The urgency of the research. Developing a new approach to economic and environmental problems grounded on the need to form new awareness and responsibility makes it necessary to conduct an in-depth study of the causes and nature of such problems at the current stage of the national economic development. The problem of developing and substantiating indices in countries such as the United Kingdom, Canada, the United States, is decided by special institutes. At the international level, numerous agencies, organizations, and committees such as WHO, UN, UNESCO, OECD, the World Bank, the European Commission, the Committee on Environmental Modelling (ISEM) are addressing this issue. For a comprehensive assessment of the sustainability of development, take into account the socio-economic and environmental indicators, as well as separate a group of institutional indicators. But for Ukraine, it is impossible to identify the links that require more attention and material support for raising the level of development both nationally and globally. Consequently, the method of calculating the index of sustainable development, taking into account the peculiarities of the functioning of the national economy, needs to be reconsidered and improved. Target setting. Both the state and the enterprises ignored the issues of environmental pollution, which gradually led to a threatening situation for the economy and the environment. Meanwhile, in the current context, economic and environmental problems remain unresolved and are increasingly deepening. Uninvestigated parts of general matters defining. Analysis of the resource potential revealed the urgent need to develop a clear and functioning mechanism of economic and environmental development, shaping the ecological awareness of the nation as a whole, managers and policy-makers, improving and transforming the existing regulatory framework and environmental legislation, as well as the corporate environmental management systems, in particular, based on the environmental performance index. The research objective. The goal of this article is to study the nature of economic and environmental problems of the industrial enterprises and to develop a model of the regional environmental and economic performance index aimed at reducing the environmental costs of the economic growth, ensuring the environmental sustainability of the region, and mitigating the harms in terms of public health. The statement of basic materials. There is evidence proving that the economic problems are mainly caused by the lack of attention to environmental issues. It is proved that to resolve the abovementioned problems, first, there is a need to develop the national economic and environmental awareness based on the national context, using international standards and introducing the best practices of international organizations. Conclusions. Thus, the strategic approach to ensure the sustainable socio-economic development of the country from the standpoint of the economic and environmental model is a transition from the implementation of separate measures to the development and implementation of an economic and environmental concept of the comprehensive public production rationalization.

Private economic development is an indispensable requirement. No matter what economic modeling approach that countries follow, governments could not deny the enormous contribution of this economic sector. In the current period of international integration, the role of the private economy is much more important to the majority of countries, especially industrialized nations. In our country, an affirmation was made regarding the importance of the private sector in the 12th Congress which asserted that: "The private economy is an important driving force of the economy". In fact, in recent years, the private economy has significantly contributed to national economic development. However, currently, there are still policy barriers that hinder the development of the private economy and the internal strength of the economy. Hence, the authorities should encourage researchers on conducting research with the aim of developing this kind of important economic component in accordance with the practical conditions of the country. Within the scope of the article, the author defines the word ``private economy'', the perspective of Vietnam's private economic development, and analyzes the achievements of the private economy in the period of 2011-2018. In addition, the article also examines the experience of some countries, from which we could be able to gain meaningful lessons to improve our national private economic model. The countries chosen include: (i) China, a neighboring country, has a political system relatively similar to Vietnam. China early developed and focused on the private economic system as the result of successfully identifying the vital role of the model in national economic growth. (ii) South Korea and the United States, despite being capitalist, have achieved successful private economic development with an array of valuable lessons for Vietnam.

Over the past forty years, China has shown rapid and significant economic growth, going from agrarian to industrial economy: its GDP has been increasing by an average of 9.8% per year, which represents dynamic economic growth thus making China the second largest economy in the world after the USA in terms of nominal GDP. Due to the specific history of its economic development, China faces the problem of serious destruction and pollution of life-supporting natural resources. Environmental degradation is already in conflict with the challenges of further economic growth necessary to meet the needs of the growing population and improve its standard of living. Based on this, the study of the influence of economic development on China’s environmental problems in the context of modern development seems to be particularly relevant in theoretical and practical terms. To test the hypothesis of the relationship of economic development and environmental problems in China, a correlation-regression analysis has been conducted: we have identified 22 pairs of indicators with moderate and strong relationships. Using the Engle-Granger criterion method, we checked the presence of true causal relationship between the indicators and we found that the studied pairs of indicators do not cointegrate, i.e. there is no true causal relationship between the indicators of economic development and environmental indicators. This result led us to the conclusion that there is a significant difference in the rates of economic development and environmental protection. The result of evaluating the effectiveness of investments in solving the problems of environmental pollution in the PRC has shown that insufficient attention is paid to investments in the control and control of water pollution and pollution by industrial wastes. Government investments in these areas for pollution control are ineffective.

The work aims to develop an author's approach to modelling the performance of tourism enterprises using modern mathematical methods of multifactor modelling based on empirical data. To achieve this goal, the following tasks were set and solved: to generalize theoretical developments and practical approaches to evaluating the effectiveness of tourism enterprises at the regional and national levels; substantiate the methodological basis and choice of econometric tools for modelling the evaluation of the effectiveness of tourism enterprises, taking into account the available statistical base; to develop an econometric model for evaluating the effectiveness of tourism enterprises that would allow determining a system of indicators for assessing the impact of the effectiveness of tourism enterprises on the economic development of territories; to develop recommendations for the application of the author's model in the substantiation and management decisions in the process of forming the foundations of regional and national economic policy. The author's approach to assessing the impact of tourism enterprises on the processes of economic development of the regions is proposed in the article. In the process of econometric modelling, the method of analysis of canonical correlations was used, which allowed obtaining an analytical view of empirical relationships of sets of performance indicators of tourism enterprises and indicators of economic development of regions, which, in turn, allows to obtain a formalized interaction of tourism enterprises and region. to obtain a realistic estimate of the contribution of tourism enterprises to GRP generation. The canonical analysis of the interaction of indicators reflecting the economic performance of tourism enterprises in the regions of Ukraine and indicators of economic development of the regions showed that the most priority areas of tourism enterprises in the regions of Ukraine that contribute to the development of regions, territories and increase employment are revenues from tourism services in the form of sale of tourist vouchers to citizens of Ukraine abroad for the purpose of specialized tourism, leisure, recreation and children's tourism. The growth of the share of tourist services both in the structure of gross regional product and in the structure of consumption in the world should stimulate domestic tourist enterprises to work towards increasing those indicators of tourist activity that would increase their profitability and competitiveness in the distribution of tourist flows. with the state, national tourist facilities and tourist infrastructure, especially in regions with sufficient tourist potential and low level of its use, to ensure a high level of quality of tourist services in accordance with international standards, to develop tourist activities within Ukraine.

Political democracy should be equivalent to the economic development of the quality of democracy, economic democracy if not upright, even the owner of the ruling power and money, which is parallel to force global corporatocracy. Consequently, the economic oligarchy preservation reinforces control of production and distribution from upstream to downstream and power monopoly of the market. The implication, increasingly sharp economic disparities, exclusive owner of the money and power become fertile, and the end could jeopardize the harmony of the national economy. The loss of national economic identity that makes people feel lost the “pilot of the state”. What happens then is the autopilot state. Viewing unclear direction of the economy, the national economy should clarify the true figure.

The report considers how the state economic policy contributes to the national economic development in the midterm perspective. It analyzes main current economic problems of the Russian economy, i.e. low effectiveness of the social system, high dependence on export industries and natural resources, high monopolization and underdeveloped free market, as well as barriers that hinder non-recourse-based business development including high tax burden, skilled labor deficit and lack of investment capital. We propose a social-oriented market economy as the Russian economic model to achieve a sustainable economic growth in the long-term perspective. This model is based on people’s prosperity and therefore expanding domestic demand that stimulates the growth of domestic non-resource-based sector which in turn can accelerate annual GDP growth rates to 10-12%. To realize this model "Delovaya Rossiya" proposes a program that consists of a number of directions and key groups of measures covering priority national projects, tax, fiscal, monetary, innovative-industrial, trade and social policies.

The paper provides new survey evidence on effects of concentrated ownership upon investment and performance in Russian industrial enterprises. Authors trace major changes in their ownership profile, assess pace of post-privatization redistribution of shareholdings and provide evidence on ownership concentration in the Russian industry. The major econometric findings are that the first largest shareholding is negatively associated with the firm’s investment and performance but surprisingly the second largest shareholding is positively associated with them. Moreover, these relationships do not depend on identity of majority shareholders. These results are consistent with the assumption that the entrenched controlling owners are engaged in extracting "control premium" but sizable shareholdings accumulated by other blockholders may put brakes on their expropriating behavior and thus be conductive for efficiency enhancing. The most interesting topic for further more detailed analysis is formation, stability and roles of coalitions of large blockholders in the corporate sector of post-socialist countries.

Academic institutions are increasingly playing pivotal roles in economic development and community redevelopment in cities around the United States. Many are functioning in the role of anchor institutions and building technology, biotechnology, or research parks to facilitate biomedical research. In the process, universities often partner with local governments, implementing policies that displace entire communities and families, thereby inducing a type of trauma that researcher Mindy Thompson Fullilove has termed “root shock.” We argue that displacement is a threat to public health and explore the ethical implications of university-led displacement on public health research, especially the inclusion of vulnerable populations into health-related research. We further explicate how the legal system has sanctioned the exercise of eminent domain by private entities such as universities and developers.Strategies that communities have employed in order to counter such threats are highlighted and recommended for communities that may be under the threat of university-led displacement. We also offer a critical look at the three dominant assumptions underlying university-sponsored development: that research parks are engines of economic development, that deconcentrating poverty via displacement is effective, and that poverty is simply the lack of economic or financial means. Understanding these fallacies will help communities under the threat of university-sponsored displacement to protect community wealth, build power, and improve health.
