The subject of the research is the goals and targets of the Demography national project and related national and federal projects aiming to resolve the problems of the socio-demographic development of Russia, primarily, elimination or at least reduction of poverty of a significant part of the country’s population. The purposes of the research were to identify and substantiate ways to solve socio-demographic problems defined in the national project, and estimate the scope of its financing planned by the Russian Federation Government. The paper proves that until now the lack of sufficient livelihood is monitored in Russia only by the absolute income poverty index, which makes it impossible to compare the poverty dynamics correctly in both time and space. The paper focuses on national projects aimed at increasing the human capital based on long-term forecasts of indicators to be achieved. It might happen that the planned significant contribution of the Russian Federation regions to the Healthcare national project will hamper the effective implementation of the Demography national project due to the lack of regional funds. It is proposed that reports on poverty reduction are submitted annually to the UNICEF to inform this international organization on measures taken to achieve the goal of twofold poverty reduction, particularly measures to ensure safe, healthy and happy childhood, in order to be aware of the poverty reduction progress. The issue of increasing life expectancy cannot be solved without taking measures specific for the male and female population. Therefore, the target statistics indicator ignoring the gender differences cannot be correct in respect of the entire population. It is concluded that if the national projects aimed at the human capital development have been implemented successfully the Russian socio-demographic policy will contribute to the growth of the economy.

The national economy is as competitive as its human capital is effectively capitalized in modern hypercompetitive global markets. The world digital technologies contribute to the globalization of the economy and accelerate the accumulation of human capital by digitizing jobs, providing the population and households with electronic services and data mining technologies. The article analyzes the structure of multivariate data on the factors of human capital development, e-education and the use of ICT by households in Russian regions. The average annual values of the relevant factors of monitoring the development of the information society in the Russian Federation for the period from 2010 to 2017 were selected as factors of each object of analysis. The reliability of the research results is ensured by applying standardization and rationing of the initial matrix of factors, reducing the dimension of the normalized matrix of factors using the PCA method, cluster analysis using the method of EM-maximizing expectations and the hierarchical clustering method. The author has built a rating of regional clusters of the Russian Federation, differing in the quality of human capital depending on the development of electronic infrastructure, availability of digital resources and the features of the social environment.

In a review article on several publications in the journal Kant, studies were selected that are directly or indirectly interconnected with each other. They are connected by the consideration of issues related to the development of human capital, since at present the study of problems concerning the condition and development of not only the whole society, but specifically each person is more and more popularizing in the world scientific community. The combination of economic and social problems associated with assessing the level of development of human capital is identical across all countries. In this regard, domestic researchers conduct a multivariate analysis of the state of affairs on the development of human capital in the Russian Federation.

Существует взаимосвязь между здоровьем населения страны и экономическим, политическим ростом, демографической ситуацией в стране, что признается и медицинской и экономической науками. На сегодня, улучшение демографической ситуации в Российской Федерации является одной из приоритетных задач государства. С каждым годом рождаемость снижается, женщин фертильного возраста становится меньше, число заболеваний репродуктивной системы растет, происходят изменения в нравственных и семейно-брачных отношениях. Все это оказывает негативное влияние на демографическую ситуацию в целом. Для решения этой проблемы правительство Российской Федерации реализует национальные проекты «Здравоохранение» и «Демография», направленные на устранение демографических проблем. По словам заместителя Председателя Правительства Российской Федерации, куратора национального проекта «Демография» Татьяны Голиковой, «Демография» - важнейший национальный проект. Весь комплекс его мероприятий направлен на достижение главной государственной задачи - «Сохранение населения, здоровье и благополучие людей». Данное направление позволит обеспечить эффективное социально-демографическое развитие, и положительно повлияет на социально-экономическую ситуацию в стране. Результаты исследования, представленные в статье, позволяют определить мероприятия по улучшению демографической ситуации в стране, оценить уровень рождаемости, смертности, естественного прироста, младенческую смертность There is a relationship between the health of the country's population and the economic, political growth, demographic situation in the country, which is recognized by the medical and economic sciences. Today, improving the demographic situation in the Russian Federation is one of the priority tasks of the state. Every year the birth rate is decreasing, women of fertile age are decreasing, the number of diseases of the reproductive system is growing, and there are changes in moral and family-marriage relations. All this has a negative impact on the demographic situation as a whole. To solve this problem, the Government of the Russian Federation is implementing the national projects "Healthcare" and "Demography", aimed at eliminating demographic problems. According to the Deputy Prime Minister of the Russian Federation, the curator of the national project "Demography" Tatyana Golikova, "Demography" is the most important national project. The whole range of its activities is aimed at achieving the main state task - "Preservation of the population, health and well-being of people". This direction will ensure effective socio-demographic development, and will have a positive impact on the socio-economic situation in the country. The results of the study presented in the article allow us to determine measures to improve the demographic situation in the country, to assess the level of birth rate, mortality, natural growth, infant mortality

The purpose of the paper is to consider dynamics, structure, and also features of financing and the ways of human capital development in the scientific sphere of the Russian Federation. Methods of investigation are the analysis and synthesis, historical and logical methods, a systematic approach, a graphical method, a relative values method. According to the results of the research the main stages of Russian science development after breakup of the Soviet Union are defined, dynamics of the number of researchers by areas of science and also their age structure are considered. The reasons preventing further continuation of young Russian scientists activity in the Russian Federation, and also on the contrary, keeping them in the country are established. Dynamics of expenditures on the scientific and technical RF complex development is shown based on the resolution of the RF Government on Federal target program «Research and development on the priority directions of Russian scientific-technological complex development for 2014-2020" taking into account its annual adjustment. Conclusions: a range of issues hampering the de-velopment of Russian science at the present stage of its development is defined, such as insufficient effective-ness of scientific research, lack of independent self-evaluation, undeveloped infrastructure and insufficient material and technical resources, and also the widening gap between basic and applied scientific research. The solution of these problems has the special significance in the context of growing competition in the world scientific system under condition to postindustrial so-ciety.

Исследование смертности занимает важное место в демографии в целом и в особенности в демографии старения. России свойственна неоднородность демографического развития, в частности региональная дифференциация показателей смертности населения. Работа посвящена анализу зависимости смертности в регионах России в старших возрастных группах от социально-экономических показателей. Исследование проводили с использованием методов регрессионного анализа, где в качестве единиц наблюдения выступали субъекты РФ, в качестве объясняемой переменной - смертность мужского (женского) населения старшего (60+) возраста, представленная в виде стандартизованных по структуре населения коэффициентов. В результате работы выявлены значимые социально-экономические факторы, позволяющие объяснить различия уровней смертности в субъектах РФ. Studies of old-age mortality are an important part of demography, especially the demography of ageing. Demographic development of Russia is characterized by heterogeneity including regional differences in mortality. The aim of the paper is to analyze the dependence of mortality at old-age groups on socio-economic indicators. The study is conducted using methods of regression analysis; the units of observation are the regions of the Russian Federation, the explained variable is the mortality rate of male (female) population at older (60+) ages standardized by the population-age structure. As a result, the significant socio-economic factors, explaining the differences of mortality rates in the regions of the Russian Federation, were identified.

The article presents main properties of the federal projects of the National project «Health care», as well as the main activities of those projects, in which Roszdravnadzor has a particular interest. The article depicts the control and monitoring system applied by the Department of state control of implementation of state healthcare programs of Rosdravnadzor, which allows to detect in real time the subjects of the Russian Federation that have the highest risk of falling short of the targeted indicator of the regional projects and to take this information into account during the development of the plan for the control and surveillance activities.

The article discusses the principles of social justice in time and space. The emphasis is on transforming the understanding of social justice in Russia’s social policy. Currently, the principle of social justice is implemented by the state in programs for the preservation and development of human capital. The national project «Human Capital» is focused on improving the level and quality of life of citizens, the accessibility of material and social capital, creating opportunities for self-realization and disclosing the talent of each person, and developing a system of social elevators. The authors analyze the change in perception of social justice in Russia for a long time. It is noted that at the beginning of the Soviet period the concept of «social justice» was practically not used. The term «justice» appeared in the Great Soviet Encyclopedia only in 1953, which is currently one of the most popular in public policy. Combining the economy with politics, social policy determines the direction of the main political forces and trends in the Russian Federation.

Introduction. The study has been conducted within the framework of the urgent scientific and practical task of accumulation and development of human capital of Russian regions. Under the conditions of risks and limited resources, the regional management faces the task of optimal distribution of financial resources invested in the development of human capital and improvement of the quality of life. The study aims to build and test the dynamic optimization model of financial resources distribution by areas of investment in human capital through the example of the Primorye Territory (Russian Federation). Materials and methods. The multi-period economic and mathematical model describes the influence of the volumes and structure of public and private investments on the regional human capital in the form of recurrent dependencies. The target function of the model is an integrated index of achieving the objectives for the development of human capital in the region. The model is a mathematical programming problem, the optimization variables are the shares of investment resources distributed by investment areas and years. Results. In a practical sense, the proposed model is a management tool for searching the optimal structure of investments in human capital by areas of investment and periods. Based on the annual results of modeling and numerical calculations through the example of the Primorye Territory (Russian Federation), the structure of the investments that allow advancing in the achievement of target values of strategic indicators in the field of human capital development is offered. Conclusion. In the long term, the achievement of target indicators will be facilitated by a more even structure of investments in the following areas: along with education and health care, it is advisable to increase investments in other areas, first of all, in the issues of national importance, national security, public order, and social policy.
