This paper explores the fiscal policy of a country, as well as the policies that influence the economic growth of a country, since the course of government decision-making would be decided by fiscal policy and government expenditure. A research that uses a qualitative descriptive approach and thus a large literature is required to provide information to the government in order to ensure that the government can avoid delaying market prices. Community security can be accomplished when rates can be set by the government. In addition to fiscal policy that can preserve equilibrium, fiscal policy can have an effect on country's economic development and can establish social justice for all societies, followed by fiscal policy in a country through taxes and other responsibilities in Islam such as Zakat. Waqf, as philanthropy, may also help the government's efforts to raise government revenue and is sponsored by top management in the public financial sector, with the expectation that macro and micro businesses may develop in a country.

Sektor pariwisata yang saat ini sedang banyak diminati masyarakat adalah konsep pariwisata pedesaan, seperti desa wisata. Di Gresik sendiri terdapat banyak sekali wisata yang dikembangkan oleh Pemerintah melalui Badan Usaha Milik Desa atau BUMDes seperti Desa Wisata Lontar Sewu di Desa Hendrosari. Berawal dari potensi desa yang apabila dikembangkan secara optimal dapat meningkatkan pendapatan masyarakat sekitar sehingga mampu meningkatkan perekonomian masyakat Desa Hendrosari. Sebab itu perlu untuk dilakukan penelitian lebih jauh mengenai pentingnya pemberdayaan masyarakat. Sehingga penting untuk dilakukan pemberdayaan masyarakat dimana di Desa Hendrosari terdapat sumber daya alam yang mumpuni untuk dikelola sehingga jika dikelola lebih baik bisa untuk menambah pendapatan desa. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan fokus penelitian menggunakan teori Pemberdayaan Masyarakat oleh Tim Delivery (Totok Mardikanto, 2013: 125-127). Karena pada awalnya dahulu desa hendrosari terkenal dengan desa penghasil minuman fermentasi sehingga konotasi dari Desa Hendrosari lebih ke arah negatif. Sehingga dengan adanya program kerja tersebut mampu mengubah image masyarakat tentang desa tersebut menjadi desa wisata. Masyarakat Desa Hendrosari mempunyai peran penting untuk melestarikan dan mengembangkan potensi yang ada seperti sumber daya alam dan sumber daya manusia. Sehingga mereka memiliki peran penting dalam tindakan pengambilan keputusan, mempengaruhi serta memberi manfaat bagi kondisi lingkungan yang ada disekitar. Pengelolaan yang baik menghasilkan tempat wisata yang dikenal dengan nama lontar sewu. Dengan adanya tempat wisata baru tersebut menghasilkan banyak pemberdayaan masyarakat melalui pengembangan desa wisata lontar sewu. Kata kunci :Lontar Sewu, Desa Hendrosari, Desa Wisata, Pemberdayaan Masyarakat,   The tourism sector which is currently in great demand by the public is the concept of rural tourism, such as a tourist village. In Gresik itself, there are lots of tours developed by the Government through Village-Owned Enterprises or BUMDes such as Lontar Sewu Tourism Village in Hendrosari Village. Starting from the potential of the village which, if developed optimally, can increase the income of the surrounding community so as to improve the economy of the Hendrosari Village community. Therefore it is necessary to conduct further research on the importance of community empowerment. So it is important to do community empowerment where in Hendrosari Village there are natural resources that are qualified to be managed so that if they are managed better they can increase village income. This study used a qualitative descriptive approach with a research focus using the theory of community empowerment by the delivery team (Totok Mardikanto, 2013: 125-127). Because in the beginning, Hendrosari Village was known as a village that produced fermented drinks, so the connotation of Hendrosari Village was more negative. So that the existence of this work program is able to change the image of the community about the village into a tourist village. The Hendrosari Village community has an important role to play in preserving and developing existing potentials such as natural and human resources. So that they have an important role in decision-making actions, influence and benefit the surrounding environmental conditions. Good management produces a tourist spot known as lontar sewu. With this new tourist spot, it has resulted in a lot of community empowerment through the development of the Lontar Sewu tourism village. Fiscal policy is a policy imposed by the government to influence economic activity in the real sector through expenditure and revenue. Fiscal policy help in smoothing business cycle fluctuations (boom or recession) makes it a potential tool for economic stabilization. Referring to the theory, fiscal policy should have a countercyclical behaviour. Vice versa, many evidence shows if the behaviour of fiscal policy diverse among countries. Therefore, the purpose of this study is to find the fiscal policy behaviour in ASEAN (2001-2018) using the Panel Least Square analysis tool. The estimation results show that the behaviour of fiscal policy in ASEAN are countercyclical for government revenue approach and fiscal balance approach, whereas government expenditure approach is procyclical.   Keywords: fiscal policy, fiscal policy behaviour, countercyclical, procyclical

Fiscal policy, inter alia, looks at the list of government revenues. The constitutional rules provide guidance on the list of revenues. However, the previous studies find that waqf is not considered as part of government revenues. In this study, we argue that waqf brings in a new list of government revenues. To prove this point, we select a sample of fifty-seven countries under the Organization of Islamic Countries. The constitution of each country is investigated by using content analysis. The study uses a combination of several keywords, namely “tax or taxes or fiscal obligations,” “revenues or budget or finance” and “waqf” in investigating the rules on revenues and waqf. The findings in this study are classified into five kinds of countries, namely countries that highlight government revenue and waqf in the constitution, countries that claim to recognize sharia law as the basis of the law but the waqf rules in the constitution are missing, countries that mention in their constitution that government revenues are placed under the government system, financial system, and parliament, countries that place waqf is ruled under the public finance matter, and countries that place waqf as the main policy. This finding implies that the constitutional rules lead to the view that waqf is a part of public finance that can be used as a fiscal policy tool and should be included in the state budget plan.

The phenomenon of slum settlements has been increasingly occurring in Indonesia. President of Indonesia, Joko Widodo having a vision to implement the development program known as Kota Tanpa Kumuh. This program is conducted in more than 100 districts in Indonesia. However, Sidoarjo regency becomes the public spotlight due to its development. Unfortunately, there are two slum villages having different development results. Bligo becomes a successful village in establishing development. Meanwhile, Jiken Village fails in achieving the development. Although two villages have same characteristics and regional regulatory support, it’s not sufficient to support the success of development. This research applying qualitative descriptive approach to obtain the importance of participation in development process. It’s also important to explain the forms and the factors that influence participation.With applying the Eight Rungs of Citizen Participation, can determine that Bligo village is in citizen control, in which the community plays a full role in program implementation. Contrastingly, Jiken village only in the  of Informing stage, where the public only get information from the government without any community empowerment. The participation is crucial to the success of the development program. This is due to the existence of self-belonging exerting the ability to create sustainable development achievement

At present the development of technology and information has reached a very rapid level. Technology and information are used as a service media in the government environment which is also known as e-Government, one of which is the service of public information disclosure. The central government through Law No. 14 of 2008 concerning Openness of Public Information, encourages all Public Agencies including the Sleman Regency Government to make transparency in the administration of the state by utilizing information technology. This research is a qualitative descriptive study which aims to describe the reality that occurs. The object of research in this study is the official website of the Information and Documentation Management Officer (PPID) of Sleman Regency with the domain https://ppid.slemankab.go.id then the Sleman Regency Communication and Informatics Office as the organizer of the public information disclosure program. The data collection technique itself is carried out by means of interviews, documentation studies, and field observations (observations). After collecting and presenting data, then the data will be reduced first then analyzed and concluded. From the results of the study, in general the researchers concluded that the Sleman Regency PPID website had reached the level of qualification to become a quality website, however there were still some improvements and evaluations that had to be done by the relevant agencies in order to be better, namely (i) the website was still being assessed as a one-way service (ii) There are still many OPDs that are not ready to implement PPID (iii) data and information are still not updated (iv) lack of responsiveness of services in requests for information.

Solo is one of the two Cities in Indonesia that received the highest award of District / City Worthy Children's implementation from President JokowiWidodo as the City of Eligible Children. The success of Solo to get the award of Decent Child's City can not be separated from the leadership FX.HadiRudyatmo as the Mayor of Solo. The objectives of this research are: (1) To know and explain the leadership of FX.HadiRudyatmo in realizing the Solo of Decent City, (2) To analyze and analyze the factors that make Solo Municipal Children's Favorite and (3) to know and analyze the actors who contribute greatly in Solo Kota Decent Children. The method used in this study is a qualitative descriptive approach that explains the results of research, assessment and other references reinforced by empirical data conducted through interviews and observation. The results showed that the leadership of FX.HadiRudyatmo in realizing the Decent City Solo is very democratic but the egosektoral among the Organization of Regional Devices in realizing the Solo Municipal Decent Children is still high and there are still problems that can not be resolved even though Solo gets the predicate Solo Kota Major Main is the number of children who exposed to HIV / AIDS is still high and the availability of child data information management system. Recommendations given to the Government are to build more intense communications and improve routine coordination among the Regional Device Organizations through scheduled meetings amongst the WTO, promoting socialization and education to all levels of society on HIV / AIDS as well as the creation of a web data base on child data.Keywords: Leadership, Head of Region, District / City Eligible Children

ABSTRACT This paper tries to explain and describe the position of UMKM in the Kepuh, Boyolangu Village, Banyuwangi, as an effort to reduce the unemployment rate, especially in the lower middle class and to see how the strategy of the UMKM founders in maintaining their position in all conditions. So it is hoped that readers can find out and analyze UMKM within the scope of the region as an effort to minimize unemployment and increase living standards. This paper use qualitative research method with a qualitative descriptive approach. Establishing UMKM is certainly not an easy thing, because the large number of workers does not guarantee UMKM, who is determined by the appropriate expertise and strategy. In addition, the Government has not been maximally perfect in overcoming problems and financial assistance for community UMKM which in reality is able to absorb many new workers, and has an impact on reducing the unemployment rate.

AbstractThe purpose of this paper is to study whether innovations in monetary and fiscal policy are a leading indicator of future business and consumer confidence and reverse applying the panel Granger causality analysis to two periods in the history of the euro area: before and after the start of the Great Recession. The results show that Granger causality interaction between the confidence of economic agents and the stance of monetary policy (measured by the shadow rate) is stronger than between the former and the fiscal policy instruments. The European Central Bank (ECB) shadow rate innovations Granger caused business and consumer confidence in both periods, but also indicators of confidence Granger caused the shadow rate. No such feedback could be established between two fiscal policy instruments (government expenditure and revenue growth) and the indicators of confidence. Government spending and revenues Granger caused business confidence in the first subperiod, but not in the second subperiod when the causality reversed. The government revenues Granger caused consumer confidence in the first subperiod, while government expenditures in the second subperiod. Consumer confidence Granger caused government spending in the first subperiod.


Significance The review will take into account the effects of measures taken thus far, in particular the flotation of the Egyptian pound, and will assess the government’s budget for the 2017-18 (July-June) fiscal year. Impacts The government will struggle to reduce the deficit because of the scale of public debt and the record high domestic interest rate. Government expenditure on wages will rise at a much lower rate than inflation. The public will also face further rises in indirect taxation, revenue from which is projected to rise by 40%. The IMF is unlikely to raise any serious objections to the government’s plans.
