The objective of the article is to propose a new approach to assessing and forecasting fnancial condition of credit institutions and to early detection of those that have high risks of license revocation. An integrated reliability index of credit institutions has been revealed by the method of the main components of the factor analysis. Credit institutions have been clustered by means of the k-average method. It has been established that acting credit institutions at a relatively small Euclidean distance from the mathematical expectation of credit institutions, liquidated at a given moment of time, bear potential risks of engaging in illegal activities, money laundering and terrorist fnancing. Constructed regression models allow forecasting deterioration of credit institutions by the nature of the change in the integrated reliability index. The author concludes that this approach makes it possible to identify potentially problematic credit institutions requiring appropriate measures from the Central Bank of the Russian Federation through prudential supervision functions.

The article is devoted to the study of modern theoretical and legal problems of ensuring biological security in the Arctic zone of the Russian Federation. The published Draft of Federal law No. 850485-7“On biological security of the Russian Federation”provides an opportunity to take a closer look at the problem of legal provision of biological security in relation to the most vulnerable ecosystems, and, first of all, the Arctic. The article considers the most important features and potential risks of the Arctic zone of the Russian Federation of critical importance from the point of view of biological hazards, the features (specificity) of biological safety problems from the point of view of organizational-legal features and, in particular, from the perspective of environmental law. It is proved that, given the special situation of the Arctic zone of the Russian Federation, in addition to the base Federal law“About biological safety” required a specific law on biological and ecological safety of the Arctic zone of the Russian Federation, which should be generated on a slightly different model than the draft Federal law «On biological safety”, to wear the most specific, applied nature.

В статье рассмотрены актуальные вопросы уголовно-правовой охраны нефтяной отрасли Российской Федерации от преступных посягательств корыстной направленности. Иллюстрирован существенный ущерб, причиняемый преступными группами охраняемым общественным отношениям на национальном и международном уровнях. Проведен статистический и сравнительно-правовой анализ наиболее эффективных норм законодательства России и Казахстана, применяемых в ходе борьбы с подобной противоправной деятельностью. Предложено направление дальнейшего совершенствования российского уголовного закона. Нефтяная промышленность является одной из ведущих отраслей Российской Федерации, структурными сегментами которой являются в том числе объекты добычи, хранения, переработки и транспортировки нефти, а также объекты транспортировки, хранения и сбыта нефтепродуктов. Данные обстоятельства требуют принятия мер по ее защите от противоправных действий по хищению нефти и нефтепродуктов. Наряду с охранными, режимными и организационными мерами, которые осуществляют хозяйствующие субъекты, немаловажное значение имеет защита отрасли от преступных посягательств уголовно-правовым способом. В статье указывается необходимость совершенствования законодательства по обеспечению безопасности деятельности нефтяной отрасли, учитывая ее значение для экономики страны. Отмечается, что положительные результаты в поиске возможных путей совершенствования законодательства дает применение сравнительно-правового анализа уголовных норм СНГ по борьбе с преступностью в этой сфере деятельности. The article examines current issues of the criminal law protection of the oil industry of the Russian Federation from criminal attacks for mercenary reasons. The considerable damage caused by criminal groups to protected public relations at the national and international levels is illustrated. A statistical and comparative legal analysis of the most effective norms of the legislation of Russia and the Republic of Kazakhstan applied in the fight against such illegal activities has been carried out. The direction of further improvement of the Russian criminal law is proposed. The oil industry is one of the leading industries of the Russian Federation, the structural segments of that are the objects of oil production, storage, refining and transportation, as well as the objects of transportation, storage and marketing of oil product. Under these circumstances it is required totake measures for protection it from unlawful actions connected with stealing of oil and oil products. Along with security, safeguards and organizational measures that are implemented by business entities, protection of the industry from criminal attacks by a criminal law method is of no small importance. The article indicates the need to improve legislation to ensure the safety of the oil industry, based on its importance for the country's economy. It is noted that positive results in the search for possible ways to improve the legislation are provided by the use of a comparative legal analysis of the criminal norms of the CIS in the fight against crime in this area of activity.

This article describes on the one hand statistical methods for assessing informal employment based on the requirements as set by international standards. On the other hand it describes the potential of integrating various data sources to generate informal employment statistics. With as example official statistics of the Russian Federation, the authors show the features of applying the requirements of international standards. Methods are proposed for assessing informal employment in the formal sector of the economy, i.e. in enterprises that submit employment reports to the National Statistical Office. This phenomenon appears in the employment situation of many countries. However, there is no uniformity between countries in how they evaluate the application of the international standards in such assessment exercises. A theoretical model of informal employment is developed and validated based on statistical data published by international organizations. The validation focuses on assessing the causal relationships between informal employment indicators and the main components of the sustainable development goals. This analysis contributes to coordinated decisions on regulating informal employment and ensuring the achievement of the Sustainable Development Goals (SDGs).

Today in Russia the main components of digital economy are as follows: electronic trading, public services, export-import activity and constantly developing system of purchasing activity at state enterprises. The system of purchases has to conform to the requirements of modern digital technologies For this purpose at the end of 2018 the President of the Russian Federation proposed to transfer the government and corporate procurement to an electronic form. However, the analysis showed that procurement activities carried out in the form of electronic bidding in agricultural enterprises had a number of problems. These problems are related to the nature of agriculture. For example, seasonality is a key to agricultural performance. In this regard, the system of commercial transactions, including electronic trades, should be as adapted as possible to the peculiarities of agricultural production.

The Object of the Study. Human potential.The Subject of the Study. The level and dynamics of development of the human potential of the population of the RF subjects. The Purpose of the Study. Identifying differences in development of the human potential of the population of the RF subjects and opportunities for their reduction.The Main Provisions of the Article. Human potential and its development are considered article both as the purpose and the means of human progress reflecting extension of human opportunities including creative (resource) capabilities. Theoretical and instrumental interpretation of the main components of human potential based on its reproductive structure is analysed. The components include a demographic component, components of population health and education, and a sociocultural component. For estimation of human potential indicators for each of its component, as well as a methodology for both component-by-component and composite (aggregate of all components) calculations using the index method are proposed. The methodology is applied to all RF subjects using the Rosstat data for 2010 and 2015. On the basis of the obtained estimates the authors have identified the levels of human potential development in regions that enabling to range them by this level and analyze the direction of its changes in dynamics. Components have been found out a weak and strong impact on the composite estimates as well as specifics of this impact by groups of regions. It has been established that demographic and health components leave much to be desired, particularly in northern regions characterized by harsh natural climatic conditions of life in particular.In North Caucasus regions the problem of raising educational level of population has not lost its relevance. It is shown that despite the general growth in the level of human potential development in most subjects of the Russian Federation over the period in question it remains insufficient for implementing modernization processes in some regions.

Improving competitiveness in the scientifi c and technological sphere is one of the strategic directions for development of the national economy of the Russian Federation. In this regard, the scientifi c and technological potential and the degree of alignment of scientifi c, public and production resources come to the fore as the main components of the national power of the Russian Federation. This article addresses questions of selecting the criteria for assessing economic security in scientifi c and technological sphere amidst the formation of national innovative system in the Russian Federation using the triple helix model. The authors reviewed the existing systems of criteria and indicators, proposed matrix indicators to assess economic security in a scientifi c and technological fi eld according to the triple helix principle, calculated values of indicators according to the data from forty-three countries, made comparative analysis of the normalized partial indicators. The authors also formulated conclusion showing the strengths and weaknesses of scientifi c and technological sphere in the Russian Federation.

In the Republic of Tatarstan from 1995 to the first half of 1999, there were 18,376 road traffic accidents (RTAs). They affected 23558 people, killed 3525 and injured 20033. The accident severity index averaged 14.8 during that period. Downward trends in the severity of accidents in 1995, 1996, 1997, 1998 were rather telling: 26.9; 17.6; 16.9; 13.7; 11.8. In spite of that, Tatarstan looks unfavorable against the background of other territories of the Russian Federation. In order to identify the cause-and-effect relations of the severity of traffic accidents, we conducted an in-depth study of them in the territory of cities and agricultural districts during this period.

The paper features some sociocultural and legal aspects of social activity executed by various subjects of the credit relations in the Russian Federation. The focus is made on the banking sector. The authors use culturological and activity approaches to legal and illegal actions of credit institutions and demonstrate some specific traits of administrative offenses in this sector. The paper also describes the culture of credit loans, in particular, that of microfinance institutions. The authors believe that this kind of activity is aimed at gaining and can be characterized as immoral. They studied behavioral stereotypes of borrowers and credit institutions to classify the social activities of the credit relations subjects. A high level of social activity of borrowers is directed to satisfaction of physiological requirements and security needs. The social activity of credit institutions is mostly limited by its respect for legal standards and improving the level of culture of loan granting. Hence, if the social activity of credit relations subjects that meets cultural and legal standards, it contributes to the development of national economy.

Foreign researchers consider the phenomenon of grandparents’ labour in the framework of the economy of parental labour. Since the early 2000s, Russian scientists have been actively studying this problem due to high socio-economic disparity of Russian regions, and important strategic objectives stated in the Demography National Project and the Strategy of Spatial Development of the Russian Federation for the period until 2025. We identified and described specific regional situations, namely, models of grandparents’ labour in the socio-economic space of the country. To analyse grandparents’ labour, we examined individual questions of the “Comprehensive monitoring of living conditions” survey published by the Federal State Statistics Service (Rosstat). The research methodology includes both hierarchical (based on Ward’s method, the square of the Euclidean distance, and other measures) and non-hierarchical cluster analysis (the k-means method). We proposed a method for studying grandparents’ labour based on research of parental labour and international demographic studies on grandparenthood. The empirical analysis revealed 6 models of grandparents’ labour in the socio-economic space of Russia. These models differ in the level and intensity of involvement of older women in the sphere of grandparents’ labour and their potential in this area. For each model of grandparents’ labour, we identified the core regions (groups of regions) involved in the clustering. We explained why the government should be interested in the activation and stimulation of grandparents’ labour in Russian regions. Further research should focus on examining the particularities of grandparents’ labour depending on the actors: men, grandparents living with their grandchildren and apart from them, living in the same city, in the same or different regions of Russia.
