Democracy as the Rule of the Dumb Many?

This chapter illustrates the deeply entrenched prejudice of political philosophers, including some democratic theorists, against “the rule of the dumb many.” It offers a critical literature survey showing how most traditional approaches to democracy either deny or circumvent the question of the people's competence to rule, with the exception of a tiny but growing literature on “epistemic democracy.” In fact, with the exception of the latter, the question of the cognitive competence of average citizens and the related question of the performance of democratic institutions either raises profound skepticism or is avoided altogether in contemporary democratic theory, both positive and normative. As a result, many theories and justifications of democracy tend to be competence insensitive, either denying that citizens' political incompetence is a problem or circumventing what they do see as a problem through an “elitist” definition of democracy as rule by the elected enlightened.

Missing values are ubiquitous in empirical marketing research. If missing data are not dealt with properly, this can lead to a loss of statistical power and distorted parameter estimates. While traditional approaches for handling missing data (e.g., listwise deletion) are still widely used, researchers can nowadays choose among various advanced techniques such as multiple imputation analysis or full-information maximum likelihood estimation. Due to the available software, using these modern missing data methods does not pose a major obstacle. Still, their application requires a sound understanding of the prerequisites and limitations of these methods as well as a deeper understanding of the processes that have led to missing values in an empirical study. This article is Part 1 and first introduces Rubin’s classical definition of missing data mechanisms and an alternative, variable-based taxonomy, which provides a graphical representation. Secondly, a selection of visualization tools available in different R packages for the description and exploration of missing data structures is presented.

Subject. This article deals with the issues of determining the market value of the trading business, taking into account a number of characteristics. Objectives. The article aims to develop certain provisions of the methodology and practice of evaluating the business of trading organizations, namely, taking into account the additional risk of inventory feasibility when calculating the discount rate. Methods. For the study, we used a systems approach, and the cognition, and economic and analytical research methods. Results. The article presents a three-tiered classification of stocks and a definition of risk based on the criteria for dividing stocks by purpose, degree of implementation, and shelf life in accordance with the scale. Based on the classification, the article offers certain recommendations for determining the discount rate when evaluating trading organizations, aimed at taking into account additional risk. Conclusions. Various evaluation procedures within the framework of traditional approaches and methods in relation to trading organizations do not take into account risk specific to this type of economic activity. The proposed methodology for calculating the discount rate for trade organizations takes into account the features of their functioning.

Subject. The article reviews distinctions of M&A deals in innovation and technology. Objectives. We determine the specifics of innovative and technological companies and its impact on the synergy, process, finance, valuation of M&A deals. Methods. The article employs methods of generalization, comprehensive analysis, systematization, specification, comparison, study into trends and the structure. Graphics and tables are used to display the findings. Results. We conducted the content analysis of the term Mergers & Acquisitions, thus finding the divergence of foreign and the Russian approaches. We provide our own definition of the concept and analyzed the dynamics of the overall M&A market and the innovation and technological sector. The article describes operational distinctions of innovative and technological companies and compares them with conventional sectors. The article determined the specifics of synergy, process, finance, valuation of M&A deals in innovation and technology. Conclusions and Relevance. The innovation and technology sector saw M&A deals become more frequent for the recent five years. What distinguishes them is the number of startups and infant businesses, large M&A deals in order to develop their ecosystems, involve digital technology companies. Traditional approaches should be adapted for structuring M&A deals, their arrangement, financing and valuation of target companies. The findings can lay the groundwork for further studies into the specifics of the innovation and technology sector, M&A deals, and set up the methodological framework for the valuation of innovative and technological companies. The findings can also immediately support parties of M&A deals from theoretical perspectives.

The bureaucratic organisations became key actors in our contemporary societies. To develop an appropriate theory to understand how these organisations work and their implications constitute true stakes. This article deals with Mises’ theory of bureaucracy, which differs radically from the traditional approaches. The first part presents the definition of the Misesian bureaucracy, which shares some common points with Wéber’s version and shows also true strong disagreements. The absence of economic calculation constitutes the main key idea to understand the Misesian theory. Mises shows also that bureaucracy reflects the governmental interventions, which can be combined with different types of political systems. The second part deals with the consequences of bureaucracy. This part proposes a detailed analysis of the economic, social, political and psychological effects. The third part raises some critical points for the theory. It seems that the conception of bureaucrat and its place inside the bureaucratic organisation is not sufficiently analysed. Moreover, the modelling of the bureaucratic expansion deserves a more refined research. Finally, the justifications given by Mises to justify a minimal bureaucracy emphasize the necessity to think the place and the role of the State. Résumé: Compte tenu de place importante que prend désormais l’organisation étatique au sein des sociétés contemporaines, l’élaboration d’une théorie économique de la bureaucratie s’avère essentielle pour en comprendre à la fois les mécanismes de fonctionnement et les implications. Cet article revient sur la contribution de Mises, qui par ses travaux, permet d’offrir une réelle alternative aux approches traditionnelles.La première partie de cette contribution présente la théorie de Mises en soulignant ses spécificités par rapport à la conception défendue par Wéber, dont à la fois elle s’inspire et s’en écarte substantiellement. L’absence du calcul économique dans le processus d’allocation des ressources représente une dimension essentielle pour comprendre la théorie proposée. Mises démontre également que l’organisation bureaucratique s’accommode aisément des différents régimes politiques et reflète l’intervention généralisée de l’Etat. La deuxième partie concerne les conséquences de la bureaucratie. Mises distingue quatre effets: les effets économiques, sociaux, politiques et psychologiques. Chaque catégorie fait l’objet d’une présentation détaillée. La troisième partie soulève des points critiques du modèle de la bureaucratie de Mises. Ainsi, sa conception du bureaucrate et sa place au sein de l’organisation bureaucratique nous paraissent faire l’objet d’une élaboration insuffisante. Les mécanismes de l’expansion bureaucratique méritent également un raffinement de l’analyse, tandis que la justification avancée d’une bureaucratie minimale soulève la question de l’existence d’un Etat minimal. Digital marketing is the integrated processes of building and maintaining customer relationships using online channels to establish the exchange and flow of products, and services in the market. It is the marketing that bridges electronic technology with psychology in the marketplace. Fuzzy sets can handle the uncertainty and human-manner linguistic evaluations in digital marketing. The objective of this chapter is to summarize and classify the literature on digital marketing, which uses the fuzzy multicriteria decision making methods (MCDM), and predict the future directions for digital marketing. Our chapter will include the main definitions and principles of digital marketing with its challenges. We also give a brief definition of the fuzzy MCDM used methods in the literature. We use graphical illustrations techniques for summarizing the survey results.

While the politics of backlash is typically described as a reaction to policy decisions in favour of minority rights, immigration or globalisation, this essay focuses on the fact that backlash typically also involves a reaction against the procedural consensus liberal democracy is based upon. This challenge to democratic procedures and institutions may be even more dangerous in its effects than the substantial objectives of backlash. I use the composite definition of backlash suggested by Alter and Zürn to assess in how far the attacks on the institutions of liberal democracy have retrograde objectives in themselves or in how far they are merely instrumental to the pursuit of other retrograde objectives. The conclusion reflects on possible outcomes of backlash politics for democratic institutions and argues that in the best case, the present contestation of rules, norms and institutions could also lead to a democratic renewal of the procedural consensus.

More direct inclusion of informal caregivers (i.e., family, friends) in patients’ care will make care more patient- and family-centered and has the potential to improve overall quality of care for patients. We need to understand what potentially comprises “inclusive care” so that we can define what “inclusive care” is and develop targets for care quality metrics. We conducted a critical literature review to identify key components of “caregiver inclusion.” Focusing on extant literature from 2005 to 2017, 35 papers met inclusion criteria. Directed content analysis with constant comparison was used to identify major themes related to a concept of “inclusive care.” Our analysis indicates that “inclusive care” entails five components: clear definition of caregiver role, system level policies for inclusion, explicit involvement of caregiver, provider assessment of caregiver capability, and mutuality in caregiver–provider communication. We discuss the evidence behind these five components using the Donabedian health care quality conceptual model.

The purpose of the study: to identify the opinion of teachers of preschool educational organizations in Moscow and the Moscow region on the possibility of implementing the project «Healthy kindergarten – 2035»? Research problem: 1) identification of ideas of teachers of preschool organizations on the relationship of modern education with social values; 2) assessment of opportunities for the introduction of innovative technologies while maintaining traditional approaches to the implementation of the educational process in kindergarten, the definition of barriers; 3) designing the image of a «Healthy kindergarten» of the future.

The article considers the existing views on the definition, elements of economic security of an enterprise, as well as typification features used in solving problems of classification of factors threatening it. The author systematizes traditional approaches to the definition of the term "economic security of an enterprise" and proposes a dualistic model of its description, in which it is presented not only as a desired state of protection of an entity engaged in entrepreneurial activity from the negative impact of external and internal factors, but also as a complex of controlled and continuous adaptation processes occurring within the enterprise in order to ensure its adaptation to changing conditions. It is also concluded here that threats to economic security that cannot be neutralized in most cases can be detected in a timely manner, which is especially important given the need to minimize negative consequences for the enterprise arising as a result of their action. As the main direction of further research in the field of classification of threats to the economic security of the enterprise, the search for correspondences between each of the types of threats to economic security and the methods by which the enterprise can effectively adapt to such threats is proposed.
