The article is devoted to the scientific analysis of human resources in the healthcare system of Ukraine, particularly in the private sector. The study is specifically concerned with the current staffing of the healthcare system of Ukraine with doctors and junior specialists with medical education. We analyzed the ratio of the main quantitative indicators of medical workforce in healthcare institutions of different forms of ownership, as well as the dynamics of indicators representing involvement of doctors of different specialties in the private healthcare practice. Acute issues concerning workforce in the private healthcare sector were identified and analysed, with a matter of pressing concern being inferior quality of professional training provided for medical staff. This research was aimed at substantiating the role of the state human resource policy in healthcare system and examining the political measures taken by the government in order to develop medical education and science, and to increase healthcare workforce potential. Conclusively, we formulated proposals regarding appropriate solutions to the human resource problems of the private healthcare service providers in Ukraine.

This article reports on a discourse analysis of the representation of healthcare in the print news media, and the way this representation shapes perspectives of healthcare. We analysed news items from six major Australian newspapers over a three-year time period. We show how various framing devices promote ideas about a crisis in the current public healthcare system, the existence of a precarious balance between the public and private health sectors, and the benefits of private healthcare. We employ Bourdieu’s concepts of field and capital to demonstrate the processes through which these devices are employed to conceal the power relations operating in the healthcare sector, to obscure the identity of those who gain the most from the expansion of private sector medicine, and to indirectly increase health inequalities.

Violence against women occurs in all latitudes, countries and cultures, and represents a public health problem. In Peru there is currently a wave of extreme violence against women, which must be understood as a very recurrent phenomenon, but not sufficiently reflected. Citizen movements from social networks and civil society have manifested the alarming number of occurrences of this problem and the media evidence more and more cases of women being violated and even killed with mechanisms as cruel as incineration. This article reflects on the role of the State and health institutions in the attention of violence against women and how through the discourse of hegemonic masculinity, as well as that of the pathologization of the victimizer, can even encourage its perpetuation. This analysis includes those components related to the professional training of health service providers and provides some ideas to improve the sociocultural understanding of the phenomenon of violence against women.

Topicality The relevance of the research of the economic interaction of the labor market and human resources in the healthcare sector is growing today, as it is necessary to involve all interested parties to effective interaction, to ensure the flexibility of higher and vocational education system by adjustment of labor training to the needs of employers. Aim and tasks. The goal of the study is to analyze the interaction of labor markets and education, identify the main disadvantages of this interaction and develop proposals to increase its productivity in the context of meeting the needs and interests of the subjects of these markets. Research results. The interaction of labor markets and educational services can be considered as coordinated behavior of entities engaged in economic activity in these markets in order to balance the supply and demand for skilled labor, create conditions for socio-economic growth of the national economy through the reproduction of human capital and increasing the competitiveness of the workforce. The economic interaction of the labor market and the human resources in the healthcare sector of Ukraine has been analyzed. An assessment of the competitiveness of the field of higher medical education and its institutions in the context of the economic interaction has been carried out. The level of the economic interaction of the educational services market and the labor market has been determined. The process of harmonization of the labor market of EU countries and Ukraine has been investigated. The main causes and disadvantages of the economic interaction of the educational services and the labor markets have been identified. The directions of improvement of the forecasting process of the labor market development as measures of improving the productivity of the studied processes are suggested. The approach to determining the competitive position of a higher medical education institution using a qualimetric approach has been considered, where educational and pedagogical work, personnel, scientific work and international activity are chosen as parameters. The main factor by the parameter of educational and pedagogical work is the medical work, which includes the following evaluation criteria: the number of university clinics, consultative and surgical activity of employees during the year, participation in the creation of clinical protocols, the availability of medical qualification among the teachers, technology acquisition of practical skills. According to the results of competitiveness assessment of higher education institutions, it is proposed to determine the following levels: critical (low); sufficient (average); high (higher than average); excellent (very high). Conclusion. The results of the study indicate an unsatisfactory level of the economic interaction of the labor market and the human resources in the healthcare sector in Ukraine, which is manifested in an imbalance in supply and demand for specialists in the relevant specialties, the low percentage of employed graduates of HEI, the high share of unemployed with higher education and the absence of direct connection between the amount of expenses on the education and the quality of educational services, the imperfection in the information support system and the poor state of forecasting processes in the main indicators of functioning and development of the labor market.

ABSTRACTThe application of Government Accounting Standards in the preparation of financial statements is one indicator of opinion giving by the Supreme Audit Board of the Republic of Indonesia (BPK-RI). Based on the results of BPK RI 2015 examination of 109 local governments in Indonesia, the efforts made by local governments had not been fully effective, where the results of the examination indicated the problems related to policies, information technology and human resources to support accrual-based financial reporting. The Government of Kepulauan Selayar has only implemented accrual-based accounting in the last two years. This study aimed to analyze the performance of the government of Kepulauan Selayar in overcoming the problems related to the human resources of financial report makers as a consideration to setting strategy priorities to increase human resources readiness that supported the implementation of accrual-based accounting using the method of Importance Performance Analysis (IPA) and Gap Analysis. To solve human resource problems required strategies i.e. creating a mutation and promotion policy that supported the accrual-based accounting implementation, creating competency on planning documents and human resource training, making planning documents on education needs and accrual basis accounting training, and financial administration officials must be from the alumni of accounting training.Key words: Accrual-Based Financial Reporting, Kepulauan Selayar, IPA, AHPABSTRAKPenerapan Standar Akuntansi Pemerintahan dalam penyusunan laporan keuangan merupakan salah satu indikator pemberian opini oleh Badan Pemeriksa Keuangan Republik Indonesia (BPK-RI). Berdasarkan hasil pemeriksaan BPK tahun 2015 terhadap 109 Pemda di Indonesia, menyimpulkan bahwa upaya yang telah dilakukan pemerintah daerah belum sepenuhnya efektif, di mana hasil pemeriksaan menunjukkan adanya permasalahan terkait kebijakan, teknologi informasi dan SDM untuk mendukung pelaporan keuangan berbasis akrual. Pemerintah Kabupaten Kepulauan Selayar baru mengimplementasikan akuntansi berbasis akrual dalam dua tahun terakhir ini. Penelitian ini bertujuan menganalisis kinerja Pemda Kepulauan Selayar dalam mengatasi masalah terkait SDM pembuat laporan keuangan sebagai bahan pertimbangan dalam menetapkan prioritas kebijakan yang dapat menunjang implementasi akuntansi berbasis akrual menggunakan metode Importance Performance Analysis (IPA) dan Gap Analysis, dan merumuskan strategi prioritas peningkatan kesiapan SDM dalam implementasi SAP berbasis akrual menggunakan Analytical Hierarchy Process (AHP). Untuk meningkatkan kesiapan SDM memerlukan strategi membuat kebijakan mutasi dan promosi yang mendukung implementasi akuntansi berbasis akrual, Membuat dokumen perencanaan kebutuhan kompetensi dan pelatihan SDM, Membuat dokumen perencanaan kebutuhan diklat penerapan akuntansi berbasis akrual, dan Pejabat Penatausahaan Keuangan Organisasi Perangkat Daerah harus dari alumni diklat akuntansi.Kata Kunci: Laporan Keuangan Berbasis Akrual, Kepulauan Selayar, IPA, AHP.

Islam provided a very wide space for the development of the economy. One of the basic principles in Islamic economics is the bermuamalah sistem . Namely that all the legal changes, unless there is an argument that forbids it, become the main driver of economic innovation that accelerates the growth of Islamic economics. However, many problems occur in the economic sistem in Indonesia, including the sistem of socialization, marketing, human resources that are less competent, Products produced from Islamic economics, Sharia Banks Turns Not Yet Sharia and the lack of attention of the Indonesian government in responding to the concept of Islamic Economics in Indonesia. This paper aims to find several solutions in socio-economic problems. It focuses on the concept of Islamic economics. The purpose of this study is to determine what obstacles are faced in the implementation of the Islamic economic sistem in Indonesia, how problems that arise and can be overcome so that they can be significantly solved. The method used in this research is library research with descriptive-analytic approach. With the results of the study show  that the solutions in dealing with Islamic economic problems in Indonesia include Correlation of Educational Institutions in the Development of Sharia Banking, Attention from the Government, Show the Real Role of Sharia Economy, Implementation of Dinar and Dirham Currency, Office Network, Implementation of Firm and Sistematic Regulation, Improving the Quality of Human Resources that are Less Competent and Professional, Training / Education / Socialization to Employees and the Community, Innovative Marketing, Product Innovation, Reorientation to the Real Sector and Improving Services and Professionalism.

The concepts of human resources and the system of personnel management in an organization are considered. The results of a sociological survey on anti-crisis measures in the field of personnel management are represented. The authors of the article suggest the measures to mitigate the crisis in human resource management owing to scientific management, motivation and labor incentives. The forms of the government regulation of wages in Russia’s economy sectors and the tasks of the Russian Federation Government in post-crisis period are studied.

In the knowledge-economy era, the quality of human resources has become a key factor in determining a nation's future. Many people agree that improving not only the skill level of individuals but also management practices and the entire human resources system is the prerequisite for the long-term competitiveness and prosperity of a country. Recently, the Government of Vietnam has issued the number of policies to develop human resources in S&T. Although, Vietnam's human resource in science and technology has increased markedly, both in quality and quantity, making a significant contribution to the development and prosperity of the country, but these policies have not brought the expected results.

Administrative reform in the developing countries becomes a necessity and focus ofgovernments. The term administrative reform contains meanings, varied in functions,but also brings debate that has never been completed among practitioners, societiesand theorists. Administrative reform aims to improve the performance of individuals,groups and institutions. One of the administrative reform agendas is to improve thesalary of state apparatuses. However, the government does not have yet any payrollregulation of state apparatuses that relate their workload and proper reward.Consequently, its long-term impact is to bring down the spirit, work ethic and workdiscipline among the state apparatuses which are supposed to have high productivityand discipline. This article aims to explain the concept of administration reform fromthe perspective of human resources, as well as the change strategy for the developmentof Indonesia. It applied major theories of administrative reform and bureaucracy aswell as human resource management. The method used is qualitative descriptive, withresearchers as a tool based on literature studies. The results of this study show thatadministrative reform in the context of bureaucracy reform is not a new issue. Manyministries and institutions have implemented administrative reform, but not yetoptimally gave positive results. The implications of this study is that bureaucracyreform should involve stakeholders in formulating performance indicators as well asthe institutionalization of values and bureaucratic culture oriented towards the publicinterest.

Starting in 2010 the Government of Yogyakarta, according to regional regulation about parking and levy on the edge of public street parking. This policy expected to increase parking levy’s revenues, more secure services and convenient parking, and traffic flows smoothly. This research used qualitative descriptive method. This research analyzed qualitative indicators of quality of service: 1) tangible 2) reliability; 3) transaparant and 4) security. This research found that public street parking less well and yet according to the wishes of the community. This is because the layout of the parking spaces are not in place that interfere with the capacity of highways and disrupting the pedestrian capacity. Then the rates charged by parking operator which do not comply with official rates. Human resources of Transportastion Department that monitor directly into the field just a pick up that add up to 12 people to keep an eye on the parking lot 900 people outside the parking operators so ineffective, so that a parking lot of cheating.Keywords: Parking Service Quality, Parking Space, Lack of Human Resource.
