<p>Indonesia is one of the countries with the most Muslim population in Asia. But this does not change the idiotic foundation of Indonesia, namely Pancasila, which is the basis of how the nation and state are also useful for determining the Direction of Foreign Policy of the Republic of Indonesia. As social beings, humans cannot live alone in state relations, one country certainly needs a role and cooperation with other countries. Every collaboration will certainly have a positive impact. One of the positive results underlined in this study is about the development of HR (Human Resources) which can be done through various things. This study will discuss the benefits of international cooperation in improving the quality of human resources carried out by Islamic Boarding Schools, given the number of Islamic boarding schools in Indonesia. The benefits are imitated in terms of both language and non-academic abilities, the benefits will be useful for the installation process at the Islamic Boarding School.<strong></strong></p>

This article describes the development and change of Religious court in Indonesia as a fruit of bureaucratic reform in the period of Reformation era. Concentrating on the reformation of the institution, human resource, and infrastructure, this article argues that the bureaucratic reformation of Religious Court has brought about some positive impact to the Religious Court of Indonesia. The Religious Court becomes more independent and professional. Its professionalism is indicated by the on time process of the court, the increasing quality of human resources, and better infrastructure. Meanwhile, its independency is strengthened by the implementation of one roof system which put the Religious Court merely under the coordination of Supreme Court of the Republic of Indonesia.Artikel ini berupaya mendeskripsikan perubahan yang terjadi di lingkungan  Peradilan Agama (PA) melalui Program Reformasi Birokrasi yang dilaksanakan pada era Reformasi dengan fokus kajian tentang perbaikan layanan dan manajemen  dari aspek kelembagaan, sumber daya manusia, struktur organisasi, sarana dan prasarana, kesejahteraan aparat  serta peraturan perundangan yang mengatur tentang PA.  Tulisan ini menunjukkan bahwa hasil dari reformasi birokrasi di lingkungan PA telah menjadikan PA sebagai sebuah lembaga yang lebih professional dan mandiri. Profesionalitas PA ditujukan dengan meningkatnya ketepatan waktu dalam proses peradilan, sumber daya manusia yang semakin berkualitas dan perbaikan sarana dan prasarana PA. Sedangkan kemandirian PA ditunjukkan dengan system peradilan satu atap dengan menempatkan kedudukan PA langsung di bawah Mahkamah Agung.

This study aims to provide an overview of the process of cultural change through total quality management in Islamic perspective carried out at Daar El Manshur Islamic Boarding School. The method of the study is qualitative method by using in-depth interview techniques with informants. This research was conducted at the Daar El Manshur Islamic Boarding School, Depok City, West Java. Data analysis was carried out using content analysis with the stages of reducing data, triangulating data, presenting data descriptively, and drawing conclusions/verification. The results showed that cultural change through total quality management at Daar El Manshur Islamic Boarding School was seen from 7 focuses. The focus of planning for Islamic boarding schools is still focused on current conditions. The focus of the organization is participatory by involving all individuals to improve the quality of education and to develop Islamic boarding schools. The focus of control is still in the form of monitoring and supervising each section based on the existing SOP. The focus of communication has been two-way communication. The focus of the decision is still reactive and not based on well planning even though decisions are made based on deliberation and consensus. The focus of functional management has not been fully integrated. The focus of quality management is still reactive because it is still in the stage of finding the best and most suitable method to be applied in Islamic boarding schools. Therefore, the process of cultural change at Daar El Manshur Islamic Boarding School has begun to occur.

One of the great traditions in Islamic education institutions in Indonesia is teaching by transmitting Islamic values as found in classical books written centuries ago. The majority in Indonesia, the classic book is better known as the Kitab Kuning. Teaching with the Kitab Kuning is usually done in Islamic Boarding Schools. Examining Kitab Kuning requires qualified Arabic language skills at least passively. Unfortunately, not all Islamic boarding schools that have a variety of superior programs in certain fields, are weak in the field of studying Kitab Kuning. One of them is the Islamic Boarding School Mu'allimin Muhammadiyyah Sawah Dangka which has the flagship Tahfizh Alquran program but is weak in the study of Kitab Kuning. One of the main factors is the lack of adequate quality of human resources. For this reason, this community service activity aims to provide training while introducing new, lightweight methods in learning Arabic, namely the Bihaqatil Jumal method. This method emphasizes learning Arabic using the right brain. After a series of community service activities, teachers and Islamic boarding schools felt helped and gained new experiences in learning Arabic methods to study Kitab Kuning. In addition, both the assisted object and the resource person requested that this kind of community service be continued.

There are over 300 high schools in the Republic of Moldova, most of which do not have 10-12th parallel classes, many of which also lead to the lack of qualified teachers in some subjects, which has a negative impact on the quality of students education. The optimization of the high school network can be achieved by keeping only about 100 of their existing number, planning them in new type institutions: district high-schools, boarding schools and mixed high schools of both these categories.

The development and sustainability of Islamic Boarding School are strongly influenced by the regeneration of the leadership of kiai as a successor of the vision and mission, depending upon their disciplines. Regeneration of the leadership of kiai often occurs on the basis of lineage to maintain and respond the developmental and institutional dynamics in the boarding school. The research is intended to analyze and discover the leadership patterns of kiai, the shifting patterns of the leadership, and the impact of the shift towards the development of the institutions. This study is phenomenological. The data collection techniques employed were observation, in-depth interviews, and documentation. The data analysis procedures were data reduction, data display, and conclusion. Tringualation was used to check the data validity, credibility, transferability, dependability, and confirmability.The findings of the research reveal the following results. Firstly, the pattern of the leadership of kiai is preserving and maintaining lineage or dzurriyyah (leader is born). The characteristics of the leadership of kiai are paternalistic, charismatic, pseudo-democratic, and transcendent-transformative. Secondly, the shifting patterns of the leadership of kiai are maintaining direct dzurriyah, direct and closest dzurriyyah, and indirect and closest dzurriyyah. The patterns are based on the following principles: a) capable to maintain knowledge and the characteristics of the boarding school, b) able to maintain the values of the ​​boarding schools and families (dzurriyyah), c) able to maintain the values ​​and patterns of leadership characteristics which are paternalistic, charismatic, pseudo-democratic, and transcendent-transformative, and d) finally, able to maintain the institutional characteristics of the boarding schools which are salafiyah, salafiyah-khalafiyah, and khalafiyah. Thirdly,  the impacts of the leadership shift of kiai are as follows. a) the leadership pattern is more open and accepts value changes. b) Diversity of institutional models occurs from salafiyah, salafiyah-khalafiyah, and khalafiyah. c) the models of institutional buildings are from wood and bamboo to modern buildings. d) the quality of human resources is in the forms of expertises religious knowledge and science. e) the management of santri is from traditional to classical management models, and f) the outputs or graduates involve in the works for the religious instution and community services in his environment.

Kitab kuning merupakan faktor penting yang menjadi karakteristik Pondok Pesantren (Ponpes). Artikel ini membahas pembelajaran Kitab Kuning di Pondok Khusus Ponpes Al-Halimy Sesela. Pembahasan difokuskan pada metode dan penerapannya dalam pembelajaran, serta teknik penilaian setelah pelakasanaan pembelajaran berlangsung. Hasil penelitian menunjukkan bahwa Pondok Khusus Al-Halimy Sesela menerapkan beberapa metode yang lazimnya digunakan di pondok-pondok Salaf, menggunakan metode klasik, yaitu metode sorogan, bandongan, wetonan, halaqoh, diskusi, demonstrasi, dan tanya jawab. Penerapan metode-metode dalam pembelajaran kitab kuning didasarkan kesesuaian metode yang akan digunakan dengan mata pelajaran yang akan diajarkan. Keberhasilan suatu metode yang diterapkan dalam pembelajaran kitab kuning di Pondok Khusus Al-Halimy Sesela diukur dengan menggunakan beberapa cara di antaranya adalah dengan menguji secara langsung. Hendaknya tradisi pesantren Salaf tetap dapat dipertahankan dan selanjutnya memasukkan tradisi pesantren khalaf yang lebih baik, pemilihan metode yang tepat guna supaya memberikan dampak positif bagi kemajuan pendidikan pesantren sehingga akan muncul lulusan-lulusan yang betul-betul tafaqquh fi al-din. Title: Learning of Kitab Kuning “Yellow Book” at Special Al-Halimy Islamic Boarding School In Sesela Village of West Lombok Regency Abstract: The yellow book is an important factor which becomes characteristic of Islamic Boarding Schools. The results of the preliminary research showed that the Special Al-Halimy Islamic Boarding School of Sesela only studies classical books or yellow books which are not included in the governmental curriculum. The focuses of the study in this research included: First, it is related to the method used in yellow book learning; Second, it is related to how the application of learning methods is; Third, it is related to how the assessment after the implementation of yellow book learning takes place. The research design used descriptive qualitative. Then the results of the research showed that 1) special Al-Halimy Islamic Boarding School of Sesela applies several methods commonly used in Salaf Islamic Boarding Schools which teach yellow books, such as sorogan (individual), wetonan (group), and discussion methods. In addition, the types of methods used still use classical methods, namely the sorogan, bandongan, wetonan, and halaqoh methods, and also there are discussion, demonstration and question and answer methods, 2). The application of methods in yellow book learning is based on the suitability of method to be used with the subjects to be taught. 3). To find out the success level of a method applied in the yellow book learning at special Al-Halimy Islamic Boarding School of Sesela is by using several methods including testing directly. The final advice is given to the head of the Special Islamic Boarding School in order to maintain the tradition of the salaf Islamic Boarding School and incorporate the tradition of a better Khalaf Islamic Boarding School in order to give a positive impact on the progress of Islamic Boarding School education so that the graduates who truly understand the religion (tafaqquh fi al-din) will emerge and for  the teachers of special Al-Halimy Islamic Boarding School of Sesela, they have to be able to choose the right learning method and be able to see what the students need in joining the learning so that the learning objectives can be achieved.

In general, a comprehensive and well-designed local self-government will significantly improve community management in the Republic of Macedonia. The increased competences and strengthening of the political culture of the population will result in a more active participation of citizens in local processes. An increase in the professional level of the executive and administrative bodies along with improved communication with a civil society will have a positive impact on the quality of municipal management. Decentralized approaches to local development can be a sustainable way to preserve multiculturalism in an ethnically and culturally diverse country. The outcome of the process will depend on the level of public engagement, accountability of local leaders, and transparency of procedures. ABSTRAK Learning Arabic for the world of the Salaf Islamic Boarding School, which focuses on the study of the Yellow Book is one of the most important foundations because without understanding Arabic properly, it will face many difficulties. The learning system in Islamic boarding schools is often called Madrasah Diniyah. This Madrasah is one of the religious education institutions on the outside school path, which is expected to be able to continuously provide Islamic religious education to unmet students on the school path through the classical system. To study this problem, this research was carried out in the Madrasah Diniyah Al-Tarmasi with the subject of madrasah management from the Madrasah Headmaster, the board of teachers and education staff as well. Collecting data in this study are used interviews, observation and documentation as the main instruments with data triangulation as the analytical knife. The results of the study shown that there are several efforts by the Headmaster of Madrasah and teachers in improving the Quality of Arabic language learning by pouring a number of Strategies in: 1) Strategies to improve curriculum and the process of  Arabic learning. 2) Strategies for improving the quality of human resources to improve Arabic learning. 3) Strategies for improving the quality of facilities and infrastructure to improve the quality of Arabiclearning. Kualitas sumber daya manusia, partisipasi dan KINERJA koperasi pesantren merupakan beberapa di antara sekian banyak masalah yang ada. Strategi untuk memperbaiki kinerja koperasi di pesantren sangat penting, yaitu melalui artisipasi, komitmen, dan kemampuan untuk mempertahankan agar anggota tetap innovatif.

Objective: This study explores the characteristics and leadership style of kiai (boarding school leader and Islamic teacher) Manshur as a leader in the pondok pesantren (Islamic boarding school) that he fostered. Kiai Manshur’s leadership traits are also explored in this study in detail with in-depth analysis. Research Design & Methods: Several qualitative approaches were used to collect information about Kiai Manshur, including direct observation, questionnaires, in-depth interviews, and documentation. Technically, involve themselves and interact directly in the activities carried out by Kiai Manshur. The information is analyzed interactively, data reduction, data display, and drawing conclusions. Findings: The results of this study indicated that Kiai Manshur uses a special compilation in leading his pondok pesantren to form a distinctive leadership style. The style created the his leadership characteristics, including integrity, discipline, competence, trustworthiness, humanism, communication, and organizational. The leadership style of Kiai Manshur aims to produce anfa’linnas santri (good and helpful student). Implications & Recommendations: There is no perfect writing, but the limitations do not reduce the quality of the results study. Further research can discuss more about the anfa’linnas students, characteristics and effectiveness of application in the society. Contribution & Value Added: The results of this study provide a scientific contribution to leadership in organizations, especially in non-profit organizations such as Islamic boarding schools (traditional educational institutions) and the concept of anfa’ linnas student. Practically, the board of Islamic boarding schools and teachers can use these findings as material to develop the institution for the benefit of many people.
