We have examined the history of education service provision in the Republic of Ireland for persons with intellectual disabilities. We distinguished between children with mild or general learning difficulties and those with severe and profound intellectual disabilities as the development of educational services for these two groups has differed dramatically. Distinctions between rural and urban educational systems were made where appropriate. We have purposefully neglected to address services for students with moderate intellectual disabilities as we believe that those services for students with mild and severe intellectual disabilities will give the reader an overall flavour of educational services in Ireland within the context of this brief report. The current context of educational service provision in Ireland has also been highlighted with recent debates and suggestions for future development presented.

The passage of Village Act No. 6 2014 spurs pros and cons among the community of West Sumatera. Some see the act as the chance to re-implement “nagari” system (a traditional village administration in Minangkabau community who lives in West Sumatera); others view it as an encouragement to separate from the Republic of Indonesia. However, this act is a product of the nation’s law, and elaborated in The Indonesian Government Regulation No. 47 2015 about the Change of Government Regulation No. 43 2014 about the Regulation on Implementation of Village Act No.6 2014, which says that it has to be implemented and obeyed nationwide. The implementation causes opportunities and challenges to the traditional village. Traditional village, called ‘nagari’ in West Sumatera, is recognized as legal community based on its traditional and historical rights. This means West Sumatera’s nagari is recognized autonomically after the passage of the Village Act No. 6 2014. This article deliberates the discourse on implementation of the Village Act to improve the nagari’s autonomy in West Sumatera from the sociological perspective.

Book prohibition in Indonesia has been going on since the first President of the Republic of Indonesia, Soekarno. This prohibition continued in greater quality and quantity during the reign of the second President of the Republic of Indonesia, Soeharto. In the reform era, when freedom of expression found its space, book prohibition continued. This article examines the historical and cultural responsibility behind book banning. How about the prohibition of books in the Soekarno, Suharto era, and the reform era. What are the pros and cons that occur, as well as what solutions satisfy various parties. The method used is the library method, by reading, inputting data, and studying based on library data.  This article explains that the author of the book must be responsible for the content of his writing. Themes such as the Movement of the PKI are sensitive themes, therefore writers must have historical and cultural awareness. Likewise, the government is expected to be able to review a book, and not to unilaterally freeze or ban it. Bringing a book into the realm of law is supported by the necessary evidence, so that all parties get justice based on the law, history and culture of the nation for the unity of the Republic of Indonesia based on the pillars of development and survival as a nation.

Nowadays, there are more and more crimes of child sexual abuse in Indonesia. Children should be protected by the government in order to become the nation's next generation. In 2019, the Mojokerto District Court sentenced the defendant Aris (20) who was convicted of a crime of sexual abuse against a child and this verdict was the first verdict in Indonesia to impose chemical castration on perpetrators of crimes of sexual abuse against children. This writing uses the juridical-normative method which looks at empirical data as a reference for writing this journal. For some parties, chemical castration punishment is considered effective in punishing perpetrators of crimes of child sexual abuse so that it becomes a frightening thing for other perpetrators of sexual abuse crimes. This is included in the category of the theory of the purpose of punishment in order to create order and order in society. Perppu Number 1 of 2016 is the legal basis for the application of chemical castration punishment. However, there are many pros and cons to castration. One of the things that has created contra is contrary to the ratification of human rights. Considering that Indonesia is a state based on the rule of law, which is obliged to protect human rights guarantees as stated in Article 28 I of the 1945 Constitution of the Republic of Indonesia.

In accordance with the Constitution of Russian Federation, the state guarantees health protection and access to free medical care in state healthcare institutions to each citizen. The questions of healthcare funding in Russia seem to be a topic of interest, especially considering the ongoing conversion to predominantly single-channel funding of healthcare institutions. Despite the lengthy discussions about the pros and cons of that system, experts have not come to a consensus about the need for universal introduction of predominantly single-channel funding of public healthcare institutions so far. The article reviews the experience of predominantlysingle-channel funding of healthcare institutions introduction and realization in the Republic of Tatarstan. The differentiation of funding duties in the region was studied; the ratio of funding sources of the Program of state guarantees for access to free-of-charge medical aid for Russian citizens was analyzed. The analysis showed that switching to predominantly single-channel funding of healthcare institutions does not lead to a major changes in healthcare funding system of Russian Federation and does not contribute to the immediate solution of the existing problems.

Marketing introduction in the field of education is capable to make a beneficial im-pact both on experts of education, and on consumers of their production. Marketing appli-cation for education is represented as an actual scientifically reasonable way of ensuring successful activity of an educational institution. Having established interrelation between labour market and needs of the personality, the educational institution is able to create a complex of competitive services demanded by the market of educational services. The de-velopment of the market of educational services foregrounds the problem of the definition of aspects of formation of educational marketing and carrying out market researches in the field of education. For producers of services, including educational, the degree of commit-ment to marketing as a market philosophy is embodied in the degree, transition step supply-side orientation of the company to market, marketing orientation. The necessity to increase the effectiveness of management in the sphere of education, search of innovative methods led to the use of marketing as a way of integrated management of production and sale of educational services which are understood as a complex of the services focused on realiza-tion of main objectives of education that allows to give the definition of educational mar-keting as the process of production and realization of educational services in the system of education, the demand based on consumers’ needs and satisfaction of this demand. The realization of marketing technologies assumes focusing on such factors as the demand in educational services, the latest achievements in science and technology, the use of effective methods, technologies and tutorials, individualization of training, the mobility of training allowing to change character quickly, the contents and terms of training and quantity of students. In this article some aspects of realization of the policy in the field of educational marketing are considered. The model of formation of marketing culture of future specialists of preschool institutions on the example of a special course "Marketing in preschool educa-tion" which approbation was carried out in 2012-2014 in educational establishments "Bara-novichi State University" (The Republic of Belarus) is offered. Currently, the economy of Kazakhstan is in the process of global changes in the economic and technological structures. The situation in the labor market and educational services calls for changes in the content of education in relation to the modern requirements. Discloses a digital transformation sector: the importance of the balance of the strategy and tactics of business and society, issues involving the human capital and society in modernizing the management of the economy in terms of globalization. In the article the human capital is considered as the driving force behind the development of innovation-based economy, capable of responding to the challenges of the world civilization. Without the human capital development of a country can neither achieve sustainable economic growth, nor to create a contingent of workers who will be willing to take require retraining of workers of the future places or to compete effectively in the global economy. According to the authors the important role it is necessary to take digital technologies. It is necessary to completely review the contents of all levels of education and training in the IT-industry, in the field of organization of management through the development of digital skills. Currently, the economy of the Republic of Kazakhstan is at the stage of global changes in the economic and technological structures. The situation on the labor market and educational services necessitates changes in the content of education in relation to modern requirements. The sector of digital transformation is revealed: the importance of balancing the strategy and tactics of business and society development, the issues of involving human capital and society in managing the modernization of the economy in the context of globalization.The formation of a multicomponent information and educational environment, information and digital technologies make it possible to build completely new communications, as well as new relationships among people, the restructuring of the entire economy and society, so that our life is better and “smarter”. The modern economy is called the economy of effective human capital, which emphasizes its main role in the development and growth of the economy. Human capital is seen as the driving force behind the development of an innovative economy that can respond to the challenges of world civilization.It makes up more than half of the national wealth of each of the developing countries and the main intensive factor in economic growth and social development. The level of skills demanded by the labor market is changing rapidly, which creates both new opportunities and new risks.Without the development of human capital, countries will not be able to achieve sustainable economic growth, nor create a contingent of workers who will be ready to occupy advanced jobs for the future, or compete effectively in the global economic arena.

Abstract: The Constitution of the Republic of Indonesia Year 1945 Article 29, paragraph 1 explains that "the State based on Almighty God". Normative-juridical provision has given legitimacy to the formalization of Islamic law for transformative integrated in the political system and constitutional law in Indonesia. Internalization of Islamic law into the legislation at the local level has opened the scope of the spirit of autonomy granted by the regions both general and specific. This spirit also later brings their initiative to roll Regional Regulation nuances of Islamic law, which of course raises the pros and cons in the community.Keywords: Legislation, Autonomous Region, FormalizationAbstrak: Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 pasal 29 ayat 1 menjelaskan bahwa “Negara berdasarkan atas Ketuhanan Yang Maha Esa”. Ketentuan normatif-yuridis ini telah memberikan legitimasi bagi formalisasi hukum Islam untuk terintegrasi secara transformatif dalam sistem politik dan hukum ketatanegaraan Indonesia. Internalisasi hukum Islam ke dalam peraturan perundang-undangan di tingkat daerah telah membuka ruang adanya semangat otonomi yang diberikan oleh daerah-daerah baik yang umum dan khusus. Context: A significant part of future specialists receive only practical skills without formal practical exam situation. In this regard, there is a need to train a manager who can adapt and be ready to carry out his/her activities in a specific profile interaction. The aim of the experimental study was to develop and test the advanced working hypothesis about the possibility of effective formation of readiness for future self-realisation of future education managers.Approach: The work uses mathematical methods for testing the hypothesis of testing the readiness of education managers with verification of competency type.Findings: The novelty of the study is determined by what the authors are considering "the possibility of training a manager in accordance" including not only the standards for the provision of educational services to the population, but also the possibility of introducing world-class training standards. The authors show that the basis for such a development may be the readiness to work in a globalised environment. The dynamics of changes in the indicators of the levels of readiness for professional self-realization of students studying in the control and experimental groups from the first to the fourth year were compiled and recorded. The methodology of vocational training of students for the purpose of their self-realisation during training has been specified. The practical significance of the study is determined by the fact that integration with the global educational environment should be based on international standards for the provision of educational services. Conclusion: The results of this research can be useful and interesting to international readers, as the parameters of educational and methodological support have been developed and tested, which contains a set of situational exercises to form readiness for professional self-realisation for future education managers. Also, the conducted analysis indicated serious problems with the employment of university graduates both in the Republic of Kazakhstan and in the Republic of Lithuania.
