The economic wheels in Gampong Tingkeum Manyang are driven by the home industri sector. This reality encourages Dinas Tenaga Kerja, Transmigrasi, dan Perindustrian Kabupaten Bireuen to carry out community empowerment activities. One of the empowered businesses is the biscuit industri. Peanut and coconut biscuits as superior products from the region have been marketed to several regions in Aceh. However, around 2016 to 2019 there was a decline in production. The decline was due to lack of capital, competition, and low productivity. This study aims to determine the strategy in empowering the biscuit industri undertaken by the government to explore what factors have caused the failure of the home industri business. The research approach used is a descriptive qualitative approach. The results showed that the strategies used by the Dinas Tenaga Kerja, Transmigrasi, dan Perindustrian Kabupaten Bireuen were building the capacity of the human resources of actors and supporting business capital. However, the community empowerment efforts were not sustainable so that it was less controlled in the process. AbstrakRoda ekonomi di Gampong Tingkeum Manyang digerakkan oleh sektor industry rumah tangga. Realitas ini mendorong Dinas Tenaga Kerja, Transmigrasi, dan Perindustrian Kabupaten Bireuen melaksanakan kegiatan pemberdayaan masyarakat. Salah satu usaha yang diberdayakan yaitu industri roti kering. Roti kacang dan roti kelapa sebagai produk unggulan dari daerah tersebut telah dipasarkan ke beberapa wilayah di Aceh. Namun sekitar tahun 2016 sampai 2019 terjadi penurunan produksi. Penurunan tersebut diakibatkan kekurangan modal, persaingan, dan produktivitas kerja yang rendah. Penelitian ini bertujuan mengetahui strategi dalam pemberdayaan usaha industri roti kering yang dilakukan oleh pemerintah untuk digali faktor apa yang menyebabkan kegagalan usaha industri rumah tangga tersebut. Adapun pendekatan penelitian yang digunakan yaitu pendekatan kualitatif deskriptif. Hasil penelitian menunjukkan bahwa strategi yang digunakan oleh Dinas Tenaga Kerja, Transmigrasi, dan Perindustrian Kabupaten Bireuen yaitu membangun kapasitas sumber daya manusia aktor dan pemberian modal usaha. Namun upaya pemberdayaan masyarakat yang dilakukan tidak dilakukan secara berkelanjutan sehingga kurang terkendali dalam prosesnya.

This study aims to analyze the ability and readiness of the issuance of municipal bonds in the government of West Sumatra Province as an alternative to development financing. This analysis includes the financial capability of the province of West Sumatra and the readiness in managing municipal bonds both in terms of human resources and preparation of regulations in the regions that have been carried out by the government of West Sumatra province. This study uses a descriptive qualitative approach interviewing 7 informants from several parties involved and having the authority in policy in the management of municipal bonds later in the government of West Sumatra province. The results showed that the government of West Sumatra province has the financial capability in issuing municipal bonds which is supported by the absence of regional provincial obligations in debt or other obligations. However, the results of the study found that the government of West Sumatra province does not yet have the readiness of human resources and the preparation of regulations in the implementation of municipal bonds. This article was prepared on the background where the poor in North Sumatera are powerless and have no ability to place their position and role in government and development, whileefforts to empower the poor have not been optimally carried out by the North Sumatera Provincial government. This article was prepared to discuss ways to make the poor in North Sumatera powerless, and outline strategies and models to empower the poor in North Sumatera. The poor are powerless and the risk poses a factor of poverty, physical weakness, isolation, improvement, and powerlessness, the poor are not managed and tend to be left by the government, and are not liked by the community. The strategy for empowering the poor in North Sumatera can be carried out through the Need for Strengthening program, Strengthening Human Resources, Strengthening Institutions, Strengthening Access to Communication and Information, Strengthening Networks - Partnerships, and Strengthening Participation. While the effective model of Poor Community Empowerment in North Sumatera is an Advantage and Change Model (ACM)

Ponorogo regency has a variety of tourism resources, potentially developed to increase the tourism sector. This study aims to analyze the strategy of Ponorogo regency in governing the tourism sector based on strength, weakness, opportunity, and threat (SWOT). Using descriptive qualitative approach, this research was conducted in Ponorogo regency. The results indicate that Ponorogo has various tourism sources, such as nature, culture, art, religion, and gastronomy, as the strength. The weakness is that there are many tourism events not well managed by the government. The opportunity is extensive funding support from the government. The threat is the conflict in managing government grants. In addition, the government of Ponorogo regency is successful in delivering 66 tourism ceremonies using local regulation in order to change the threat to be the strength.

Forestry partnership is a social forestry scheme as an attempt resolution of conflict society and permit holders. The objective of the research to explain the forestry partnership program conducted by PT REKI and the people of Dusun Kunangan Jaya I. This research used a qualitative research approach. The methods of data collection include in-depth interviews, participant observation, and document studies. The results of the research showed a forestry partnership carried out by PT REKI and KTH Berkah Jaya, KTH Bungin Mandiri and indigenous people of Batin Sembilan. The agroforestry pattern is applied to partnership lands. The percentage of forestry partnership outcomes, 85% for the community and 15% for PT REKI. The rights and obligations that have not been achieved have an impact on hampering agroforestry management. The limited funding of  PT REKI, which depends on donors as a source of income causing the forestry partnership program has not been maximized. PT REKI in supporting forestry partnership provides various facilities including the provision of forestry plant seeds, cattle, education, and health services community empowerment. The rejection of forestry partnership cooperation carried out by most of the community because of mismatch between the expectation of community and PT REKI. Natural wealth is an invaluable resource so it must be preserved. Indonesia as an agrarian, archipelago and maritime country located on the equator is one of the countries in the world that has abundant natural resources compared to other countries. To manage these crops, the community and the government support each other in the process of conservation through a positive management process. Institutions related to the process are expected to be able to join hands with the community, so that the community, government and the state can enjoy the results in the long run. One way to help the community, especially in areas far from the center of government, or the community wherever located. Cooperative allianz is one of the solutions that is considered in accordance with the conditions and culture of the community. Because Cooperatives allianz are a form of business that has long existed and been run by Indonesian people since ancient times. As a supporting effort for the development of cooperatives, the government should provide support in the form of training for human resources manager of cooperatives and communities around cooperatives, so that the initial purpose of forming cooperatives can be achieved well and satisfactorily.

Karya sastra memang tidak bisa dilepaskan begitu saja dari pengarang dan keadaan sosial yang melatarbelakangi penciptaanya serta segala gejolak kemasyarakatan yang ada seperti kekuasaan dan dominasi yang dirasa merugikan.  Dari tiga rumusan masalah penulis hanya akan memfokuskan pembahasan pada bentuk hegemoni yang dilakukan pemangku adat di Minangkabau. Metode yang digunakan dalam penelitian ini yaitu metode deskriptif kualitatif.  Penelitian ini menggunakan pendekatan sosiologi sastra dan teori hegemoni Antonio Gramsci. Sumber data adalah novel Tenggelamnya Kapal Van Der Wijck karya Hamka. Data diperoleh dengan teknik membaca dan mencatat. Hasil penelitian berupa jenis hegemoni yang disadari dan tidak disadari. Terdapat empat bentuk dari hegemoni yang disadari yaitu kekeraan, penindasan, paksaan dan perampasan, sedangkan bentuk dari hegemoni yang tidak disadari berupa provokasi. There is an inseparable bond between a literary work with the background experience of its writer, and the underlying socio-cultural circumstances behind its creation, as well as all the existing disadvantageous problems in society such as hegemony and dominance. Of the three research problems, the discussion in this article will focus solely on the form of hegemony practices done by the Elders in Minangkabau culture. In conducting this research, descriptive qualitative approach is used. Literary sociological approach using the theory of Hegemony by Antonio Gramsci is used as the research approach. The data are obtained by using reading and noting technique. The data source is the novel Tenggelamnya Kapal Van der Wijck by Hamka. As the result of the research, there are two type of hegemony practices found, the conscious and unconscious hegemony. The conscious hegemony take four forms, there are: violence, oppression, coercion and deprivation. Meanwhile the unconscious hegemony realized only in form of provocation.

This study aims to find out how the East Java BAZNAS is in the empowerment of disability communities in Sidoharjo Village, Jambon District, Ponorogo, East Java, and to look at the problems that exist to find a solution together. The descriptive qualitative approach with the case study method is the research method used. Using interviews with informants, namely, people who are trusted by BAZNAS to distribute and monitor what is needed by the community and he is also an officer of the Kesra sub-district in Sidoharjo Village. The secondary data comes from journal articles, textbooks and other literature. The results of the study were that the BAZNAS program was very instrumental in helping the community in Sidoharjo Village. Assistance is given aiming to empower people with disabilities; in reality, it fails in the middle of the road. For this reason, community participation is needed considering that human resources are vital to assist them because they can still be empowered as long as they are patient, especially those with mild and moderate disabilities.Keywords: East Java Baznas, Community Empowerment, Disabled Persons, Disability Community Empowerment

<p class="06IsiAbstrak">This paper aims to portray the role of Higher Education in mainstreaming Indonesian nationalism insight amid the dynamic issue of nationalism in society. It specifically focuses on the extent to which the insight is implemented in the Three Pillars of Higher Education or Tridharma Perguruan Tinggi at IAIN Pekalongan. The study used a descriptive-qualitative approach with data sourced from Renstra, academic instructional guideline, research and community service in 2017 and 2018, period that marks early years of IAIN Pekalongan after its conversion from STAIN. From data analysis, this reflective study argues that, first; the implementation of Indonesian nationalism insight in teaching has been effective only at the policy level. Second, its implementation in research is still limited, i.e. 11 of 134 studies (8.2%). Third, its implementation in community service has not been accommodated explicitly because the existing programs revolve around community empowerment in specific social and religious areas. The study also presents challenges analysis in the end of discussion.</p>

<p align="center"><strong>Abstract</strong></p><p><em>The objective of research was to find out the existing condition of spatial layout the Kutai Kartanegara Regency’s Government used and to find out the policy of Kutai Kartanegara Regency’s Government in spatial layout. In this research, Empirical research on Law (ELr) was used. ELr seeks to understand and explain how law works in the real world. This study was a descriptive developmental one providing a systematical description on the object to be studied, and then a model was developed to address the problems in the field. The research approach used was qualitative approach. The research was taken place in Kutai Kartanegara regency. From the result of research and discussion, two conclusions could be drawn. Firstly, the existing condition of land use in Kutai Kartanegara regency showed the land use for various activities such as: mining, forestry, gardening, and farming. The shift of land function increased over years. Secondly, the government of Kutai Kartanegara regency had developed draft Local regulation of regency about rTrW or Zoning for Kutai Kartanegara regency, but it had not been proposed to the Local Legislative Assembly’s (dprd’s) discussion because there had been no provincial regulation about rTrW or Zoning of East Kalimantan province</em></p><p><strong><em>Key words : </em></strong><em>policy, Special layout, Valorisation</em></p><p align="center"><strong>Abstrak</strong></p><p>Tujuan penelitian adalah untuk mengetahui <em>existing condition tata ruang </em>yang digunakan Kabupaten Kutai Kartanegara, untuk mengetahui kebijakan Pemerintah Kabupaten Kutai Negara dalam penataan ruang. Dalam penelitian ini digunakan metode <em>Empirical research on Law (ELr). ELr seeks to understand and explain how law works in the real world. </em>Adapun sifat penelitiannya deskriptif developmental yang memberikan gambaran secara sistematis terhadap obyek yang akan diteliti, selanjutnya disusun model yang dapat dikembangkan untuk mengatasi problema di lapangan. Pendekatan penelitian menggunakan pendekatan kualitatif. Lokasi penelitian meliputi Kabupaten Kutai Kartanegara. Dari Hasil penelitian dan pembahasan dihasilkan dua kesimpulan, yaitu : pertama, Kondisi existing Penggunaan tanah di Kabupaten Kutai Kartanegara untuk bermacam – macam kegiatan diantaranya yaitu : . Kegiatan  pertambangan  , Kegiatan Kehutanan , Kegiatan Perkebunan, kegiatan pertanian. Terjadi pengalihan fungsi lahan yang meningkat dari tahun ketahun Kedua, Pemerintah Kabupaten Kutai Kartanegara telah membuat Draft Rancangan Peraturan Daerah Kabupaten Tentang RTRW maupun Zonasi Kabupaten Kutai Kertanegara, hanya saja belum bisa diajukan dalam pembahasan dengan DPRD karena Peraturan Daerah Propinsi tentang RTRW maupun zonasi Provinsi Kalimantan Timur belum ada.</p><p><strong>Kata kunci : </strong>Kebijakan, tata ruang, valorisasi</p>

Before the emergence of Covid-19 which developed throughout the world, the Indonesian Central Government had issued Law Number 6 of 2014 concerning Villages, which is a policy that regulates the level of Village administration. However, in this law there is no allocation of development funds and village empowerment which is the basis of the community at the level of village government administration (Gampong). Funds sourced from APBN, APBD Province or Regency, hope to support the progress of the village to become an independent village capable of organizing and managing. The allocation of village funds in the form of a Village Revenue and Expenditure Budget (APBG) is directed to finance government activities, development and community empowerment. For this reason, the Government has issued a special policy to handle Covid-19 by allocating Village Funds to address problems arising from the Covid-19 pandemic. Especially for the economic sector through the formation of Village-Owned Enterprises (BUMG) which is a business driver to improve the quality of life and realize the welfare of rural communities. With a descriptive qualitative approach using three methods, namely observation, interviews and documentation analysis. This study aims to determine business potential with local wisdom through a SWOT analysis with a focus on Village-Owned Enterprises. Based on the SWOT analysis, in the end, Village-Owned Enterprises will facilitate activities in realizing plans in accordance with local wisdom for the welfare of the community, especially in the era of the Covid-19 pandemic.
