This research aims to analyze the implementation of the Medan Outer Ring Acceleration Area Program in the Medan Tuntungan District and to find out the supporting and inhibiting factors. The research method used is descriptive research method with a qualitative approach. The results showed that the implementation of the accelerated development program for the outer ring region in Medan Tuntungan District was effective and was able to add and improve several facilities and infrastructures, not only road infrastructure, health infrastructure, educational infrastructure, but also added economic infrastructure. Factors that support infrastructure development in the District of Medan Tuntungan include Support of all citizens to government policies through proposals submitted to the Medan City Government regarding the need for infrastructure development in the District of Medan Tuntungan, in the context of accelerating regional development. Factors hampering infrastructure development in Medan Tuntungan Subdistrict are the lack of public awareness of the use and maintenance of infrastructure provided by the government, so that conditions are easily damaged and the limited regional budget for infrastructure development.

AbstractIn this paper we discuss the SKPD Filing Unit Employee Perception of the Regional Archival Information System Application (SIKEDA) and the Regional Archival Information Network (JIKEDA) in  the City Government of Bukittinggi. The purpose of this study is to determine the competence and optimal shield of SKPD employees in inputting files to the SIKEDA application.This type of research is descriptive research with a qualitative approach. The location of this study was carried out in 5 SKPD Institutions in Bukittinggi, namely: (1) the Library and Archives Office of Bukittinggi City, (2) the Education and Culture Office of the City of Bukittinggi, (3) the Youth and Sports Pariwasata Service of the City of Bukittinggi, (4) the Health Service City of Bukittinggi, (5) Social Service of the city of Bukittinggi. The object of the study was SKPD employees in five government agencies in the city of Bukittinggi. Writing this paper aims to describe (1) To describe the optimization of the use of SIKEDA and JIKEDA applications by Admin node SIKEDA in supporting records management in the city administration of the City of Bukittinggi; (2) To describe the competencies possessed by HR in SKPD in utilizing information technology in the application of SIKEDA and JIKEDA applications in the City Government of Bukittinggi.Data was collected by observation and direct interviews with SKPD employees in the Bukittinggi city government and literature studies in the application of electronic records in the government of the City of Bukittinggi.Based on the discussion, it can be concluded that the First Employee in the SKPD in the City Government of Bukittinggi is still not optimal in inputting the archive to the sikeda Second application.iKeywords: optimization, competence, electronic archives.

Housing and settlements are basic human needs. Therefore, the government is trying to meet the community's need for housing. This study aims to see how the housing development program is implemented in Palembang City, monitor this program and also monitor the extent of the housing development program. This research uses descriptive qualitative techniques with interviews. Key information is the Head of the Palembang City Housing and Settlement Area Office, the Head of the Housing and Settlements Section, the Head of the Palembang City Development Planning Agency, and Housing Developers in Palembang City, as well as people living in housing in Palembang City. Then the data obtained from the study were analyzed using qualitative descriptive analysis methods. The results showed that the implementation of the housing development program in Palembang City has not been carried out properly in accordance with what has been planned by the Palembang City Government.

The BOT (Build Operate Transfer) Agreement between Bogor Municipal Government and PT Pancakarya Grahatama Indonesia is an agreement to optimize Baranangsiang terminal assets as stated in the agreement Number: 601 / Perj.418-BPKAD / 2012 / Number: 005 / PGI / DIR / VI / 2012 . Until now, the agreement of both parties has not been able to be considered because of the change of authority of the terminal which formerly the authority of the City Government of Bogor to switch to the Central Government, resulting problems Whether the Government / Mayor Bogor can cancel the unilateral agreement BOT in the construction of Terminal Baranangsiang viewed from the point Civil Code? The research method used is normative legal research method supported by interview and field data. Based on the analysis that the BOT agreement between Bogor City Government and PT Pancakarya Grahatama is a valid and binding agreement between both parties and can not be canceled unilaterally by Bogor City Government, although there are new regulations that change the authority of terminal A Baranangsiang become the authority of Central Government . The Agreement may be canceled if it violates Article 1320 of the Criminal Code or violates the subjective and objective terms of the validity of the agreement. When the agreement is mutually agreed upon by both parties, the agreement must continue and act as a binding law as regulated in Article 1338 of the Criminal Code. Bogor City Government should immediately provide certainty to the PT Pancakarya Grahatama Indonesia for Baranangsiang terminal revitalization project can be immediately realized and need a revision (adedendum) agreement between the Government of Bogor City with PT Pancakarya Grahatama Indonesia related to changes in authority of terminal A Baranangsiang between PT. PGI with the Central Government.

This study aims to analyze the problem of legal protection for children in the perspective of human rights. The type of this research is socio-juridical or including descriptive research with a non-doctrinal approach, which views law as a socio-empirical symptom observed in experience. The research method used is descriptive research with the type of incorporation of normative legal research with sociological legal research related to the implementation of legal protection for children in the perspective of human rights. The results of the study show that the results of this study are the legal protection of children in the perspective of human rights in essence is an effort made by parents, government and society to fulfill and guarantee all children's rights that have been guaranteed in the convention of children's rights and laws Number 35 of 2014 concerning Child Protection. Legal protection for children in the perspective of human rights is less implemented because the government has not implemented its obligations in fulfilling children's rights so that there are still legal violations of children. The recommendation of this research is to implement legal protection for children in the perspective of human rights, parents should be fully responsible for the behavior of children and the government establishes policies that are in line with the wishes of the community, so that the common perception between parents, government and society is realized in fulfilling the rights child.

Background and Purpose: In order to have an imagination of glass government, it is a priority to consider corruption, transparency, trust, and awareness. The present research aimed to model the relationship between the mentioned variables in the hospitals of Mazandaran Medical Science University. Materials and Methods: This was a cross-sectional descriptive research. The population included all medical and administrative staff of selected hospitals from east of Mazandaran in 2019, consisting of 4251 persons (1774 male and 2477 females), and the research was carried out on the basis of data from 353 subjects according to Cochran formula by classified sampling fitted to the size of each class. The required data were collected by using standard questionnaire and analyzed by SPSS and AMOS Software. In descriptive statistics, descriptive indicators, such as mean, variance, minimum and maximum and frequency tables, were used and in inferential statistics, the collected data were analyzed by using Kolmogorov-Smirnov tests to check the normality of the data, and path analysis. Results: The findings from confirmative factor analysis showed that transparency had a significant effect on perceived corruption (with standard deviation of 0.32 and T value of 4.814), public awareness (0.22 and 3.284), trust in government (0.23 and 3.303), trust in administrative evolution committee (0.48 and 7.109), perceived corruption on trust in government (0.28 and 4.436), trust in administrative evolution committee (0.33 and 5.483), public awareness on perceived knowledge (0.20 and 3.052), and trust in administrative evolution committee (0.16 and 2.878) and trust in administrative evolution committee had effect on trust in government (0.29  and 3.453), but public awareness had no significant effect on trust in government (0.10  and 1.715). Conclusion: Glass government should pursue reducing corruption at the level of subordinate organizations with more transparency and awareness and by doing so, trust in the government and administrative evolution committees will be achieved.

Village Owned Enterprise is a self-help container that is essentially a forum that conducts empowerment to the community, but the current situation is many unable to function as a forum for community empowerment of Village Owned Enterprise. This research aims to determine community empowerment through The Save Borrow Business Unit in Village Owned Enterprise Mineh Mandiri West Minas Village and to Know what factors hinder community empowerment through the Simpan Pinjam Business Unit in Village Owned Enterprise Mineh Mandiri West Minas Village. This research uses qualitative descriptive research method approach. Primary data obtained directly through interviews from informants, namely the Director of Village Owned Enterprise Mineh Mandiri, Village Chief Of West Minas, representative community Of West Minas Village, Field Experts Of Village Owned Enterprise, and Borrower Community. The results of this study show that community empowerment through the business unit of saving loans in a Village Owned Enterprise Mineh Mandiri West Minas Village is Bad. inhibitory factors in community empowerment through business units save borrowing in Village Owned Enterprise Mineh Mandiri West Minas Village is the limitation of human resources and lack of public awareness and lack of public enthusiasm for Village Owned Enterprise Mineh Mandiri.

This research aims to describe and analyze the implementation of the Poverty Reduction Policy in the Perspective of Political Economy in Medan Belawan District, Medan City. The research method used is descriptive research method with a qualitative approach. The results showed that the implementation of poverty reduction policies in Medan Belawan sub-district from the perspective of political economy has been running quite well. The whole series or process of activities starting from the initial socialization, reflecting on poverty, implementing the program, monitoring the program all went quite well. The success of the Poverty Reduction Policy is greatly supported by the effectiveness of the implementing organizations in providing learning, mentoring, independence, for the poor. The obstacle that occurs in the implementation of this policy is that there are still poor people, most of whom are traditional fishing workers who have not received the benefits of assistance programs from the Government. This caused some of their children to drop out of school to work to help their parents.

AbstractThe trend of the spread of Coronavirus (Covid)-19 which continues to soar has an impact on society for health, peace and safety of the soul.  Public awareness and compliance with laws and regulations and the government's call for a Large-Scale Social Restrictions (PSBB) policy are important not to be violated or ignored.  The application of criminal sanctions for fines is an alternative sanction in law enforcement so that people are deterred, educated and as a means of government social control. The research method is normative juridical supported by empirical research using secondary data in the form of books, legislation and the internet. Type of qualitative research. Infrastruktur menjadi salah satu prioritas kinerja pemerintah Indonesia saat ini. Namun, dalam pelaksanaannya pembangunan infrastruktur belum merata dikarenakan beban ekonomi dan sosial di berbagai daerah yang ditanggung pemerintah masih sangat besar. Berdasarkan Rencana Pembangunan Jangka Menengah Nasional (RPJMN) tahun 2015-2019, sejumlah 4.796 triliun rupiah diperlukan untuk memenuhi target pembangunan infrastruktur yang ditetapkan pemerintah pada tahun 2019. Namun, pemerintah pusat dan daerah hanya dapat memberikan kontribusi 41% dari total pembiayaan. Salah satu bidang infrastruktur yang masih perlu peningkatan kualitas dan kuantitas adalah bidang kesehatan. Infrastruktur kesehatan masih perlu ditingkatkan terutama bagi daerah di luar di pulau Jawa, salah satunya Kalimantan. Pusat Data dan Informasi Kementerian Kesehatan RI tahun 2018 menyatakan jumlah infrastruktur kesehatan salah satunya Puskesmas, paling sedikit di Indonesia berada di provinsi Kalimantan Utara dengan total jumlah 56 puskesmas. Oleh karena itu, didukung dengan banyaknya perusahaan pada pulau Kalimantan, partisipasi perusahaan-perusahaan pemerintah maupun non-pemerintah diperlukan untuk membantu persebaran pembangunan infrastruktur di bidang kesehatan yang direalisasikan melalui program CSR. Tulisan mendeskripsikan partisipasi perusahaan-perusahaan melalui kegiatan CSR dalam membantu pembangunan infrastruktur kesehatan di Kalimantan, serta bagaimana pekerja sosial industri dapat berperan dalam kegiatan CSR tersebut. Infrastructure has become one of current priority of Indonesian’s government. However, the implementation of infrastructure development have not been equally spread across the country because of the huge economic and social burden in various region that the government endure. According to the National Medium Term Development Plan of 2015-2019, 4.796 trillion rupiahs is needed to fulfill the infrastructure development goals that has been settled by the government in 2019. However, the central dan local government can only contribute 41% from the total cost. One of the fields of infrastructure development that is still need enhancement is health care and services infrastructure. Health infrastructure still needs to be improved, especially for areas outside Java, one of which is Kalimantan. The Indonesian Ministry of Health Data and Information Center in 2018 stated that the number of health infrastructure such as puskesmas in North Kalimantan province only amounted to 56 puskesmas. This number is the least compared to other regions. Therefore, the participation of governmental and non-governmental companies is required in order to help reach the health care and services infrastructure developmental goals that is implemented by CSR programs. This article will describes the companies’ participation through CSR activities on helping the development of health care and services infrastructure in Kalimantan.

Digital literacy is one of the new media, which has a vital role in Indonesian people's lives, especially during the pandemic. In this article, the author will discuss the challenges faced by the community in implementing digital literacy, the role and value of axiology contained in digital literacy during a pandemic. Indonesian society is expected to have good digital literacy skills to balance these urgent needs, especially during a pandemic. This article aims to increase public awareness of the importance of understanding digital literacy. Besides, make efforts to utilize digital literacy to the fullest and realize the challenges faced. This research method uses a combined approach. The results show that digital literacy is critical in various aspects and has axiological value. However, Indonesia still has several challenges implementing digital literacy during the pandemic. Therefore, the government and society are expected to work together to improve the ability and understanding of digital literacy. However, this article still needs to be reviewed further due to the limited data and time available.
