Procurement of goods and services in Indonesia has carried out a number of reforms, ranging from conventional forms filled with indications of bribery and corrupt, now converted into a system of procurement of goods and services electronically with Electronic Procurement Service Systems(LPSE).Expectations the central government and local government is to minimize the occurrence of graft, a fictitious project, mark up or transactional in the procurement of goods and services, but also LPSE system has never been separated from the threat of any indication of corruption in the procurement of goods and services. The purpose of this research was to uncover a number of corrupt practices that occur on the LPSE system in Kepulauan Riau Province. The method used was the exploratory qualitative approach. Data collection method used is by interview (indebt interview). The results of this research are descriptions of cases of corruption in the LPSE system in Kepulauan Riau Province, and the mode of operation corruption practices that occur in the LPSE system in Kepulauan Riau province.

The results of this research are descriptions of cases of corruption in the LPSE system in Kepulauan Riau Province, and the mode of operation corruption practices that occur in the LPSE system in Kepulauan Riau province.

This study’s objectives are to describe and analyze the transparency and the factors affecting transparency in the Electronic Procurement of Goods and Services at the Department of Communication and Information in Maros Regency. The research used qualitative approach. Based on the analysis, it is found that the aspect of transparency indicators in general has shown that LPSE service system transparent enough. There are some influential factors, including communication (miscommunication and misunderstanding between the committee and the company), technology (unstable internet connection), human resources (lack of good character or mental attitude among the people giving LPSE services), LPSE bureaucratic staffs who still have double positions at the Office of Communication and Information in Maros regency, the opinion among business community that the policy of transparency is still less effective and efficient in the process of procurement of goods and services, and the users of LPSE who still have limitation in using e-procurement of goods and services, and the users of LPSE who still have limitation in using e-procurement system.Keywords: Transparency, e-Procurement, Electronic Procurement of Goods and Services

The research aims to uncover the symbols in the novel The Alchemist and to gain knowledge about the moral teachings in the symbol. This research is descriptive qualitative approach. Data sources in this study are words, phrases or sentences in the novel Alchemist. Data collection method is a literature study method with note taking technique. Data were analyzed using description and content analysis methods. The results showed that the novel The Alchemist contained many symbols. These symbols include: (1) wise parents, who symbolize both negative and positive things. From his appearance, parents can symbolize something bad, but behind his old age he symbolizes a knowledge that is very much and wise; (2) stones that symbolize something hard, not easily broken, and can provide clues to something; and (3) deserts or deserts which can be interpreted as symbols of drought, aridity, unattractiveness, emptiness, despair, determination for ignorance, and also as symbols of devotion.

This research aims to analyse the degree of fiscal dependence of local government upon the central government in the regency of Mimika, one of Indonesia’s eastern regencies. The ratio of fiscal decentralization is used to calculate the local government’s ability to increase its regional revenue in order to support development initiatives in all sectors (Malmudi, 2010). Secondary data of locally-generated revenue and total revenue from the period 2010-2015 are used to measure the degree of fiscal decentralization. The results show that the degree of fiscal decentralization in the regency remained at a low level, reflected from the average value of 12.92 percent with the highest degree, of 25.09 percent in 2012. An analysis of fiscal decentralization in the period 2010 – 2015, indicates that the regency lacked sufficient fiscal capacity, showing heavy dependence upon financing from the central government. The local government is expected to develop the region’s potentiality through creative efforts within their governmental apparatus to increase local revenues. The funds from the central government could provide a positive contribution if used in the consumption of goods and services that potentially support economic activities.

AbstractThis study examines the dangers of online games on children's language behavior. This research uses a qualitative approach with descriptive type. The data collection method uses observation by describing the results of video observations that show the interaction of children while playing online games. The online game that was studied was Playerunknown’s Battlegrounds (PUBG). The data obtained are then analyzed interactively by means of reduction, presentation, and drawing conclusions. The results showed that when playing online games children absorb a lot of abusive / negative language so that the language behavior becomes distorted. Words or terms that are often used by children such as dogs, idiots (monks), monkeys, bencong (sissy), dogs, idiots / idiots / fools (stupid), dick (male genitalia), tampol (slap), son of a bitch (bastard (slap) brash), and tonjok (hit). It was concluded that online games make many children absorb abusive or negative language so that the language behavior becomes bad. It is recommended to parents, teachers and policy makers not to recommend children to play online games that are specifically violent and have a verbal interaction menu.

Introduction. This study discusses Leiden University Library reference services through the KITLV-Jakarta. Since KITLV was acquired by the Leiden University Library, the KITLV-Jakarta Library which was a KITLV-Dutch representative, is now a representative of the Leiden University Library in Jakarta. Data Collection Method. This study used a qualitative approach with descriptive research involving observations and interviews as well as primary document data sources. Data Analysis. The data was analyzed by involving the process of data reduction, interpretation, and conclusion. Results and Discussions. The results of the study indicate that reference services, particularly for reference collections found in the Leiden University Library cannot be accessed directly through the KITLV-Jakarta Library. Only KITLV librarians can request the reference service from Leiden University librarians. Conclusion. Librarians at the KITLV-Jakarta Library do not have the same access as librarians at the Leiden University Library, even though the KITLV-Jakarta Library is a representative of the Leiden University Library in Jakarta.

The purpose of this study is first, analyzing the authority of the Tanjungpinang City Food and Fisheries Department in conducting fishery development and coastal marine supervision after the enacting of Law No. 23 of 2014 on Local Government. Second, identify about the obstacles faced by the Food and Fisheries Department of Tanjungpinang City in conducting fishery development and coastal marine supervision after the enacting of Law No. 23 of 2014. Third, find the right solution for Tanjungpinang City Food and Fisheries Department. This study uses empirical juridical methods with a qualitative approach and the data used is secondary data From the results of the research conducted, it was obtained that in order to ensure the optimal protection of fishermen, the central government should still provide a small portion for the regency / city government to conduct surveillance in the marine sector, because most of the fishing community still considers that the Department of Agriculture, Food and Fisheries Tanjungpinang City has the authority to solve problems that are generally faced by fishermen when they go fishing.

The study of local languages in Alor Island is needed in-depth. Local government efforts to foster and develop local languages have been made as an effort to preserve local languages. The research on the phenomenon of local languages in Alor Island is carried out by language experts. The study is discussed about Sinonimi and Hamap languages in Alor Island. The data collection of these two languages are analyzed with the theory of meaning relation. The data collection is compiled by listening and conversational methods, namely by listening to informant talks and inviting conversation. The data collection method is assisted with the interview method. This method id aimed to explore data optimally about several things in depth. Based on the analysis result, the vocabulary of Kabola and Hamap languages were found synonymy phenomenon. Vocabularies that have similarities and resemblance of these forms can be grouped into (1) synonymy by the removal and addition of vowel and consonant phonemes at the front and back positions of words; (2) synonymy with the relation of vowel and consonant phonemes in the middle and back positions of words; (3) synonymy with the relationship, addition, and omission of syllables in the first and second syllables; and (4) synonymy with the same absolute form or Iberian.

Abstract: This article is the result of research on the novel of Ayat-Ayat Cinta 2 by Habiburrahman El Shirazy which aims to describe the values of aqeedah in the novel. This research is library research using a qualitative approach that is interpreted descriptive analysis. The data collection method used by the writer is the documentation method. Then the data analyzed by the researcher uses content analysis techniques. The results showed that the aqeedah aspect found the values of aqeedah in the pillars of faith such as believing in Allah, believing in the angels of Allah, believing in the books of Allah, believing in the messengers of Allah, believing in the last day, and believing in destiny (qadha and qadar).   Keywords: Nilai-nilai, aqidah, dan novel Ayat-Ayat Cinta 2.

The enactment of Law No. 6, 2014 on Villages has given the opportunity for villages to manage their own finances. In 2017 the budget allocated by the central government amounted 720 million rupiahs per village. The central government needs to apply control and monitoring on the fund to ensure that there is no leakage and fraud in its spending. The survey results conducted by ICQ in 2016 show that there are 62 cases of corruption of the village fund already under investigation, with a total loss to the state reaching 18 billion rupiahs. One of the causes of the high number of fraud cases is the weak enforcement of internal control. The aim of this research is to analyze the effectiveness of Internal Control System (SPI) on the use of village fund at Kepayang village, Lempuing district, Ogan Komering Ilir Regency. This research uses a qualitative approach, the data collection for this research is conducted by means of interview, observation, and documentation. There are 4 participants in this research, namely Village Head, Village Secretary, Village Treasurer, and Kampong Society Representative Body. The internal control system in Kepayang village is running sufficiently well with a percentage of 65. This is because many of the components of control in the village government are not implemented.
