<em>This research is about the role of local government in the effort to preserve the cultural customs that exist in the life of the Dayak people who Ma'anyan live in areas along the Barito river in East Barito regency. Wadian Dadas is one of the means of ceremonies in the field of traditional medicine in Ma'anyan Dayak tribe community in Central Kalimantan Province. That said, Wadian dadas originally Obtained through the inspiration Obtained by a woman named Ineh Ngundri Mountains. The woman is inspired to perform the duties of a god to heal a person or what is commanded by God. This woman is the first Wadian and is a messenger of gods embodied in the form of an eagle, then Wadian will be continued by the next Descendants. This study used descriptive qualitative method. Data collection techniques were conducted by primary and secondary collecting the data through interviews and observations with resource persons, for secondary Data Obtained from history books and documents belonging to the village government. The results Showed that Wadian Dadas originally for the healing rituals of the sick who started with the preparation of offerings, to perform the healing ritual by involving Wadian (shaman) is very trusted by the Dayak community Ma'anyan. Wadians in Ma'anyan Dayak community have now developed into Wadian Dadas Dances. Dadas Wadian dance begins with dances performed in the process of traditional medicine performed by Wadian. In the early 1980s Wadian dadas was known by some so that Wadian dadas the which originally served as a ritual ceremony medication Became an inspiration for the appearance of the dance Wadian Dadas. Dadas Wadian dance is one of the traditional dances. This dance is unique in its simple and energetic motion, the which has deep meaning and is Often presented in traditional events of Central Kalimantan. In the beginning this dance is performed with the excuse to get healed and free from evil spirits cause disease. The findings of this study are as the times progress, this dance is also presented at the event of welcoming and marriage. But there are still many people of Indonesia, even the citizens of Borneo who have not understood and are reluctant to desire to preserve this traditional dance. Dadas Wadian magical dance contains high value Because in every movement contains meaning, even in movement there is a spell pronunciation.</em>

Background: After 26 years into democracy and 20 years of the new local government operations, the state of the majority of municipalities in South Africa still leaves much to be desired, as they are plagued with maleficence. What is concerning is that these negative tendencies that are troubling local government occur even under the watchful eye of the municipal public accounts committees (MPACs).Aim: The aim of this study was to evaluate the composition and the role of MPACs, which have experienced a number of challenges since they were introduced in response to the widely held perception of the culture of lack of accountability in South African municipalities.Methods: This article is theoretical in nature, and it draws its arguments from secondary data in order to understand the composition and the role of MPACs, including its challenges.Results: This study regards the composition of the MPAC as lacking the necessary vigour to be efficient and effective in executing its duties, particularly when considering the challenges and political influences that it tends to face in its operations.Conclusion: The study concludes that there is a need for re-engineering of the composition and the role of the MPAC in order to ensure that it executes its functions efficiently and effectively. Consequently, the study recommends three cardinal pillars that must be given attention in re-engineering the MPAC: policy, authority and power.

BUMDesa activities are inseparable from community empowerment which aims to accommodate all community activities in the economic sector and as an alternative to poverty alleviation. The purpose of this study was to analyze the processes and factors supporting the empowerment of village communities carried out by BUMDesa Tirta Mandiri so that they get many achievements. This research method uses a qualitative descriptive research design. The research results show that the success of Ponggok Village is not obtained instantly but through a series of community empowerment processes. The role of the village government is very influential in the success of BUMDesa because it is not tired of conducting literacy studies by cooperating with academics and consultants. Various innovations were also developed to be able to compete and keep up with the times, therefore other village-level economic institutions such as Pokdarwis Wanua Tirta and UKM Nila Murni are collaborating with them to be more active in empowering the people of Ponggok Village.Keywords: BUMDesa, Community Empowerment, Ponggok Village

The performance of a village head as head of village government must be able to carry out its main duties, namely leading and coordinating the village administration in implementing village development. The role of the village head is one aspect that stands out and affects the success of village development. The village head is assisted by village officials, as an element of village government administration. The formulation of the problem in this research is "What is the Role of the Village Head in the Implementation of Development in Mekarjati Village, Haurgeulis Subdistrict, Indramayu Regency" and "How the Siyasah Fiqh Review and the Village Law on the Role of the Village Head in Implementing Development in Mekarjati Village". The purpose of this research is "To know the role of the village head in the implementation of village development, and" to know the Siyasah Fiqh Overview of the role of the village head in the implementation of village development." This type of research is classified as field research (field research), which is descriptive analysis, namely research that tells and describes data originating from primary data through interviews, observations and reports in the form of documents and secondary data by conducting library research. Based on the research results, it can be concluded that the role of the Mekarjati Village Head, in the implementation of village development in general, there are still some that are not optimal. Rule of Law village Badran Sari and Nuts Rejo in the system of hierarchy legislation of village regulations is no longer mentioned explicitly as a type of legislation. That is, the position of village rule is considered only as a further description of the higher legislation, but there is no local government to give village empowerment. The process of establishing a village regulation covering the implementation of the village regulation Program Badran Sari and Nuts Rejo in central Lampung District, Badran Sari Village is already in accordance with the Village Regulation reference Number 6 year 2014 about the village and the role of village head and the village consultative agency while Natan Rejo village has not applied the village regulation and regulations in accordance with Law No. 6 of 2014 but it is appropriate as the absolute rule of the village head without any discussion and consultation with the community in advance. Constraints faced in the establishment of regulations village Badran Sari and Nuts Rejo in central Lampung regency. In the village of Badran Sari that they are experiencing obstacles that relate to the reason of the retribution in the village government, while the village of Nuts Rejo Kecamtan Elephant City is the quality of the performance of villages and BPD is less maximal, lack of socialization of village government to the community, and the performance capabilities of village governance.

Indonesian Village Law No. 6/2014 mandates village to be a self-governing community and local self-government. Based on the law, village government conducts governmental administrative business, local development, fostering village societal, and empowering local people. To support the tasks, it is allowed to raise funds from various sources. This paper aims to investigate any problem and possible solutions to strengthen village capacity in order to achieve the village law vision. This research was conducted in Kutai Kartanegara (Kukar) Regency, Indonesia. It used a qualitative approach and the data were collected in several ways, i.e. focus group discussion, interview, secondary data, and observation. The study showed that village governments have no authority to design their own organizations, because the designs are prepared by central and local governments in detail. Moreover, lack of competence among village government staffs and financial dependency also make village governments rely on supports from central and local governments. It concludes that high intervene from upper governments make the village governments have limited room to manage their organizations. Secondly, policy disharmony among ministers also makes them in a dilemma about which one should be followed. Thirdly, various limited upon villages consequently makes them highly depend on supports, especially financial supports, from higher levels of government. Therefore, some actions need to be taken, such as reducing intervention, synchronizing policies among ministries, strengthening village organization and staffs, and optimizing the role of local government agency and stakeholders to take part in the village development process.

Forest and land fires are a source of air pollution in Pulang Pisau District. This incident has caused various impacts on women's lives, one of which is a decrease in the level of health. The research objective was to determine the impact of forest and land fires on women's health and the role of women in dealing with forest and land fires. This research was conducted in Pulang Pisau District, Central Kalimantan Province. Sources of data used are primary and secondary data collection. Data analysis in this research was conducted descriptively. Based on the results of the study, it shows an increase in the number of ispa cases followed by the intensity level of the number of forest and land fire incidents. One of the beneficiaries of the forest and land fire incidents are women, children and the elderly. The role and involvement of women so far is only to help prepare foodstuffs and participate in extinguishing fires when forest and land fires occur, but there is still a lack of women's involvement in making prevention and socialization efforts related to the impact of forest and land fires.

The interpretation, application and understanding of community participation in the South African local government discourse in particular, is ambiguous, thus, creating a more simplistic and superficial meaning for operationalization. This paper seeks to challenge the notion that community participation is a substitute in its ontological and epistemological form and connotation for public participation. Many scholars in public administration have jumped on the bandwagon of dispensation, thus creating a misnomer in relation to a distinct nature of community participation and public participation which clearly undermines the authenticity of conception within the discipline and scholarship in general. Using a variety of qualitative secondary data collection and analytical techniques, this paper interrogates the misnomer in public administration scholarship in relation to the use andapplication of community participation specifically in local government. To successfully demonstrate this misnomer regarding the use, application and understanding of the concepts and their impact on scholarship, five selected articles on community participation and five others on public participation on local government published in the Journal of Public Administration (JOPA) were reviewed. The paper therefore concludes that the influential role of public administration as a scientific discipline is to forge relations with public administration as a practice for the purposes of conceptualizing and operationalising concepts and terminologies. This will ensure conciseness and bypass the contradictions which have potency of denting both scholarship and practice.

Pulau Harapan Village which is one of the villages in the Pulau Sembilan District area. most of the population work as fishermen. This study aims to determine the role of the village government in the economic development of fishermen communities in Pulau Harapan Village, Pulau Sembilan subdistrict. The research method used is descriptive qualitative research. Data collection is observation, interviews with resource persons, namely the Head of the Harapan Island Village, the Secretary of the Pulau Harapan Village, the Tohoh community and the Harapan Island Fisherman Community. Meanwhile, data analysis includes: collecting data, reducing data, assessing data (grouping primary and secondary data), and interpreting data, which is done by critically analyzing the collected data and finally arriving at a conclusion. The results of the study conclude that the Village Government in the Economic Development of the Fishermen Community in Pulau Harapan Village, Pulau Sembilan Subdistrict has not played a sufficient role, especially in realizing and developing production centers, processing industry centers, access to village transportation, building community agribusiness, building business facilities/business centers in rural areas as well as in developing the information and communication technology community

Cultural identity in ketoprak performance should depart from all cultural products themselves. Strengthening the form of ketoprak performance in the middle of the era becomes important for artists in building their creativity. The strategy was designed so that people assume that ketoprak was theirs and able to be their representation. Based on the data collected, the number of groups, performances, and ketoprak artists in DIY were as follows. The number of groups in four districts and one municipality were 497 groups. The number of ketoprak showed from 1999-2009 was 145 times. The highest number of ketoprak groups was in Kulonprogo Regency, followed by Gunungkidul Regency, Bantul Regency, Sleman Regency, and finally the Municipality. The year 2005 was a milestone in the development of ketoprak to the present. The successful renewal of ketoprak shows can be seen by the number of shows which are 113 times over five years (from 2005 to 2009), which means that there were twenty ketoprak shows every year, and every month there were two ketoprak shows. The condition was triggered by several factors as follows. First, local government awareness to determined the icon of DIY tourism as part of globalization. Second, the awareness of artists to package performances that match the demands of the times. Third, awareness of the artistic layout strategy using symbolic and supported by Tobong ketoprak tricks. Fourthly, the influence of ketoprak humor and ketoprak R&D which still uses the style of play and jokes, causes the ketoprak show to be no longer a mere political tool, but a tool and place of friendship for the citizens. Fifth, the story was no longer based on myths, chronicles and legends, but penetrated the wayang story but with a more contextual interpretation of the story with the present. By seeing the many activities of ketoprak performances in DIY it can be said if ketoprak has become an icon of culture and tourism in DIY. Ketoprak performances tread its survival was no longer a traditional art, but has become a form of modernist art. Over the past ten years, the ketoprak show has experienced quite improved conditions. The vigilance of artists and audiences must be constantly reminded. The trick was to continuing to enhance the role of government as a protector of arts and culture. The ketoprak festival must continuing to be held continuously. Improving the skills of ketoprak artists must continuing to be sharpened. Of course the friendship between Ketoprak artists must continuing to be encouraged. <p>The role of fertilizers is significant in increasing production andquality of agricultural commodities. Availability of fertilizers to farmers should be conducted to meet six precise principles:precise in time, precise in size, precise in type, precise in place, precise in quality and precise in the right price. By having these principles farmers can apply a balanced fertilizer technology in accordance with specific recommendations. This study was conducted to assess the distribution of fertilizer subsidy policy in Rokan Hilir, Riau province, Indonesia. Rokan Hilir was chosen because nearly 50% of its revenue comes from agriculture, so that understanding the policy of subsidized fertilizer is noteworthy.</p><p>This study was conducted in five districts in the administrative area for Rokan Hilir. The method used in this study is qualitative approach with descriptive research. Data collected in this study consist of primary and secondary data on the effectiveness of policy implementation of fertilizer distribution.</p><p>The results showed that a wide range of alternative approaches have been made to overcome the fertilizer scarcity problems, either by local government or fertilizer manufacturers in Rokan HIlir. The local government asked manufacturers of fertilizers to supply fertilizer in the area in need. This policymay overcome the fertilizers’ shortages and dampen the rise in fertilizer prices in the market. Using this approach, the subsidy was only reflectingdelivery cost to the farmers. However there are some issues that need attention: the audit of the production costs and the operational structure of fertilizer producers need to be performed. This is because there are expenses that irrelevant to the operation of fertilizer producers and large enough. Another concern is no control of fertilizer distribution from upstream to downstream. To overcome this, the Minister of Agriculture should give more authority to local government to control fertilizer distribution. So that the local government head (regent)may distribute the fertilizer subsidy based on land acreage not only acts as fertilizer distributor.
