The article grounds the role of the qualitative interaction of a practical psychologist of an educational institution with a teacher as a subject of the educational space in the conditions of updating the educational system in accordance with the requirements of the time. There have been determined the problem areas for building effective professional activity of a teacher who is the agent of creating a developing and safe educational space for an educational institution and the effectiveness of educational reform. The necessity of psychological accompaniment of the teacher's activity dealing with conscious changes of his or her attitude towards their own profession has been shown as well as towards their own pedagogical experience, stereotypes and traditions formed over the years. Actual here is the need to develop a psychological readiness for independent thinking, the ability to rethink the existing knowledge and the forms and methods of its presentation, the development of flexibility and breadth of views, the active development of new values and conditions for social interaction. It has been noted that the qualitative realization of the main goal of a practical psychologist’s activity – that is the assistance in creating a psychologically comfortable and safe educational space – is possible thanks to systematic work not only with individual students but by concentrating on work with pedagogical staff; the teacher creates, changes and constructs a comfortable and safe educational space. The necessity of formation in such conditions of the psychologist’s readiness to direct and constant cooperation with the teacher for solving the existing problems has been grounded. It is shown that in this context it is important to develop methods for the work of a psychologist with a teacher and purposeful practical training of psychologists in higher educational institutions for such work.

The defining role of analytical research of personnel training processes for the transport industry is indicated. In particular, the possibility of using the vicious Knall’s circles to identify problems in the development of transport education is investigated. The traditional functionality of the Knall’s circles has been expanded to the study of the mechanisms of positive development of the research object. Two types of models for describing these processes are proposed and analyzed, taking into account both additive and multiplicative effects of development. Using concrete examples, the methodology for constructing various types of process models, selecting the optimal type of model and predicting development is shown. A systematic approach to the study of transport education is also proposed to be implemented using the tools of cenological analysis, which takes into account all participants in the personnel training system in the industry. The scientific and educational values of transport education allow us to determine the completeness and stability of the educational system, the direction of development (degradation, positive development of the system), the role and place of an individual educational institution in the personnel training system. The article states that the existing changes in the Ukrainian society, both in economic and political spheres, influence the algorithm of formation of new relations between the state, its institutions and civil society. It is underlined that the day-to-day interaction of the authorities and the society plays the role of the key to the political stability and development of each state since the existing problems of the development of the Ukraine cannot be solved without the support of the civil society. Displayed obstacle also applies to civil society institutions. A system analysis of the role of civil society institutions in the process of preventing corruption in state and local self-government bodies has been carried out with the help of a number of doctrinal, theoretical and specific practical problems resolving. It is pointed out that the expediency of the problem of assimilation of civil society institutions in the realm of the subjects of corruption prevention is substantiated by a number of factors, the main among which is the low effectiveness of the modern methods of corruption offenses counteraction, evidenced by the persistent increase in the number of corruption episodes. This task is impossible without actualization of the national legal system. It is noted that the current condition of the legal doctrine, in the context of the study of determinants that cause inappropriate level of effectiveness of day-to-day activity of civil society institutions, is characterized by considerable invariance and, at times, contradictory concepts. It has been found that in order to form a systematic and effective mechanism for implementation of progressive international experience in the professional activity of civil society institutions there is a need to structure the existing concepts in the administrative-legal dimension of the organization of their activity that will provide actual methods to outline ways of solving these tasks in the format that have already been tried by the international community.
