The purpose of the articleis to justify the innovative foundations of an approach to regulating livestock development in the context of highlighting goat farming as a strategic industry. Methodologythe research is to use methods: economic-statistical, systemic, abstract-logical. The scientific novelty the results obtained are to improve the regulatory instruments of goat development in the context of a sectoral economic assessment of development. Conclusions. The economic feasibility of integrating goat farming into agricultural production is substantiated. Animal husbandry in the Astrakhan region ranks the highestpriority in the milk production which is a core industry with specific advantages of the region. In the structure of agricultural production the industry occupies about 40% and is characterized by the high agricultural production potential. The diversification and development of small forms of management, the improvement of agrarian policy are accompanied by qualitative changes in the organization of agricultural production. The creation of institutions for the industry development represented by state programs ofagricultural development and regulation of markets of agricultural products, raw materials and foodstuffs of the Russian Federation did not fully provide the achievement of the set goals and objectives. As a result, numerous problems have accumulated in the country's livestock sector, resulting in a steady reducing milk production and cattle number, including cows. New economic challenges increase the relevance of research and requirements to increase the validity of the formation and evaluation of the effectiveness of the implementation of program activities of the subjects of the Russian Federation. A comprehensive analysis of the condition and trends of livestock development carried out on the basis of a two-factor multiplicative model and an assessment of the impact of quantitative and qualitative indicators will allow to form directions for further institutional development of the agro-industrial complex of the region.

The intensification of the use of the main means of agricultural production dictates the need to restore and increase soil fertility. The purpose of the study is to develop a methodological basis for calculating the economic efficiency of innovation in the restoration of soil resources in organic agricultural production with an assessment of its practical implementation in the conditions of arid agriculture in the south of Russia. To prevent the loss of a significant part of soil resources, their restoration, an innovative approach to organotransformation in the restoration of soil resources has been developed. The proposed approach allows integrating organic farming and animal husbandry with the processes of restoration of soil resources for the implementation of organotransformation of soil formers in degraded soil resources. In the methodology for determining the economic efficiency of the innovative approach of organotransformation, five modifications are proposed. The implementation of the recommended modification provides for the lowest costs for the restoration of soil resources, a sufficient level of fertility for obtaining high yields, the net income is about 27 thousand rubles/ha or 454 rubles/c. The application of the developed approach confirms the economic feasibility of innovation in the agricultural sector of the economy in organic agriculture.

The aim of the work is to assess the existing and prospective models for the development of agricultural production in Central Polesie on the basis of economic feasibility and ecological balance. The evaluation of promising agricultural production systems was carried out with the help of simulation modeling of various infrastructure options at the levels of crop and multisectoral specialization of agroecosystems. The agro-resource potential of Central Polesie is better implemented in the rotation with lupine, corn and flax dolguntsem with well-developed infrastructure, including crop, livestock units, grain processing and storage systems, feed, finished products and waste processing in the bioenergetic station. The expected income for the formation of such an infrastructure is almost 8 thousand dollars. / with a payback period of capital investments of 2-3 years.

Current assessments of sustainability are based on traditional indicators and need to be adjusted. The article analyzes the factors of environmental management efficiency and shows the interdependence of ecosystems’ state and economic development on example of the Baikal natural area. The development of economic activity in the region largely dependson the ability to use the water resources of the lake Baikal, which is experiencing a significant anthropogenic load, and the basis for the regulation of natural resources are prohibitive and restrictive mechanisms that do not take into account the interests of the local population. The article proposes approaches to improving the assessment of development, taking into account the socio-economic and environmental indicators of the Baikal natural area.

Background:Brucellosis is an infectious disease caused by Brucella bacteria that cause disease in animals and humans. Brucellosis is one of the most common zoonotic diseases transmitted from animals-to-human through direct contact with infected animals and also consumption of unpasteurized dairy products. Due to the wide incidence of brucellosis in Iran and economical costs in industrial animal husbandry, Vaccination is the best way to prevent this disease. All of the available commercial vaccines against brucellosis are derived from live attenuated strains of Brucella but because of the disadvantage of live attenuated vaccines, protective subunit vaccine against Brucella may be a good candidate for the production of new recombinant vaccines based on Brucella Outer Membrane Protein (OMP) antigens. In the present study, comprehensive bioinformatics analysis has been conducted on prediction software to predict T and B cell epitopes, the secondary and tertiary structures and antigenicity of Omp16 antigen and the validation of used software confirmed by experimental results.Conclusion:The final epitope prediction results have proposed that the three epitopes were predicted for the Omp16 protein with antigenicity ability. We hypothesized that these epitopes likely have the protective capacity to stimulate both the B-cell and T-cell mediated immune responses and so may be effective as an immunogenic candidate for the development of an epitope-based vaccine against brucellosis.

The indicators of the development of small and medium-sized businesses in the agricultural sector are studied. A new type of classification feature of small and medium-sized businesses in the agricultural sector is proposed.

This study provides an overview of the development patterns of tourism activities through the management of Human Resources, capital, technology and natural potential including plantations and animal husbandry. Research is descriptive with a quantitative approach. Researchers obtain the best method for managing tourism through the Analytical Hierarchy Process. Researchers obtained results that the development of tourism activities based on the Analytical Hierarchy Process is an increase in tourism not only on the beach but also on agribusiness tourism such as plantations and animal husbandry. There needs to be cooperation with investors to increase tourism activities, in addition, improving human resources is very important for the process of adaptation to the development of global tourism. In addition, technology is an equally important aspect. With this increase, tourism activities will run optimally. The researcher suggests that the manager of the Pantai Baru Pandan Simo area to further optimize the development of agro tourism activities that focus on marketing agricultural and livestock activities so that tourists can blend in with the activities of the local community. This will add value to economic activity.

The efficiency of small gardening is considered in this paper. The importance of peasant households for the Ukrainian village is justified. The necessity measures facilitating the efficiency of family agricultural production was proved. The international practices of the functioning of peasant households were analyzed. The recommendations such as the assessment of small agricultural development were proposed. The marketability level, its share in the revenue is the important criteria. The necessity of the peasant households unions on cooperatives was proved. The servicing cooperative model was proposed. Its mission is a provision of sale of production. Amendments in the efficiency of the economic activity, in budget of the farming families were determined. The recommendations proposed enables to improve the peasants' well-being level, to influence positively on the vegetables market. Transition of peasant households to the entrepreneurial basis develop of servicing cooperation in small agricultural is presented as well.

The article focuses on the importance of digitization of agriculture for rising the competitiveness of the domestic agro-industrial complex (AIC). In order to obtain an objective picture of APC nowadays, there have been analyzed the supplies of the staples in the Russian Federation and revealed the problems with producing milk, beef, fruit and vegetables of sheltered ground. It is stated that today Russia is actively implementing import substitution strategies in the sectors of the national economy including the agricultural sector. The main purpose of functioning of the national AIC has been determined as ensuring the parameters of food security for the population of Russia. There are considered the burning issues on achieving food self-sufficiency, the solution of which lies in increasing the competitiveness of the national AIC. The emphasis is placed on the need to transfer agricultural production to the ecological and economic principles of management and the rational distribution of using all types of resources. It has been recommended to assess the soil-climatic and economic potential of the territory in order to identify the priorities of food self-sufficiency for basic types of food in all regions of the country. Formation of the organizational and economic mechanism for creating competitive advantages of AIC helps to develop agricultural production on the innovative basis and to ensure the long-lasting food security at the federal level. The factors increasing AIC competitiveness are: economic soil fertility, usable agricultural areas, optimization of the structure of sown areas, system development of fodder production and animal husbandry, digitization of agriculture, etc. There have been analyzed the problems of insufficient digital prevalence in agriculture; the role of digitalization in achieving the parameters of food security is substantiated. The study results can be used to improve the mechanism of ensuring food security for the population of Russia.

Abstract. The article highlights the relevance of the modernization of production and economic activity of enterprises and farms of the agricultural sector in the context of institutional transformations. The analysis of modernization studies by fundamental and applied economic science is carried out, the problem statement is made.The results of researches of agrarian economic science on the main directions of modernization of production and economic activity of agricultural enterprises and farms are given. The generalization about belonging of modernization to economic categories has been made, which reflects the general properties of real reality and serves as a natural mechanism of its upward development due to the improvement of the man of production and economic activity, provides economic progress and improvement of the level and quality of life of the population. Institutional changes have been identified, as evidenced by an overall increase in the number of agricultural enterprises, a decrease in farms and annual fluctuations in the number of agricultural entities. It is established that in agriculture, agricultural enterprises and farms are focused on the production of grain and legumes, sunflower and sugar beet, while households are mainly engaged in growing potatoes, vegetables, fruits and berries. In animal husbandry, agricultural enterprises have a certain advantage in the production of meat (in slaughter weight) and eggs, and households dominate dairy cattle, sheep and beekeeping.The importance of each category of farms in the agrarian sector of the economy in the production of basic agricultural products is determined. The arguments about the need for modernization of production and economic activity of agricultural enterprises and farms are presented.The complex of measures of modernization of production and economic activity of the studied subjects is substantiated, economic individualization of which is combined with processes of cooperation and agro-industrial integration in clusters of integrated territorial communities of rural areas.
