The article analyzes the existing problems that impede the effective safety management of the flights of the air forces of the Armed Forces of the Russian Federation. As a result, this analysis revealed the contradiction between the need to build a safety management system and the lack of effective mechanisms for assessing the state of the aviation system and taking into account the influence of the human factor of aviation professionals on flight safety. The contradiction identified the need for developing a set of methods to estimate the actual state of the aviation system protection from the effects of threats associated with the human factor of flight personnel. A methodological apparatus was developed for assessing the security status of an aviation system against hazardous factors, which is based on applying a personality-oriented approach to assessing and managing the state of an aviation system. The method of assessing the state of flight safety allows you to quantify the state of protection of the crew-aircraft system from the impact of hazards caused by the personal factor of a particular pilot before the flight and to assess in near real-time the state of protection of the crew-aircraft system during the flight. The method of assessing the state of safety in aviation formation allows you to assess the status of safety during the organization and conduct of flights, taking into account the influence of the human factor of flight personnel in  near real time.

Abstract As the oil and gas industry is facing tumultuous challenges, adoption of cutting-edge digital technologies has been accelerated to deliver safer, more efficient operations with less impact on the environment. While advanced AI and other digital technologies have been rapidly evolving in many fields in the industry, the HSE sector is playing catch-up. With the increasing complexity of risks and safety management processes, the effective application of data-driven technologies has become significantly harder, particularly for international organizations with varying levels of digital readiness across diverse global operations. Leaders are more cautious to implement solutions that are not fit-for purpose, due to concerns over inconsistencies in rolling out the program across international markets and the impact this may have on ongoing operations. This paper describes how the effective application of Artificial intelligence (AI) and Machine Learning (ML) technologies have been used to engineer a solution that fully digitizes and automates the end-to-end offshore behavior-based safety program across a global offshore fleet; optimizing a critical safety process used by many leading oil & gas organization to drive positive workplace safety culture. The complex safety program has been transformed into clear, efficient and automated workflow, with real-time analytics and live transparent dashboards which detail critical safety indicators in real time, aiding decision-making and improving operational performance. The novel behavior-based safety digital solution, referred to as 3C observation tool within Noble drilling, has been built to be fully aligned with the organization's safety management system requirements and procedures, using modern and agile tools and applications for fully scalability and easy deployment. It has been critical in sharpening the offshore safety observation program across global operations, resulting in a boost of the workforce engagement by 30%, and subsequently increasing safety awareness skill set attainment; improving overall offshore safety culture, all while reducing operating costs by up to 70% and cutting carbon footprint through the elimination of 15,000 manhours and half a million paper cards each year, when compared to previously used methods and workflows

Urgency of the Research. Thirty-five years have passed since the Chernobyl accident. During this time, the environment has undergone constant changes under the influence of natural and human factors. Knowledge of these changes is impossible without the separation of anthropogenic processes from natural, which is why they organize special observations on various parameters of the biosphere, which change as a result of human activity. It is in the observation of the environment, the assessment of its actual state, and the forecasting of its development, that the essence of monitoring of radiation pollution of the territory of the Chernobyl zone is under the present conditions. Target setting. Investigation of modern technological procedures and technical means of monitoring to further create a system of integrated radiological control of the environment will ensure the prevention and elimination of negative changes in the state of the environment in the territory of both the Chernobyl Exclusion Zone (ChEZ) and throughout Ukraine. The article deals with the issues of integrated radio-ecological monitoring of the environment in the areas of radiation hazard objects, the use of an automated radiation monitoring system (ASCRO), the implementation of a real time decision support system in response to nuclear accidents - RODOS in Chernobyl. Conclusions. The implementation of ASCRO and RODOS systems in the Chernobyl zone has allowed to create a comprehensive system of radio-ecological environmental monitoring of the state, regional and local levels, which is intended to solve the main tasks of environmental safety management, including, at high risk objects.

The article describes a new class of organizational and technical systems - intelligent aviation systems, whose operational principles provide the increased safety of an aircraft flight. The development of systems of this class is primarily explained by the need to record statistical data on the main causes of aviation accidents (human factor - up to 87%, failure of aviation equipment - up to 15%, external factors - 2% of all cases). A scientific problem is formulated related to the importance of creating methods for assessing and predicting the threat of an accident based on direct control of changes in the values of characteristics that affect flight safety. For this, it is proposed to use the methods and means of the scientific and technical direction of artificial intelligence, which will reveal the immediate causes of an aviation accident and prevent them using the flight safety management system. The technical characteristics are considered, the properties of the system under study are presented, which determine the principles of its functioning: intelligence, information content, speed, controllability, interdependence of subsystems, flight safety, including identification of the threat of an accident, its prediction and parry. The above principles of the functioning of the system under study, which are part of the methodology for managing the safety of an aircraft in flight, are implemented in a set of methods and algorithms. Among them should be noted the intelligent method for assessing the threat of an aviation accident, the method for predicting the threat of an accident, the method for supporting decision-making by the crew in the event of the threat of an accident, as well as the method for synthesizing the control law for countering the threat

Introduction. The article deals the impact of European integration on the development of ecological business in Ukraine. The Association of Ukraine and the EU implies adaptation and reforms not only in economy, but also in others areas, including ecology. The factors of influence and their consequences on the development of environmental business in the state are investigated. The main obstacles for using the experience of the EU countries are highlighted. Prospects of further using of "green enterprise" methods in Ukraine are considered. Purpose. The aim of the article is to reveal the essence, forms, stages of formation and innovative forms of the ecological business; to analyze the experience of ecological business and its regulation in the EU countries; to characterize the status and the impact of European integration on ecological business in Ukraine. Method (methodology). Methods of analogy and comparison are used in the study of problematic aspects of Ukraine and the EU in the field of ecology. Statistical methods are used for analyzing the dynamics of indicators of the development of ecological business in the state. Systematic approach is used for explaining strategic guidelines and identifying further promising ways for the development of ecological business in Ukraine. Results. The main aspects of cooperation between Ukraine and the EU have been analyzed. The main directions of further development of common cooperation have been singled out. The proposals of improving the position of Ukrainian eco-goods and services on the European market have been substantiated.

The analysis of numerous scientific publications demonstrates the great relevance of gender studies at the current stage of Ukrainian social development, in almost all spheres of social relations. As for ensuring equal participation of men and women in the functioning of the military organisation of the state, the implementation of such a gender balance contributes to improving civilian control over it through the possibility of developing the capacity of regulatory bodies in gender issues, promoting dialogue between the community and control bodies, and drawing public attention to the problems of accountability of institutions of this organisation. The main purpose of this study is to highlight the state of gender equality in the military organisation of the state through the lens of civilian democratic control. The study determined the state of legislative regulation of the concept of military organisation of the state and civil democratic control. The study analysed the introduction of a gender perspective in Ukraine in the subject matter and the dynamics of establishing a gender balance in the military organisation of the state; the impact on existing trends of legislative initiatives. It is stated that the modern Ukrainian army is mostly “male”. Despite the fact that women are allowed to serve in the military, they do not take part in making socially important decisions, they do not hold high military positions, and career growth is challenging for them. The study identified the main problems of implementing gender equality in the Armed Forces of Ukraine and other structures of the Defence Forces of Ukraine, which are more based on social stereotypes of pre-defined roles for men and women. Civil control over the Armed Forces is described as a socio-political process in this area

The conflict in Ukraine in 2014 raised questions in Poland about the legitimacy and effectiveness of the reform of the Polish army, which began in 2009. The abandonment of universal conscription and professionalization of the army resulted in a decrease in the number of people who underwent military training. And this began to raise concerns about the security of the state and its citizens. Research on the professionalization of the army and the impact of this decision on the increase or decrease of threats is important for Polish citizens. The image of the Armed Forces of Ukraine is a complex and multifaceted socio-psychological and political phenomenon. A professionallycreated image functions as the most adequate informational object, creating public affection and recognition assuring the adequate perception of the Armed Forces as the power institution of the state. Thus, there's a relevant national challenge to form the positive image of the Armed Forces of Ukraine, and the numerous and versatile definitions of the term "image", the existence of a great number of approaches aimed at interpreting this definition, prove the multilateral aspects, the multidimensional categories and the significant scientific interest to this particular challenge.The Armed Forces of Ukraine is one of the most important elements of the political system of both state and society. In accordance with the Law of Ukraine "On the Armed Forces of Ukraine", the purpose of their existence is the protection of national interests, territorial integrity and inviolability of state borders. Considering the current state of development of the Ukrainian society, the state and its Armed Forces which is determined by the permanent increase of importance of the spiritual component, the issues of patriotic education and forming the image of the Armed Forces, are becoming the top state priority.The realities of modern life determine the objective necessity to develop a clear concept and the generic PR-strategy of the informativecommunication policy of the Armed Forces at a national level, with the aim to establish their positive image, based on the scientific approach and prominent world experience, yet taking into account the modern Ukrainian realities.The international experience has a variety of examples when the implementation of image technologies happens to play a significant role in solving a number of internal state developing tasks, namely: harmonizing the military-civil relations; increasing the level of the military-patriotic education and the general awareness of society in terms of task and activity of the Armed Forces, establishing firmness and sustainability of the moral-psychological state of the subordinated personnel, reinforcing military discipline etc.The information on the Armed Forces of Ukraine is to reflect the actual state of affairs. Subject The impact of the failed July coup on civilian-military relations. Significance The psychological impacts of the attempted coup across political life cannot be understated; it has far-reaching implications for the political, bureaucratic and even ideological structures of the Turkish Armed Forces (TSK). In the aftermath of the attempted putsch, President Recep Tayyip Erdogan is more determined than ever to alter the civilian-military machinery of government in Turkey radically. Impacts The purge and radical reforms will bring into question the TSK's operational and strategic reliability for Western partners. A permanently weakened TSK would ease the way for constitutional reforms strengthening Erdogan's grip on the state. It will take years to rebuild the confidence and prestige the military has lost among broad swathes of Turkish society. Any criticism of the TSK reforms, domestically or from abroad, will meet the authorities' fierce condemnation.

The article deals with the relevant issue of innovative technologies development and their implementation into the public administration bodies’ operation related to provision of acceptable level of SES air flights safety in Ukraine in case of emergencies. Nowadays, one of the most critical component of the state aviation air flights safety management agencies’ operation is the detection of requirements violation in regulatory documents and deviations in the aircraft operation, followed by the further preventive measures. The retroactive system based on the organizational and legal mechanisms of flight safety management has practically exhausted itself today. Thus, the solution to the problem should be focused on finding innovative safety management mechanisms to prevent the unwanted course of events during the flights on the basis of pro-active and prognostic approaches.

We adapted the approach used for the integral assessment of the status of ecosystems in order to assess population status. Classic theoretical concepts of fish population dynamics are the basis of this approach. The convolution of information about changes in several structural and functional characteristics into one integral index was performed using the analytical function of desirability. The index varied 0 to 1 and quantitatively characterizes the state of the population. This approach was tested on the example of the European grayling Thymallus thymallus (Linnaeus, 1758), inhabiting the Vym River (basin of the Northern Dvina River, North of the European part of Russia). The materials were collected during the environmental monitoring carried out by the Institute of Biology of Komi Science Centre of the Ural Branch of the Russian Academy of Sciences (IB FRC Komi SC UB RAS) in 2002, 2005–2019. The population parameters used in the calculations (relative abundance; average and maximum age of fish; the proportion of matured individuals in the 4+ age group; average specific growth rate of fish at the age of 6+; body weight of fish in the age group 6+) were characterized on the basis of the control net catches. Compared with the period 2005–2006, the value of the integral index in 2015–2018 decreased by almost two times. This indicates deterioration in the condition of the grayling group in the study area. There were no serious disturbances in the fish habitat in this area. The main hydrochemical and hydrobiological indicators have not changed significantly. The main reason for the observed changes is likely the significant increase in the impact of recreational anglers. The proposed integral index may be useful both for assessing the state of fish populations and for developing measures for the rational management of fish stocks.
