Over the past few years, the structure and scale of international tourist flows have undergone several significant changes, which affected the situation on the global tourism market. Economic and political events are the reason for changing the format of the structure and quantitative indicators. The article analyzes the current state and development trends of one of the most promising areas in tourism - halal tourism based on the current experience of serving this category of tourists in the world. The author present analytical data characterizing the steady increase in the flow of tourists, who follow Islam. On the base of the Global Muslim Travel Index-2016 rating (International Index of Muslim Travels) the author identifies the most and least friendly countries for this segment of tourists, and considers the specifics of the service of tourists following Islam in the countries that hold the leading positions of the rating. The information of the Federal Agency for Tourism of the Russian Federation and a number of authoritative expert assessments clearly demonstrate the increase in the flow of tourists from the countries of the Middle East and Asia-Pacific re-gions. Based on this data, the author analyzes the state, problems and develop-ment prospects for this direction of tourism in the Russian Federation. All this confirms the viability of implementing the tourism industry objects certification under the "Halal Friendly" program. The author examines in detail the essence and specific features of introducing the experience of certification under the "Halal Friendly" program based on the examples of individual Russian cities and regions. The author draws special at-tention to the fact that certification of a significant number of tourist facilities is still a debating issue and is actively discussed in various professional communi-ties.

The article analyzes the structure and dynamics of tourist flows using the official website of Federal agency for tourism of the Russian Federation. For the last three years domestic tourism has experienced the structural shifts towards internal and entrance tourism. The tourist market extreme operation caused by the number of events and factors has significantly reduced imports in tourism The new reality has led to restructuring of domestic tourism. The authors research the inbound tourist flows, and define the leading countries by the number of arrivals in the Russian Federation. The article define key factors promoting growth international tourist attraction of Russia. The diversification of the international tourism product, transport availability and issues of visa maintenance, observance of the international standards and improvement of tourist service quality are among them. It is noted that creating competitive advantages of the tourist territory and its consumer value are not defined by just qualitative infrastructure. It become the part of economy of impressions. Obtaining adequate statistical information, including volumes of an inbound and outbound tourist flows, is still an important issue. It affects the effective managing the tourism industry and, finally, its competitiveness in the domestic and international markets.

This article is devoted to the assessment of the tourism industry of the Russian Federation. The article analyzed the development of the tourism industry of Russia, showed the contribution of tourism revenues to the domestic gross product of the country, compared this indicator with other countries. The situation of the country on the Travel and Tourism Competitiveness Index was considered, changes in the rating of the country in this index for 2007-2018 were analyzed, strengths and weaknesses of Russia in terms of development of this industry were revealed. It is noted that tourism in Russia is a developing industry with great potential due to the presence of both natural and cultural wealth in the country. However, Russia 's position in this industry is not optimal due to a certain number of factors noted in the article. The conclusion concluded that with increased state support and stimulation of private investments the industry can become one of the directions of development of the economy of the country.

The research reported in this paper owes its relevance to the fact that tourism appears today to be a rather promising sector within the economy of the most nations around the world. In Russia, the influence of the tourism industry on the nation’s economy is not yet widely visible, with tourism being funded only residually. The nation’s failure to ensure the proper operation of its tourism industry costs it billions in missed revenue, which could otherwise fill the state’s budget based on increases in tourism flows. Despite its tremendous tourism potential, the nation remains quite a modest player in the global tourism market. To enable the sector to develop further and help maximize the nation’s wealth, it is worth, on the one hand, ensuring sufficient funding for it. Some of the key objectives in the area include creating the actual tourism product, developing the nation’s market for tourism services, enhancing the market’s infrastructure, boosting the quality of services, and promoting internal and foreign tourism. On the other hand, a critical issue is the caliber of financial business activity by the actual organization, its compliance with tax and any other legislation, and its conformance to all economic/legal requirements prescribed both by the Russian Federation constituent where it operates and by the federal government as a whole.

Tourism is one of the most profitable and rapidly developing sectors of the economy and it plays an important role in ensuring sustainable socio-economic development of many countries and regions. Tourism is recognized internationally as the most promising area of activity that is essential not only in terms of economic growth, foreign exchange earnings and employment, but also for environmental, cultural and social awareness, peace and recognition of international cooperation. Tourist activity in the developed countries is an important source of revenue for the state. In addition to the apparent profitability of tourism is also one of the most powerful factors in enhancing the prestige of the country, the growth of its value in the eyes of the international community and ordinary citizens. The article analyzes the international tourism market for the period from 1990 to 2013, the profits of international tourism and international travel expenses on the basis of data from the World Tourism Organization. The study is conducted for the market in general, as well as in the context of advanced economies and emerging economies, by regions, as well as major tourist destinations. The results of the analysis are presented for the global tourism market by international tourist arrivals and receipts from international tourism in the regions. The place of Russia in international tourist arrivals, international tourism revenues and expenditures of international tourism is analyzed. The dynamics of income from international tourism and international travel expenses of the Russian Federation are presented. The authors emphasize that the international travel expenses of the Russian Federation are far ahead of its earnings.

The military component of the Russian Federation's policy in the "strategic triangle" Russia-China-USA occupies an important place in the implementation of Russian aspirations in various regions of the world. The purpose of this article is to assess the impact of the military component of the Russian Federation's policy in the Russia-China- US strategic triangle on the implementation of current Russian policy in the post-Soviet space, in the Asia-Pacific and Euro-Atlantic regions, in the Arctic, the Middle East and other regions of the world. The paper examines the influence of the military component of the Russian Federation's policy in the Russia- China-USA “strategic triangle”, proposes an approach to a comparative assessment of this influence, which allows identifying the priorities of Russian policy in the post-Soviet space, in the Asia-Pacific and Euro-Atlantic regions, in the Arctic, on The Middle East and other regions of the world. A comparative assessment of the influence of the military component of the Russian Federation's policy in the Russia-China-USA “strategic triangle” can be used to substantiate recommendations to the military-political leadership of our country. The article concludes that the military component of Russian policy occupies a dominant position in the implementation of the current policy of the Russian Federation in the post-Soviet space, in the Asia- Pacific and Euro-Atlantic regions, in the Arctic, the Middle East and in other regions of the world.

The article considers the activities of Ivan Kraft, the governor of Yakutsk Oblast, on the incorporation of North-East Siberia into the single economic, administrative and sociocultural space of the Russian Empire. The aim of the study is to analyze Kraft's contribution to the construction and arrangement of the Amur-Yakutsk Highway at the beginning of the 20th century. To reach this aim, the authors broadly use archival sources that have not been previously published and introduced into academic discourse. The topic has theoretical and applied relevance. It has not been sufficiently studied in the historiography of North-East Siberia and is the subject of scholarly and political discussions. The key method in the study is an interdisciplinary approach to the research problem, which is at the intersection of history and economics. The authors used content analysis for a quantitative and qualitative study of these sources based on the principle of historicism and consistency. The authors determined that, in connection with the design of the Amur Railway, the Amur-Yakutsk Highway received the status of a strategic infrastructure object in the macroregion. The authors note that Kraft was the initiator of the construction of the route from Yakutsk to the Amur. The governor conducted a number of scientific and engineering surveys of the most convenient route and made applications for financing the construction of the highway. Kraft made a strategic decision to attract private companies with large capital for the construction. The Upper Amur Gold Mining Company and the Heirs of A. I. Gromova company helped build highway sections with a total length of more than 500 km, equip stations, establish telegraph communications, and construct river crossings. At the beginning of the 20th century, in the framework of modernization measures, Kraft considered Yakutsk Oblast as a mining region. This became the basis for raising the question of Yakutia's access to the Trans-Siberian Railway. The close cooperation of the government, in the person of Kraft, with large enterprises of the region was the basis for the project of constructing a railway line to Yakutsk. In conclusion, the authors note that the processes of incorporation of the Asian borderlands of Russia into the economic, administrative and sociocultural space of the state that Governor of Yakutsk Oblast Ivan Kraft began at the beginning of the 20th century were reflected in the modern policy of the Russian Federation. The Amur-Yakutsk Mainline was put into operation in 2015. At present, the problem of building a bridge across the Lena in the Yakutsk area is still relevant. In 2019, President of the Russian Federation Vladimir Putin signed orders to begin the construction of the bridge. This will create an international transit corridor between Europe and the Asia-Pacific region.

The paper examines the interests of Russia, the United States and China in the regions of the world and identifies the priorities of Russia's activities in Europe, Central Asia and the Caucasus, the Asia-Pacific region, the Arctic, Africa, the Middle East and Latin America, their comparative assessment with the interests of the United States and China. An approach to assessing the impact of possible consequences of the activities of the United States and China on the realization of Russia's interests is proposed. This makes it possible to identify the priorities of the policy of the Russian Federation in various regions of the world. The results of the analysis can be used to substantiate recommendations to the military-political leadership of our country. It is concluded that the discrepancy between the interests of the United States and China is important for the implementation of the current economic and military policy of the Russian Federation.

The relevance of the direction chosen for research is multifactorial. First, there is a steady increase in attacks on property by deception or abuse of trust. Second, the emergence of new forms of fraudulent activities requiring a symmetrical response from government agencies. Third, the offensive, not always error-free development of criminal policy in the form of the creation of new legal and technical mechanisms to counter the considered type of criminal deviant behavior of selfish orientation. All this prompted us to identify and consider the most significant methodological problems in the area taken for research in the form of their demonstration, as well as proposals for directions for their solution. The first criminal law flaw in the state strategy in the fight against fraud is the fallacy in the systematization of the crimes reflected in Art. 159-159of the Criminal Code of the Russian Federation. The substitution of the significance of public relations protected by the norms included in these articles caused the imbalance in the Special Part of the Criminal Code. RF. The second methodological problem is the imbalance in the cost criteria of Art. 159-159of the Criminal Code of the Russian Federation, which form the basis for their criminalization and differentiation. The third problem is the fact that there are separate elements of fraud with their fixation in separate articles of the Criminal Code of the Russian Federation, depending on the areas of encroachment. In the article, on the basis of the conducted critical analysis and the presented argumentation, directions for resolving the noted methodological problems, theoretical, applied and legislative format, are proposed.

The article considers the problematic issues of the development of the tourism industry in the Russian Federation. In the context of global challenges, the tourism sector of the Russian Federation retains significant potential to accelerate growth and strengthen its role in the development of the economy. On the example of individual tourist projects, the author summarizes and identifies possible areas of activity of public authorities. The study makes comprehensive proposals for the development of the tourist destination at the territorial level, including in the preparation of strategic documents, the adoption of regulatory measures on the business activities of the self-employed in the tourism sector, increasing the revenue base of local budgets through the development of tourism through the introduction of an additional fee.

The article examines the moral and psychological training of the personnel of the internal affairs bodies of the Russian Federation as a type of educational work. Analyzed the regulatory legal framework for the organization and conduct of moral and psychological training of employees of internal affairs bodies. The moral and psychological training of the employees of the internal affairs bodies of the Russian Federation is aimed at the formation of the state and at the same time patriotic worldview among the employees of the internal affairs bodies, as well as the professional culture of an employee of the internal affairs bodies. One of the goals of moral and psychological training is the formation of employees of internal affairs bodies of moral and psychological readiness to perform official tasks in any conditions of the situation. In connection with the versatility of the moral and psychological training of personnel, attention is paid to the organizational aspects of conducting classes. The main features of the moral and psychological training of employees of the internal affairs bodies of the Russian Federation are highlighted. Emphasis is placed on the forms of conducting classes on moral and psychological training. The article discusses training technologies that are or can be used in organizing and conducting classes on the moral and psychological training of personnel of the internal affairs bodies of the Russian Federation. The article presents analytical data from a survey of employees of the territorial bodies of internal affairs of the Ministry of Internal Affairs of Russia.
