Manado City Government in carrying out their duties like providing excellent service to the public as a form of public service are maximized. This research aims determine whether the work environment has a positive effect on the service productivity of Manado City Government employees. Method research used is survey, data technique using questioner. The number of respondents 91 employees consisting Work unit exercising the licensing services. Data analysis using regression and correlationanalysis. The results showed that there is a positive influence of Work Environment on productivity services. Research results proclaim that there is a positive effect of the Work Environment on Productivity Services.

Abstract: Government agencies as budget users, implementers of popular programs and activities, are indicated to be real perpetrators of fraud. Some conditions in the work environment that can be a stimulant for fraud such as weak, inadequate and ineffective internal control systems and inconsistencies in carrying out procedures that have been made, clearly will play a very large role in creating opportunities for fraud. This study aims to prove the influence of Pressure, Opportunity, and Rationalization on Fraud (fraud) on the Municipal Government of Banjarbaru. The results of the study of the pressure variable indicate that the Banjarbaru City Government has a significant and positive effect on fraud. This shows that the higher the pressure that exists on the employee, the higher the action will be towards fraud. The opportunity variable shows that the Banjarbaru City Government has a significant effect on fraud. This shows that the higher the opportunity there is, the lower the action against fraud. Rationalization variables indicate that the Banjarbaru City Government has a significant and positive influence on fraud. This shows that the higher the existing rationalization of employees will increase the action against fraud. Keywords: fraud, pressure, opportunity, rationalization Abstrak: Instansi pemerintah sebagai pengguna anggaran, pelaksana program dan kegiatan kerakyatan, terindikasi secara nyata adalah pelaku fraud. Beberapa kondisi di lingkungan kerja yang dapat menjadi stimulan bagi terjadinya fraud seperti sistem pengendalian intern yang lemah, tidak memadai dan tidak efektif serta adanya inkonsistensi dalam menjalankan prosedur yang telah dibuat, jelas akan sangat besar peranannya dalam menciptakan peluang terjadinya fraud. Penelitian ini bertujuan untuk membuktikan pengaruh Tekanan, Peluang, dan Rasionalisasi terhadap Kecurangan (fraud) pada Pemerintah Kota Banjarbaru. Hasil penelitian dari variabel tekanan menunjukkan bahwa Pemerintah Kota Banjarbaru berpengaruh secara signifikansi dan positif terhadap Kecurangan (fraud). Hal ini menunjukkan semakin tinggi tekanan yang ada terhadap pegawai maka akan meningkatkan tindakan terhadap Kecurangan (fraud). Dari variabel peluang menunjukkan bahwa Pemerintah Kota Banjarbaru berpengaruh secara signifikansi terhadap Kecurangan (fraud). Hal ini menunjukkan semakin tinggi peluang yang ada maka akan menurunkan tindakan terhadap Kecurangan (fraud). Variabel rasionalisasi menunjukkan bahwa Pemerintah Kota Banjarbaru terdapat pengaruh secara signifikansi dan positif terhadap Kecurangan (fraud). Hal ini menunjukkan semakin tinggi rasionalisasi yang ada terhadap pegawai maka akan meningkatkan tindakan terhadap Kecurangan (fraud). Kata kunci : kecurangan, tekanan, peluang, rasionalisasi

To what extent does public service motivation (PSM) affect how monetary rewards and promotion opportunities motivate government officials? This study offers an answer to this question through a survey experiment conducted with a sample of city government officials in Florida. The experimental results demonstrate that both monetary and promotion reward treatments positively motivate officials with low PSM. However, as the level of PSM increases, the positive treatment effect of the monetary reward decreases and converges on 0. Conversely, the positive effect of the promotion opportunity treatment not only decreases but becomes negative, indicating that PSM crowding out is taking place.

Purpose This paper aims to examine different hypotheses concerning the effects of public service motivation (PSM) and other attitudinal or institutional dimensions on organizational performance (OP). Specifically, based on the experience of Chinese provincial governments, this study provides new evidence about how PSM may affect OP. Design/methodology/approach This study collected data from a survey of different provincial government departments in Sichuan Province, Hubei Province, Hunan Province and Chongqing Municipality in 2011. Using data from 761 respondents, Pearson correlation analysis and regression analysis were used to explore the relationships between related factors. Findings PSM, job satisfaction, affective commitment and job involvement have statistically significant effects on OP, and these results are consistent with the findings of previous researches that PSM positively affected OP at a significant level. The results suggest that, if civil servants have a strong PSM, the performance of their organizations will be high. Research limitations/implications Future research should look for additional factors that affect OP, comparing employees’ perceptions of an organization’s performance with objective data to determine whether, and to what degree, subjective measures of performance are valid measures of OP in the public sector. Practical implications In the process of improving government performance, it is significant to give attention to the government employees’ mentality. The government training and promotion system should encourage civil servants to care about the public interest. A more flattened organization should be considered as part of the next steps in government reform, and more opportunities should be provided to involve more government employees in policy making. Originality/value This study helps to clarify the effects of individual factors of PSM on OP in China in a tightly controlled bureaucratic environment, where related data are hardly accessible.

This study was conducted to determine (1) the effect of physical work environment and internal communication on employee morale, (2) the effect of physical work environment on employee morale, (3) the effect of internal comunication on employee morale. This research is descriptive associative. The population in this study were employees of the Education Office of West Sumatra Province with 182 employees. The total sample is determined using the Slovin formula and cluster proportional random sampling. From this pattern, 125 employees were obtained as research samples. The technique used to analyze data is multiple regression analysis. Based on this study, it was found that (1) physical work environment and internal communication had a positive and significant effect on the morale of West Sumatra Provincial Education Office employees (2) physical work environment had a positive influence and significantly affected the morale of West Sumatra Provincial Education Office employees (3) internal communication had a positive effect and significant to the morale of employees of the Education Office of West Sumatra Province. Keyword: physical work environment, internal communication, employee work spirit

Reputation is considered an intangible asset that provides a competitive advantage in organizations, although in the field of education, its study and, specifically, its antecedents need further study. The aim of this paper is to analyze the effect of sustainability, innovation, perceived performance, service quality, work environment and good governance on reputation in private graduate online schools. This study is based on quantitative data collected from a survey. The sample consists of 349 students from a private graduate online school. The results obtained through PLS-SEM show that sustainability, service quality and good governance have a positive and significant influence on reputation. However, innovation, perceived performance and governance do not have a positive effect on the reputation of this type of organization. Therefore, more studies covering a greater sampling variety are required to determine the generalizability of these results. This study is a useful contribution since it will help managers of the private graduate online schools to know which aspects generate more reputation and, therefore, are the most valued by the public, so that the organization has a basis for decision-making.

Public service motivation is an emerging topic in the study of public administration, but no study has adequately investigated how it affects employee service orientation through job satisfaction and organizational commitment. The present study is ultimately aimed to fill the research gap by examing whether public service motivation influences service orientation and if so, whether the effect is mediated by job satisfaction and organizational commitment. Data were analyzed by using WarpPLS 6.0. Using a sample of 160 public servants in the city government of Tanjungpinang, the results indicate that employee service orientation is directly and positively affected by PSM. In addition, public service motivation also has an indirect impact on employee service orientation through job satisfaction and organizational commitment. Furthermore, the theoretical and practical implications of the study for human resources management in the public sector are discussed.

This article proposes and tests a ‘shorter version of the instrument for public service motivation based on Perry’s (1996) exploratory 24-item scale for Indonesia civil servants in five big cities, inter alia, Jakarta, Surabaya, Semarang, Makassar, and Medan. Of 1200 respondents, 904 completed the questionnaire, and 800 questionnaires were determined to be feasible for further analysis. Thus, the response rate was 88.50% the results indicated support for the shortened scale of Perry’s original work on investigating the Public Service Motivation (PSM) of Indonesia civil servants in sample cities. The 10-item scale was based on four factors PSM, inter alia Attraction to Policy Making (APM), Commitment to the Public Interest (CPI), Compassion (COM), Self-Sacrifice (SS). Results also showed that, generally PSM for civil servant with basic positions in city government offices, in five cities tends to vary. The research results are expected to enhance our understanding about the importance of factors that influence the motivation of civil servants in providing public services to the general public. However, the limitation of the study lies in the small sample which is drawn from only five large cities in Indonesia.

This study aims to examine the effect of ICSR disclosure on the performance of IBs in Indonesia. Disclosures are prepared based on AAOIFI standards and previous researches then formed a disclosure index, while the performance of IBs is compiled from financial performances: ROA, ROE, and productivity performances which are formed into variables are formed by factor analysis. The samples of this research are 12 IBs from 2008 until 2019. Several IBs that had not yet been established in 2008 had been observed since the establishment of the banks until 2019, from this, it is obtained 121 observations. The test results show that all indicators of ICSR disclosure consisting of eight indicators: sharia compliance, ethical behavior, management, human resources, environment, social activities, products and services, research and development, and training have a positive effect on the performance of IBs. This provides an understanding that all of the disclosure indicators provide a good image or reputation to the public, thereby generating trust and in the long-term improving the performance of IBs.

Purpose Social media have become an increasingly important venue for prosocial campaigns. Competing for the public’s attention in the digital space is an ongoing challenge. This study aims to test the influence of ad-context congruence, ad position and ad type (i.e. public service advertising [PSA] vs cause-related brand [CRB] advertising) on the effectiveness of prosocial native advertising on social media. Design/methodology/approach Two experiments were conducted on different social media platforms (i.e. Twitter and Instagram) with varied prosocial issues (i.e. healthy eating and environmental sustainability). Findings Experiment 1 indicated that the congruence between prosocial native ads and social media feeds elicited greater ad involvement and a more favorable ad attitude, regardless of ad position. Experiment 2 revealed that such an impact was contingent on whether the prosocial native ad was a public service ad or a CRB ad. The positive influence of ad-context congruence was pronounced among public service ads but was not observed among CRB ads. Perceived ad involvement mediated the interaction effects between ad-context congruence and ad type on ad attitude and behavioral intention. Originality/value The study extends ad-context congruence research to the context of prosocial native advertising on social media. Moreover, it identifies ad type as a boundary condition for the congruence effects and reveals that increased ad involvement is the mechanism underlying the positive effect of congruent PSA.

The increasing number of cases of manipulation of financial statements that often occur to date has made the public increasingly question the performance of the auditor profession. This is because, most cases of manipulation can occur due to the negligence of auditors who are unable to detect the fraud. So the opinion published is not correct, and then the information presented in the auditor's report becomes misleading. Therefore, it is necessary to conduct research to determine the various factors that can increase the accuracy of auditor's opinion. This research was conducted with the aim of analyzing the relationship between auditor competence, experience, and professional skepticism on accuracy of auditor's opinion. In addition, this research was also conducted to analyze the moderating effect of the gender variable on the respective relationship between auditor competence, experience, and professional skepticism on accuracy of auditor's opinion. This research was conducted using a quantitative approach with a survey method through distributing questionnaires to 142 auditors who work in public accounting firms in Yogyakarta, Solo and Semarang. This research was tested statistically using simultaneous equations assisted by the SmartPLS application. This research result has found that auditor competence, experience and professional skepticism gives positive influence on accuracy of auditor's opinion. In addition, gender has also been shown to have a positive effect on accuracy of auditor’s opinion as moderating variable.
