As the Spanish economy slid into recession during 2009, the debate over the role of the public deficit came into the spotlight once again. However, there has been little emphasis on determining the causes and the nature of the imbalances in the government’s accounts. We study the structure of aggregate public budgets and use regression analysis to address these two issues. Contrary to the conventional wisdom, our results show that budget’s  stability was transitory and that, in reality, an average primary deficit of 3,30% of GDP prevailed throughout the years between 1992 and 2015.

A number of telecentres have been established in places like shops, schools, community centre, police stations and clinics. The population of Nigeria, according to the national population commission (NPC) figures stands at over 140, 000,000, and 60% of this number is made up of unemployed youths. With the institutions of learning in Nigeria churning out graduates of various levels and degrees on a yearly basis, a rising trend has seen these graduates coming out of the nation’s universities and polytechnics to join those who graduated ahead of them but without any means of livelihood for years. This chapter examines the role played by unemployment on the making of the Nigerian Gross Domestic Product (GDP) for a period of nine years (2000 - 2008). The objectives of the study are to examine the effects of unemployment on the Nigerian GDP for the selected years, to observe the kind of association that existing between the unemployment and the makings of the Nigerian GDP. Data was collected and analyzed using the regression analysis. Findings showed that unemployment has an enormous effect (over 65%) on the making of the Nigerian GDP, and there exists an inverse relationship between the model (unemployment) and the GDP - increase in the model leads to decrease on the GDP and vice versa. The role of ICT on unemployment and GDP is reviewed. In addition ICT as a tool of combating unemployment corruption is discussed. Recommendations are proffered based on the study that unemployment can be combated through the public sector reforms and the use of ICT.

SummaryWe measured total and free protein S (PS), protein C (PC) and factor X (FX) in 393 healthy blood donors to assess differences in relation to sex, hormonal state and age. All measured proteins were lower in women as compared to men, as were levels in premenopausal women as compared to postmenopausal women. Multiple regression analysis showed that both age and subgroup (men, pre- and postmenopausal women) were of significance for the levels of total and free PS and PC, the subgroup effect being caused by the differences between the premenopausal women and the other groups. This indicates a role of sex-hormones, most likely estrogens, in the regulation of levels of pro- and anticoagulant factors under physiologic conditions. These differences should be taken into account in daily clinical practice and may necessitate different normal ranges for men, pre- and postmenopausal women.

UMC had more difficulties to socialize with Indonesian than the adult of Immigrants. Other than their lack of language mastery, they also have the anxiety to adapt to other immigrants and Makassar people. English was used by UMC to show their status as a foreigner who lived in a multicultural situation. Language becomes a power for a human being and it becomes a social identity for language user in one community. The purpose of present study is to examine the role of learning strategies as moderator between meta-cognitive awareness and study habits among university students. Sample comprises of 200 students (100 male students and 100 female students) of various universities of Islamabad and Rawalpindi with age ranging from 18-25 years. In order to assess study variables questionnaires were used included Meta-Cognitive Awareness Inventory (Schraw & Dennison, 1994) measuring two-components of meta-cognition that are knowledge and regulation of cognition. Study habits demonstrated by the students were measured by the Study Habits Inventory (Wrenn, 1941). Motivated Strategies for Learning Questionnaire (Pintrich, Smith, Garcia, & McKeachie, 1991) which includes motivation and learning strategies scales. In the present study, only the learning strategies section was utilized, which measures the cognitive strategies and resource management strategies. Results revealed positive correlation between research instruments and are also having good reliability. Regression analysis reflected that meta-cognitive awareness predicts study habits among university students. Regression analysis also suggested that learning strategies including resource management strategies and cognitive strategies significantly moderates the relationship between meta-cognitive awareness and study habits. It is also explored gender differences on learning strategies, meta-cognitive awareness and study habits. Future implications of the study were also discussed.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.
