Some of the achievements that Bandung City had today, is a positive value for the performance of Bandung City Government. Public leadership behavior of Bandung City Mayor becomes one of a several factors that increasing the performance of Bandung City Government. The purpose of this study is to discover the tendency of public leadership behaviours of Bandung City Mayor based on five dimensions namely: accountability leadership, lawfulness leadership, ethical leadership, political loyal leadership, dan network governance leadership. The method of this research is a quantitative descriptive study, by using data collection techniques such as questionnaires from 30 respondents and interviews. The results of this study shows that the tendency of public leadership behavior of the mayor of Bandung City is inclined to the lawfulness leadership with a good category . This evidence comes from the behavior of the public leadership of Bandung City Mayor which always emphasize every employee to always obey and properly follow the rules and regulations that has been established. Beberapa prestasi yang telah diraih oleh Kota Bandung di masa kepemimpinan Walikota Bandung saat ini, merupakan suatu nilai positif bagi kinerja Pemerintah Kota Bandung. Perilaku kepemimpinan publik dari Walikota Bandung  menjadi salah satu faktor peningkatan kinerja dari Pemerintah Kota Bandung. Tujuan dari penelitian ini adalah ingin mengetahui kecenderungan perilaku kepemimpinan publik dari Walikota Bandung dilihat dari lima dimensi yaitu: accountability leadership, lawfulness leadership, ethical leadership, political loyal leadership, dan network governance leadership. Pada penelitian ini, peneliti menggunakan jenis penelitian kuantitatif deskriptif, menggunakan teknik pengumpulan data berupa kuesioner dan wawancara. Hasil dari penelitian ini menunjukan bahwa kecenderungan perilaku kepemimpinan publik dari Walikota Bandung adalah cenderung pada lawfulness leadership dengan kategori yang baik. Hal ini terlihat dari perilaku kepemimpinan publik dari Walikota Bandung yang selalu menekankan setiap pegawainya untuk selalu menaati dan secara benar mengikuti aturan dan regulasi yang telah ditetapkan.

Past several decades management has become a vital concern to society. If we look at pools, we notice that the public does not have good opinion abouth management ethics and business. For the management community to turn this situation around, significant efforts are required. It should be understood what management ethics means, why it is important and how it should be integrated into decision making. Principles of ethics from moral philosophy and management theory are available to inform interested managers. Next challenge is to avoid immoral management, transitioning from an amoral to a moral management mode of leadership, behavior, decision making policies and practices. Moral management stands on ethical leadership. It requires that managers search out those vulnerable situations in which in which amorality may reign if careful, thoughtful reflection is not given by management. Further requires that managers understand, and be sensitive to, all the stakeholders of the organization and their stakes. If the moral management model is to be achieved, managers need to integrate ethical wisdom with their managerial wisdom and to take steps to create and sustain an ethical climate in their organizations. When all that will be done, the desirable goals of moral management will be achievable.

Abstract Management Issues in public relations has become an important part in government agencies in both the internal and external relations, if public relations help in facing a growing issue in a public relations liaison. General Directorate of PDAM Tirta Bhagasasi implementing issues management in maintaining the image of the demonstrations and reports which demands transparency capital funds for MBR program. But this concept is not optimal due to the lack of issue management system at PDAM Tirta Bhagasasi in anticipation of a growing issue in the community. This study with several theories: public relations, issues management, public relations concept, Issue and crisis management. With variable issues management. This variable has five dimensions and sixteen indicators. Research approach in quantitative, descriptive methods. Management issues by companies to identify, analyze and manage the various issues that come to the surface before the issue is widespread among the public. Parties should be able to do public relations strategic planning to make the corporation is able to analyze the issues, formulate policies, take action and decisions quickly. General Directorate of Legal Affairs and Public Relations principally PDAM Tirta Bhagasasi should be able to coordinate all forms of communication when issues develop. Provide information to the public by a written statement or a press conference. Issues management is also a medium for public relations to participate in management decisions. Public relations have an important role in the effective management of issues, especially in the strategic planning function and its relationship with the surrounding environment of the organization.   Keywords: issues management, crisis management, maintaining the image   Abstrak Manajemen Isu dalam public relations sudah menjadi bagian terpenting dalam instansi pemerintah baik dalam hubungan internal maupun eksternal, tidak dapat dipungkiri publicrelations membantu dalam menghadapi suatu isu yang berkembang dikarenakan seorang public relations menjadi penghubung dengan publik. Direktorat Umum PDAM Tirta Bhagasasi menerapkan manajemen isu dalam mempertahankan citra organisasi mengenai aksi demo dan pemberitaan yang menuntut adanya transparasi dana penyertaan modal untuk program Masyarakat Berpenghasilan Rendah (MBR). Penelitian ini menggunakan beberapa teori: public relations, manajemen isu, menggunakkan konsep public relations, Issue and crisis management. Dengan variabel manajemen isu. Variabel ini memiliki lima dimensi dan enam belas indikator.Pendekatan penelitian yang digunakan kuantitatif, metode deskriptif. Manajemen isu digunakan oleh perusahaan untuk mengidentifikasi, menganalisis dan mengelola berbagai isu yang muncul ke permukaan sebelum isu meluas dikalangan masyarakat. Pihak public relations harus bisa melakukan perencanaan strategis membuat korporasi mampu menganalisis isu, merumuskan kebijakan, mengambil tindakan dan keputusan secara cepat. Direktorat Umum terutama bidang Hukum dan Humas PDAM Tirta Bhagasasi harus dapat mengkoordinasi semua bentuk komunikasi ketika isu berkembang. Memberikan informasi kepada publik dengan pernyataan tertulis atau jumpa pers. Public relations memiliki peranan penting dalam mengefektifkan manajemen isu terutama dalam fungsi perencanaan strategi maupun hubungannya dengan lingkungan sekitar organisasi. The purpose of this reserch is to find the service in public service mall to the satisfaction of the people of Sumenep regency. The research was qualitative descriptive study with observation, interview, and documentation data collection techniques. It used random sampling. The data were then analyzed with data collection, data reduction, data presentation, and withdrawal of conclusions. The results of this study showed that the public service mall of Sumenep district in providing service to the community has implemented five dimensions of service quality, which consists of: tangibel, realiability, responsiviness, assurance, and Emphaty. Based on the findings it can be concluded that service provided by the public service mall Sumenep district is already good, so that people who use the service is satisfied with the service they receive

Knowledge management systems (KMS) can help an organization support knowledge management activities and thereby increase organizational performance. This study extends the expectation-confirmation model for predicting mandatory continued KMS use in the public sector. The models are assessed using data from a sample of 627 employees of the Kaohsiung City government in Taiwan and analyzed using the finite mixture partial least squares (FIMIX-PLS) method. The results of this study indicate that (1) data heterogeneity (i.e., educational level) segments two specific groups that show different perceptions toward continued KMS use; (2) the results of aggregate-based data analysis are different from the results of group-specific data analysis; (3) compatibility, relative to confirmation, has larger impact on perceived usefulness regardless of groups; (4) the effect of user satisfaction on continued usage behavior is significant different between the two groups; (5) cognition-driven continued use and emotion-driven continued use are identified in the two groups.

The purpose of this research is to determine the level of influence between “Self Potential, Economic Condition’s of Parents and Social Environment” on interest in continuing to the university 11th students of SMA Negeri 8 Padang. The research is a quantitative descriptive study using data collected with questionnaires and documentation. The sample used in this study is 170 students using proportional random sampling technique from 360 population with error rate 5%. The result of research, show that there are significant influence from the “self potential, economic condition’s of parents and social environment” as simultaneous on interest in continuing to the university among 11th students of SMA Negeri 8 Padang 60,9% while 39,1% is influenced bu other variables. “Self Potential there is a significant influence on interest in continuing to the university, Economic Condition’s of Parents (Parental Education and Parents Income) is influential but not significant on interest in continuing to the university and social environment there is a significant influence on interest in continuing to the university 11th students of SMA Negeri 8 Padang”.Keywords : Self Potential, Economic Condition’s Of Parent, Social Environment and Interest in Continuing Education to Higher Education

A lack of concern on ethics in public administration may be considered the biggest barrier to quality service delivery. Many efforts have been made to promote ethical standards between public servants. Among those efforts, improving leadership skills can prove to be effective in promoting ethics in public service (Hart 2001).Therefore, ethical leadership behavior is very vital as that ensures ethical guidance. In order to identify the ethical leadership behavior of the public sector, customized measures are essential. This study describes the process of development of a 30-item instrument for measuring ethical leadership behavior in the public service with reference to Divisional Secretariats in Sri Lanka. According to Hinkin's (1998) recommendations in items generating both qualitative and quantitative methods were utilized. First observed the articles which were published related to ethical leadership and examined to find items and dimensions. A focus group discussion was conducted with 20 in-depth interviews to generate additional items to determine whether additional dimensions of ethical leadership would emerge. Based on these two steps, the researcher found 30-items with five dimensions. They were fairness, employee orientation, role clarification, integrity and ethical guidance. These 30-items were included in a questionnaire and a quantitative study was undertaken with 100 respondents employed in the Divisional Secretariats within Gampatha District. Reliability test and factor analysis were used to ensure reliability and validity of this measures. Finally, these 30-items were loaded to four dimensions. Such as people orientation, integrity, ethical guidance and role clarification.

ABSTRACT Objective: To analyze women's perception of the quality of the service provided for colposcopy test in the city of Belém (PA), Brazil. Method: Quantitative-descriptive study on 400 women who underwent Pap test on the public healthcare network, using the Service Quality (SERVQUAL) model. We used the Cronbach's alpha index to measure the reliability of the scale, and data were analyzed by quartiles of the gaps of the dimensions: tangibility, responsiveness, reliability, assurance, and empathy. Results: The assurance dimension, corresponding to the knowledge and courtesy of staff, featured the highest degree of importance to users; and empathy, which corresponds to the staff's concern with women's needs, featured the lower degree. The most expressive negative gaps concerned the structure of services and the attitude of healthcare professionals when collecting the material. Conclusion: All gaps featured negative relationship between what was expected and perceived, expressing dissatisfaction regarding the service.

Indonesia is one of the positive countries for the corona virus (Covid-19). Experts cite several reasons for the increasing number of cases, one of which is the attitude of the public who careless about minimizing contact between people, the lack of sanctions for violations of self-quarantine, and the lack of location information that the community must avoid. The attitude of caring society, especially education actors, is certainly one of the important things that needs attention. Environmental care and responsibility are character values that need to be developed. Students can get character education through the learning process and learning resources, one of which is textbooks. The purpose of this study was to determine whether there is an integration of character values and what is the percentage of integration of character values in high school chemistry textbooks that have been used by teachers in learning, especially the character of environmental care and responsibility. This research is a quantitative descriptive study using the questionnaire and observation sheet instruments. The sample in this study is the class X chemistry textbook that is most often used in teaching and learning activities at SMA Negeri 2 and SMA Negeri 4 Langsa City. The results showed that there was an integration of the character values of environmental care and responsibility in the X grade chemistry textbooks used by teachers of SMA Negeri 2 and SMA Negeri 4 Kota Langsa. The integration of environmental care character values is 38%, while the responsibility character values is 63%. The integration of the character values of environmental care and responsibility in the class X chemistry textbook appears in the column project activities, student activities, content content, and evaluation.

The present paper gives a review of empirical research on ethical leadership and shows that still little is known known about the contextual antecedents of ethical leadership. To address this important issue, a conceptual framework is developed that analyzes the embeddedness of organizational ethical leadership. This framework identifies manifest and latent contextual factors on three different levels of analysis – society, industry, and organization – which can affect the development and maintenance of ethical leadership. In particular, propositions are offered about how (1) societal characteristics, notably the implementation and the spirit of human rights in a society and societal cultural values of responsibility, justice, humanity, and transparency; (2) industry characteristics such as environmental complexity, the content of the organizational mandate, and the interests of stakeholder networks; and (3) intra-organizational characteristics, including the organizational ethical infrastructure and the ethical leadership behavior of a leader’s peer group, influence the development and maintenance of ethical leadership in organizations. This list of factors is not exhaustive, but illustrates how the three levels may impact ethical leadership. Implications for managerial practice and future research are discussed.

At present the development of technology and information has reached a very rapid level. Technology and information are used as a service media in the government environment which is also known as e-Government, one of which is the service of public information disclosure. The central government through Law No. 14 of 2008 concerning Openness of Public Information, encourages all Public Agencies including the Sleman Regency Government to make transparency in the administration of the state by utilizing information technology. This research is a qualitative descriptive study which aims to describe the reality that occurs. The object of research in this study is the official website of the Information and Documentation Management Officer (PPID) of Sleman Regency with the domain https://ppid.slemankab.go.id then the Sleman Regency Communication and Informatics Office as the organizer of the public information disclosure program. The data collection technique itself is carried out by means of interviews, documentation studies, and field observations (observations). After collecting and presenting data, then the data will be reduced first then analyzed and concluded. From the results of the study, in general the researchers concluded that the Sleman Regency PPID website had reached the level of qualification to become a quality website, however there were still some improvements and evaluations that had to be done by the relevant agencies in order to be better, namely (i) the website was still being assessed as a one-way service (ii) There are still many OPDs that are not ready to implement PPID (iii) data and information are still not updated (iv) lack of responsiveness of services in requests for information.
