Subject. The article focuses on the current situation, key trends and difficulties in lease operations in Russia as a driver of business investment and economic, investing and innovative activities for the national economic growth. Objectives. I analyze the evolution of lease as a pipeline of new investment to the real economy of Russia, which is intended to renew, retrofit and upgrade fixed assets in various and the most vulnerable sectors. I also approach it as an indirect mechanism for creating new jobs, reduce costs and improve the production efficiency. Methods. The study is based on methods of logic, statistical, qualitative and quantitative analysis, and graphic methods of data visualization. Results. Having analyzed lease operations, I discovered factors catalyzing its development, and determined the future of the lease mechanism in Russia. I considered car lease, lease in manufacturing, agriculture, transport, construction of transport infrastructure, etc. as possible drivers of lease in the country. The article mentions how the State should support lease in the country. Conclusions and Relevance. The lease market in Russia should develop so that the lease mechanism could be better and more effectively used to ensure the sustainable development of the Russian economy.

The report considers how the state economic policy contributes to the national economic development in the midterm perspective. It analyzes main current economic problems of the Russian economy, i.e. low effectiveness of the social system, high dependence on export industries and natural resources, high monopolization and underdeveloped free market, as well as barriers that hinder non-recourse-based business development including high tax burden, skilled labor deficit and lack of investment capital. We propose a social-oriented market economy as the Russian economic model to achieve a sustainable economic growth in the long-term perspective. This model is based on people’s prosperity and therefore expanding domestic demand that stimulates the growth of domestic non-resource-based sector which in turn can accelerate annual GDP growth rates to 10-12%. To realize this model "Delovaya Rossiya" proposes a program that consists of a number of directions and key groups of measures covering priority national projects, tax, fiscal, monetary, innovative-industrial, trade and social policies.

The building sector is one of the most relevant at world level in view of the percentage of gross domestic product (GDP) concerned, as well as the number of new jobs created. Nevertheless, it is a completely male-dominated industry. Different institutions and organisms, such as the Agenda 2030 and the Sustainable Development Goals, struggle to reduce gender inequality in different environments, including the working one. Aligned with these goals, this study provides the data exploited from the first survey regarding gender inequality within the professionals of the building engineering field in the Spanish population as a whole. This survey was developed in 2018 by the Spanish General Council of Technical Architecture and it was sent to its members. The sample involved 1353 cases. For this data mining, bivariate analyses were conducted in order to subsequently carry out a factor analysis and the socio–demographic composition of the dimensions found. Results exposed statistically meaningful differences in the eyes of women and men about those factors which facilitate practice and continuity in the profession. The most relevant conclusions drawn from the factor analysis reflect the existence of three factors: (1) work competences, (2) social capital and (3) physical appearance and being a man, dimensions in which women and men’s opinion was unevenly distributed.

The strategies for sustainable development have been included in the medium and long term plan of 2010 for national economic and social development. Protecting the environment is the most important prerequisite and safeguards for the sustainable development strategy. In the study, we described the history of the environmental problems in the world, the proposal and implications of sustainable development, and outlined the dialectical relationship of development with the environment. The environmental protection measures for sustainable development were proposed here, according to the environmental situation severely affecting its biophysical environment.

Aim. The presented study aims to substantiate a structural model for developing a sustainable development strategy in agricultural production, making allowance for changes in the level of impact of environmental factors.Tasks. The authors determine the reasons why the Russian agro-industrial complex (AIC) is lagging; identify the specific aspects of forming a strategy for the sustainable development of regional AICs; formulate urgent problems of sustainable development for the agri-food sector of the Russian economy at the federal, regional, and enterprise levels.Methods. This study uses a reasonable and objective approach to the problem of applying strategic management as a foundation for the sustainable development of agricultural production based on the knowledge of the laws of development of socio-ecological and economic systems and a study of multidirectional factors of the external and internal environment. The methodological basis for the sustainable development of agricultural production includes the concept of sustainable development as a priority at the macroeconomic level; strategy as a planning tool based on consistency with programs implemented at the federal, regional and municipal levels of public administration; methods and tools of strategic management at AIC enterprises.Results. The key aspects of the institutional-synergetic approach to the sustainable development of the AIC include the need to coordinate all factors by forming coherent goals not only among economic and financial institutions, but also for technopolises that combine scientific, industrial, financial, and entrepreneurial capital into one system cluster structure. The authors formulate the stages of implementing a strategy for the sustainable development of regional AICs, making it possible to come up with measures aimed at reorganizing the structure of the agricultural sector and to overcome the negative manifestations of crises in the Russian economy, thus minimizing their consequences.Conclusions. During the development of a strategy for the sustainable development of regional AICs, a multiplicative effect arises, making it possible to activate innovation policy and boost the development of other sectors of the economy, improving the population’s quality of life. When developing a strategy at the microeconomic level, it is necessary to make allowance for the specifics of the industry and the mission of a modern agro-industrial enterprise and to focus on solving problems formulated based on the trinity of goals of social, environmental, and economic long-term sustainable development.

The sustainable development of the tourism phenomenon and the impact that it produces it is important not only for the enterprises receiving tourism but also for the economic sectors correlated with the structures above as handicrafts, trade and services, turning tourism in a primary factor for the economic development of a region or a country. To talk about tourism in a city very rich in "contrasts" such as Gjirokastra, is an issue that goes beyond simple economic aspect, generating significant consequences in terms of geography and especially in social level. This is because Gjirokastra is a city with a glorious history since the fifteenth century, rich in culture, archaeology, enogastronomia (Food and wine) and several endless natural beauties. Although is the capital of the most important cultural event, the national folk festival which perform the tradition through the art. Shortly, Gjirokastra is a genuine multidimensional brand; the promotion of it would increase the income, the employment, the consumption and most of all it would transform into in an international city. Certainly to promote this brand it is needed a coordination between decision-maker institutions and local businesses but above all is necessary an efficient and comprehensive marketing plan that promote "brand " pointing at the same time in the centre of the universe "tourist".Based on this affirmation, this paper requires just to give some modest idea on the development of the city image through qualitative and quantitative analysis of data obtained from a sample of tourists visiting various cities in the world and recently have visited the Gjirokastra.

Арктическая зона в XXI веке становится важнейшим гарантом устойчивого развития Российской Федерации. Вклад Севера в экономику России во многом будет определяться масштабами и темпами развития Арктической транспортной системы. Необходимо расширение коммерческого и научно-исследовательского судоходства, развитие транспортных узлов и коридоров, полярной авиации, грузопассажирских морских полярных перевозок. В этих условиях Россия в целях обеспечения своих геополитических интересов должна постоянно поддерживать активное присутствие в этом регионе. Оно выражается в проведении научных исследований, разведке и добыче полезных ископаемых, обеспечении морских грузоперевозок с использованием ледоколов и специализированных ледокольно-транспортных судов. Этого невозможно достичь без развития уникального атомного ледокольного флота. В настоящее время Россия является мировым лидером в области применения атомного ледокольного флота для решения транспортных задач в морях Арктики и неарктических замерзающих морях. Для успешной конкуренции России необходимо не упускать этого лидерства и постоянно развивать и совершенствовать атомный ледокольный флот как ключевое звено инфраструктуры функционирования Северного морского пути. В статье представлен краткий обзор текущего состояния и перспектив развития атомного ледокольного флота России. Показана определяющая роль атомного ледокольного флота в обеспечении судоходства по трассам Северного морского пути для развития экономики Арктического региона России. The Arctic zone in the XXI century is becoming the most important guarantor of the sustainable development of the Russian Federation. The contribution of the North to the Russian economy will largely be determined by the scale and pace of development of the Arctic Transport System. It is necessary to expand commercial and research shipping, develop transport hubs and corridors, polar aviation, and cargo and passenger sea polar transportation. In these circumstances, Russia must constantly maintain an active presence in this region in order to ensure its geopolitical interests. It is expressed in conducting scientific research, exploration and extraction of minerals, providing sea cargo transportation using icebreakers and specialized icebreaker-transport vessels. This cannot be achieved without the development of a unique nuclear icebreaker fleet. Currently, Russia is a world leader in the use of nuclear-powered icebreaking fleet for solving transport problems in the Arctic seas and non-Arctic freezing seas. For successful competition, Russia must not lose this leadership, constantly develop and improve the nuclear icebreaker fleet as a key link in the infrastructure of the Northern Sea Route. The article provides a brief overview of the current state and prospects for the development of the Russian nuclear icebreaker fleet. The article shows the decisive role of the nuclear icebreaker fleet in ensuring navigation along the Northern Sea Route for the development of the economy of the Arctic region of Russia.

Quarantine and self-isolation have become a new challenge for the Russian economy, changed many areas of our life, revealed new weaknesses in the banking system and monetary regulation of the economy, and also become a good test for the post-crisis financial system. In this article using a systematic approach to the study of information, analytical and graphical methods the dynamics of the Russian banking sector during the development of the coronavirus pandemic and the specifics of recovery from the crisis have been investigated. The innovations and improvements brought about by the pandemic have been studied. The Central Bank of Russia’s monetary policy instruments used to mitigate the impact of the pandemic on the real economy in general and on the banking sector in particular have been reviewed. The features of anti-crisis measures taken by the monetary authorities in our country have been revealed.

One of the important factors limiting social and economic development of Russia is considered to be the state and efficient functioning of transport and logistic infrastructure. The creation of a modern road and transport net-work is one of the factors providing sustainable eco-nomic growth, implementation of social programs and, eventually, improvement of the quality of human life. Interaction of financial state interests and private business through mechanisms of state-private partner-ship has to become the main objective of modern Rus-sian state policy in favor of intensification process of capital investments increase in transport infrastructure. The use of such mechanism will allow carrying out projects which the state and business cannot im-plement alone. It will help to reduce social problems, will become the driving force of Russian economy, will promote the establishment of the international financial center in the Russian Federation. The purpose of the study is to research compre-hensively the existing funding mechanism and distribu-tion of budget funds for creating transport infrastruc-ture with economic substantiation possibility of attract-ing and using non-budgetary sources.
