The article defines pedagogical conditions of formation of stage-shaped culture in the process of vocal preparation. The important pedagogical condition is described in detail: stimulation of creative self-realization of future teachers of musical art in socio-cultural vocal activity. The main forms and methods of formation of a scenic culture according to the determined pedagogical condition are characterized, the purpose is determined, the essence of concepts is revealed and their influence on the improvement of professional training of future teachers of musical art is determined. The main tasks of the paper are to analyse the state of the problem under study in pedagogical theory and practice; definition of the pedagogical conditions that are most expedient and effective for the formation of stage-shaped culture in the process of vocal training, namely: strengthening the humanistic function of the content of vocal training on the basis of the implementation of the value meanings of musical art; the inclusion of interactive methods in the process of vocal training for future teachers of musical art; stimulation of creative self-realization of future teachers of musical art in socio-cultural vocal activity.

Catur Purusa Artha Lens of Deconstruction Equitable Tax Definition. The study aims to deconstruct the definition of tax with Catur Purusa Artha (CPA) lens. Research using postmodern paradigm focused on modernity disagreement of tax definition based on act. Tax definition for the result of deconstruction namely Dharma in the form of funds contribution that conducted sincerely from individual’s or entity’s Artha to the state which will be distributed based on Kama for the purposes of the state for the welfare of the people. The essence of the deconstruction definition provide a sense of equitable and stimulation of tax compliance.

Abstract The problem of professional training of teachers in foreign countries in terms of intercultural interaction of educational space objects has been studied in the paper. It has been stated that the current stage of human civilization development which is defined as the transition to a knowledge society, is characterized by qualitatively new requirements to the development of education. It has been noted that despite some cultural-and-historical differences in the development of Ukraine and countries of the European Union, functional similarity of national systems of teachers’professional training enables the usage of European experience in future teachers’ training. The role of teachers in the modernization of European education has been emphasized. It has been stated that in the professional training theory and practice significant experience has been accumulated which can form the basis for modernization of future teachers’ training for intercultural interaction of the educational process objects. Major trends in this area have been revealed. Scientific approaches and paradigms have been defined. Much attention is focused on the fact that a set of methodological approaches to the problem of teachers’ professional training has allowed to distinguish personality-centered and activity approaches as main ones for solving research problems. It has been noted that the reason for scientists’ special attention to the category of educational activities is the development of problems related to organizing cross-cultural educational process that helps students to get knowledge about other cultures, to determine the common and special features in traditions, lifestyle and cultural values of peoples, to bring up youth in the spirit of respect for systems of other cultures. Much attention has been paid to the concept of educational support which is a humanistic way of interaction of a teacher with students on the basis of expansion and deepening student-centered and developmental paradigm of education which is based on internal freedom and creativity of the individual, real humanism and democracy.

The conceptual foundations of the theory and practice of the professional formation of the personality in the system of special education are substantiated. The essence of the given training is considered in various ways, on the basis of which its qualitative and classification characteristics, levels and systemic and structural components are determined; the content, organizational and pedagogical conditions and criteria for assessing the levels of formation of these components aredefined.The following components of professional training are defined: professional and motivational, cognitive and competence, operational and active, productive and reflexive. It is indicated that the given structural components are interrelated, interdependent and complementary to each other. Theoretical paradigm is scientifically substantiated, the structural-functional, organizational-didactic model of the system of professional training in the field of special education is developed and tested and the dynamics of the formation of its components according to the results of the implementation of this system is highlighted. Particular attention is paid to finding and developing of the optimal set of methods of its providing, developing programs and definition of developed program’s efficiency. The practical results of scientists’ work in defining spheres are analyzed. The results of the experimental study of the components of the professional readiness to work on a specialty are highlighted. The prospects for further research in the context of improving professional training in the field of special education are outlined.

Introduction. The article examines the nature and essence of patriotism and friendship of peoples, their crucial role for the life of the Russian Federation. Over the past decades, radical changes have taken place in the political system of Russia, its social and ethnic structure, and a heterogeneous ethno-confessional society has been formed. The author shows that patriotism and friendship of peoples are the most important determinants, specific properties necessary for the integration of our multinational federation ensuring order and stability in the country, its sustainable and dynamic development, the gradual formation of new supra-ethnic and supra-confessional values, and general cultural identity. Methods. The combination of applying methods and approaches is the key to studying the theory and practice of patriotism, recognizing its procedural nature, unity and opposition in the activities of the state and society, the interests of the government, political parties and social groups. The use of the polyparadigmatic methodology in studying the nature and essence of patriotism, in particular, the activity and civilizational approaches, the synergetic method, dialectic categories made it possible to determine the complexity and continuity of the formation of patriotism and patriotic work, to reveal dynamism and conflict, general and special features in them. Analysis. Studying the real state of Russian society points to the weakness of systemic activities of patriotic education, preserving and strengthening the unity and friendship between nations. The lack of a common goal problematizes the search for a common patriotic idea, new foundations for Russian civilization, the common existence of nations, the construction of a welfare state and a harmonious society. Results. The article reveals inadequacy of the declared ideas of patriotism and friendship of peoples to the policy and practice of implementing neoliberal values and the priority of individualism. The author shows that the process of further fragmentation and stratification, alienation and separation of people according to racial, national, ethnic, cultural, religious, confessional, generational, professional and other characteristics continues in society. The transition of already atomized individuals from the ethnic mentality and national behavioral stereotypes to a single patriotic goal – the all-Russian identity – is formal. Today, the activity on the formation of patriotism and patriotic attitudes of consciousness does not affect the deep, essential foundations of society, is of a festival and manipulative nature, and in many respects concerns only the military sphere, tourism and sports. The notes mentioned create significant difficulties in understanding the idea of the common welfare, genuine and false in patriotism, the definition of objective interests of the state, authority and society, social groups and individual elites. Modern globalization inevitably involves taking into account the national interests of Russia, the search for optimal forms of interconnection of civilizational and universal principles.

The article reveals the peculiarities of creative-performance training of a future teacher of musical art; analyzes the definitions of «creativity» and «performance»; proves the expediency and effectiveness of composer-performer activity in the formation of author ability, ability of a future specialist to self-expression and self-actualization in his own work. Music performance is undoubtedly a creative process, and creativity involves the creation of new products and does not exist without performance. Thus, creative-performance training of future teachers of musical art becomes significant and innovative, as it is based not only on the ability to creatively perceive, perform and interpret musical works (instrumental, vocal, choral), to express themselves in performing activities (co-creation), but also assumes the ability of future teachers to self-create, to be both the author and performer of their own work. The meaning of professional training, its qualitative characteristic is the creative and performing training of the future teacher of musical art, which is due to the theory and practice of musical education, the originality of musical and pedagogical activity and consists in solving pedagogical problems by means of musical art, is aimed at developing a personality capable of self-expression and self-realization, capable of perceiving new knowledge and experience, organizing the conditions necessary to express its subjectivity, uniqueness, unique essence.In the complex process of creative-performance activity based on artistic perception-interpretation, design of artistic image, musical work - to its creative presentation the self-expression and self-actualization of future specialists is carried out. This process implies self-realization of own forces, abilities, talents, opportunities, disclosure of all reserves of creative activity of personality, the whole complex of individual-personal qualities, objectification of essence forces in own production, various social activity, leads to transformation of personality into a subject of own life and profession.

The article is based on a review of scientific and methodological literature, it analyzes the existing models of future teachers’ professional training for tutoring. The aim of the article is to design a model of future teachers’ professional training for tutoring in the information and educational environment of the institution of higher education. As a result of scientific analysis, carried out on the basis of a systematic approach, theory and practice of tutoring, training for tutoring in Ukraine and abroad, the components of training for tutoring have been identified (target, philosophical, theoretical-methodological, informative-processual, criteria-evaluative, resultative). Each component of the designed model has its implementation in the information and educational environment. This model is a set of information and communication technologies (distance learning technologies, general purpose ICT and ICT for tutoring support), which are integrated into the educational process.

The aim of the article is to actualize the integration of different arts in the process of forming the interpretive competence of future teachers of choreography, based on the functional model of art, namely its hedonistic, aesthetic, cognitive, educational, social-transforming and information-communicative functions. The process of interpretation of the artistʼs creative concept in the plane of choreographic art is determined by the ability of the teacher-choreographer to integrate the universal artistic heritage. At the heart of any movement there is always a relationship with the musical accompaniment, which is due to the synthesis of the concept of composer and choreographer. In turn, due to the general canons of world art, each choreographic pose gives a stylistic color to the composition. The design of scenery and costumes is based on the tendencies of artistic creativity, and drama is based on the functional canons of the theatrical act.The methodology of integration of different types of arts in the process of professional training is based on the syntheticity of the categorical apparatus of art and the sensualism of human perception. The process of integration is considered in terms of the application of pedagogical principles and methods of synthesis of universal cultural heritage. The article presents an analysis of the scientific literature on the definition of “integration”, “integration classes”, pedagogical principles of “integration of different arts in the process of professional training”. It is proved that the integration of musical, artistic and theatrical arts plays a crucial role in the process of forming the interpretive competence of future teachers of choreography and determines the positive dynamics of the development of creative abilities.

Objetivamos analisar, a partir de estudos bibliográficos, as relações sociais capitalistas, Estado ampliado e formação humana a partir do pensamento de Antonio Gramsci. Fizemos um estudo bibliográfico a partir do referencial teórico de Gramsci e de seus principais intérpretes. O estudo revelou, que para Gramsci, o Estado não é visto como algo monolítico, sem contradições internas. As frações do bloco no poder estão presentes no Estado, nos seus aparelhos e órgãos e na definição de políticas. As contradições que os acompanham também se apresentam no Estado. Assim, o Estado é um campo de disputas entre as classes fundamentais pela conquista da hegemonia. A escola unitária, promovendo a formação humana onilateral é fundamental para as classes subalternas na construção da nova hegemonia e, por sua vez, de um projeto alternativo de sociedade e de educação. Na escola unitária se realizará a união entre trabalho intelectual e manual, teoria e prática, formação profissional e formação geral, o especialista e o político, preparando as classes subalternas para as funções de direção, de governante, de especialista e de direção política, colocando-as em condições de dispor do Estado a serviço do bem comum.Palavras-chave: Gramsci. Formação humana. A proposal of human formation as a field of dispute for the enlarged state within the capitalist system: gramscian notes.ABSTRACTWe aim to analyze, from bibliographical studies, the capitalist social relations, expanded State and human formation based on the thought of Antonio Gramsci. We outlined a bibliographical study based on Gramsci’s theoretical background and his main interprets. The study disclosed that, for Gramsci, the State is not seen as something monolithic, without any internal contradictions, the fractions of the block in power are present in the State, in its apparatuses, organs and in the definition of policies. The contradictions that follow them also appear in the State. Thus, the State is a fi eld of disputes between the fundamental classes for the conquest of hegemony. The unitary school, promoting the unilateral human formation, is fundamental for the subaltern classes in the construction of the new hegemony and, on the other hand, an alternative project of society and education. In the unitary school will happen the union between intellectual and manual labor, theory and practice, professional and general formation, the specialist and the political, preparing the subaltern classes for the functions of management, of governor, of specialist and of political direction, placing them in conditions of disposing the State and in order to common good.Keywords: Gramsci. Las fracciones del bloque en el poder están presentes en el Estado, en sus aparatos y órganos y en la definición de políticas. Las contradicciones que los acompañan también se presentan en el Estado. La escuela unitaria, promoviendo la formación humana omnilateral es fundamental para las clases subalternas en la construcción de la nueva hegemonía y, a su vez, de un proyecto alternativo de sociedad y de educación. The notion of "military danger, military threats, military and non-military measures to Parry, and other definitions from the policy of the State to ensure the military security of the now widely used in journalism, conceptual, other documents and research. The attentive reader it is not difficult to notice the ambiguity in the interpretation of these concepts. This makes it difficult to not only the perception of the relevant topics for ensuring military security publications, but also the development of the theory and practice of ensuring the defence and security of the State. The author's view on the essence of the reasoning logic of non-military measures to counter military threats, as the ultimate goal of the article is the following.First the task of analyzing the concept of "national security", "object of national security" and understand the functions of the State, society and the individual to ensure national security. Decomposition of an object of national security, which is "national property" (the content of the concepts described in the article) has made it possible to substantiate the basis for classification of national security threats and with better understanding of the nature, variety, Genesis. This provided a rationale for the role and the place of the tasks ensuring military security in the common task of ensuring national security, the correlation of military and non-military threats.The final phase of the research, the results of which are set out in the article is devoted to analysis of military threats, which made it possible to identify their main structural elements: source, media, military-political and strategic nature, install the main factors defining the content of these elements and their interaction. Based on these results, the proposed definition of the essence of non-military measures for counteracting of military threats, as well as guidelines for developing these measures.

Introduction. As a result of the Russian legal reform, a new legal system was formed; an important feature of which is the power of a lawyer to interpret various forms of national and international law implemented by the state. The scientific understanding of the interpretation of the law has significant gaps which make it difficult to apply in practice. Theoretical basis. Methods. The theoretical basis of the study was the work of Russian and foreign scientists on the interpretation of law. Research methods were as follows: systematic, historical, formally logical, comparative approaches, interpretation of legal and philosophical ideas. Results. The article presents the author’s opinions on problematic issues of the theory and practice of interpretation of law, which are the subject of constant attention of legal scholars, law-makers and law enforcement agencies. The author justifies the need to adopt a special law on normative legal acts, which should give a legal definition of “interpretation of law”, establish a procedure for the interpretation of law, fix the range of subjects of interpretation and other important scientific and applied issues. Discussion and Conclusion. The term “interpretation”, in modern legislation, is used to address the issue of official clarification and explanation of the content of norms and principles of international law employed in developing a multi-level system of forms of national and/or international law, which is then implemented by the state. Other interpretations of the law, referred to as doctrinal, ordinary, professional, etc, can be called a conditional interpretation of the law. Using scientific conclusions about the dialectical relationship of law with philosophy and sociology, history and politics, economics and ideology, etc, the author came to conclusion that there is a need to adopt a special law on the interpretation of law.
