The article raises the problem of self-organization for a communicatively organized society, which today is being addressed in the context of synergetics. Communication combines cognitive experience, a system of values, practical experience - all that is the basis for the consistent achievement of the ideal goal of self-development. In the classical theory of social knowledge, history has the image of a linear process, represented through a single orientation, through the repetition of processes. Having examined in detail the approach proposed by N. Luman, which describes the use of the possibilities of synergetics in creating the theory of society, many unique concepts are opened for research, such as "autopoiesis", "operational closure", and "structural docking". Having revealed the definitions of the above, the article defines the role and potential of synergetics in management, discloses those innovations that are introduced into the management model of the synergetic approach.

The article presents the results of an empirical study focused on identifying the features of the attitude of college teachers to their additional professional education, continuous self-development and self-improvement. The article examines the ideas of 214 college teachers about the ideal teacher of the secondary vocational education system, the peculiarities of their perception of themselves as subjects of pedagogical activity, their attitude to the existing requirements of periodic training in advanced training courses, the degree of interest in them and the content of their educational needs. The analysis of the survey results showed the need to take into account the peculiarities of their educational needs and the variability of their professional and personal development when organizing advanced training courses for college teachers.

The urgency of the problem under investigation is determined by the need to identify and develop the basic theoretical and methodological foundations of the process of self-organization aimed at developing the mechanism of self-development and achieving the desired result (goal) of college educational system in the current socio-economic situation. The purpose of the article is to scientifically substantiate the theoretical and methodological foundations of the process of self-organization of the educational system of college aimed at developing a mechanism for self-development and achieving the desired result in the preparation of highly qualified specialists for professional adaptation and career growth in the labor market. The leading method of research is the analysis and generalization of scientific provisions on this topic. The article substantiates scientific, methodological and technological tools, develops a conceptual model and algorithm for the process of self-organization of college educational system capable of forming a mechanism of self-development, of responding promptly to changes in the current social and economic situation and of achieving the desired result in the preparation of competitive specialists in demand on the labor market. The developed conceptual model, scientific-methodical and technological tools are aimed at solving practical problems of increasing the effectiveness of educational systems, identifying and forecasting the key factors of their self-development in the changing social and economic situation and in the external environment.  


The long history of complication of static economy objectively leads it to exhaustion of self-organization potential and to the point of no return – a leap into dynamic state with self-development mechanism. In the new quality, the dynamic economy is regulated by the dialectical law of negation of negation with new functions of shocks in its operation. As for self-organizing systems, shocks are determined to destroy the structural links that weaken systemic integrity. In order, the static system could jump into a dynamic state, shocks realize the first negation, destroying the vertical hierarchy of structural links, and as for the second negation, shocks destroy basic structural level as well. The epochal task is associated with construction of new dynamic systemic integrity on the modern technological base by forming new structure since the previous structural hierarchy has been completely destroyed by shocks embedded into the dialectical law of double negation.


Ragnar Frisch, the Nobel prizer in economics, drew attention to two phenomena: propagation problems and impulse problems in dynamic economics. His deep scientific contribution relates to the interpretation of business cycle transformed under the influence of impulses (shocks). But some terminological misunderstandings arose. One of them forced the authors to focus on the phenomenon of systems' self-movement: their self-organization in statics and their self-development in dynamics. Another one relates to exogenous nature of impulses (shocks) that forced the authors to prove the endogenous embeddedness of shocks into the mechanisms of dialectical laws implementation. Eugen Slutsky demonstrated the stochastic approach as to random fluctuations as a source of cyclical processes in the economy. The confusion in the concepts of cycles and waves predetermines the need to create a wave theory of systemic self-organization (Chapter 2). Modern shocks theory develops a new approach which makes it possible to eliminate misconceptions of past theories.

This chapter deals with self-organization teaching technologies as the best instrument of generating, development and using of the innovative methods in education. As a process of spontaneous, dynamic motion of the components of a socio-system, self-organization can randomly generate new (often attractive) structures, processes, and situations. Self-organization of a student group can generate new techniques and ideas for learning and under the knowledge contents also increases students' motivation to learn, interest to the discipline, encourages teachers to professional self-development and to a deeper understanding of the subject matter and techniques. The section suggests several key ways to initiate the self-organization of a group of students or teachers: heuristic methods, interdisciplinary explication, educational heterosis, developing of managerial competencies of a teacher. Factors enhancing the use of self-organizational teaching technologies are disclosed.

This article is concerned with the political careers of local councillors. More specifically, the key question is about a possible professionalization of councillor careers at the local level in Europe. If the careers of local councillors tend to follow a number of standard routes, to what degree can these be perceived of as professionalized? In our effort to identify dominant courses of mobility, we distinguish between three successive stages of councillor careers: Pre-electoral experiences, in-council orientations, and future career aspirations. In the ideal model of professionalization there is a strong link between career stages. Professionalization is seen as a unidirectional process by which an occupational group gradually acquires the traits of a profession. By and large, local political careers in European countries do not adhere to the linear model of professionalization. Instead, a fits-and-start model seems more suitable, indicating that professional careers to a large extent are shaped incrementally, through learning and practical experience.

Choosing a career path in emergency management can be simultaneously rewarding and taxing. The spectrum of knowledge that must be gained to be effective comes from a mix of practical experience and academic studies. Selecting a higher education program that furnishes the fundamentals of emergency management and offers a transition for many entering the field from established careers provides value worth investing in. Contained is a short dialogue of four individuals, from both public and private backgrounds, who committed to the ideal that their investment into academics will lend itself to success throughout their communities as emergency management practitioners.

Currently, there is a change in the role of education in the direction of forming a vector of continuing education, cultivation of self-development skills, self-organization in order to improve the professional competences of management. The article examines the need to reorganize the existing education system at enterprises and formation of new technologies of development of professional competences of managerial staff. It is proved that the main objective of the competence approach in vocational education is the formation of a competent managerial specialist with appropriate competence sets needed for successful achievement of an organization's strategic goals. The acmeological aspects of professional competence of managerial staff with the use of basic acmeology categories are discussed in details. The process of development and application of archeological technologies at domestic enterprises is proposed. The theoretical and methodological basis of the research was: the principles of system, integrity, unity and mutual determination of the external and internal. As theoretical methods, theoretical-methodological and retrospective analysis, generalization and interpretation of scientific data were used.

Since the release of the well-known work of W. Weaver «Science and Complexity» (1948) only V.S. Stepin had taken some significant efforts to develop the doctrine of the three types of systems in nature. In this case, the main achievements of V.S. Stepin in postnonclassic reduced to two fundamental results: violation of the basic principle of T. Kuhn&#180;s contradictions when changing paradigms (V.S. Stepin shows the effect of «investments», when complex systems operate classical and nonclassical rationality simultaneously) and repeated emphasis on the possibility of «change ... the probability of emerging of other (the system) conditions». At the same time, V.S. Stepin in his last works (monographs) identified a particular role of self-organization and self-development in case of complex biosocial systems. All this in theory of chaos and self-organization form 5 basic principles of functioning of complexity (or systems of the third type - STT). In fact, V.S. Stepin laid the foundation for the future (new) philosophy and developed now theory of chaos and self-organization in which humanity moved into the area of uncertainty of living (social in particular) systems completely. However, the rationality of the third type (postnonclassic) requires corrections and additions, as shown in a number of monographs of V.S. Stepin.
