Government governance that will lead to a good level must be continuously promoted and advertised. This campaign must be continuously carried out in order to create a clean and authoritative government and produce dignified officials. The implementation of good govenance is one of the best concepts of offering a system in democracy. The purpose of this research is to find out how the implementation of good services carried out by the state civil apparatus (ASN) in order to create a clean, dignified and good government. The method used in this research is a deft interview, namely in-depth research or qualitative research. Large organizations that run a bureaucratic system will usually have strict procedures, regulations and rules so that their operational processes tend to be less flexible. Today's bureaucracy is found in government organizations, hospitals, companies, schools, and the military.

Abstract This research focuses on the issue of state-minority contestations involving transforming and reconstituting each other in post-independent Sri Lanka. This study uses a qualitative research method that involves critical categories of analysis. Migdal’s theory of state-in-society was applied because it provides an effective conceptual framework to analyse and explain the data. The results indicate that the unitary state structure and discriminatory policies contributed to the formation of a minority militant social force (the Liberation Tigers of Tamil Eelam – The LTTE) which fought with the state to form a separate state. The several factors that backed to the defeat of the LTTE in 2009 by the military of the state. This defeat has appreciably weakened the Tamil minority. This study also reveals that contestations between different social forces within society, within the state, and between the state and society in Sri Lanka still prevail, hampering the promulgation of inclusive policies. This study concludes that inclusive policies are imperative to end state minority contestations in Sri Lanka.

Administration officials have broad authority in carrying out the affair of government. With this broad authority tends to be misused to cause harm and injustice in the society, therefore there must be other institutions that control it. Based on the theory of Trigs Politico executive agencies are politically controlled by the legislative and juridical institutions controlled by the judiciary, because the officials running the state administration executive functions that control the judiciary is legally the state administrative court. Judicial control of administrative functions of the state administrative court in addition aims to provide legal protection for the public and state administration officials themselves, as well as state administrative law enforcement agencies who aspire to realize a good and authoritative government. Aparatur Sipil Negara (ASN) merupakan asset pemerintah yang sangat berharga yang harus dikelola dengan baik oleh pemerintah itu sendiri agar dapat memberikan kontribusi yang optimal. ASN merupakan salah satu sumber daya manusia yang dimiliki oleh pemerintah dalam menjalankan tugas-tugas pemerintahan. Oleh karena itu dibutuhkan pegawai pemerintah yang memiliki kekampuan dan keahlian yang cukup memadai sehingga kinerjanya dapat member pengaruh dalam mewujudkan visi dan misi organisasi pemerintah daerah. Penelitian ini bertujuan untuk menganalisis sistem penempatan pegawai dan sistem pelaksanaan pekerjaan di Dinas Pekerjaan Umum Provinsi Sulawesi Barat. Penelitian ini menggunakan pendekatan deskriptif kualitatif terhadap fenomena kondisi kerja yang ada. Metode penelitian dengan deskriptif kualitatif dipilih karena dianggap sesuai dengan tujuan penelitian dengan maksud menggambarkan dan menginterprestasikan masalah yang berkaitan dengan proses kinerjaA paratur Sipil Negara di lingkup Dinas Pekerjaan Umum dan Penataan Ruang Provinsi Sulawesi Barat. Data diperoleh dengan menggunakan teknik pengumpulan data dengan cara observasi, wawancara, studi kepustakaan, penelusuran data online, dan dokumentasi. Teknik analisis data pada penelitian ini dilakukan secara cermat sesuai dengan metode penelitian ilmiah berdasarkan konsep analisis data yang digunakan pada metode penelitian kualitatif. Hasil penelitian menunjukkan sistem penempatan dan sistem kerja pegawai sangat mempengaruhi kinerja pegawai pada Dinas Pekerjaan Umum dan Penataan Ruang Provinsi Sulawesi Barat dan hal tersebut dipengaruhi oleh peran pemimpin dalam meningkatkan kinerja pegawai menjadi salah satu kunci sukses bagi keberhasilan seluruh organisasi. Berdasarkan hasil analisis diketahui kendala-kendala yang di hadapi pemimpin dalam memotivasi pegawainya yaitu setiap pegawai mempunyai tipe dan karakter yang berbeda-beda dari setiap orang. Upaya memotivasi pegawai agar memiliki skill memang lebih sulit disbanding pegawai yang biasa-biasa saja. Hal tersebut dikarenakan tingkat dan pola piker berbeda antara pegawai yang satu dengan yang lain. The State Civil Apparatus (ASN) is a very valuable government asset that must be managed well by the government itself in order to make an optimal contribution. ASN is one of human resources owned by the government in carrying out government tasks. Therefore, we need government employees who have sufficient ability and expertise so that their performance can influence in realizing the vision and mission of local government organizations. This study aims to analyze the employee placement system and the work implementation system in Public Works Office of West Sulawesi Province. This study uses a qualitative descriptive approach to the phenomenon of existing performance conditions. Descriptive qualitative research method was chosen because it was considered in accordance with the purpose of the study with the intention of describing and interpreting issues related to the performance process of the State Civil Apparatus in the scope of Public Works and Spatial Planning Office in West Sulawesi Province. Data were obtained using data collection techniques such as observation, interviews, library research, online data search, and documentation. Data analysis techniques in this study were carried out carefully in accordance with scientific research methods based on the concept of data analysis used in qualitative research methods. The results showed that the placement system and the work system of employees greatly affect the performance of employees in the Department of Public Works and Spatial Planning of West Sulawesi Province and this is influenced by the role of leaders in improving employee performance as one of the keys to for the success of the entire organization. Based on the results of the analysis, it is known that the obstacles faced by leaders in motivating their employees are that each employee has a different type and character from each person. Efforts to motivate employees to have skills are indeed more difficult than ordinary employees. This is because the level and mindset differs from one employee to another..

Efforts to encourage the implementation of proper governments are continually done in each country, including one of them in the Republic of Indonesia. A decent government can be realized if it is followed by government decisions that are responsive to the needs and interests of the community. The decision of the state administration officials in the effort to realize a proper government must be based on the general principles of good governance, especially those that have been mentioned in Act. No. 30 of 2014 concerning Government Administration. In term of realizing a proper government, it not only becomes the duty of the state administration officials through the decisions formed, but also the involvement of the community as the plaintiff for any government decision that feels disadvantaged and the state administrative court as an institution that examines and decides disputes between the community and the government by continuing to refer the laws and general principles of a good government is part of realizing a good governance.

This study aims to examine the effect of the implementation of Good Government Governance and leadership style on managerial performance of village government administrators in Badung Regency. Based on the results of the analysis it was found that the variables of Good Government Governance and leadership style simultaneously had a significant effect on managerial performance. This shows that the better the implementation of Good Government Governance and the right leadership style, the better managerial performance will be. Good Government Governance partially has a significant effect on managerial performance. This shows that the existence of good governance can improve managerial performance. Leadership style also partially has a significant effect on managerial performance. This shows that the right leadership style can improve managerial performance. Good government governance is good governance. This concept has been applied in the government sector to strengthen village autonomy. This study aims to analyze and describe the application of good government governance principles in managing village fund allocations in Ambulu village and to find out whether the management of village fund allocations in Ambulu village has met the principles of good government governance. This type of research was conducted with a qualitative method using a descriptive approach. The object of this research is the Ambulu Village Government located in Ambulu District, Jember Regency. The results of this study indicate that the Ambulu Village Government system has been running well and has met all indicators of good government governance (democracy, transparency, accountability, legal culture, as well as fairness and equality). The Ambulu Village Government has implemented the five principles of good government governance in real terms so that it can realize a government system with good governance. ABSTRACT This study aimed to determine the implementation of the concept of value for money in the management of regional finances in realizing Good Government Governance (Good Governance) in Musi Banyuasin Regency. The research method was qualitative methods. Qualitative method in this research was, the author conducted an analysis of data in the form of information, collecting tangible data figures calculation results statistically, general description of the object of research, applying the concept of value for money in Musi Banyuasin Regency that had been economical, efficient and effective. The results of this study indicated that the economic ratio was already economical as this was marked by the amount of revenue realization had exceeded the revenue budget due to increased PAD and balancing funds received from the center. In efficient efficiency ratios this was marked by the small cost to levy local taxes. Meanwhile, the effectiveness ratio had been effective because the revenue target had been reached. Good Government Governance can be realized in Musi Banyuasin Regency if viewed based on the calculation with the concept of value for money, because it had been economical, efficient and effective. The concept of value for money is only one of the principles of Good Government Governance (Good Governance). Other principles, namely; participation, accountability, transparency, responsiveness, justice, community-oriented, forward-looking and law enforcement can be determined to the implemention Good Governance

Penelitian ini menguji secara empiris apakah efektivitas pengendalian internal, asimetri informasi dan implementasi konsep tata pemerintahan yang baik atau good government governance (3G) terhadap kecenderungan kecurangan akuntansi (Fraud accounting) pada Organisasi Perangkat Daerah (OPD) Kabupaten Indragiri Hilir Riau. Penelitian dilakukan pada 12 dinas yang ada di OPD Kabupaten Inhil. Teknik pengambilan sampel digunakan adalah sensus, sampel sebanyak 35 responden. Jenis data yang dipakai adalah data primer. Model analisis data digunakan adalah analisis regresi linear berganda, dengan pengujian kualitas data digunakan adalah uji validitas dan uji reabilitas.Hasil penelitian menunjukkan bahwa secara parsial variabel efektivitas pengendalian internal, asimeti informasi dan implementasi tata pemerintahan yang baik good governance governance berpengaruh baik terhadap kecenderungan kecurangan akuntansi pada OPD Kabupaten Indragiri Hilir provinsi Riau. Hasil uji koefisisen determinasi (R2) sebesar 76% sedangkan sisanya 24% dijelaskan variabel lain.

Good governance has become an important factor in economic growth. Good governance will become one of the UN's Millennium Development Goals. This study aims to show whether indicators of good government governance can affect the economic growth of a country so that the country can control economic growth through its governance. The Economic Growth and The governance indicators which drawn by Worldwide Governance Indicators for 2015-2019. The study covered 73 countries and it adopted the panel data framework the fixed effect, the random effect and the maximum likelihood estimation techniques for the analyses. The results shows that the voice and accountability have negative effect. Variable government effectiveness and rule of law have positive effect. Meanwhile, the political stability, regulatory quality, and control of corruption variables had no effect on economic growth. The study suggest for further researchers to provide other variables and expand research time.

The School Literacy Movement (GLS) is a policy issued by the government to overcome the problem of education and improve the basic literacy abilities of students. SDN 6 Pekanbaru is one of the schools that has implemented GLS at the familiarization stage well. Therefore, this study aims to determine the basic literacy skills of students in low classes through the implementation of GLS in SDN 6 Pekanbaru. This study used qualitative research conducted through observation and interviews about the implementation of GLS and students’ basic literacy skills with teachers and students in classes I and II. The results showed that GLS was able to improve the phonetic abilities of students by achieving a very good level of the ability to read and pronounce combinations of letters. The increase of students' vocabulary comprehension ability was seen where most students were able to know the meaning of words and retell the contents of books with theme daily activities. From the research findings, it was concluded that GLS improved the basic literacy ability of low-class students at SDN 6 Pekanbaru.
