Urgency of the research. The 21st century is an era of radical transformations of social and, in particular, economic relations. Their driving force is knowledge. The creation of new knowledge occurs as a result of the exchange of information between the subjects of this process. Educational institutions, in particular higher education ones, are an important element of the system of production and transfer of new knowledge. Target setting. Qualitative characteristics of the functioning of higher education significantly depend on the degree of effectiveness of the management system, which includes organizational and financial components. Actual scientific researches and issues analysis. The issues of improving the functioning of the sphere of higher education are considered in scientific works of scientists as S. Slaughter, P. Temple, J.B.G. Tilak. Uninvestigated parts of general matters defining. The problem of organizational and financial prerequisites formation for the development of the domestic sphere of higher education needs some additional research. The research objective. The purpose of the article is to analyze the functioning of the sphere of higher education in Ukraine and to formulate proposals for improving its organizational and financial support. The statement of basic materials. The present situation in the system of higher education of Ukraine in the context of student contingent indicators, funding volumes is analyzed. The proposals, which implementation is aimed at improving the financial condition of higher education institutions and creating the prerequisites for increasing student contingent are substantiated. Conclusions. The development of the domestic sphere of higher education is one of the priorities of national economic policy. Formation of favorable conditions for the functioning of the sphere of higher education of Ukraine will provide financial, social and reputational effects.

This article reports on the barriers encountered by teachers and the possible solutions to the integration of web-based learning (WBL) into higher educational institutions in Uganda. A total of 50 teachers in the departments of ICT, management, and social sciences from five different universities were purposively selected. A self-designed questionnaire was adapted to collect participants responses. Both quantitative and qualitative methods were used to analyze data. The findings indicate that teachers had a positive attitude to incorporate WBL into teaching and learning process, but they encountered some difficulties which were identified as slow internet speeds, insufficient web-based tools, lack of technical support, etc. It further identified possible enablers to overcome these difficulties and provides empirical evidence of incorporating new knowledge in the existing literature. It also provides recommendations in terms of overcoming difficulties to enhance and incorporate WBL in teaching and learning contexts of higher education in Uganda particularly and developing countries in general

Recently, data mining is gaining more popularity among researcher. Data mining provides various techniques and methods for analysing data produced by various applications of different domain. Similarly, Educational mining is providing a way for analyzing educational data set. Educational mining concerns with developing methods for discovering knowledge from data that come from educational field and it helps to extract the hidden patterns and to discover new knowledge from large educational databases with the use of data mining techniques and tools. Extracted knowledge from educational mining can be used for decision making in higher educational institutions. This paper is based on literature review of different data mining techniques along with certain algorithms like classification, clustering etc. This paper represents the effectiveness of mining techniques with educational data set for higher education institutions.

This article provides general information about the process of economists training in Ukraine during the period with the planned system of economic relations. The main subject of the research is the educational process of training future economists in institutions of higher education in Ukraine in the 1960s –1980s of the twentieth century. The structural constituent elements of the educational process are considered on the example of Kiev Institute of National Economy and Kharkov Engineering and Economic Institute. The purpose of the article is to study and analyze the pedagogical experience of economic personnel training for the planned system of regulation of financial and economic relations and to identify promising areas for further research, with the subsequent introduction of the identified progressive historical experience into the modern system of higher economic education. In the process of studying the history of economic personnel training in higher educational institutions of Ukraine, in the 1960s – 1980s, on the basis of such methodological principles as: scientificness, objectivity and historicism (including the use of chronological scientific and systematic approaches), it was applied a theoretical-search research method: historical analysis of literature, documents and archival materials. The article includes: the study of the duration of the learning process; training schedule for specialists; allocation of training time for laboratory work, workshops, seminars, lectures. Within the boundaries of the main subject of the study, educational subjects of general scientific, general economic, general technical and specialized cycles are also presented, which are included in the plan of the educational process. The optional disciplines recommended for study at the student's choice are considered. Practical training is highlighted as a rather important element in the training of an economist. Options for end-of-course assessments are presented. Also, in the process of studying the historical experience of economists training in the higher education system of Ukraine, the following structural elements were analyzed: the system of higher educational institutions, through which the training of economists was carried out; forms of specialists training; types of training sessions used in the learning process; the applied knowledge assessment system; existing qualification areas of training, which included a variety of economic specialties. The value of this study lies in the fact that the pedagogical experience of the process of economists training in the period with the planned economic model of management in the Ukrainian higher education institution in the 60s-80s of the twentieth century was studied for the first time. The result of the research is the obtained data on the training of economists for a system with a planned type of regulation of economic processes, as well as the formed directions for deeper research. The main directions recommended for further detailed study in the preparation of economists with knowledge of planned methods of economic regulation are studying of: directions of specialists training and their relevance today; knowledge assessment and control system; analysis of curricula and time budget, identification of the relationship between theoretical and practical training; practice of independent and research activities, options for final certification.

Urgency of the research. A special role in the formation of a competitive national economy belongs to the system of higher education and individual higher education institutions (HEIs), since they determine the levels of human capital and intellectual potential of the nation. In addition, a sufficient competitiveness level (CL) of domestic HEIs is a prerequisite for the integration of Ukrainian higher education system into the European educational space. Target setting. The activity of the HEIs in Ukraine occurs under the influence of a significant number of factors that increase competition in the market of educational services and significantly complicate the managing process of HEIs CL. These circumstances actualize the search for ways to improve the management of HEIs CL. Actual scientific researches and issues analysis. The HEIs CL as an object of research by economists, is found in the writings of such scholars as Bachynska O. M., Vorobiova K. O., Hryshchenko I. M., Dudko P. M., Ivanov Yu. V., Nefedova T. M., Prus L. R., Salohubova V. M., Tarasenko I. O., etc. Uninvestigated parts of general matters defining. The question of determining the management stages sequence of HEIs CL remains insufficiently researched in the scientific literature. The research objective. The investigation of category essence of HEIs CL; definition of the management stages sequence of HEIs CL. The statement of basic materials. The article studied the essence and proposes the definition of the category of HEIs competitiveness. A sequence of management stages of HEIs CL is formed, which involves the choice of a competitive strategy for HEIs on the environment factors evaluation results and factors of the HEIs CL. Conclusions. The main advantages of the management stages proposed sequence of the HEIs CL are: providing condition monitoring of the environment and factors of HEIs CL; the possibility of choosing a competitive strategy.

The article describes the system of education in the republic of Turkmenistan, the stages of its reform undertaken in the past decade and problems arising from the changes in the first years of the country´s independence. Particular attention is paid to such issues as decreased time of training, unsatisfactory volumes of subjects, teachers dismissal as a consequence, the transition from five to two-year training in higher education institutions, bringing students to harvest cotton during the school year, weak material and technical base of educational institutions, lack of equipment, lack of complete sets of textbooks, etc. The article presents the main indicators of the state and development of the education system at the moment. Considered in detail are the system of primary, secondary and higher education, their specific features. Particular attention is paid to the importance of establishing private universities in the country as a necessary element of competition in the education market and to attract highly qualified teachers from Turkmenistan and from abroad. The author identifies the need to analyze the structure of demand for labor, in order to plan the number of graduates of vocational education institutions in accordance with the needs of the labor market. The author highlights the essence of the reforms in education in the country at the present stage. The article stresses the need for further modernization of the contemporary system of education in Turkmenistan to ensure all segments of the economy are supplied with highly qualified specialists and, as a result, successful integration into the system of international economic relations is taking place.

The author analyzes the features of the appearance, existence and world spread “academic capitalism”, “academic (or university) entrepreneurship” phenomena, as well as a new type of university-oriented universities – “entrepreneurial universities”. The reasons for the emergence of “academic capitalism” in the United States have been examined. It has been noted that “academic capitalism” is an intellectual, knowledge-based entrepreneurial component of the economic system of capitalism and directly affects its subsystems – productive forces, technical and economic relations, industrial relations and economic mechanism. It has been noted that academic capitalism is a specific type of a holistic process of expanded capitalist reproduction, dissemination and consumption of new knowledge as intellectual capital and intellectual property, technics, technologies, methods and techniques for the formation of innovative means of production, the identification of new resources and innovative methods of management. The authors consider the theoretical and methodological foundations of the innovative development of higher education based on a comprehensive analysis of university (academic) entrepreneurship phenomenon. Assessment of its role in the innovative development of society and on the basis of a study of the historical cause and effect relationships of the emergence of “academic capitalism” and the development of university entrepreneurship. It has been also indicated that the causal relationship between the emergence of “academic capitalism” and the emergence of university entrepreneurship should be studied in a sequence of interrelated events and stages of development of society, science and higher education, as its components. The scheme of the process of evolution of new knowledge in the system of creating knowledge from the beginning of R&D to the commercialization has been considered. The authors’ research will be useful for the further development of national economic and entrepreneurial education, own academic (university) entrepreneurship and innovative reform of higher education in Ukraine.

Islam is very concerned about and highly respects science. Science is very complex to navigate human life, al attas upholds science that will have a positive impact on the development and world civilization. There is a term in the category of religious knowledge and general knowledge which was introduced by al Ghazali. So al attas, in this case, will provide new knowledge and insights of all knowledge that will be affected by changes and developments in world civilization. With the concept of Islamic thought, the science of al Attas is applied in the context of modern Islamic education in Indonesia, from basic education institutions to higher education institutions. Which states the concept of Islamization of science in an integrated manner in the concept of Islamic education from aspects of educational institutions, aspects of the curriculum, aspects of educators, and aspects of students. These four aspects are an attempt to implement the concept of Islamization of science in real human life with the concept of the theory of nature inherent in humans as caliph on earth.

The article is devoted to one of the most perspective mechanisms of innovation implementation in Russia and China – in the form of innovation educational clusters. The leading role of higher educational institutions is underlined in formation of innovative economy and high-tech projects, as well as in the decision of previously established and newly emerging constraints associated with global processes in the world economy. Based on the review and analysis of its results, the authors formulate proposals for applying the existing experience of implementing the cluster approach with the direct participation of higher education institutions in the creation of international innovative educational clusters for the formation of joint projects in the most promising industries and technologies, in particular, in the medical industry and pharmaceuticals. The relevance of the research is due to the need for further development of educational and scientific ties, trade and economic relations between Russia and China, increasing the competitiveness of both national economic systems as a whole, and high-tech enterprises of the two countries in domestic and global markets.

The dynamics of several demographic indicators of Russia - child and teenage cohorts in 1970-2000, life expectancy in 1995-2000, migration flows among federal districts in the period between two censuses of 1989 and 2002 - are considered in the article. The author puts forward the hypothesis about the influence of these indicators on the level of education in narrow and broad senses - in educational institutions and the society as a whole. He estimates the perspectives of regional higher educational institutions under conditions of absence of plan distribution of graduates and the double cyclical fall in the number of high school graduates. The agenda for the development of a two-stage system of higher education corresponding with international integration processes is formulated.
