This paper is a study of research results that aims to explain the birth of local autonomy from the results of constitutional reform as a form of governance following the community's aspirations. In the past, the problem of the centralized government system did not provide opportunities for regions to regulate and manage their regional government. It was considered undemocratic and did not bring progress to the people in the regions. Therefore, significant changes to the government system in the most aspirational areas through local autonomy are needed. This study, using a normative juridical research method with a philosophical approach. The research results obtained an understanding of the existence of local autonomy as a form of constitutional reform, which is the aspiration of the will of the people in the regions. With the constitutional reform, the system has changed to become decentralized. It has a closer relationship with the people in the regions and can understand the needs of the lower classes. The constitution, with its amendments, can create a democratic system of government and ensure public participation in the life of the state.

Kulon Progo Regency is one of the districts that has many innovations, one of which is community empowerment in collaboration with a modern shop abbreviated as the shop name owned by the people (tomira). This research was motivated by the achievements of the Kulon Progo district government in carrying out development and innovation in the development of the Kulon Progo region by fully involving the Kulon Progo district community through community empowerment. This initiative was taken by the government of Kulon Progo Regency to improve community empowerment and protect the people of Kulon Progo Regency from various economic threats. Considering that in the past few years many modern shops have mushroomed in each district/city, so this is what makes Kulon Progo Regency move quickly to empower the community by collaborating between MSMEs or cooperative with modern shops. This study uses a qualitative method which case study approach. With the empowerment that has been done, the original products of Kulon Progo Regency or local products can be traded in modern stores so that local products in Kulon Progo Regency can compete with national products in these modern stores. The existence of such cooperation will indirectly improve the image of Kulon Progo Regency and lift the original products of Kulon Progo Regency. The lifting of the original products of Kulon Progo Regency will have a positive impact on the community, where indirectly the economy of the community will increase so that there will be prosperity for the community. Kabupaten Kulon Progo adalah salah satu kabupaten yang memiliki banyak inovasi, salah satunya adalah pemberdayaan masyarakat bekerja sama dengan toko modern disingkat nama toko yang dimiliki oleh masyarakat (tomira). Penelitian ini dilatarbelakangi oleh pencapaian pemerintah kabupaten Kulon Progo dalam melakukan pengembangan dan inovasi dalam pengembangan wilayah Kulon Progo dengan melibatkan sepenuhnya masyarakat kabupaten Kulon Progo melalui pemberdayaan masyarakat. Inisiatif ini diambil oleh pemerintah Kabupaten Kulon Progo untuk meningkatkan pemberdayaan masyarakat dan melindungi masyarakat Kabupaten Kulon Progo dari berbagai ancaman ekonomi. Menimbang bahwa dalam beberapa tahun terakhir banyak toko-toko modern telah menjamur di setiap kabupaten/kota, jadi inilah yang membuat Kabupaten Kulon Progo bergerak cepat untuk memberdayakan masyarakat dengan berkolaborasi antara UMKM atau bekerjasama dengan toko-toko modern. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus, dengan metode yang digunakan adalah dokumentasi. Dengan pemberdayaan yang telah dilakukan, produk asli Kabupaten Kulon Progo atau produk lokal dapat diperdagangkan di toko modern sehingga produk lokal di Kabupaten Kulon Progo dapat bersaing dengan produk nasional di toko modern ini. Adanya kerjasama tersebut secara tidak langsung akan meningkatkan citra Kabupaten Kulon Progo dan mengangkat produk asli Kabupaten Kulon Progo. Pencabutan produk asli Kabupaten Kulon Progo akan berdampak positif bagi masyarakat, di mana secara tidak langsung perekonomian masyarakat akan meningkat sehingga akan ada kesejahteraan bagi masyarakat.

Malaysia is a country that since its independence has endeavored to practice democratic governance. In line with this, it seeks to ensure that the Malaysian government is representative of the will of the people. To achieve this, there must be in place numerous mechanisms to ensure accountability and transparency while also ensuring that it has an ‘ear to the ground’ so to speak. Dato’ Sri Mohd Najib believed that transformational leadership posts the leader in the role of mentor whereby he able to designate responsibilities to his followers as a means to achieve self-actualization which is a positive means of promoting team-building efforts. To achieve the goals shared between him as a country’s leader and Malaysian peoples as his followers, he believed that inspirational motivation is needed, as it provides meaning to achieving this shared vision on ‘ how to make Malaysia as a high-Income Nation by 2020’?. PM Mohd Najib has been successful in articulating a compelling vision of the Malaysia’s future and tied a high-income nation’s vision to Malaysians citizen values, and ultimately he is capable of being a ‘transformational leader’. It is to this end that this paper is committed, namely to analyzing the important role played by PM Mohd Najib towards outlining a clear vision of national development and whether this is in line with the objective of maqasid shar’iyyah. For this, PM. Mohd Najib appears to have opted to pursue ‘The Government Transformation Programme (GTP)’ to address seven key areas concerning Malaysia’s interest in realizing Malaysia’s vision to become a high-income nation by 2020. =========================================== Malaysia adalah negara yang sejak kemerdekaannya telah berupaya untuk melaksanakan tata kelola pemerintahan yang demokratis. Sejalan dengan ini, ada usaha untuk memastikan bahwa pemerintah Malaysia merupakan perwakilan dari kehendak rakyat. Untuk mencapai hal ini, harus terdapat banyak mekanisme untuk menjamin akuntabilitas dan transparansi sekaligus juga memastikan bahwa ia memiliki 'telinga ke tanah'. Dato’ Sri Mohd Najib yakin bahwa kepemimpinan transformasional mengganggap pemimpin sebagai mentor yang mampu menunjuk tanggung jawab kepada anggotanya sebagai sarana untuk mencapai aktualisasi diri yang merupakan sarana positif dalam mempromosikan upaya pembangunan tim. The need for a new economy is great and the obstacles are many: growing inequalities within and between nations and regions, new complicity between corporations and non-democratic political regimes and failure of workers worldwide to make common cause. There are alternative models, indicating that a more egalitarian approach does not necessarily reduce living standards. Environmental degradation cannot be addressed by a technological fix: the threat to our long-term survival is pre-figured in the impact of climate change and corporate rapacity on the land and sea resources of the indigenous minorities who live as humanity has lived for most of its existence. A 10-point plan for a follow-up to the United Nations’ Millennium Development Goals is suggested, but it will work only if solidarity networks can be built across divides of ascribed race, religion and nominal income levels, to express the will of the people in place of the government representatives who are prepared to gamble the future of humanity for corporate profit and power.

In the article, the author has analyzed the current situation of fintech market development and Vietnam’s startup ecosystem in recent years. The research results show that, in the past 3 years, the number of fintech companies in Vietnam has nearly quadrupled, the market value in 2020 is estimated at 9 billion USD. With 72% of adults using smartphones, nearly 64% of the population using the Internet, along with the young generation of technology-savvy, the explosion of e-commerce and the support of the Government, Vietnam is a potential market for implementing tech startup models. Opportunities and challenges for fintech startups in Vietnam have been discussed by the author, from which solutions to develop fintech ecosystems are proposed in the upcoming time.

Grants, wills, endowments, and inheritance are legal instruments that are often used by someone to transfer their assets or wealth to others. But in practice, these four things become legal issues in society, especially for Muslim residents. Legal settlement of. This case was settled by the Religious Court. Based on case data that entered the Depok City Religious Court for the past five years until 2019, there were 24 grant cases approved, 20 wills, 8 endorsed cases, and 48 s allocation for inheritance. Some of the things behind this case and the most crucial is due to the ignorance of the community against the provisions of Indonesian law regarding grants, wills, endowments, and inheritance. On that basis, a Lecturer in the Faculty of Law of the University of Bhayangkara, Greater Jakarta, conducted socialization and legal counseling on grants, wills, endowments, and inheritance on Compilation of Islamic Law for the people in the Cinere District area. The will, endowments, and inheritance in the Compilation of Islamic Law is still very minimal. After the socialization and discussion of the law, the community's knowledge and awareness will require the implementation and legalization of grants, wills, endowments, and inheritance to improve legal problems up to the increasingly increasing religious court. The output resulting from this activity is planned to be made a waqf pocketbook as an additional reference about the legal grants, wills, endowments, and inheritance according to the Compilation of Islamic Law. Besides, the results of the activities are published in the form of implementation reports and published in scientific journals to provide comprehensive and academic-wide benefits and practical levels.

This research discusses the protection and management of biodiversity in environmental law perspective. Indonesia has a large biodiversity which needs to be managed and protected. Indonesia has enacted laws and regulations on biodiversity, but they are still weakly and less effectively implemented. Furthermore, it is a fact that regulations stipulated by the government or certain sectors do not still accommodate interests of all parties. Legal issues examined here is whether Act No. 32 of 2009 on the Protection and Management of the Environment has protected biodiversity in Indonesia and how is the implementation of policies in protecting biodiversity during this time. The research results show that Act No. 32 of 2009 on the Protection and Management of the Environment has protected the biodiversity in Indonesia. Implementation of policies about the protection and management of biodiversity during this time can be viewed from the relationship of policy between the government and the regional government, such as the authority and institutions to manage and protect the environment, including instruments to manage biodiversity.

AbstractThe study aims to know the existence of operation of madrasah in regions with few moslems in Manokwari Regency, West Papua Province. Using qualitative method, the study result shows that the operation of madrasah in the study location is initiated by migrant people from outside Papua. All madrasahs there are operated in Transmigration settlements and in Hidayatullah pesantren. If we see eight components of education, the madrasahs generally have not met the SNP. From the government policy, the madrasahs have not gained equal treatment from the regional government and the regional parliament due to political, socio cultural, religious and ethnicity factors while the policy of the ministry of religion still refers to the government’s policy through the Central Government’s Performance Plans not realized in accordance with the region’s need. The relationship between the madrasahs and the migrant people is good as the people need comprehensive Islamic educational service and formal education is yet available in their settlements. However, the relationship with indigenous people is hampered by regulations imposed on migrants that sometimes bring loss. AbstrakPenelitian ini bertujuan untuk mengetahui eksistensi penyelenggaraan madrasah di daerah minoritas muslim di Kabupaten Manokwari, Propinsi Papua Barat. Dengan menggunakan metode kualitatif, hasil penelitian menunjukkan bahwa penyelenggaraan madrasah di lokasi penelitian dilatarbelakangi kedatangan masyarakat migran dari luar Papua. Seluruh madrasah di sana berdiri di lokasi Pemukiman Transmigrasi dan di lingkungan pondok pesantren Hidayatullah. Dilihat dari kondisi delapan komponen pendidikan, umumnya madrasah tersebut belum memenuhi SNP. Dilihat dari kebijakan pemerintah, madrasah belum memperoleh kebijakan yang berkeadilan dari Pemda maupun DPRD, yang disebabkan oleh faktor politik, sosial budaya, agama dan etnis. Sedangkan kebijakan Kemenag sendiri masih mengacu pada kebijakan pusat melalui Rencana Kinerja Pusat (RKP) yang terkadang realisasinya tidak sesuai dengan kebutuhan daerah. Hubungaan madrasah dengan masyarakat migran cukup baik, karena pendirian madrasah memang dikehendaki oleh masyarakat tersebut, karena masyarakat sangat membutuhkan layanan pendidikan agama Islam yang utuh dan layanan pendidikan formal yang memang belum tersedia di sekitar pemukiman mereka. Namun hubungan dengan masyarakat penduduk asli, terkendala dengan aturan-aturan yang berlaku yang juga diterapkan pada penduduk pendatang yang terkadang merugikan.

The Regional government which carried out based on the principle of autonomy as wide as possible implies that the regions are given the authority to regulate and manage all their own affairs. So, this study tried to conduct a study of normative law to further examine the nature of the implementation of regional autonomy, and the second tried to analyze the role of regional regulations in order to support the implementation of regional autonomy through library research using the statute approach and conceptual approach. The results of the study indicated that one of the important ideals and rationalities for implementing regional autonomy was to make the policy process closer to the society, not only in the central government. For this reason, authority needs to be given so that local governments can take their own initiative to make decisions regarding the interests of the local community through laws at the local government level. Thus, the contents of the Regional Regulations are to accommodate the interests of the people in the regions in order to achieve happiness and prosperity that is distributed equally to the people in the area.Pemerintah daerah dilaksanakan berdasarkan prinsip otonomi yaitu memberi dan melaksanakan rumah tangga itu sendiri. Untuk alasan ini, penelitian ini adalah studi hukum normatif untuk memeriksa lebih lanjut tentang pelaksanaan otonomi daerah dan pendekatan lain yang dapat dianalisis dengan menggunakan pendekatan perpustakaan menggunakan pendekatan Statuta dan pendekatan konseptual. Hasil penelitian menunjukkan bahwa salah satu cita-cita dan rasionalitas penting pelaksanaan otonomi daerah adalah membuat proses lebih dekat dengan masyarakat, tidak hanya di pemerintah pusat. Untuk alasan ini, perlu mengisi ruang sehingga pemerintah dapat mengambil inisiatif sendiri untuk membuat keputusan tentang lingkungan masyarakat melalui peraturan di tingkat pemerintah daerah.
