The problem of combining analytics and digitalization in electrical engineering is considered. It is noted that the genesis of digitalization (the development of modern mathematical modeling methods, construction of computers, and development of information technologies) is associated with the military confrontation of great powers, and its development is associated with business. The individual stages of digitalization in electrical engineering are highlighted, and the features and conditionality of these features are noted. Attention is focused on information technologies, neural networks, digital twins, and artificial intelligence. The computer technology development level in Russia is assessed. The problem of creating digital twins of transformers is specially considered. It is shown that the analytical theory of transformers, in which analytical interrelations are established between the electromagnetic, structural, operating, and circuit parameters of transformers, makes it possible to determine, in a highly accurate manner, the set of the most informative electromagnetic (nameplate) parameters of a transformer based on the measurement of currents and voltages of its windings. Such mapping of measurement data into control data is given. It is noted that analytics is underestimated and has good prospects as a concept of solving problems for creating digital counterparts and for the digitalization process itself.

The basic direction of the development of society is the development of technology, information flow, organization way, and management. Therefore, the need to use the latest knowledge in defining, selecting and implementing strategies with adequate information technologies is now an unimaginably successful business. Strategic management is a set of management decisions and actions that determine long-term functioning and business policy. The process of strategic management involves establishing a company's relationship with the environment and positioning in it. The strategic goal has a directing role from the existing to the desired position (optimal). The implementation of the strategy in our companies is based on two groups of factors. The first group consists of the organizational structure and the management system of companies, and the second group consists of the human factor in the broadest sense. We also know that at the present moment the economy is almost impossible to survive if it is based on one particular technology. This means that today an increasing number of industries whose technological base is based on a growing number of interconnected different technologies. What technology has to be implemented in order to achieve competitiveness? A complete response includes identifying critical products, processes, applications, and system technology. The key technology provides a competitive advantage, the factor of today's success, they are in the application phase, competitors with them have not implemented enough yet, and offer a significant opportunity for building differentiating properties and for expanding the application. Leading in technology, provides the company support to the existing competitive position, in relation to supporting upcoming technologies which are important for creating a future competitive position. The aim of the paper is to provide the strategic manager of the company a conceptual framework for formulating and implementing strategic options for the application of information technologies in making key decisions in the approach to technology making

AbstractAs the scale of global commerce and opportunities for multidisciplinary collaboration increase, there is greater pressure on basic research to supply a quick return on investment (ROI). The emergence and development of digital information technologies in the new millennium have inspired a new look at how research outputs are managed and disseminated. The driving question in the minds of many research funders is this—will lowering the barriers for access increase the value of research for the greater society? This is a particularly interesting question to consider for measurement data, the greater amount of which are scattered across millions of separate, fixed publications (not to mention those never published and lingering in file drawers and on hard drives). Can the advent of cloud technologies, exchange standards, and provenance tracking facilitate improved access, evaluation, and use of data for both research and commerce? Can new value and discovery be realized through the greater aggregation of measured scientific data as “Big Data”?

With the backdrop of the utility of grit at the individual level, speculation has begun to circulate that grit may exist as an organizational level phenomenon. To explore this potential construct, this study used an exploratory, qualitative research design. This study explored grit at the organizational level by interviewing leaders’ perceptions of what may be a culture of organizational grit. Participants included 14 U.S. military officers. Seven themes emerged relative to the research question: “What do U.S. military officers perceive as a culture of organizational grit?” Themes included professional pride, team unity, resilience-determination, mission accomplishment, core values, growth mindset, and deliberate practice. This study indicated that a culture of organizational grit is likely a combination of converging organizational elements. Overall, findings indicate that there may be a culture of organizational grit in the military and at the least, more research examining the concept is warranted.

The project “Development of an Industry Test Facility and Qualification Processes for in-line inspection (ILI) technology Evaluation and Enhancements” aims to expand knowledge of ILI technology performance and identify gaps where new technology is needed. Additionally, this project also aims to provide ILI technology developers, researchers and pipeline operators a continuing resource for accessing test samples with a range of pipeline integrity threats and vintages; and inline technology test facilities at the Technology Development Center (TDC) of Pipeline Research Council International, Inc. (PRCI), a PRCI managed facility available for future industry and PHMSA research projects. An ILI pull test facility was designed and constructed as part of this project based on industry state-of-the-art and opportunities for capability improvement. The major ILI technology providers, together with pipeline operator team members, reviewed the TDC sample inventory and developed a series of ILI performance tests illustrating one of multiple possible research objectives, culminating in 16-inch and 24-inch nominal diameter test strings. The ILI technology providers proposed appropriate inspection tools based on the types of the integrity threats in the test strings, a series of pull tests of the provided ILI tools were performed, and the technology providers delivered reports of integrity anomaly location and dimensions for performance evaluation. Quantitative measures of detection and sizing performance were confidentially disclosed to the individual ILI technology providers. For instances where ILI predictions were outside of claimed performance, the vendors were given a limited sample of actual defect data to enable re-analysis, thus demonstrating the potential for improved integrity assessment with validation measurements. In this paper, an evaluation of the ILI data obtained from repeated pull-through testing on the 16 and 24-inch pipeline strings at the TDC is performed. The resulting data was aligned, analyzed, and compared to truth data and the findings of the evaluation are presented.

AbstractSymmetrical spherical roller bearings (SSRB) used as main bearings for wind turbines are known for their high load carrying capacity. Nevertheless, even designed after state-of-the-art guidelines premature failures of this bearing type occur. One promising solution to overcome this problem are asymmetrical spherical roller bearings (ASRB). Using ASRB the contact angles of the two bearing rows can be adjusted individually to the load situation occurring during operation. In this study the differences between symmetrical and asymmetrical spherical roller bearings are analyzed using the finite element method (FEM). Therefore, FEM models for a three point suspension system of a wind turbine including both bearings types are developed. These FEM models are validated with measurement data gained at a full-size wind turbine system test bench. Taking into account the design loads of the investigated wind turbine it is shown that the use of an ASRB leads to a more uniform load distribution on the individual bearing rows. Considering fatigue-induced damage an increase of the bearing life by 62% can be achieved. Regarding interactions with other components of the rotor suspension system it can be stated that the transfer of axial forces into the gearbox is decreased significantly.

Proportionality is a condition provided under both jus ad bellum and jus in bello. Based on a particular interpretation of state practice and international case law, recent legal literature argues that the two notions of proportionality are interrelated in that proportionality under jus in bello is included in the assessment of proportionality under jus ad bellum. This article seeks to refute such a position and, more generally, to clarify the relationship between the two notions of proportionality.The main argument of the article is in line with the traditional position regarding the relationship between jus ad bellum and jus in bello. It is argued that, although sharing common features and being somewhat interconnected, the notions of proportionality provided under these two separate branches of international law remain independent of each other, mainly because of what is referred to in this article as the ‘general versus particular’ dichotomy, which characterises their relations. Proportionality under jus ad bellum is to be measured against the military operation as a whole, whereas proportionality under jus in bello is to be assessed against individual military attacks launched in the framework of this operation.This article nonetheless emphasises the risk of overlap between the assessments of the two notions of proportionality when the use of force involves only one or a few military operations. Indeed, in such situations, the ‘general versus particular’ dichotomy, which normally enables one to make a distinct assessment between the two notions of proportionality, is no longer applicable since it becomes impossible to distinguish between the military operation as a whole and the individual military attacks undertaken during this operation.

AbstractA review of night vision metrology is presented in this paper. A set of reasons that create a rather chaotic metrologic situation on night vision market is presented. It is shown that there has been made a little progress in night vision metrology during last decades in spite of a big progress in night vision technology at the same period of time. It is concluded that such a big discrep- ancy between metrology development level and technology development can be an obstacle in the further development of night vision technology.

The author of the article tries to indicate the relationship between the perceived presence of the Catholic Church in public life and the election preferences of Poles. The subject of the research here is the parliamentary elections in Poland in 2011 in the context of the perception by the electorate of the individual parties of the public presence of the Catholic Church in the selected aspects. Among them, the author points to: the issue of crosses and other religious symbols in public space, including the issue of a cross in the Sejm meeting room. She also recalls such matters as: religion lessons in schools, the religious nature of the military oath, priests appearing on public television, the Church taking a stand on laws passed by the Sejm and priests telling people how to vote in elections. The presented analysis is based on the results of the Polish General Election Study 2011.

The author puts forward and substantiates a thesis about the transformation of Brazil into an important actor of the international relations. This becomes possible because a number of factors, including the well-designed, multi-tasked and balanced foreign policy strategy. It was founded during the military regime. Then, it was maintained and developed by the civilian Brazilian governments, primarily by such an outstanding figure as the president L. da Silva. His successor D. Rousseff s in a short period of time managed to gain a solid international reputation. She successfully copes with the mission to lead Brazil into the club of world’s great powers. To perform this task Brazilian government constantly makes efforts to strengthen relations with the neighbors on the Latin American continent, to gradually smoothen tensions with the United States. Also, it closely works with the countries of BRICS, contributes to building bridges between the South and the North, as well as actively participates in the activities of international organizations and the settlement of contentious issues in the world.
