The Optimal Parameters of Agricultural Insurance of Products in The Ukraine

The article deals with the complex indicative forecasting of agricultural insurance parameters, which have approximate empirical dependences of variables and provide approximation of actuarial calculations of the franchise, in order to optimize the rates of insurance compensation for losses in agricultural production. The tools for minimizing the risks of agricultural production are substantiated. The typology of instruments for regulating the risks of agricultural production by transferring their risk distribution in the institutional environment and market infrastructure is studied. It is proved that vertical integration has a positive effect of compensation for losses of agricultural production, taking into account alternative diversification combinations with actual variables and the occurrence of a certain insurance event. Multicriteria optimization of the parameters of partial distribution of risks of agricultural production, which simultaneously provide the maximum possible value of the expected return with a minimum value of the risk of the portfolio of assets of agricultural enterprises, is fulfilled. The utility function for accidental consequences in agricultural insurance is substantiated, as it guarantees the effective indicator of income at variable values of uncertainty. Approximate empirical dependences of variables are determined, which provide approximation of actuarial calculations of the franchise, in order to optimize the rates of insurance indemnity in agricultural production. Models of indicative forecasting of optimal parameters of agricultural insurance on the market of agricultural products of Ukraine on insurance payments and insurance premiums, which have a decreasing function, have been developed; insured sum and franchise have dynamic fluctuations.

The article analyzes the effectiveness of the application of the main financial instruments of state regulation of the agrarian sector. The analysis showed that the system of state regulation, which is the main factor of sustainable development of agriculture in our country, has certain drawbacks. In this connection, the authors made suggestions on the improvement of such financial mechanisms of state regulation of the agrarian sector as a system for lending to agricultural producers, tax regulation, budget financing, state support for agricultural insurance, stimulation of innovative development of agricultural enterprises. The implementation of the proposed directions will contribute to improving the efficiency of agricultural production and the competitiveness of domestic products, as well as the investment attractiveness of Russia’s agriculture.

The article emphasizes the necessity of adherence to the insurance principles as a decisive condition for maintenance and growth of mutually beneficial insurance relations in the agricultural sector. It is justified that reconciliation of social and economic interests between parties of the insurance market is based on a framework of principles that serve as guidelines for providing insurance coverage to entrepreneurial entities or individual customers and facilitating the pursuit of insurance / reinsurance activities by insurance companies. With the purpose of streamlining methodologies, the author’s approach to classifying insurance principles is developed. With the aim of striking a fair balance between the property interests of agents and insurance companies, the key insurance principles are divided according to the following three criteria: basic insurance principles; principles that are intended to neutralize financial and economic risks of insurance companies; fundamental principles of agricultural insurance. Given the riskiness of agricultural production, it is found that relations between agricultural enterprises and insurance companies should be built on the following principles: actuarial balance; motivation for insurance protection; maintaining the circulation of current assets of agricultural enterprises; voluntary involvement, accessibility and subsidiarity. Presumably adherence to the above principles will create prerequisites for efficient distribution / redistribution of risks and responsibilities between insurance parties. The need is stressed to practically implement the major principles established in Article 3 of the Law of Ukraine “On peculiarities of agricultural products insurance with state support” of 9 February 2012, which address insurance of agricultural production with state support for efficient interaction between insurers, insured parties and the state. This will guarantee insurance protection of agricultural enterprises, thereby enhancing food safety of the country in space and time.

In Vietnam, the construction of hydropower projects has contributed significantly in the cause of industrialization and modernization of the country. The place where hydropower projects are built is mostly inhabited by ethnic minorities - communities that rely primarily on land, a very important source of livelihood security. In the context of the lack of common productive land in resettlement areas, the orientation for agricultural production is to promote indigenous knowledge combined with increasing scientific and technical application; shifting from small-scale production practices to large-scale commodity production. However, the research results of this article show that many obstacles in the transition process are being posed such as limitations on natural resources, traditional production thinking or the suitability and effectiveness of scientific - technical application models. When agricultural production does not ensure food security, a number of implications for people’s lives are increasingly evident, such as poverty, preserving cultural identity, social relations and resource protection. Since then, it has set the role of the State in researching and building appropriate agricultural production models to exploit local strengths and ensure sustainability.

Today in Russia the main components of digital economy are as follows: electronic trading, public services, export-import activity and constantly developing system of purchasing activity at state enterprises. The system of purchases has to conform to the requirements of modern digital technologies For this purpose at the end of 2018 the President of the Russian Federation proposed to transfer the government and corporate procurement to an electronic form. However, the analysis showed that procurement activities carried out in the form of electronic bidding in agricultural enterprises had a number of problems. These problems are related to the nature of agriculture. For example, seasonality is a key to agricultural performance. In this regard, the system of commercial transactions, including electronic trades, should be as adapted as possible to the peculiarities of agricultural production.

 Under the background of the Chinese Household Contract Responsibility System (HCRS), farmers have to pay higher transaction costs and encounter a huge trading risk if they engage in agricultural production only through the market transaction. Since the special properties of agricultural production limit the formation and development of agricultural enterprises, farmer cooperative economy organizations with the main functional characteristics of transaction coordination begin to flourish. By building a new classical economics model, this paper demonstrates the theoretical assertion that the generation of a farmer cooperative economy organization is accompanied by the evolution of the division of labour, the improvement of farmers’ effectiveness and the development of agricultural specialization. Furthermore, this paper does an empirical analysis with the micro-survey data to verify this theoretical assertion. Therefore, this article effectively explains the generation condition of a farmer cooperative economy organization and the internal mechanism of how it promotes the development of agricultural specialization. So this paper provides a strong theoretical and practical evidence for the development of a farmer cooperative economy organization and agricultural specialization.

This report aims to analyze the impact of state grants upon the effectiveness efficiency of the enterprises in the Agricultural sector. The presence/absence of the correlation between the “received state grants - financial results from the activity of the agricultural enterprises” was studied. The efficiency of agricultural enterprises is expressed through the indicators of profitability and productivity. The empirical data for a period of 10 years 2008 – 2017 were shown in the study. The main activities of the surveyed enterprises are crop, livestock and combined - crop-livestock. Based on the results obtained, it is expected that the receipt of grants will have a positive influence on the performance of enterprises in the agricultural sector, measured by indicators of effectiveness and productivity. The following research hypotheses have been proved: the positive effect of the grant is more obvious in larger agricultural enterprises, which have higher productivity and profitability compared to small and medium-sized farms; agricultural enterprises which receive grants and are characterized by higher investment activity and are also characterized by higher innovation activity; based on the predominant number of crop enterprises, it is assumed that this type of activity leads to the achievement of higher financial results as a result of the activity of the agricultural enterprises; the age of the enterprises, expressed through the years of their activity, contributes significantly to higher profitability and productivity of the carried out activity.

Introduction. The article describes the market and globalization exacerbate the problem of competitiveness of products, enterprises, states. The role of accounting-formation support is increasing for the management, socioeconomic and environmental basis of the competitiveness of enterprises in the livestock sector. Accounting in the agrarian sector has unquestionable success. It is demonstrated clearly by the identification of transaction and transaction costs in the livestock industry today. The importance of accounting are achievements in the agricultural sector. The accountants' attention and therefore at all levels of management are not isolated in accounting standards for these costs in the economic activity of an agricultural enterprise. Purpose. The task is to substantiate: The need to isolate the composition of transaction costs in accounting accounts. We must to ensure competitiveness in the new economic environment. It is requires accounting and information management of agricultural enterprises engaged in the livestock industry. Results. Scientists are suggest: transaction costs depend on the institutional environment in which the agrarian business operates. It makes impossible to directly influence such costs. The article is aimed at identifying modern features of insurance in the agricultural sector of the Ukrainian economy and defining the factors of influence on the agricultural insurance market. The article discloses interpretation of the terms of «insurance» and «agricultural insurance» and also presents the types of possible risks arising in the activities of agricultural enterprises. The performance indicators of leading insurance companies in the field of agricultural insurance are analyzed. The current state and dynamics of insurance of agricultural risks, which arise both in the field of crop production and in livestock, are researched. This will allow predicting the future prospects of the market for insurance services and products, as well as finding possible optimal ways to solve the problems of product insurance, faced by the agricultural producers. The main factors influencing the efficiency of the insurance market in the agricultural insurance sector are allocated. The basic principles of insurance of agricultural products with the State support are analyzed. It is defined that the further development of agricultural insurance should be directed towards creating a profitable and safe environment for all participants in the agricultural market, which provides for the distribution of risks between agricultural producers, processing enterprises, banks, insurance companies and the State. The agricultural insurance of risks creates possibilities for advantageous harmonizing the interests of participants in the agricultural insurance market and the State as a party whose first priority is to ensure stable economic growth.

The article is devoted to the analysis of some problems of organizational and legal forms of management in the agricultural sector. The main tendencies of development of organizational and legal forms of Ukraine in the aspect of deregulation of entrepreneurial activity and opening of the market of agricultural lands are determined. The role and significance, types, legislative and doctrinal approaches to determining the organizational and legal form of agricultural production are highlighted. On the basis of the analysis of legal literature, national legislation and practice of its application the problems of separate organizational and legal forms of conducting agricultural production (farms, collective agricultural enterprises, etc.) are analyzed. It is concluded that the principle of equality of ownership and management in agriculture is violated in Ukraine.
