Further development of the market processes in Ukraine, creating prerequisites for its successful integration into the global economic community requires significant changes in determining the priority forms, methods and directions of economic activity. The beginning of the XXI century is characterized by fundamental changes in the economy of Ukraine, which significantly affect the principles of its functioning. Today our country is moving towards an informational, post-industrial stage of the society development, where information is becoming one of the priority types of the resources. According to the domestic and foreign experts, industrialized countries lose up to 10% of their national product annually due to a lack of necessary information. As a result, today the availability of information is put forward among the critical factors for the commercial success of business activities and creates prerequisites for winning the competition. In this situation, the entrepreneurs and scientists are of considerable interest to the modern marketing concept of the management and advanced methods and forms of marketing influence on the formation of the market demand and competitive position of the enterprise. In the context of the growing role of non-price forms of the competition, the rapid development of the information technologies, an effective system of marketing communications is becoming a key factor in ensuring the competitiveness of many enterprises both in the domestic and international markets. It is a complex and dynamic process characterized by an increase in the use of various communication tools, the emergence of new tools for the information impact. The key to the success of a high-tech enterprise in the market is its competence to optimally organize the interaction of many elements of this system, determine the most forceful and effective types of marketing communications and the ability to effectively manage them.

The rapid development of information technologies and their penetration into various spheres of human activity cause a sharply increased demand for IT specialists, in many countries of the world far exceeding the supply on them. High rates of technological transformation contribute to the diversification of the IT segment of the labor market, on the one hand, stimulate the disappearance of some and the emergence of new IT specialties, on the other. This creates a discrepancy between the structure of IT-related education and the labor market demand for IT specialists of the required profile and determines the relevance of developing methods for assessing the demand for IT specialties. This article is devoted to the study and solution of the problem of identifying the demand for IT specialties in the absence of accurate and complete information about the situation in the IT market segment. For the assessment of IT specialties and their ranking by the degree of demand in the labor market, the tasks of making individual and group decisions in the context of fuzzy initial information are formulated and solved. The methodological basis of the tasks posed is multi-criteria decision support methods based on fuzzy relations of expert preferences. The proposed approach as a mathematical tool for minimizing the structural imbalance of supply and demand for IT specialties is one of the components of the system of intellectual management of the labor market of IT specialists. The latter is designed to support the adoption of scientifically based management decisions to eliminate the mismatch of supply and demand in the IT segment of the labor market in professional, quantitative and qualitative sections.

To control future epidemics, discovery platforms are urgently needed, for the rapid development of diagnostic assays. Molecular diagnostic tests for COVID-19 emerged shortly after the isolation of SARS-CoV-2, however, serological tests based on antiviral antibody detection, revealing previous exposure to the virus, required longer developmental phases, due to the need for correctly folded and glycosylated antigens. The delay between the identification of a new virus and the development of reliable serodiagnostic tools limits our readiness for the control of a future epidemic. In this context, we propose the protozoan Leishmania tarentolae as an easy-to-handle micro-factory for the rapid production of viral antigens, to be used at the forefront of emerging epidemics. As a study model, we engineered L. tarentolae to express the SARS-CoV-2 Receptor Binding Domain (RBD) and report the ability of the purified RBD antigen to detect SARS-CoV-2 infection, with a sensitivity and reproducibility comparable to that of a reference antigen produced in human cells. This is the first application of an antigen produced in L. tarentolae for the serodiagnosis of a Coronaviridae infection. Based on our results, we propose L. tarentolae as an effective system for viral antigen production, even in countries that lack high-tech cell factories.

Introduction. The development of modern information technologies of communication significantly influence the formation of approaches to the implementation of marketing communication policy of tourism enterprises. The intensification of quarantine measures in connection with the COVID-19 pandemic has accelerated the process of digitization of marketing communications, and thus accumulated the process of transformation of traditional marketing communications channels. Purpose. Conceptual understanding of the components of marketing communication policy of tourism enterprises in the system of digital communication, definition of successive stages of its formation and specification of the main directions and tasks of its implementation. Method (methodology). The theoretical and scientific-methodological basis of the study were the provisions of the concept of digital and information economy. In the course of research such methods and approaches as logical generalization and synthesis are used for formation of the basic conclusions and offers of research; graphic – visualization of the results of identification of the main directions and tasks of formation of marketing communicative policy of tourist enterprises in the conditions of development of digital transformations. Results. In the article it is defined the elements of the system of formation of marketing communication policy of tourism enterprises. Among them are the elements of communication policy, communication subjects, data distribution channels, elements of information and communication system, mechanism of information and communication policy management of tourist enterprises. The sequence of marketing communication policy of tourism enterprises in the system of digital communication involves stages: planning to address the audience; control of the processes of bringing information (adjusting the appeal if necessary) to the target audience; receiving feedback from the audience, data processing, development and decision-making; analysis of penetration depth and communication efficiency; differentiation of communication functions for the most qualitative influence on consumer behavior; management of interactive marketing in the system of communications with government agencies, the public sector and the business audience. The directions and tasks of formation and realization of the Internet marketing communicative policy of the enterprises of tourism in the context of key subjects of digital interaction are formed.

Problem of analyzing the competitive advantages of companies is relevant in modern conditions due to rapid development the information technologies that play leading role in competition. Competitiveness of large Russian companies depends on three main factors: company's image in the foreign market, demand for products in inside market, the level of financial condition the company. For industries such as oil-gas industry, electricity, transport, banking sector, the level of development is determined by two indicators: volume of sales and company's profit. The article developed method for building integral rating of competitiveness using hierarchical procedure and the selected priority of indicators. Author recommend use this approach for building rating of competitiveness the most important companies in Russia.

The rapid development of the transport industry requires the operation of technically complex systems and high-tech equipment. This is typical for all types of transport. The publications of a number of experts are considered, according to which the industry transport universities of the Russian Federation are assigned a leading role in the innovative development of transport. The features of industry transport education, foreign models of staffing in the transport industry are analyzed. The author’s map of the distribution of major transport universities in the world and universities that have transport faculties is presented. Analysis of expert opinions, trends in the field of vocational education and the characteristics of industry transport education, made it possible to identify trends in the development of transport education: blurring the boundaries between transport educational programs (EP); increasing the role of additional EP in the field of transport; increased demand for individual EP, implemented using the means of electronic information educational systems; development of forms of cooperation and collaboration of universities implementing programs in the field of transport; the emergence of new professions in the field of transport; demand for new competencies needed to solve non-routine analytical and non-routine interpersonal tasks. The key factor in the influence of education on technological development and economic growth is the quality of education. In this regard, the content of the EP in the field of transport becomes relevant. In the EP in the field of transport, it is necessary to take into account the following trends and technologies: acceleration of digitalization; development of virtual and augmented reality; automation of the entire life cycle; new materials; the emergence of new transport systems and supply chains; development of low-carbon and carbon-free energy systems.

In the information society the status of information is changing: this main value of global civilization becomes an important resource of socio- economic, technological and cultural development. The rapid development of virtual technologies and the growing number of Internet users in Ukraine and in the world causes the new challenges to communication of each organization. The book publishers are also obliged to respond to these processes. However, the works devoted directly to publishers’ communication in the modern media space are still lacking in Ukraine. The objective of the article is to clarify peculiarities and conditions of the activities of Ukrainian book publishers in today’s media space which is an important issue today. It is analyzed the literature and sources on this issue and it is ascertained the theoretical and practical possibilities to take into account the trends in the world of modern media in the PR-activity of book publishers. Also the prospects for further scientific study and practical use of PR-communications in the activity of publishers are determined. The analysis of current changes in the modern information space allows us to trace the general tendencies: the new subject and object areas are formed; the number of subjects is expanded; the new formats of interaction within the system of communications of the organization and in society as a whole are created. That means that publishing house’s PR-communications are complicated by the emergence of new elements, such as active audience, social networks as communication channels, promotions on the Internet and others. PR communication in the Internet space is the most effective and inexpensive tool for interaction of publishers with active audiences. Thus, the activation of PR communication in the modern media space is associated with the emergence of the latest information technologies, online media as well as development of Internet. The use of online channels of Internet for communication with the target audience of publishing organizations has certain advantages over traditional media. At the same time, it is necessary to take into account the information saturation of media space, which complicates the way of PR-messages of book publishers to the reader.

The article emphasizes that modern governments, working in unique socio-economic, historical and cultural conditions, must take into account global trends, as well as the growth of citizens’ expectations associated with the rapid development of information technologies and other factors. In such circumstances, special attention is paid to the effectiveness of public administration. The article discusses some of the significant factors impacting the effectiveness of public administration, such as the professionalization of the state apparatus, the legibility of the institutional framework, the optimization of information flows and corporate culture. In accordance with this, on the basis of work experience in the public administration system and analysis of civil service reforms in the countries of the region, the main challenges and possible solutions are shown. In the professionalization of the state apparatus, the importance of the merit principles in the selection and promotion stages of personnel through the empowerment of human resource (HR) management services, the integrity of tools and approaches at all stages of selection process, and the responsibility of the selection board are noted. The author focuses on the need to ensure a balance of powers, responsibility and resources, delimitation of powers between political and administrative civil servants, optimization of information flows. Particular importance is paid to corporate culture, which is one of the main factors affecting the efficiency of the state apparatus. It is noted that central values of corporate culture and leadership in state bodies of the countries of our region, along with generally accepted in the modern leadership theory, should be respect for the dignity, work and time of employees.

The integration of improved control techniques with advanced information technologies enables the rapid development of smart grids. The necessity of having an efficient, reliable, and flexible communication infrastructure is achieved by enabling real-time data exchange between numerous intelligent and traditional electrical grid elements. The performance and efficiency of the power grid are enhanced with the incorporation of communication networks, intelligent automation, advanced sensors, and information technologies. Although smart grid technologies bring about valuable economic, social, and environmental benefits, testing the combination of heterogeneous and co-existing Cyber-Physical-Smart Grids (CP-SGs) with conventional technologies presents many challenges. The examination for both hardware and software components of the Smart Grid (SG) system is essential prior to the deployment in real-time systems. This can take place by developing a prototype to mimic the real operational circumstances with adequate configurations and precision. Therefore, it is essential to summarize state-of-the-art technologies of industrial control system testbeds and evaluate new technologies and vulnerabilities with the motivation of stimulating discoveries and designs. In this paper, a comprehensive review of the advancement of CP-SGs with their corresponding testbeds including diverse testing paradigms has been performed. In particular, we broadly discuss CP-SG testbed architectures along with the associated functions and main vulnerabilities. The testbed requirements, constraints, and applications are also discussed. Finally, the trends and future research directions are highlighted and specified.

This article examines and summarises judicial practice in cases related to the use of new information technologies. The study primarily focuses upon the decisions of Russian courts (general jurisdiction and arbitration) and the European Court of Human Rights (ECHR). Employing ECHR practice, the author also refers to numerous decisions by courts in Hungary and the United Kingdom. Cases related to the use of new information technologies can be distinguished between, and this article examines the judicial practice of three categories of cases: 1) blocking of internet resources; 2) employers’ control over employees’ electronic correspondence; 3) journalists’ use of hyperlinks in author’s texts and their responsibility of such placements. Within each category of cases, the rights of citizens can be seriously violated. The article highlights that in an era of rapid development of new information technologies, states, represented by special services and authorised state bodies, are making unprecedented efforts to ensure that they maintain at least partial control over the activities of new actors (bloggers, Internet media, Internet platforms, etc.). Similarly, courts often compromise with authorities when resolving such issues. Notably, national Russian courts did not consider parties’ interests, nor did they assess the need to block all sites with a particular IP address. They did not even follow the Supreme Court of the Russian Federation’s decision to apply the requirements of the European Convention on Human Rights within the framework of the ECHR. The courts limited themselves to pointing out that Roskomnadzor acted within its power. Thus, the decisions of the national courts did not offer a mechanism for protecting rights. Within the norms regulating the new sphere of relations, there are often norms of a restrictive and prohibitive nature, and these norms are dominant in the Russian Federation. In this regard, there remains grounds for concern among lawyers involved in the protection of rights related to new information technologies.
