This study examines the local tradition of Buginese tribe community in South Sulawesi that is death ritual, precisely in Tadang Palie village. The death ritual is named Makkuluhuwallah taken from the first verse of Surat al-Ikhlās. The surat is usually recited about 15,000 times to 100,000 times in seven days. The uniqueness of Makkuhuwallah is the medium used to calculate the number of recitations by using gravel. After a seventh day, the pebbles will be placed above the grave or gravestone. This research type is qualitative research which its data processing system used is descriptive-analytic. The working instrument combines library studies and field studies. This study also wants to see how the Qur'an is responded by a popular society with the term Living Qur'an Study. The author finds the reason behind the use of the surah al-Ikhlās in Makkuluhuwallah procession. It is based on the public receptions of al-Ikhlās. Surat al-Ikhlās includes the shortest letter in the Qur'an and has a great prominence (faḍīlah). The prominence of al-Ikhlās is often found in a hadith which states that reciting surat al-Ikhlās is equal with the whole of the Qur'an. Logically, reciting al-Ikhlās three times already completes the whole al-Quran especially when reciting it thousand times. The writer suspects that motivation is the basis of the implementation of Makkuluhuwallah.

To make the right decisions on investments, operations, and policies in the public road sector, decision makers need knowledge about traffic measures of trucks, such as average travel time and the frequency of trips among geographical zones. Private logistics companies daily collect a large amount of freight global positioning system (GPS) and shipment data. Processing such data can provide public decision makers with detailed freight traffic measures, which are necessary for making different planning decisions. The present paper proposes a system framework to be used in the research project “A new system for sharing data between logistics companies and public infrastructure authorities: improving infrastructure while maintaining competitive advantage”. Previous studies ignored the fact that the primary step for delivering valuable and usable data processing systems is to consider the final user’s needs when developing the system framework. Unlike existing studies, this paper develops the system framework through applying a user-centred design approach combining three main steps. The first step is to identify the specific traffic measures that satisfy the public decision makers’ planning needs. The second step aims to identify the different types of freight data required as inputs to the data processing system, while the third step illustrates the procedures needed to process the shared freight data. To do so, the current work employs methods of literature review and users’ need identification in applying a user-centralized approach. In addition, we develop a systematic assessment of the coverage and sufficiency of the currently acquired data. Finally, we illustrate the detailed functionality of the data processing system and provide an application case to illustrate its procedures.

<p><em>Since long time ago, Indonesia contributes to one of the largest Muslim scholar graduates in the world, these scholars are not only recognized in their countries, but are recognized throughout the world. They are Nuruddin Ar Raniri (Aceh), Sheikh Nawawi al Bantani (Banten), Khalil Bangkalan (Madura), Sheikh Muhammad Arsyad al Banjari (South Kalimantan), Sheikh Yusuf al Makassari (South Sulawesi), Sheikh Ahmad Khatib al Minangkabawi and Muhammad Jamil Jambek (West Sumatra), Sheikh Mahfudz Tremas (Java), following Hadhratus Sheikh KH. Hasyim Asy'ari (founder of  Nahdatul  Ulama),  KH. Ahmad  Dahlan (founder of  Muhammadiyah),  Prof.  Dr.  Hasbi  ash- Shidiqqey (initiator of Indonesian jurisprudence), Prof. Buya Hamka, and so on. The number of scholars in Indonesia will never be exhausted to be studied, because scholars always grow and develop in the community. Some of the scholars have written their biographies, but many of them have not yet been written. The absence of written sources (reading) about the scholar makes the public not familiar with it. So the purpose of writing this short biography is to find out a short biography of one of the scholars, namely Dr. Muhammad Nawawi Yahya Abudrrazak Al Majene, from Mandar, West Sulawesi. Nawawi Yahya is known by the local people by the name of Puang Masser, because most of his life was spent in Egypt in the context of studying. From the undergraduate program until the doctoral program was completed in Egypt. Nawawi Yahya or Puang Masser managed to write a dissertation entitled "Az Zakah wa an Nadzum al Ijtima'iyah al Mu'ashirah", Zakat  and  the  Order of the  Contemporary Society. What's interesting  about the dissertation is its thickness reaches 3,593 pages, which is divided into six chapters. The work has now been published by the Research Center for Literature and the Religious Khazanah of the Indonesian Ministry of Religion's Research and Development Agency. This study used interviews, observations, and documentation in collecting data as well as qualitative research in general.</em></p><p> </p>

This study aims to determine the responsiveness of public services in Indonesia during the Covid-19 pandemic, this time digital bureaucracy is very much needed in every government agency in carrying out its duties and functions in order to accelerate the process of public services during the Covid-19 pandemic. Service standardization is the next most important thing to keep the bureaucracy running effectively, quickly and responsively in providing the best service to the community. This study chooses a qualitative research type with a literature review approach. The results of this study found that The Indonesian bureaucracy has not been able to respond to strategic problems in Indonesia quickly due to several obstacles to an apathetic bureaucratic culture, and the lack of participation of all parties in the public service process during the Covid-19 pandemic, there are still shortcomings in terms of speed, quality and community satisfaction. This is also influenced by overlapping policies that take a long time to implement.

The purpose of this research is to examine how the existence and participation of the community in maintaining the Syawalan Tradition in Bungo Village, Wedung Subdistrict, Demak Regency, especially in the present era. This research was conducted using a qualitative research type with a descriptive qualitative approach. The implementation of this research was carried out using several methods such as field observations, interviews with local traditional leaders and documentation. The final results of the study indicate that the existence of the Syawalan Tradition in Bungo Village, Wedung Subdistrict, Demak Regency is still preserved until now. Evidence of Syawalan's existence can be seen from the public interest and participation in the implementation of the Syawalan Tradition. The community's participation in maintaining the Syawalan tradition is proven by the people who are full of enthusiasm and volunteer to bring their marine products in an effort to preserve this tradition passed down from generation to generation. One of them is by continuing to routinely carry out the Syawalan tradition and further develop it into the tourism and economy sectors without losing the identity and philosophy of the Syawalan tradition. The process of explaining the 'Gorampe' into the sea became an interesting session because it was the highlight of the Syawalan Tradition.

Sharia-influenced regional regulations (perda sharia) are regulations or laws that are created by district governments and use Islamic moral teachings as a reference point. This article based on a qualitative research in two districts: Cianjur, West Java and Bulukumba South Sulawesi.  In general, perda sharia seeks to manage three aspects of public life: firstly, to eradicate moral and social problems such as prostitution, drinking alcohol and gambling; secondly, to enforce ritual observances among Muslims such as reading the Qur’an, attendance at Friday prayers and fasting during Ramadan, and thirdly, to govern the way people dress in the public sphere, especially in relation to head-veiling for the women.

The 2019 General Election which is a combination of the Presidential Election and the Election of legislative members still raises several issues regarding the neutrality of the ASN in its implementation in Banten Province. ASN neutrality is in the public spotlight because there are still cases that occurred in the 2019 Election Period in Banten Province. KASN has the authority to oversee the application of the ASN code of conduct both at the central and regional levels. This research uses a qualitative research method with descriptive research type. Based on the results of the study in this study, a number  of violations  have been found related to ASN neutrality, in the legislation has a lot to regulate the limitations of the ASN when facing Elections, this shows that the government is committed to protecting ASN from various conflicts of interest that can occur. In this regard, KASN has issued various recommendations related to violations of ASN neutrality that occurred during the 2019 Elections in Banten Province. KASN has enforced law against non-neutral ASNs in the 2019 elections. As a result the ASN recommended by KASN to officials responsible for each agency was given strict sanctions according to the level of violations.

The problems of this study are 1) What is the role BAPAS of prisoners who have gained parole? 2) Any constraints faced by BAPAS in conducting guidance to inmates who obtain parole? The method used in this study using qualitative analysis, that takes into account the facts that exist in the field of practice which are then compared with the description obtained from the study of literature. From this analysis it can be seen the effectiveness of the criminal system that is instructive to the child as a criminal. Data obtained from both primary data and secondary data then analyzed qualitative diskritif troubleshooting procedures examined by exposing data have been obtained from the library studies and field studies were analyzed with the form of conclusions. The results using this sociological juridical methods conclude that: 1) Implementation guidance is felt still far from the expectations of the client, because the guidance conducted by the social counselor counsels are only just so monotonous at all. Whereas in the implementation of the Directive No. E-39-PR.05.03 of 1987 regarding Correctional Client Guidance was mentioned about the forms of activity, so that what has been a guide in the implementation of forms of activity can not run properly, 2).Constraints can be divided into two factors, namely the constraints caused by internal factors and constraints caused by external factors. As the constraints caused by the internal factor is the perception that the client to obtain a conditional release will apply to both the public, As for the problems caused by external factors is the client's premises much an obstacle for the client to do a report that it was his duty, so sometimes it is supervising the relevant social grant a dispensation for the client to do the report at a certain time.Keywords: Strategy; Correctional Centers (BAPAS) Non-Conditional.

Currently, technological development is very much needed as information systems are increasingly stringent and require the readiness of an organization. Government agencies very much manage and serve the community so that the role of government is very influential to serve the community for example for the management of correspondence. The use of the existing mail information system does not meet the standards of technological development, because the existing data processing system is still done manually using Microsoft Word. The problem that is often faced when making a letter by hand is that people who make a letter have to wait a long time, because officers must input data manually. The purpose of this research is to create a system to serve the public in making letters, so that officers can provide services quickly and accurately. The results of this study are the information system that was designed to be able to provide convenience and update the administration of the letter agenda that previously was still using the manual method.

In the current technology era, laboratory managements require an information system. Laboratory is the core of Engineering Faculty of University of Bengkulu, but still manually in its management. This applied research’s purpose to provide laboratory information to the public and also to develop an educational management toolkit in laboratory management. This system was developed based on User Center Design (UCD). This method fully involving user in design trough their suggestion and wishes. This research had some steps are survey, analysis, data processing, system design, and implementation. The results of this study show the system is able to manage laboratory of Engineering Faculty well as indicate by the System Usability Scale (SUS) score of 76.Keywords: System, Management, Laboratory, Engineering Faculty, UCD
