In the process of constructing post-2015 development global frameworks, education is increasingly seen globally to be a powerful tool for preparing students to enter the labor market as well as to create a peaceful and sustainable society. International and comparative educational research conducted on the achievement of the EFA goals has clearly revealed that despite important efforts accomplished in many countries, there are still serious challenges in terms of the quality of education that is offered. The paper examines the extent to which a minimum Quality of Education for All (QEFA) can be reached through effective use and application of evidence-based international and comparative educational research. Global efforts to attain QEFA are examined by investigating major international surveys of learning outcomes. The case of Arab states demonstrates diverse socio economic and political contexts of each country and should be reflected in regional strategies to achieve QEFA. Evidence from data on national, regional and international assessments indicates that low achievement is globally widespread and stronger government intervention will be needed. This research demonstrates that the diversity of learning conditions and environment across and within countries should be carefully reflected into quality assurance by enhancing each individual´s learning potentials.DOI: http://dx.doi.org/10.3126/jer.v3i2.8397Journal of Education and Research August 2013, Vol. 3, No. 2, pp. 39-58

The quality of education is increasingly being measured less by the knowledge gained during schooling and more by the level of competence possessed by students at doing a particular job after completing their education. Target and process-planned curricula are being replaced more and more by competence-oriented curricula, especially in science and technology education, where competences, generally defined as the capability or the ability of an individual doing a job properly, are placed at the forefront. If competence is the desired criterion for educational quality, it can be easily established that suitable instruments and methods of measurement are needed for this kind of quality evaluation, which, however, are not yet available. Suitable instrumentation was developed in this study. Its use was demonstrated in the example of elementary education in Slovenia. Key words: generic competences, students’ skills, methods of teaching, triangulation.

However, along with the rapid development of the times, with the emergence of various kinds of problems, especially in the field of education, which makes the goals of education contained in the law tend to be difficult to realize. So, to facilitate the development of educational goals with the aim of advancing the quality of education in Indonesia, there are three things that must be done, namely : 1) developing the quality of human resources, 2) building a Strong Educational Foundation and Clear Vision, 3) developing a noble moral based curriculum.

Quality education is always desired by the community, the quality of education in Indonesia is characterized by the achievement of the National Education Standards (SNP) or exceeding the SNP. One factor that determines the quality of education is the implementation of quality learning as well, quality learning is only produced by qualified teachers. The competency standards that must be possessed by teachers are pedagogic, personality, social and professional competencies. Teacher competency improvement needs to be improved along with the rapid development of science and technology, so that through quality learning can prepare graduates who are ready to face life in their day. To prepare qualified teachers cannot be separated from the principal's role as educator, manager, administrator, supervisor, leader, innovator, and motivator. In Permendikbud 15 of 2018 the Principal's Workload is entirely to carry out tasks: managerial, entrepreneurship development and supervision to Teachers and education staff. One of the principal tasks of the principal is to supervise teachers in order to prepare quality learning. This study wants to discuss the Principal's Strategic Role in Improving Learning Quality through Academic Supervision Activities.
