Since 2007 PNPM Urban realize that poverty is a structural problem and multi-dimensional. In PNPM Urban perspective , the complexity of the various dimensions of poverty -related social , political , economic , and asset . this research aim is to know the Effectiveness of the National Program for Community Empowerment for Infrastructure Development Accelerated. In this research , the authors use an explanatory survey research methods . Selected number of samples in the analysis of the effectiveness of PNPM Urban infrastructure improvements are stakeholders involved in PNPM Urban population in the research area of all stakeholders involved in PNPM Urban in District Marpoyan Damai  , the authors take purposively respondents who meet the criteria and are associated with research. The results showed that increasing road infrastructure with the PNPM Mandiri. The average improvement of road infrastructure after the PNPM Urban amounted to 35.8 %. The average increase in the quality of infrastructure before the PNPM Urban program is only at 4.4 % per year . This indication shows that roads infrastructure and the quality of the road surface to be increased significantly in the presence of the PNPM Urban Marpoyan Damai  in the District . From interviews with relevant stakeholders PNPM Urban, respondents said PNPM Urban was very effective against the improvement of infrastructure in District Marpoyan Damai . Respondents argue that any proposed activity in infrastructure always realized by PNPM Urban . Geological condition of study consists of alluvium Sand, Gravel, Clay, Peat Swamp, Plant Remain in Quaternary age. There are two anticline in this area that is part Western and Southern and fault inferred direction Northwest-Southeast in the middle area of research so that the topography of the area of research a bit wavy and faulted that need observation on land-use planning such as drainage, airport, residential and availability of clean water..

This study aims to support community empowerment and increase the income of the community in road infrastructure development in the Kalatin Village, North Lowu Subdistrict, Ratahan District. Data collection is carried out for 3 months, from June 2018 to August 2018. The collected data isarranged quantitatively collected in the form of a table with sample of 30 respondents. This study uses primary data and secondary data. Primary data were obtained from interviews and questionnaires for the people living in the Kalatin Village and secondary data obtained from the relevant agencies. The results of the study show how community empowerment through cooperation to carry out the construction of road infrastructure in the Kalatin Village is well run by the Kalatin Village community to do various forms of participation in the form of work and food and beverages. The construction of road infrastructure in the Kalatin Village provides an increase in revenue of 14.29% - 650% or 6 times the revenue when the road has not been repaired. This is because the road infrastructure access to the marketing of commodities both inside and outside the Kalatin Village.*erprm*

Kondisi ekonomi masyarakat khususnya di perdesaan masih sangat rendah, hal ini akibat karena pembangunan jalan sebagai salah satu sistim jaringan yang berfungsi untuk menghubungkan antara satu wilayah dengan wilayah lainnya, atau antara desa dengan desa lainnya, belum dilaksanakan secara prioritas sesuai dengan prinsip bottom-up, yaitu aspirasi kebutuhan prioritas masyarakat yang diusulkan ke pihak pemerintah daerah perlu diwujudkan. Melalui Program Nasional Pemberdayaan Masyarakat-Pembangunan Infrastruktur Sosial Ekonomi Wilayah (PNPM-PISEW), yang telah digulirkan oleh pemerintah pusat yang saat ini mulai dirasakan oleh masyarakat. Rumusan masalah Bagaimana Pengaruh  Pembangunan Infrastruktur Jalan pada aspek Keterbukaan isolasi, aksesibilitas dan partisipasi masyarakat  desa terhadap pengembangan ekonomi masyarakat? Tujuan penelitian adalah menganalisis Pengaruh  Pembangunan Infrastruktur Jalan pada aspek Keterbukaan isolasi, aksesibilitas dan partisipasi masyarakat  desa terhadap pengembangan ekonomi masyarakat Kecamatan Sinjai Selatan dan Kecamatan Tellulimpoe Kabupaten Sinjai. Jenis penelitian merupakan deskriptif analisis kualitatif melalui jawaban responden yang diambil diwilayah penelitian didua Kecamatan, selanjutnya tabulasi data diproses dengan menggunakan Skala Likert dan metode Prosentase. Hasil pembahasan yaitu bahwa ketiga variabel infrastruktur, aksesibilitas dan partisipasi masyarakat, terhadap pengembangan ekonomi masyarakat desa khususnya di dua kecamatan. Hasil yang diperoleh melalui metode Skala Likert, maka ketiga variable terukur dalam skala Baik, sebelum program jalan terbangun pendapatan petani antara 1,5-2 juta rupiah perbulan, dan setelah terbangunnya jalan nilai ekonomi dari tahun ke tahun meningkat kurang lebih 3 juta rupiah perbulan pada tahun pertama operasional jalan The economic condition of the community, especially in rural areas, is still very low, this is due to road construction as a network system that functions to connect one region to another, or between villages and other villages, has not been implemented in priority according to the bottom-up principle, that is, the aspirations of the community's priority needs proposed to the local government need to be realized. Through the National Program for Community Empowerment - Regional Socio-Economic Infrastructure Development (PNPM-PISEW), which has been rolled out by the central government which is now beginning to be felt by the community. Formulation of the problem How are the Effects of Road Infrastructure Development on aspects of openness of isolation, accessibility and participation of rural communities to the economic development of the community? The aim of the study was to analyze the effect of road infrastructure development on aspects of openness of isolation, accessibility and participation of rural communities in the economic development of the community of South Sinjai Subdistrict and Tellulimpoe District, Sinjai District. This type of research is descriptive qualitative analysis through respondents' answers taken in the research area in two subdistricts, then the tabulation of data is processed using a Likert Scale and Percentage method. The results of the discussion are that the three infrastructure variables, accessibility and community participation, on the economic development of rural communities, especially in the two sub-districts. The results obtained through the Likert Scale method, then the three measured variables are on a Good scale, before the road program is built the farmers' income is between 1.5-2 million rupiah per month, and after the construction of the road the economic value from year to year increases by approximately 3 million rupiah per month first year of road operations

Pemuteran has tourism potential and stunning natural beauty. Pemuteran village communities have not been involved in tourism activities resulting maximum untapped tourist potential to the maximum, limited opportunity society are involved in tourism development, and creativity in tourism in the village. This research is objective to maximize the role of the community in various aspects of tourism development. The development of tourism is expected to: (1) empowering local communities; (2) diversification of rural tourism products; (3) demonstration model to develop green tourism; (4) produce a tourism product of high quality and competitiveness; (5) the development of a more responsible and sustainable tourism. Data were collected through observation, interviews, questionnaires, literature studies, and technical documentation. Data were analyzed using qualitative descriptive analysis of IFAS, EFAS, and SWOT. The strategy resulted in the development of green tourism as an effort to increase community empowerment in economic activity in the village of Pemuteran is green tourism marketing strategy; Strategy creation and development of green tourism products; Strategy commitment and development of community-based tourism development in North Bali; The strategy for improving the quality of human resources through the mastery of information technology and entrepreneurship; Waste management strategy together and independently; Infrastructure development strategy based tourism green tourism; Strategy green tourism travel packages in Buleleng. Advice can be given is the importance of the commitment in the development of tourism development in North Bali-based green tourism; the need for management of solid waste management; the need for the identification and development of a tourist attraction; importance of improving the quality of human resources that are highly competitive; the importance of increasing public participation in the planning, implementation and monitoring of tourism development in the region.

The integration of Ukraine's transport complex into the pan-European and global system of transport networks is one of the country's development strategic directions. The Chuguev city is a significant industrial, transport and cultural center of the Kharkiv region, is part of the agrarian and industrial agglomeration of the Kharkiv region and is located on the international transport corridor (ITC) "Europe - Asia". The current state of the Chuguev city's transport infrastructure is analyzed. The misunderstanding of the strategic role of cities as an economic and socio-cultural phenomenon leads to the fact that the possibilities of a highly intelligent urban environment are not yet in great demand, therefore the assessment of the impact of the international transport corridor "Europe - Asia" on Chuguev's transport infrastructure is a relevant research area. As a result of the SWOT analysis, the strengths and weaknesses of Chuguev's transport infrastructure, related opportunities and threats were identified. As a result of the analysis, major transport issues identified. The priority measures for the Chuguev city's transport infrastructure development of are offered. The construction of the Chuguev city's southern bypass, which will simultaneously become an access road to the airfield, freight railway station, the future regional transport and storage logistics center is proposed to implementation. It is necessary to improve the Chuguev city on the verge of intensifying economic activity and urbanization processes using potential, modernization and development of external transport infrastructure, as well as improving the quality of the territory for further development. Improving the quality of the Chuguev city's territory should be achieved as a result of the development and implementation the "Development of transport infrastructure Concept" as the basis for scientifically based recommendations and objectives to improve transport infrastructure and passenger bus services. AbstractKisumu has had a massive growth of informal settlements forming a belt around the urban core. These settlements house more than half of the city’s population. Because of the unplanned nature of these areas there has been very poor road infrastructure development, with narrow, unpaved roads constituting the road infrastructure. This situation has limited the opportunities for regular urban transport minibuses providing transport for the majority of the urban poor who live in these settlements. The coping mechanism and the development of alternative coping strategies are explored and assessed to see how effective they are in providing public transport for this majority of unserviced urban population.

Community participation in each process of public policy making is an important issue as the mirror of principle of democracy in a country. It would be very precise when participation of community later became one of the principles that should be implemented by the government in an effort to realize good governance. The importance of participation and form of participation given a supporting factor for the success of the government program. The aim of Road Infrastructure development program is to increase local community welfare so they are able to access a wide range economy, social and politic activities. For example, in economic activity, the local producer can easily carry and sell their product to the local market when compared to the previous moment when road was damaged, especially during the rainy seasons. Therefore it is necessary participation of community to engage in solving the road infrastructure problem in their respective villages and districts. This research is located in Jayapura Regency, and using explanatory research with qualitative approach. The Techniques of data collection on this study is using questionnaire, distributed to 80 respondents. The result of this research shows that community participation community in the planning, implementation and evaluation is very good. Community participation on implementation phase of National Program of Community Empowerment (PNPM Mandiri) is really determined by the level community involvement in the planning stages. The important reasons related to community participation are: a) the engagement of community, either directly or indirectly, are able to create feel of belongings to all public asset that has been built with high cost. b) Through community participation, they know about the limitation of government resources (funds, manpower). c) Involvement of local society in those development stages could be a control tools to supervise all development financing in the level of village, district, and regency as well.

Awareness of the importance of sustainable development has made many governments prioritize the adoption of green measures. The road infrastructure sector is no stranger to this and has been transforming its processes in such a way that they incorporate more sustainable practices. However, the inclusion of this type of practice has not been an easy task, since the adoption of these practices results from a decision-making process that is affected by the context of potential adopters, as well as other external parameters such as institutional, environmental, socioeconomic factors, etc. This study aims to identify the main variables that affect the adoption of sustainable practices in the development of roadways in Colombia. Through the application of the Bass Diffusion model concept, the most influential variables were identified and a Causal Loop Diagram (CLD) was built to understand the dynamics and feedback processes between them. External variables such as the popularity of the green technique, guidelines existence, and costs associated with them are significantly influential in the inclusion of green measures. Additionally, the level of influence of each variable is assessed through the formulation of a system dynamics model and the evaluation of different scenarios. Finally, a set of recommendations to overcome barriers in the process of green measures adoption is given. This model can be used as a support tool in formulating strategies that promote sustainable practices in road development.

Construction of motorways and road traffic bring a new line element into the landscape, which fundamentally influences the local hydrological regime and water quality. Impermeable surfaces are introduced into the landscape, affecting the natural infiltration of water in the environment. The aim of the present research was to assess the long-term historical development of changes in the landscape retention potential due to construction of the D1 motorway in the Jihlava region and also evaluate the impact of winter maintenance on the quality of surface waters and soils. During the reference period, the research area showed an increase in land take and related increases in soil sealing by impermeable surfaces due to the construction of the D1 motorway. This fact has clearly contributed to the deterioration of the retention potential of the landscape in the area. Chloride concentrations of both matrices were evaluated in relation to the amount of de-icing salt applied at the sites and precipitation recorded in this region. Water samples collected at the outflow contained in all cases higher concentrations of chloride than samples of the inflow water. The highest chloride concentration in soil was measured in samples collected at a distance of 2 m from the road.

The article presents the problem of the development of road infrastructure in Poland in con-nection with the needs and the role of road transportation as an important branche of the na-tional economy. The statistical data confi rm the extremely dynamic growth of freight and passenger transportation with use of roads in Poland. Such development is associated with anumber of negative phenomena, which are described in the article. The strategy and plans for expansion and remodeling of the road infrastructure in Poland are also described here, along-side its charactics. Special attention is devoted to the role of scientifi c research in the imple-mentation of the described plans. The direction of the necessary changes to the design regula-tions in order to allow construction of safer and more effi cient infrastructure, are also indicat-ed in this work.
