The situation on the Czech electricity market from the point of view of small customers or households is confusing every year. Although information on electricity consumption prices for households and small businesses is already freely available on the Internet (web pages of the Electricity Regulation Office), understanding the rules for calculating electricity consumption costs is still not easy for ordinary small consumers. For small entrepreneurs, the question often arises as to whether tariffs intended for households can be used for the electricity consumption, or whether it is necessary or appropriate to switch to tariffs for small business consumption. This article is focused on the analysis of the offer of electricity suppliers for the year 2020 in the Czech Republic from the point of view of the distribution rate D25d for households, resp. C25d for entrepreneurs in order to assess differences in the cost of electricity consumption and to select those products and suppliers for which the annual cost of electricity consumption is minimal. Monte Carlo simulation, where the monthly electricity consumption is generated (normal probability distribution), is used for the analysis together with the basics of multicriteria decision making, especially the non-dominance testing principle. The results show that the differences in the annual electricity consumption costs can be around 15% and the tariff rates for households are cheaper than the tariff rates for the entrepreneurs (also here the difference in annual costs can be around 15-20%).

The situation on the electricity retail market in the Czech Republic is not clear because of the number of suppliers and its products. Although the information about the prices for the electricity consumption for households is available on the web and each household can change the supplier nearly with no extra effort and cost, households are still often not familiar with the individual price items of the products. In this article the analysis of the Czech electricity market from the distribution rate D25d point of view is made for the years 2017-2018 when the household annual consumption is simulated via Monte Carlo simulation model. The aim of this paper is to select such a supplier and product that minimizes the total costs of the electricity for a household for the selected distribution rate and compare it with the results from the previous years.

AbstractThis study offers new conclusions on the economic cost of a failed Doha Development Agenda (DDA). We assess potential outcome of the Doha Round as well as four protectionist scenarios using the MIRAGE Computable General Equilibrium (CGE) model. In a scenario where applied tariffs of World Trade Organization (WTO) economies would go up to currently bound tariff rates, world trade would decrease by 9.9% and world welfare by US$353 billion. The economic cost of a failed DDA is here evaluated by the difference between a cooperative scenario (DDA) and a protectionist one (US$412 billion in terms of welfare). Another point of view is to compare a resort to protectionism when the DDA is implemented with a resort to protectionism when the DDA is not implemented. The findings show that this trade agreement could prevent the potential reduction of US$809 billion of trade and, therefore, acts as an efficient multilateral ‘preventive’ scheme against the adverse consequences of trade ‘beggar-thy-neighbor’ policies.

The aim of this research was to identify energy saving instructions effect on household’s electricity consumption. The research was conducted using Randomized Control Trials, which implied defining a treatment and control group on a sample of 330 households. The research was carried out in Republic of Serbia, where electricity prices are the lowest in Europe and electricity is used inefficiently. For quantitative analysis of data, the Difference in Difference method was used, which compares the changes in electricity consumption over time between the treatment and control group and estimates the overall impact of the energy saving instructions. The research showed that in situations where electricity price is very low, energy saving information does not have the significant impact on change in consumer behavior. However, inefficient use of electricity might be due to the different efficiency of heating devices used. Not only that the low impact of information on energy saving habits may be a consequence of the low will to change habit, but also of the impossibility to change the habit (unless changing the heating device, but this implies expenditures). Results can be used for consideration of changes in organization and regulation of the electricity market in all South Eastern European countries (SEE).

Previous work has shown that sensory pleasure is both the motor and the sign of optimal behaviors aimed at physiological ends. From an evolutionary psychology point of view it may be postulated that mental pleasure evolved from sensory pleasure. Accordingly, the present work tested empirically the hypothesis that pleasure signals efficacious mental activity. In Experiment 1, ten subjects played video-golf on a Macintosh computer. After each hole they were invited to rate their pleasure or displeasure on a magnitude estimation scale. Their ratings of pleasure correlated negatively with the difference par minus performance, i.e., the better the performance the greater the pleasure reported. In Experiments 2 and 3, the pleasure of reading poems was correlated with comprehension, both rated by two groups of subjects, science students and arts students. In the majority of science students pleasure was significantly correlated with comprehension. Only one arts student showed this relationship; this result suggests that the proposed relationship between pleasure and cognitive efficiency is not tautological. Globally, the results support the hypothesis that pleasure is aroused by the same mechanisms, and follows the same laws, in physiological and cognitive mental tasks and also leads to the optimization of performance.

The construction and selection of a suitable bijective function, that is, substitution, is now becoming an important applied task, particularly for building block encryption systems. Many articles have suggested using different approaches to determining the quality of substitution, but most of them are highly computationally complex. The solution of this problem will significantly expand the range of methods for constructing and analyzing scheme in information protection systems. The purpose of research is to find easily measurable characteristics of substitutions, allowing to evaluate their quality, and also measures of the proximity of a particular substitutions to a random one, or its distance from it. For this purpose, several characteristics were proposed in this work: difference and polynomial, and their mathematical expectation was found, as well as variance for the difference characteristic. This allows us to make a conclusion about its quality by comparing the result of calculating the characteristic for a particular substitution with the calculated mathematical expectation. From a computational point of view, the thesises of the article are of exceptional interest due to the simplicity of the algorithm for quantifying the quality of bijective function substitutions. By its nature, the operation of calculating the difference characteristic carries out a simple summation of integer terms in a fixed and small range. Such an operation, both in the modern and in the prospective element base, is embedded in the logic of a wide range of functional elements, especially when implementing computational actions in the optical range, or on other carriers related to the field of nanotechnology.

He focuses on the opacity of the work of state bodies, leading to an increase in bribery and corruption. The topic we have chosen is socially exciting in our days, since its significance is growing on a large scale at all levels of the investigated aspect of our modern life. Democratic institutions are being jeopardized, the difference in the position of social strata of society in society’s access to material goods is growing, and the state of society is suffering from the moral point of view, citizens are losing confidence in the government, and in the top officials of the state.

The article discusses the problems of evolution and the formation of the ideology of an enlightened monarchy in Russia. In this regard, the philosophical and political ideas of Catherine the Great, as well as their theoretical and ideological premises, are analyzed. It is noted that the philosophy of education in Russia was closely connected with the concepts of Voltaire, Didro, Montesquieu, Beccaria, Bentham, their views on natural law and human freedom, humanism and the rule of law. These concepts in the philosophy of Catherine received a specific interpretation, due to the sociocultural conditions of Russia. This was manifested in the famous work of Catherine the Great “The Nakaz”, which recognized Montesquieu's argument in favor of the autocracy, but at the same time, his point of view on the separation of powers was rejected. The specificity of the doctrine of enlightened monarchy lies in the combination of liberal and conservative values, which form eclectic forms. This was the dialectic of the supreme power, the difference between the enlightened monarchy and the ideology of absolutism. The article also notes that education in Russia is associated with fundamental socio-political reforms, processes of secularization of culture. At this time, the natural and human sciences are developing. The changes positively influenced the development of medicine, beautification of towns and public education. Also considered are the views on the autocracy of the opposition nobility intelligentsia: A. N. Radishchev and noted that his criticism of the autocracy was determined by an alternative cultural policy, proceeding from the protection of the interests of the people. The doctrine of enlightened monarchy is characterized by internal worldview inconsistency and political inconsistency, which did not allow solving the pressing social problems of the establishment of legal state, democratization of society and the abolition of serfdom.


Dreyfus argues that there is a basic methodological difference between the natural sciences and the social sciences, a difference that derives from the different goals and practices of each. He goes on to argue that being a realist about natural entities is compatible with pluralism or, as he calls it, “plural realism.” If intelligibility is always grounded in our practices, Dreyfus points out, then there is no point of view from which one can ask about or provide an answer to the one true nature of ultimate reality. But that is consistent with believing that the natural sciences can still reveal the way the world is independent of our theories and practices.

Nowadays, response to electricity consumption growth is mainly supported by efficiency; therefore, this is the new main goal in the development of electric distribution networks, which must fully comply with the system’s constraints. In recent decades, the issue of independent reactive power services, including the optimal placement of capacitors in the grid due to the restructuring of the electricity industry and the creation of a competitive electricity market, has received attention from related companies. In this context, a genetic algorithm is proposed for optimal planning of capacitor banks. A case study derived from a real network, considering the application of suitable daily profiles for loads and generators, to obtain a better representation of the electrical conditions, is discussed in the present paper. The results confirmed that some placement solutions can be obtained with a good compromise between costs and benefits; the adopted benefits are energy losses and power factor infringements, taking into account the network technical limits. The feasibility and effectiveness of the proposed algorithm for optimal placement and sizing of capacitor banks in distribution systems, with the definition of a suitable control pattern, have been proved.
