency, international.

Subject. We consider development prospects for agricultural organizations of different categories. Objectives. The aim is to conduct a multifaceted study of positive and negative aspects of the production activities of agricultural holdings and farms, assessed by their contribution to the economic and social development of Russia. Methods. We employ general scientific methods of research. Results. The paper emphasizes high competitive performance of agricultural holdings, which displace farms from the market. This is mainly due to the administrative support to large corporate structures by regional and federal governments. We show that in the event of redistribution of available public funds to agriculture and increased assistance for farmers, the latter will be at a much higher level of economic efficiency of production vs. the current level. At the same time, the main advantage of small farms over agroholdings, i.e. the predominance of their environmental preservation-style of economy, will remain. Conclusions. The growing economy of farms and their interest in higher output will assist in restoration of agricultural lands that are now abandoned. It is likely that in the future, farms will outpace agricultural holdings in their development and become leading large-scale producers of agricultural goods.

Aim. The presented study aims to develop a methodology for implementing CRM management in an engineering company to optimize relationships with counterparties (suppliers and subcontractors).Tasks. Within the framework of the study, the authors 1) develop a general scheme for implementing CRM management in an engineering company to optimize relationships with counterparties and 2) test the methodology for implementing CRM management on a Russian engineering company.Methods. This study is based on risk management theory and uses general scientific methods, such as the systems and integrated approach and economic analysis, to substantiate theoretical assumptions and rationalize the conclusions.Results. A methodology for implementing CRM management in an engineering company to optimize relationships with counterparties (suppliers and subcontractors) is proposed.Conclusions. The study provides recommendations for engineering companies on how to select counterparties in the form of a list of reliable suppliers and contractors recommended by the company’s board and top managers.

Aim. The strengthening of globalization processes goes hand in hand with the intensification of international trade in goods and services, the structure of which depends on the decisive influence of new technologies that change the nature of cross-border cooperation. This determines the goals for studying the development of transnational banking with allowance for digitalization, which serves the purpose of maintaining economic relations at this level.Tasks. The authors consider digital technologies in banking as a resource that ensures the successful implementation of banking strategies aimed at reaching the transnational level of operation.Methods. This study uses theoretical and general scientific methods of systems, logical, structural, and comparative analysis.Results. It is established that changes taking place in the transnational banking business are primarily associated with the decreasing growth of the banking sector in developed countries and the increasing financial influence of countries with transitional and developing economies, including Russia.Conclusions. Based on a review of the international and Russian experience of digitalization in the banking sector, it is concluded that an efficient strategy for the development of transnational banking involves the integration of digital and non-digital resources. The goal of this process is to develop a brand-new service for providing access to innovative banking products and services, allowing the bank to remain competitive.

The article develops a methodological basis for choosing the optimal model for managing the agglomeration of settlements. The existing agglomeration problems and the need to accelerate growth due to the agglomeration effect form a challenge to the agglomeration governance system. For an adequate response it is important to understand the capabilities of governance models. These capabilities can be expressed through the description of the features of the models.For a large-scale description of the features of models, it is necessary to form groups of features, characterize each feature, compare the models according to the degree of its manifestation, and, if possible, explain the reason for the differences. The article investigates research papers within the framework of the theory of municipal reformers, the theory of public choice, in particular on the issues of centralization / decentralization of municipalities, intermunicipal cooperation, the efficiency of the economy of the public sector. The authors used general scientific methods of analysis, synthesis, grouping, comparison.The revealed features make it possible to assess the governance model in terms of what the agglomeration will receive from its implementation. All features are combined into five groups: economic, social, administrative efficiency, democratization, stability. The study revealed 29 features, presented their explanation and degree of development, depending on the type of governance model.As a result of the study, the possibilities for justifying the feasibility of introducing models have increased. The authors represented scientific novelty by a more complete list of the features of models, a more detailed presentation of them, the approach of presenting information “from features”, a convenient grouping that allows you to use the characteristic to assess the effectiveness of the activities of government authorities. The study can be useful for civil servants in charge of agglomeration processes.

In the article we interpret discrete and continuous message as interrupted and constant, limited and continual text, which has specific features and a number of differences between traditional (one-dimensional) text and hypertext (multidimensional). The purpose of this study is to define the concept of “hypertext”, consideration of its characteristics and features of the structure, similarities and differences with the traditional text, including the message in the media and communication. To achieve the goal of the study, we used a number of methods typical of journalism. Empirical analysis enabled a generalized description of the subject of study, which allowed to know it as a phenomenon. With the help of generalization the characteristic and specific regularities and principles of hypertext were studied. The system method is used to identify the dependence of each element of hypertext on its place in the text system as a whole. The retrospective method helped to understand the preconditions for the emergence of hypertext, to trace the dynamics of its development. General scientific methods (analysis, synthesis, induction, deduction) made it possible to formulate the conclusions of the study. Thanks to hypertext and the hypertext systems, the concept of virtual reality has gained tangible meaning. In hypertext space, virtuality organically complements reality. The state of virtuality, in this case, becomes the concept of hyperreality, and all this merges into a single whole in the space of computer text. Due to its volume and multidimensionality, hypertext can arouse scientific interest as an interdisciplinary discipline. In today’s world, the phenomenon of hypertext has been the subject of numerous discussions, conferences and research in the field of social communications, linguistics and psychology. Today, a significant number of organizations conduct large-scale research based on the concepts of hypertext associations and associative navigation.

Relevance of the study. The study of thematic in modern musical composition as the most important element of form creation seems relevant and in demand for modern musicology. In the existing scientific works, only certain issues of its research are mentioned (V. and Yu. Kholopov, V. Valkova, N. Ryzhkova, T. Kyuregyan, V. Zaderatsky, G. Grigorieva, E. Ershova, S. Goncharenko etc.), however, there is no special work devoted to this problem. Among the important and topical issues, many remain debatable today. Some of them concern terminology, the use of the concept of “thematiс” in relation to a completely new musical language, others — the multidimensional nature of the study of musical thematiс in terms of semantics, syntax of form in terms of various composition techniques. The study of the thematic organization on the example of the works of modern Belarusian composers makes it possible to include the cultural and stylistic processes taking place in Belarusian music today in the context of the most important trends of Modern music. The scientific novelty of the study consists in: 1) a systematic approach to the concept of thematic as a category of writing in relation to modern musical composition; 2) consideration of the principles of interaction of macro- and micro-thematic; 3) analytical study of the works of the Belarusian composer E. Gutina in the chosen perspective of analysis. The purpose of the research is to consider certain aspects of the interaction of musical thematic and composition techniques in two main types of structural and syntactic organization: macrothematic and microthematic. The research methodology is based on the interaction of general scientific methods (system method, deduction method, etc.) with methods developed in theoretical musicology. We are talking, first of all, about the method of functional analysis in relation to musical thematic and musical syntax. Also significant for this study are the musical-theoretical works devoted to the problems of the author's style, form and techniques of composition in modern music, as well as the theoretical works of the composers themselves on the problems of compositional technique. The practical significance of the research can be reflected in the use of this research in university courses of musical and theoretical orientation related to the study of modern music. Conclusions and prospects for further research. The interaction of micro- and macrothematic manifests itself in different ways in various types of composition, an example of which is the compositions of the Belarusian composer E. Gutina “Wind Music” (sonorous composition) and “Majolica” (minimalist composition). At the same time, the interaction of two seemingly opposite large-scale structural and syntactic principles of the organization of thematic reveals their close relationship in the conditions of various composition techniques, both in the aspect of shaping and in the aspect of the specifics of musical perception. Further developments of the stated topic seem promising in the following areas: the study of the “composer's word”, the compilation of a glossary of terms and concepts, regarding the techniques of composition and thematic, a scientific and research look at the given problem in the mirror of the manifestation of various stylistic trends in modern music.

Introduction. The country's economy is still in a state where its development is hampered by the absence of clearly defined, priority programs to stimulate business and economic sectors, including through credit. Bank lending to business entities is an effective way of getting out of the crisis. Strengthening the role of credit relations as a means of stimulating the development of production is manifested in various aspects. Methods. Fundamental economic theories, lending theories, financial studies, as well as research by scholars and foreign scientists are investigated in the research. They used the generally accepted principles of scientific research to make their decision. A number of general scientific methods were used in the process of research, in particular: analogies and logical generalization (to study the prospects of bank lending); systematic analysis (to study the organization of the process of bank lending in the market of credit services), etc. Results. Based on the isolated problems, the foreign experience of countries such as the USA, Germany, Argentina, Mexico, Poland, Canada and Italy was explored, on the basis of which the prospects for improvement of the bank lending mechanism in Ukraine and credit monitoring of the borrower in particular were outlined. Discussion. Given the overseas experience of developed countries, it is possible to distinguish: a combination of different methods of restructuring problem loans; when assessing the potential risk of default on a loan, use different methods of determining it ("SAMRARI", "PARSEL" or "Rule 5 C"); when making class calculations, make corrective adjustments to the credit score of the borrower. Prospects for further studies of the credit services market may be the intensification of bank lending, which certainly implies further liberalization of refinancing policy, taking into account foreign experience. Introduction. The issue of financial fraud, in particular in the market of insurance services and the motives for participation in them by individual participants who are able to recognize a possible financial pyramid and refuse to participate in it is especially relevant at the present stage of development of Ukrainian society. In developed countries, the problems of involvement and motives for participation in financial pyramids are paid much more attention than in Ukraine, where a potential consumer of a financial product is often left alone with the problem after the closure of a fraudulent project. Methods. The methodological basis of the article is a dialectical-materialist approach, and during the research special general scientific methods were used: analysis and synthesis - in determining the motives of participation and relationships of participants in the financial pyramid; historical and legal - in disclosing the experience and consequences of the spread of fraud, in particular on the example of Albania. Results. The article attempts to assess the factors that affect the relatively conscious participation of consumers in financial projects, with clear signs of a financial pyramid. We interpret the financial pyramid as: "the activity of the enterprise of the financial sphere, which is to accept funds for investment with a high level of return (at least at the level of declaration); however, this goal is not realized at all or to a sufficient extent, which causes a spiral of losses." We single out the motives for involvement in the structures, which during the operation of the payment of liabilities are made from the current investments of new clients (investors or partners) and the factors that determine the involvement in such structures of colleagues, family, friends and acquaintances and their financial resources. Discussion. Aggressive marketing, which declares extraordinary profits, so large that their size precludes rational thinking and awareness of the fairness of distribution or financial enrichment, in the representation of celebrities who authenticate the proposed obligations in combination with the level of regulation and financial literacy significant prospects for further research on this topic. This situation allows us to predict a significant number of new participants in financial pyramids and exacerbation of financial fraud.
