This research is aimed to design the accurate strategy to be implemented in integrated Sukarara Tourism village development and marketing according to the village environment condition and to identify which strategy that has to be prioritized by the government and local participants. Data that used in the research are primary and secondary data. Primary data were mainly obtained by interviewing the local stakeholder, while secondary data were taken from library study and government data. Result of this research suggested the main strategy that can be implemented in developing and marketing Sukarara tourism village are develop the alternative tourism attraction while still maintain the songket weaving as main appeal of the village by preparing the new design which more interesting to the visitor, prepare the internet promotion, organise the local people as culture tourism guide and arrange the village spatial design.

This research aims to analyze the Implementation of Village Financial System (SISKEUDES)  towards the government organization in Suwaan Village Kalawat Subdistrict North Minahasa Regency. This research using qualitative research approach as using primary data, which were in the form of interview and secondary data. The informants are the village head, the village secretaries, and the head of village government affairs. The result showed that : (1) The implementation of Village Financial System in Suwaan Village has running well (2) The procedure of SISKEUDES utilization done by 4 stages which are : Planning, Implementing, Administrating, and Reporting (3) Village Financial System has been giving the positive influence towards the performance of each employee. Therefore, Village Financial System holds an important role upon village government that impact directly by the employee of village. This is as accordance with the purpose on the implementation of Village Financing System which is to assist the work of villagers’ employee.Keywords: Village Financial System, Village Government

ABSTRAK Penelitian ini bertujuan untuk menganalisis efektifitas kegiatan pemberdayaan ekonomi masyarakat pesisir yang telah dilakukan oleh pemerintah provinsi Banten, sehingga dapat mengetahui model pemberdayaan ekonomi paling efektif bagi masyarakat pesisir di Provinsi Banten. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif, dengan lokasi penelitian di Desa Lontar Kecamatan Tirtayasa, Kabupaten Serang dan Desa Citeurep, Kecamatan Panimbang, Kabupaten Pandeglang. Penentuan informan dilakukan secara purposive sampling. Data primer penelitian ini diperoleh dari wawancara mendalam dan observasi. Data sekunder diperoleh dari studi literatur dan dokumentasi. Hasil penelitian ini menunjukkan bahwa terdapat perbedaan karakteristik nelayan antara desa Lontar dan Citeurep. Ada perbedaan jenis pemberdayaan di kedua desa. Ada perbedaan komoditas pada kedua kelompok nelayan. Di Desa Lontar, jenis komoditas yang dihasilkan lebih bervariasi, perikanan tangkap, bandeng dan budidaya rumput laut dan usahatani rumput laut. Sedangkan di Desa Citeurep komoditi hanya menangkap ikan. Dalam perspektif kelompok, nelayan di Desa Lontar lebih terorganisir daripada nelayan di Desa Citeurep. Model pemberdayaan relatif yang dapat diterapkan pada dua kelompok nelayan tersebut adalah dengan Model Pendekatan Kelompok Berbasis Regional dengan mempertimbangkan karakteristik masyarakat yang ada di daerahnya masing-masing. Pola pemberdayaan yang paling tepat adalah pola pemberdayaan yang melibatkan seluruh pemangku kepentingan yang menggunakan skema kemitraan seperti: peran pemerintah daerah, perguruan tinggi, DPRD, dan swasta / perusahaan.   Kata kunci: pemberdayaan pesisir, kesejahteraan, kelompok nelayan   ABSTRACT This study aims to analyze the effectiveness of economic empowerment activities of coastal communities that have been done by the government of Banten province, thus to find out the most effective model of economic empowerment for coastal communities in the province of Banten. Metode used in this study is qualitative descriptive, with research sites in the village of Lontar sub District Tirtayasa, Serang Region and Citeurep Village, Panimbang sub District, Pandeglang Region. Informant's determination is done by purposive sampling. Primary data of this research is getting from indepth interview and observation. Secondary data getting from by literature study and documentation. The results of this study indicate that there are differences in the characteristics of fishermen between Lontar and Citeurep villages. There are differences in type of empowerment in both villages. There is a difference of commodities in both groups of fishermen. In Lontar Village, the types of commodities produced are more varied, capture fishery, milkfish and Sea Weed cultivation and seaweed farming. While in Citeurep Village the commodity is capture fish only. In group perspective, fishermen in Lontar Village are more organized than the fishermen in Citeurep Village. The relative empowerment model that can be applied to the two groups of fishermen is with the Regional-Based Group Approach Model taking into account the characteristics of the community that exist in their respective regions. This research aims to provide insight to the village authorities about the problems that plagued the village related to accounting and financial management of the village Fund. Research conducted in the village of Sungai Gelam Sub River Gelam Muaro Jambi Regency. Types of data used in this research is the primary data and secondary data. The method of data collection is carried out triangulation (combined), namely in the form of observations (observation), interview (interview), the library (library reaserch), and documentation (documentation). This research is descriptive research using qualitative approach with an analysis of inductive or qualitative in nature. This research seeks mendiskripsikan a clear picture of the phenomena that occur in the application of accounting and financial management of the village. The results showed all transactions that originate from the village Fund Allocation has been recorded using a recording system of accountancy assisted by computer using the Microsoft Excel program. Mechanism of liquefaction of sources of income of the village, including the allocation of Funds that were in accordance with the rules of Regent Muaro Jambi Number Number 17 in 2015 about an Ordinance Division and assignment details the village Fund. The stages of preparation of the financial management of the allocation of the funds of the village starts from planning, deployment, and accountability and reporting have been referring to the Regulations the Regents Muaro Jambi 2015 15 years of Regulatory Guidelines for financial management of the village. To overcome the obstacles faced in the implementation of accounting and financial management of the allocation of funds in the village of Sungai Gelam village development activities against mainly sourced from the village Fund Allocation minimal Socializing, parties should the Government further promotes the village to the community about the latest programs and provide a grace period to understand about the new programs. The role of the community is necessary for the two sides to the good Government of the village as well as the society for mutual cooperation, provide motivation, and knowledge toward the critical role community as trustees so that it can create positive feedback. Coaching through guidance-guidance techniques specifically and routinely socialization can be done to improve the skills of Human Resources in understanding the accounting and record-keeping system for financial management of the allocation of Funds.

This research is motivated by the construction of the Barambang Tamairang road, Muara Sikabaluan Village, which was built in 2015 and approximately 6 km. Road measurements to be made for the construction of roads on agricultural land owned by the community with an agreement will be compensated for the community’s land with an agreement during a meeting at the village hall. The problem in the construction of the Barambang Tamairang road is that not all compensation has been resolved by the government. The purpose og this study is how the pattern of land compensation of the Barambang Tamairang road, Muara Sikabaluan Village, Mentawai Island Regency. The theory used in this research is the Exchange theory put forward by Peter Michael Blau. The method used in this study is a qualitative approach with a descriptive type to describe the problem under study. Retrieval of informant by purposive sampling with a total of 12 informant. There are two types of data in this study, namely primary data and secondary data. The research data was collected using observation, interview, and document study techniques. Data analysis was performed by collecting data, reducing data, presenting data and drawing conclusions with this research unit’s analysis group. Based on the results of research conducted, found in the process og land compensation in the construction of the Barambang Tamairang road, Muara Sikabaluan Village, Mentawai Island Regency: (1) Deliberation of Consensus, (2) Pattern of money compensation.

ABSTRAKPemerintah dalam upaya pembangunan nasional terutama dalam aspek sumber daya manusia, pemerintah menerbitkan UU nomor 40 tahun 2004 tentang sistem jaminan sosial nasional (SJSN) dan UU nomor 24 tahun 2011 tentang badan penyelenggara jaminan sosial (UU BPJS). Sehingga pemerintah membentuk BPJS kesehatan, diharapkan agar seluruh warga negara Indonesia mendapat jaminan sosial kesehatan. Akan tetapi didalam masyarakattimbul persepsi-persepsi dalam program yang digalang oleh pemerintah ini, yang mana persepsi tersebut dapat mempengaruhi minat masyarakat untuk mendaftar menjadi peserta BPJS. Berdasarkan hal tersebut peneliti mengulas dengan melakukan penelitian mengenai “Partisipasi Masyarakat dalam Implementasi Kebijakan Publik tetang BPJS Kesehatan di Kelurahan Purwosari Kecamatan Purwosari Kabupaten Pasuruan”. Berdasarkan hal tersebuttujuan penelitian ini adalah untuk mengetahui seberapa besar partisipasi masyarakat dalam implementasi kebijakan mengenai BPJS kesehatan ini beserta apa hambatan dan solusinya.Adapun lokasi penelitian ini adalah di kantor cabang BPJS kesehatan kabupaten Pasuruan dan di kelurahan Purwosari kabupaten Pasuruan. Dengan sample penelitiannya adalah 3 (tiga) orang dari pihak BPJS kesehatan cabang Pasuruan dan 5 (lima) orang dari masyarakat kelurahan Purwosari. Alat pengumpul data yang di gunakan adalah berupa data primer dan data sekunder. Teknik analisa data yang digunakan adalah kualitatif. Hasil penelitiannya yaitu: (1) Partisipasi masyarakat dalam implementasi kebijakan publik mengenai BPJS Kesehatan di wilayah Kelurahan Purwosari sangat baik hingga mencapai angka 40% dari keseluruhan penduduk Kelurahan Purwosari. Hal tersebut sejalan dengan pendapat Tilaar (2009:287) partisipasi adalah sebagai wujud dari keinginan untuk mengembangkan demokrasi melalui proses desentralisasi dimana diupayakan antara lain perlunya perencanaan dari bawah (button-up) dengan mengikut sertakan masyarakat dalam proses perencanaandan pembangunan masyarakatnya. (2) hambatan-hambatan yang di dapat yaitu kurangnya komunikasi antara pemerintah dan juga masyarakat. Serta kurangnya sosialisasi yang dilakukan oleh pihak BPJS kesehatan. (3) untuk memperbaiki komunikasi masyarakat dan juga pemerintah agar setiap kebijakan yang dikeluarkan pemerintah dapat diterima dalam masyarakat dan juga agar masyarakat mempunyai kesadaran bahwa program BPJS kesehatan ini memang benar-benar dilakukan untuk kesejahteraan masyarakat.Kata Kunci : Partisipasi, Implementasi, Kebijakan Publik, BPJS KesehatanABSTRACTGovernment in national development efforts , especially in the aspect of humanresources , the government issued Law No. 40 of 2004 on national social security system (Navigation) and Law No. 24 of 2011 concerning the social security agency (BPJS) . So the government formed BPJS healthy , it is expected that all Indonesian citizens receive social security health . But in public perceptions arise in a program at the girder by this government , which can affect the perception of public interest to register as a participant BPJS . Based on that review by researchers to conduct research on “Public Participation in the Implementation of Public Policies on BPJS of Healhty at Purwosari Village Pasuruan Regency”. Based on the purpose of this study was to determine how much public participation in the implementation of policies on health and its BPJS obstacles and solusinya.Adapun location of this research is in the district health BPJS branch office and in the village Purwosari Pasuruan Pasuruan . With the research sample is three members of the health BPJS Pasuruan branches and five members of the village community Purwosari . Data collection tool that is in use is a form of primary data and secondary data. Data analysis technique used was qualitative. The results of the research are: (1) Public participation in the implementation of public policies on BPJS in the Village Purwosari very well until reaching 40% of the total population of the Village Purwosari. This is consistent with the opinion of Tilaar (2009:287) participation is a manifestation of the desire to developdemocracy through the decentralization process which sought, among others, the need for planning from below (button-up) by including the public in the process of planning and community development. (2) obstacles in the can that is the lack of communication between the government and communities. And lack of socialization conducted by the health BPJS. (3) to improve public communication and also the government that any government policies can be accepted in the society and also so that people have no awareness that health BPJS program is indeed done for the welfare of the community.Keywords: Participation, Implementation, Public policy, Health insurance

The purpose of this study is to identify the factors that influence and the right strategy in developing the Wonosalam durian agro-tourism area. The location of the study was carried out in the village of Wonosalam, Wonosalam District, Jombang City.   This research was conducted for   (two) months, namely between February - March 2019.   The data used in this study are primary data and secondary data. Primary data is data taken directly from the research location of the Durian Wonosalam agrotourism area through direct observation at the site, interviews with the government, community shops, and filling out questionnaires.    Respondents were selected by 20 people to fill out the research questionnaire as follows: Government (3 people), namely the Head of the device and the Office of Tourism Staff of Jombang (2 people) Community Stores (2 people), Tourist managers (3 people). And Visitors (10 people).  Secondary data is data obtained through agencies related to this research, both tabulation and descriptive.   The analytical methods used are SWOT and QSPM analysis.   Based on the results of the research and discussion, it can be concluded that the alternative strategy for developing the right durian Wonosalam agro-tourism area is the   SO Strategy, namely the strategy of agro-tourism development by maintaining the existing tourism power and development strategy by increasing  promotion to related parties and outside regions through   seminar seminars or utilizing technological developments the highest value of attraction is found in strategy 1 (SO) with total attractiveness (TAS) of 6.164. by exploring the potential and actions of tourism preservation that exist as a characteristic possessed by the Wonosalam region with a variety of attractions that are owned, Optimizing the superiority of tourism remains quality so as to attract tourists.

The problem that exists in Bumi Agung Wates Village, Way Kanan Regency, is the unequal development of village infrastructure. This condition can be seen from the connecting road between Way Kanan Regency and East Ogan Komering Ulu Regency, precisely Bumi Agung Wates Village (BAW), Bahuga District, Way Kanan Regency, Lampung Province, with badly damaged conditions. The problem of this research is How is the implementation of the principle of orderly public interest in village infrastructure development based on Article 83 of Law Number 6 of 2014 concerning Villages (Study of Bumi Agung Wates Village Way Kanan District)? and What are the factors inhibiting the implementation of the principle of orderly public interest in the development of village infrastructure based on Article 83 of Law Number 6 of 2014 concerning Villages (Study of Bumi Agung Wates Village Way Kanan District)? The research method uses a normative and empirical juridical approach. The type of data used is secondary data and primary data. Collecting data through library research and field research. Analysis of the data used is qualitative juridical. Based on the results of the study it was concluded that the implementation of the principle of orderly public interest in the development of village infrastructure based on Article 83 of Law Number 6 of 2014 concerning Villages, had not been implemented to the fullest because development in the village of Bumi Agung Wates Way Kanan Regency was only a road in an alley or small road; while the main road has not been developed at all, while the main road is widely used by the community or farmers to transport crops to be brought to the city. The inhibiting factors for the implementation of the principle of order of public interest in the development of village infrastructure based on Article 83 of Law Number 6 of 2014 concerning Villages are among others the relatively low level of community education and facilities and infrastructure in the form of community work equipment that does not support until the end of physical implementation. As a suggestion from the author, the Way Kanan Regency Government should be able to resolve the problem or the inhibiting factor of the implementation of the principle of public order in the development of village infrastructure based on Article 83 of Law Number 6 of 2014 concerning Villages in Bumi Agung Wates Village, Bahuga District, Way Kanan Regency. ABSTRAK This study aims at analyzing the factors driving and pulling the occurrence of urbanization in Berastagi and the efforts made by the Karo district government to control it. The method used is descriptive qualitative with primary data sources from interviews and field observations, while secondary data is from literary studies, social media and documentation. The data analysis used is the Delphi analysis to equalize the perceptions of the informants, the analysis of pull and support factors as well as policy analysis on efforts to control urbanization in the City of Berastagi.The conclusion from the results of this study is that the main driving factor for urbanites from their hometowns for those who are not married is shy to live in the village, while for those who are already married are limited employment opportunities in the village. The main draw factor for urbanites from the destination area is for those who do not have family, invite friends who are already in the city while those who are already married are looking for a new job. Efforts made by the Government in the Origin Region are Encouraging and Facilitating: Soft Loans, MSME Empowerment Program Assistance (especially Micro Enterprises) and Building Village Facilities through APBD. Efforts made by the Government in the urbanization destination of Berastagi City are to make a new settlement plan consisting of a. Agricultural Zone on Jl. Air (Column Monument towards Simpang Empat District); b. Office Zone On Jl. Djamin Ginting (from Tugu Kol to Kec. Kaban Jahe); . and c. Tourism Zone Jl. Djamin Ginting starting from the monument mejuah Juah towards Tahura).

   This study aims to examine the social capital of the network, beliefs and social norms in captikus industries in Ranolambot Village, Kawangkoan Barat District, Minahasa Regency. This study uses primary data obtained through interviews using a questionnaire to 30 farmers who were chosen purposively. Secondary data was taken from the Village Office and other sources from the internet through Google searching to obtain books, articles and theses that discuss social capital in the agricultural processing industry. Data analysis using Likert scale and analyzed descriptively. The results of the study show that: (1) Social networks are in the Fairly Good category because networks with people outside the village are still lacking because when capturers and farmers in Ranolambot Village sell captics outside the village as well as outside companies, they must use intermediaries so that captikus will be sold. (2) Trust is in the Fairly Good category because Trust between the host and the captikus farmer must be further enhanced by mutual trust because when there are farmers who first take the money to the captikus the money should be replaced with the captikus but there are other farmers who do not return that money because it has moved to another colector trader. (3) Social norms are in the category of Good because the colector and the capticus farmer abide by all the rules that apply both fellow farmers and the colector with the government in the village, for example in the case of a captikus permits, before the capticus colector makes an effort to become their host used to make a license to collect capticus. *eprm*

Law No. 32 of 2004 on Villages that gives villagers the opportunity to organize and take care of their own households, which is organized by promoting the principles of democracy, participatory, equalization, justice and paying attention to the potential diversity of the region is the starting point of the development change from the periphery. And strengthened by government policy in 2015 the government issued the Village Fund policy, which was marked by the publication of PMK No.49 in 2016. The reforms are a form of seriousness from the government in trying to build the country through the village. But the goodwill is certainly not all can run in accordance with expectations given the competency conditions of human resources and various conditions. Therefore, in this study will evaluate the success of the use of village funds that have been given by the government, whether it has a positive impact on the community economy. This research will be conducted in Pelepat Ilir sub-district with case studies in Maju Jaya Village and Tirta Mulya using quantitative and qualitative descriptive methods. While the data used is primary data and secondary data obtained from interviews, questionnaires and literature from the village. The analytical tools used in this study are models of effectiveness, average difference testing and SWOT analysis. With the ultimate goal of wanting to get the results of the evaluation of the successful use of the Village Fund. The results showed that judged to be successful in the management of village funds, this was shown with an effectiveness rate reaching 100 percent (very effective). Furthermore, the use of Village Funds also has an impact on improving public services and health services but has not had an impact on improving the community economy.
