The rapid development of information technologies and their penetration into various spheres of human activity cause a sharply increased demand for IT specialists, in many countries of the world far exceeding the supply on them. High rates of technological transformation contribute to the diversification of the IT segment of the labor market, on the one hand, stimulate the disappearance of some and the emergence of new IT specialties, on the other. This creates a discrepancy between the structure of IT-related education and the labor market demand for IT specialists of the required profile and determines the relevance of developing methods for assessing the demand for IT specialties. This article is devoted to the study and solution of the problem of identifying the demand for IT specialties in the absence of accurate and complete information about the situation in the IT market segment. For the assessment of IT specialties and their ranking by the degree of demand in the labor market, the tasks of making individual and group decisions in the context of fuzzy initial information are formulated and solved. The methodological basis of the tasks posed is multi-criteria decision support methods based on fuzzy relations of expert preferences. The proposed approach as a mathematical tool for minimizing the structural imbalance of supply and demand for IT specialties is one of the components of the system of intellectual management of the labor market of IT specialists. The latter is designed to support the adoption of scientifically based management decisions to eliminate the mismatch of supply and demand in the IT segment of the labor market in professional, quantitative and qualitative sections.

This article examines the basis of legal regulation and Internet censorship in China. The genesis, development and relevant regulatory basis of legal regulation of Internet in China is examined. The author comes to the conclusion that on the one hand, Internet in China is subject to tight control due to the rapid development of technologies of observation and increase of police access to user data. Currently, China is one of the leaders in engineering and export of automated instruments for monitoring social networks. The citizens face restrictions based on the control of login accounts that give access to the Internet; blockchain apps and their developers are also subject to control and must provide registration of real names of the users; international corporations, such as Apple, Microsoft, Linkedin, are forced to bend to the demands of Chinese authorities and help to determine and punish the users who do not adhere to the censorship requirements in China. On the other hand, Chinese government makes everything possible for the large scale implementation of information technologies into socioeconomic life of the country, namely industrial and commercial sectors. Usage of internet in the sphere of sociopolitical life restricted, since China justifiably sees a threat to political stability and social security of the country.

Many publications of Russian and foreign researchers tell about need of critical reconsideration of programs of marketing education. The priority in this process is taken by a problem of reduction of the content of vocational training of marketing specialists in compliance with the requirements of labor market. The cause is that, on the one hand, the demand of graduates is observed by labor market, on the other hand - employers are not quite satisfied with the level of their competence. Results of research of a demand of marketing specialists by labor market of the Ulyanovsk region and poll of the high school teachers participating in vocational training of marketing specialists about the formed competences and personal characteristics of future marketing specialists are presented in this article. In the article the attention to a question of is also paid what professional knowledge, abilities and personal qualities is not enough for the young specialists in marketing who just left walls of higher education institution, ways of overcoming of barriers "good theoretical base - bad orientation to practical activities" within training are given in higher education institution. In the conclusion the conclusion about what "portrait" of the modern marketing specialist who left walls of higher education institution is drawn.

The use of modern information technologies, including distance learning, significantly strengthened the traditional approaches to the educational process in higher education institutions. On the one hand, the reason for this is the rapid development of information and communication technologies, and as a consequence, appearance of new modern pedagogical approaches to conducting lectures, practical and laboratory trainings. On the other hand, students also have changed. Under present conditions, they have a number of personal qualities that were not inherent to pupils and students of previous years. The article argues the use of distance learning technologies and the possibilities of modern specialists trained in educational measurements in the field of distance learning.

With the rapid development of mobile communication procurement platform, it is faced with many risks, such as national policy differences, regional market differentiation, trade control, and technical barriers. Among them, the risk of supply and demand interruption will lead to the disconnection between upstream and downstream enterprises and consumers in the crossborder supply chain, making it difficult for them to achieve the profit target of the supply chain and meet the market demand. In order to reduce the risk of supply and demand disruption in mobile communication procurement platform and improve the ability to prevent and deal with disruption emergencies, a two-level supply chain composed of crossborder suppliers, overseas suppliers, and overseas retailers is established, and the procurement decision optimization of crossborder supply chain under the condition of single channel procurement and dual channel procurement before and after investment is studied. The research show that when overseas retailers invest in crossborder suppliers and choose a dual-source ordering strategy, it is more conducive to overseas retailers to reduce the risk of crossborder supply chain interruption and obtain higher expected profits.

The article examines the impact of modern digitalization processes on the youth labor market in Belarus within the framework of the risk theory. This made it possible to assess the possible negative consequences of digitalization and to determine the ways to regulate them. On the empirical base of data analysis of two studies of youth, conducted with the participation of the authors, the contradictory influence of digitalization on the youth labor market is highlighted: the characteristics of the youth professional trajectories and labor values are described. The article also discusses the possibilities for the develop-ment of entrepreneurial initiatives and the information and communication environment of modern youth. Particular attention is paid to the analysis of risks in the youth labor market: the imbalance of supply and demand, unemployment, the emergence of new forms of labor relations. It is concluded that the key to the problem of balancing the youth labor market is the modernization of the education system in accordance with the requirements of digital transformation: focus on the formation of the students’ digital competencies; introduction of new information technologies (IT) in the educational process, etc. Improvement of the institutional conditions for doing business can enhance youth activity in entrepreneurship and allow young people to successfully adapt to new forms of labor relations.

The overall situation of the economic activity of the population in the Carpathian region including the necessity of enterprises for employees was determined. The structure of the necessity of workers in enterprises by economic activity for the regions of the Carpathian region was analyzed. The prospects of IT employment with the rapid development of it in the cities of Lviv and Ivano-Frankivsk were found. Applied and possible proliferation risks in the region of freelance was outlined. Improvement and development of regional labor markets, intellectual, labor potential of the Carpathian region is characterized by quite contradictory and ambiguous trends. On the one hand, due to the latest conditions and the crisis, the labor markets are showing declining dynamics, in the regions cannot stabilize and control the situation against the background of today's macro-crisis events. On the other hand, against this background, we observe spontaneous, uncontrolled processes of employment in the field of IT and programming, which is especially true for Lviv and Ivano-Frankivsk regions. We say that a new creative class is being formed, the core of which is those who are engaged in science and technology, education, culture, art, music, entertainment industry. Today it is necessary to develop and improve the regionalization of regulation of regional systems; to provide a controlled and regulated process of development of employees in the IT sphere; to form and institutionalize a new ideology of employment in the population with a combination of its various types through the creation and dissemination of flexible working hours.

Introduction. The transformation of social, economic and social relations in the current context of globalization has led to a structural crisis in the labor market. The formation of the knowledge economy, the benefits of information technology, the rapid development of the service sector, changes in working conditions and content, strong competition require review, update and adapt the system of regulation and development of the labor market, with the needs of skilled labor. Unfortunately, the state policy in this direction does not provide an integrated approach to forecasting supply and demand for skilled labor in today's conditions. The purpose of the paper is to conduct a statistical analysis of the state and development of the labor market of Ukraine in the context of professional and qualification trends and identify promising areas of employment. Results. The state and problematic issues of the labor market development of Ukraine are determined based on statistical research in the context of professional and qualification trends. The main reasons that led to the increase in free labor are considered. The state of the labor force, demand in the labor market and changes in employment dynamics by sectors of the economy are analyzed. On the basis of the conducted analysis the forecast of the level of employment of the population of Ukraine, demand in the labor market on priority professional and qualified groups for the next 5 years is carried out. Promising sectors of the economy have been identified where growth is expected and employment may decline. Conclusion. It is proposed to carry out statistical analysis and identify the main trends in the labor market in the formation of government procurement by the state, as well as in the formation of preferences in the choice of professions by the population for 5 to 7 years, which will partially solve employment and unemployment.

Presented is the mechanism of formation an educational-communication digital-interactive regional infrastructure for supporting the labor market and promoting employment. The main task of the mechanism is to form one of the new elements of educational infrastructure that meets population’s needs in education and employment, by introduction and development information technologies, scientific models, and organization on-line interaction with the potential participants in the entrepreneurial market. The mechanism had been created by the authors can function taking into account the existing state programs, containing elements of digitalization, strategies for the development of entrepreneurship and social support for population. On the one hand the main advantage of the proposed mechanism will allow to build a new element of the educational infrastructure using the digital environment, and on the other hand it will help to form a labor market for qualified employees, who will provide a constant supply of the modern specialists to the entrepreneurial market. This goal is possible to achieve by the implementation of such models as the model of the ideal employee, the ideal job and the ideal place of education. Modeling of socio-economic information will help to identify the needs of employers for qualified personnel, form proposals for the entrepreneurial market development, open new training profiles, and predict the demand of future professionals in the interactive labor market. The authors conducted a pilot survey for mechanism evaluation that confirmed future applicants’ goal is to get higher education with the using of information technologies.

Further development of the market processes in Ukraine, creating prerequisites for its successful integration into the global economic community requires significant changes in determining the priority forms, methods and directions of economic activity. The beginning of the XXI century is characterized by fundamental changes in the economy of Ukraine, which significantly affect the principles of its functioning. Today our country is moving towards an informational, post-industrial stage of the society development, where information is becoming one of the priority types of the resources. According to the domestic and foreign experts, industrialized countries lose up to 10% of their national product annually due to a lack of necessary information. As a result, today the availability of information is put forward among the critical factors for the commercial success of business activities and creates prerequisites for winning the competition. In this situation, the entrepreneurs and scientists are of considerable interest to the modern marketing concept of the management and advanced methods and forms of marketing influence on the formation of the market demand and competitive position of the enterprise. In the context of the growing role of non-price forms of the competition, the rapid development of the information technologies, an effective system of marketing communications is becoming a key factor in ensuring the competitiveness of many enterprises both in the domestic and international markets. It is a complex and dynamic process characterized by an increase in the use of various communication tools, the emergence of new tools for the information impact. The key to the success of a high-tech enterprise in the market is its competence to optimally organize the interaction of many elements of this system, determine the most forceful and effective types of marketing communications and the ability to effectively manage them.

Problem of analyzing the competitive advantages of companies is relevant in modern conditions due to rapid development the information technologies that play leading role in competition. Competitiveness of large Russian companies depends on three main factors: company's image in the foreign market, demand for products in inside market, the level of financial condition the company. For industries such as oil-gas industry, electricity, transport, banking sector, the level of development is determined by two indicators: volume of sales and company's profit. The article developed method for building integral rating of competitiveness using hierarchical procedure and the selected priority of indicators. Author recommend use this approach for building rating of competitiveness the most important companies in Russia.
