ABSTRACTAs a result of the spread of Corona Virus Disease 2019 (Covid-19) in the world which has an impact on increasing the number of victims and property losses and has implications for broad socio-economic aspects in Indonesia. Referring to the Presidential Decree the Ministry of Culture and the Republic of Indonesia (Kemendikbud RI) launched a learning program from home, then all educational institutions which included the Quality Berastagi University changed face-to-face learning with online-based learning. The current situation requires all students to adapt to the learning process, learning system changes until the Covid-19 emergency period ends. Online-based learning is a solution for learning to continue as usual during the Covid-19 emergency, one of the online-based learning media used at the University of Quality Berastagi precisely in the Sports Education Study Program is google classroom. The purpose of this study was to determine the level of student motivation using the google classroom learning media in advanced athletics courses. Data collection techniques using test results and student learning motivation questionnaire. The population in this study were all students of the Sport Education Study Program FKIP Berastagi Quality University who took advanced athletics courses, then the sample used total sampling which meant that all students would be sampled as many as 21 students. The results showed that the level of student motivation to use google classroom at the  Berastagi Quality University included in the high category (76,19%). ABSTRAKAkibat penyebaran Corona Virus Disease 2019 (Covid-19) di dunia yang telah berdampak meningkatnya jumlah korban dan kerugian harta benda serta menimbulkan implikasi pada aspek sosial ekonomi yang luas di Indonesia. Merujuk kepada Keppres tersebut Kementerian dan Kebudayaan Republik Indonesia (Kemendikbud RI) mencanangkan program belajar dari rumah, maka semua institusi pendidikan yang didalamnya termasuk Universitas Quality Berastagi merubah pembelajaran tatap muka dengan pembelajaran berbasis online. Situasi saat ini mengharuskan semua mahasiswa untuk beradaptasi mengikuti proses pembelajaran, perubahan sistem pembelajaran sampai masa darurat Covid-19 berakhir. Pembelajaran berbasis online merupakan sebuah solusi agar pembelajaran tetap berjalan seperti biasa selama masa darurat Covid-19, salah satu media pembelajaran berbasis online yang digunakan pada Universitas Quality Berastagi tepatnya pada Program Studi Pendidikan Olahraga adalah google classroom. Tujuan penelitian ini adalah untuk mengetahui tingkat motivasi mahasiswa menggunakan media pembelajaran google classroom pada matakuliah atletik lanjutan. Teknik pengumpulan data menggunakan tes hasil belajar dan angket motivasi belajar mahasiswa. Populasi pada penelitian ini adalah seluruh mahasiswa Program Studi Pendidikan Olahraga FKIP Universitas Quality Berastagi yang mengambil matakuliah atletik lanjutan, kemudian sampel mengunakan total sampling yang artinya seluruh mahasiswa akan dijadikan sampel penelitian sebanyak 21 mahasiswa. Hasil penelitian menunjukkan bahwa tingkat motivasi belajar mahasiswa dengan menggunakan google classroom di Universitas Quality Berastagi termasuk dalam kategori tinggi (76,19%).

The purpose of this study was to determine the level of student motivation using google classroom learning media in advanced athletic courses. Data collection techniques using learning outcomes tests and student motivation questionnaires. The population in this study were all students of the Sports Education Study Program FKIP Quality Berastagi University who took advanced athletic subjects, then the sample used total sampling, which means that all students will be used as research samples as many as 21 students. The results showed that the level of student learning motivation using google classroom at the University of Quality Berastagi was in the high category (76.19%).

<p>The Objective of study is to find  the result of the learning process of Adobe Flash as media on the course of <em>Pengembangan Media Pembelajaran </em>through E-Learning system at English education study program in University of Muhammadiyah Sumatera Utara. E-learning provides a set of tools to enrich the value of conventional learning model, studies of textbooks, CD-ROMs, and computer-based training. Students can answer the challenges of globalization. Research Method used descriptive method through qualitative approach. Method of research conducted qualitative. Sample of research were forth semester students of English education study program. E learning system of UMSU provided schedule of course, attendance check, discussion forum between a lecture and students, task file, exercises file integrated Moodle and google form, module e book of <em>Pengembangan Media Pembelajaran</em>, slide file presentation, all activities viewed past, present and future time. Adobe flash media learning English implemented by virtual for one semester. The students can be active teaching English using Adobe Flash, simple material for presentation. They were enthusiastic when learn Adobe flash as media leaning English.</p>

Perkembangan pandemi Covid-19 saat ini sangat mengkhawatirkan dimana terjadinya suatupeningkatan kasus corona khusus di Indonesia. Penelitian ini bertujuan untuk mengetahuidan menganalisis kebijakan yang diambil pemerintah dalam penanganan pandemi Covid-19serta langkah-langkah yang diambil pemerintah untuk menganggulangi dampak-dampak, terutama dampak dari segi ekonomi dan sosial akibat pandemi Covid-19. Metode penelitianhukum yang digunakan yakni metode penelitian hukum normatif. Adapun pendekatan yangdigunakan dalam penelitian ini adalah pendekatan perundang-undangan dan pendekatankonseptual. Penelitian ini berlandaskan pengaturan perundang-undangan yang mengaturmengenai penanganan dan penganggulangan pandemi Covid-19 serta analisis atas konseppenetapan peraturan perundang-undangan tersebut. Hasil dari penelitian ini adalah dalamrangka penanganan Covid-19, berawal dari pemerintah tmengeluarkan kebijakan tentangPembatasan Sosial Berskala Besar yang merujuk pada Undang-Undang Nomor 6 Tahun2018 tentang Kekarantinaan Kesehatan. Peraturan pelaksanaannya yaitu PeraturanPemerintah Nomor 21 Tahun 2020 tentang Pembatasan Sosial Berskala Besar, sertaKeputusan Presiden tentang Kedaruratan Kesehatan sampai dengan saat ini pemerintah telahmengeluarkan kebijakan PPKM yang dimana dilakukan secara berkala. This study aims to identify and analyze thepolicies taken by the government in handling the Covid-19 pandemic and the steps taken bythe government to mitigate the impacts, especially the economic and social impacts of theCovid-19 pandemic. The legal research method used is the normative legal research method. The approach used in this research is a statutory approach and a conceptual approach. Thisresearch is based on the legislation governing the handling and handling of the Covid-19pandemic as well as an analysis of the concept of establishing these laws and regulations. The results of this study are in the context of handling Covid-19, starting with thegovernment issuing a policy on Large-Scale Social Restrictions which refers to Law Number6 of 2018 concerning Health Quarantine. The implementing regulations are GovernmentRegulation Number 21 of 2020 concerning Large-Scale Social Restrictions, as well as thePresidential Decree on Health Emergencies. Until now, the government has issued a PPKMpolicy which is carried out regularly. ABSTRACTSupervise the government as the provider of public services to carry out their duties and authorities under applicable regulations. Large-Scale Social Restrictions are restrictions on certain activities in an area suspected of being infected with Corona Virus Disease 2019 (COVID-19), which causes the quality of public services to be disrupted. The Ombudsman has the task of supervising the implementation of shared services organized by state or government officials and private or individual bodies assigned the task of providing services according to minimum service standards as a benchmark for service delivery and assessing the quality of services to the community. The research method used is normative juridical research with a conceptual approach (Statute Approach).The results of this study are large-scale social restriction policies through the Mayor of Tarakan Regulation Number 17 of 2020, restrictions on activities outside the house such as the implementation of learning at schools and/or other educational institutions, Work From Home (WFH), religious movements in houses of worship, activities in public places, social and cultural activities and Mandatory rapid tests for those using Sea and Air transportation modes, and providing social assistance to communities affected by COVID-19. Ombudsman's supervision of public services during the COVID-19 pandemic in Tarakan City, namely by conducting coordination and control and cooperation with state and private officials as well as community or individual organizations, opening an Online Complaint Post for COVID-19 Affected Persons. Also, conduct unannounced checks to improve public services in the City of Tarakan. Based on the supervision, the receipt of reports on suspicion of maladministration and the Ombudsman's investigation results are subject to examination. Suppose it is proven that it has committed maladministration in public services, the Ombudsman of the Republic of Indonesia can take corrective action and provide recommendations/suggestions to state administrators to improve the quality of public services. Keywords: Surveillance; Ombudsman; Public Service; COVID-19 Pandemic

The purpose of this research is to find out the online learning process of students of the Institute of Teacher Sciences of the Republic of Indonesia Pontianak, especially the Indonesian Language and Literature Education Study Program 2021 in the Learning Media course. This research was conducted in one semester. The methods in this study used descriptive methods. The subject of this study was a grade A morning 4th semester student. Data sources are collected from Students. Data collection techniques are interviews, questionnaires, and document studies. The data is analyzed using critical analysis. The results showed that the use of Whatsapp application in the online learning process has a varied influence and difficulty level of students. Based on the results of interviews with students it is known that the online learning process using the Whatsapp application is very petrifying and effectively used in the Online learning process. Similarly, the results of the poll students showed 82.3% results for the learning process, the data analysis can be concluded that the online learning process using whatsapp application is highly recommended and worthy to be used in the online learning process during the Covid 19 Pandemic. Abstrak Tujuan dari penelitian ini adalah untuk mengetahui proses pembelajaran daring  mahasiswa Institut Keguruan Ilmu Pendidikan Persatuan Guru Republik Indonesia Pontianak khususnya Program Studi Pendidikan Bahasa dan Sastra Indonesia 2021 dalam mata kuliah Media Pembelajaran. Penelitian ini dilakukan dalam satu semester. Metode dalam penelitian ini menggunakan metode deskriptif. Subjek penelitian ini adalah mahasiswa kelas A Pagi semester 4. Sumber data dikumpulkan dari Mahasiswa. Teknik pengumpulan data adalah wawancara, angket, dan studi dokumen. Data dianalisis dengan menggunakan analisis kritis. Hasil penelitian menunjukkan bahwa penggunaan aplikasi Whatsapp dalam proses pembelajaran daring memiliki pengaruh dan tingkat kesukaran yang bervariasi dari mahasiswa. Berdasarkan hasil wawancara dengan mahasiswa diketahui bahwa proses pembelajaran daring menggunakan aplikasi Whatsapp sangat membatu dan efektif digunakan dalam proses pembelajaran Daring. Begitu juga dengan hasil angket mahasiswa menunjukkan hasil 82,3% untuk proses pembelajaran, analisis data tersebut dapat disimpulkan bahwa proses pembelajaran daring menggunakan aplikasi Whatsapp sangat disarankan dan layak untuk digunakan dalam proses pembelajaran daring selama Pandemi Covid 19. This paper aimed to identify faculty perceptions of VLEs and their students&rsquo; attitudes towards e-learning in the time of the pandemic. Towards this aim, the researcher used two surveys in a descriptive study to collect data from 47 EFL instructors and 103 students regarding a variety of constructs about e-learning effectiveness and attitudes, especially in the Corona virus time. Results indicated that the instructors&rsquo; perceptions of the Blackboard LMS were greatly positive as to establishing efficient teacher-students&rsquo; communication, facilitating students&rsquo; comprehension, boosting up their instrumental motivation, engaging them in active, interactive learning, and creating instructor-students&rsquo; rapport. The students&rsquo; attitudes survey revealed that, overall, students had positive attitudes towards using Blackboard LMS during the pandemic due to convenience of use, platform availability, system quality and quality of e-learning over Blackboard. Other reasons include users&rsquo; personal factors such as their satisfaction tendency, their self-confidence initiated by the VLE of Blackboard, their enjoyment of learning in this medium, the interesting and useful learning activities and tools as well as their staying safe in this mode of learning in the pandemic time. Other factors identified include the learners&rsquo; willingness to continue learning via Blackboard and their expectation that full-time learning online would replace traditional face-to-face learning. The study concludes that teachers&rsquo; and students&rsquo; perceptions and attitudes towards VLEs, with particular reference to Blackboard, could be valuable to faculty and institutions in their quality assurance efforts and the development of promising online courses and programs in EFL to satisfy the needs of students. Eventually, the study discusses suggested improvements and implications for e-learning on the Blackboard Lean platform as perceived by students and teachers alike to protect students through online education as an alternative to traditional education during the Corona Virus Disease 2019 (COVID-19) in present and future waves of the pandemic.

Large-scale Social Limitation (hereinafter referred to as PSBB) is one form of concern. The government and local governments are Pendemic throughout Indonesia and the world, namely Pandemic Corona Virus Disease (Covid-19). Bogor Regency, which is one of the buffer cities of the Republic of Indonesia, is an area that is quite vulnerable in spreading the Corona virus. Why? because many DKI Jakarta employees / laborers live in Bogor Regency, whose mobility is very high. With the birth of Regent Regulation No. 16 of 2020 concerning Implementation of Large- Scale Social Restrictions in Handling COVID-19 in order to conserve the use of Covid 19. The purpose of this study is to analyze the Implementation of Large Scale Social Limitation Policies in the Government of Bogor Regency. This research method uses Qualitative Methods with Literature Study research methods. (Huberman, Miles, 1994). The technique of inviting data is by searching Scientific Journals, Online Mass Media, Legislation and Books. The technique to determine Online Media by Pusposive, while for data analysis using Nvivo 12 Plus. Test the validity of the data by testing the data source. The results of the study show that the implementation of the Large-Scale Social Limitation Policy in the Bogor District Government has not yet proceeded, starting from the clash of authority between the Central Government and the Regional Government so that it cannot make improvements, and many more are in accordance with the provisions of Covid-19 and its distribution. AbstractThe aim of the research is to offer novelty regarding the constitualism of the Government Regulation in Lieu of Law regarding Covid-19 which has now become a Law. This study uses a normative research method, with a focus on solving issues (problems) based on legal principles, legal rules, as well as on recognized legal expert opinion or doctrine. Through this research, the researcher offers that the perppu which has now become a law must be declared invalid or revoked because it is unconstitutional. As is well known, the Government issued Government Regulation in Lieu of Law Number 1 of 2020 concerning State Financial Policy and Financial System Stability for Handling Pandemic Corona Virus Disease 2019 (COVID-19) and / or in the Context of Facing Threats that Endanger the National Economy and / Or Financial System Stability, on March 31, 2020 (now Law Number 2 of 2020, on May 18, 2020). In Article 27 paragraph (1), paragraph (2), and paragraph (3) it is stated that there are parties who have "privileges", namely obtaining legal immunity from all actions they take on the basis of implementing the Covid Perppu. Of course this is a problem, because as a rule of law, Indonesia must provide justice in the form of equal treatment before the law or equality before the law to society without exception. This is stated in Article 27 paragraph (1), Article 28D paragraph (1), and Article 28I paragraph (2) of the 1945 Constitution of the Republic of Indonesia. Seperti diketahui, Pemerintah mengeluarkan Peraturan Pemerintah Pengganti Undang-Undang Republik Indonesia Nomor 1 Tahun 2020 tentang Kebijakan Keuangan Negara Dan Stabilitas Sistem Keuangan Untuk Penanganan Pandemi Corona Virus Disease 2019 (COVID-19) Dan/Atau Dalam Rangka Menghadapi Ancaman Yang Membahayakan Perekonomian Nasional Dan/Atau Stabilitas Sistem Keuangan, pada tanggal 31 Maret 2020 (sekarang menjadi Undang-Undang Nomor 2 Tahun 2020, pada tanggal 18 Mei 2020). Dalam Pasal 27 ayat (1), ayat (2), dan ayat (3) disebutkan bahwa ada pihak-pihak yang mendapat “keistimewaan”, yaitu mendapat kekebalan hukum dari segala tindakan yang dilakukannya atas dasar pelaksanaan perppu covid tersebut. Tentu itu menjadi masalah, karena sebagai negara hukum, Indonesia harus memberikan keadilan berupa perlakuan yang sama didepan hukum atau equality before the law kepada masyarakat tanpa terkecuali. Hal tesebut tercantum dalam Pasal 27 ayat (1), Pasal 28D ayat (1), dan Pasal 28I ayat (2) Undang-Undang Dasar Negara Republik Indonesia Tahun 1945. Sehingga, Perppu yang kini telah menjadi undang-undang tersebut bertentangan dengan Konstitusi, sehingga harus di batalkan atau dinyatakan tidak berlaku.

The 2019 corona virus disease (Covid-19) outbreak which has hit the world, presents its own challenges for educational institutions, especially elementary schools. Through the Ministry of Education and Culture, the Government has prohibited educational institutions from implementing face-to-face (conventional) learning and ordered to organize online learning. The implementation of this system automatically encourages education actors to be ready for implementation, even though so far several schools have never conducted learning with an online system. Through this research, the researcher wants to analyze how effective the learning system is from the point of view of the educator. The sample of this research is teaching staff at the elementary school level. The instrument used was a questionnaire distributed online using the ms.form link. Online learning that is not properly prepared will have an impact on the effectiveness of teaching by educators, as well as the acceptance of students for online learning because of the very diverse abilities of acceptance of the material and delivery of educators.
