This study aims to describe the implementation of smart governance in realizing Tomohon Smart City. This study used a qualitative approach, with data collection techniques, namely interviews, observation and documentation. Sources of data from informants are: Head of Tomohon City E-Government Administration, Tomohon City Technology and Communication Infrastructure Section Head, Tomohon City Application Development Section Head, Tomohon City Communication and Informatics Office Staff / Staff, Matani Village Head, and Tomohon City community as users infrastructure and facilities provided by the government. Data analysis using data reduction, data presentation, and drawing conclusions. Data were analyzed descriptively qualitatively. The results showed that: 1) The rules governing the running of the program or policy have not been well socialized and communicated, especially in agencies that have a role as implementers. 2) The government, in this case the Tomohon City Information and Communication Service, is still closed in providing information related to Smart City, especially Smart Governance. 3) The government has not yet launched a public complaint application even though it has been launched since 4) The government is still not ready to respond to existing technological and social developments, especially in the process of implementing Smart Governance. The Conditional Factors of Policy Implementation are a) Information Distribution, b) Resource Support, c) Government Attitude, d) Implementers. Therefore, it can be suggested, 1) There is a need for better socialization, communication and coordination regarding existing regulations to members and related agencies. 2) The government must be more open to the public, and must better prepare itself in responding to all situations and conditions that exist, especially in running the Tomohon Smart City program. 3) The government must improve work discipline, especially in the recruitment process, in order to create "the right man on the right job".

Abstract. ICT is one of the technological enablers of a smart city which facilitates the developments in various sectors of the community such as in governance, transportation, education, safety, tourism, and communication. Development of smartphone applications have directly contributed to areas of smart living, smart people, smart governance, and smart mobility as it provides several features catering digital services in the city and flexible utilization of the city services. However, smart city development is not merely the creation of digital services for the citizens but instead involves a two-way communication between the government and citizen’s collaborative processes and digital participation. The purpose of this paper is to provide a framework for a mobile tool wherein people can easily access the most essential everyday city services and in the same manner provide the city authorities to gather relevant information from the application through review of literature and other relevant documents.

Juvenile defendants in criminal court represent an especially vulnerable group for whom quality legal representation is critical. While some juvenile defendants are able to obtain private counsel, indigent defendants are provided an attorney by the government. One long-standing concern is that these court-appointed attorneys are less effective. Using data on juveniles in criminal court across 37 large, urban counties, the present study examines conviction and sentencing outcomes by comparing private counsel, public defenders, and assigned counsel. Results indicate that defendants with public defenders were less likely to be convicted, less likely to be incarcerated in prison, and served shorter prison sentences compared to defendants with assigned counsel. Contrary to hypotheses, however, the effect of attorney type was not conditioned by court urbanism. The findings suggest that public defenders provide effective legal representation for juveniles in criminal court. Research is needed to determine whether this holds across different contexts (e.g., rural).

Abstrak: Undang-undang Nomor 6 Tahun 2014 tentang Desa merupakan sebagai salah satu bentuk kebijakan pembangunan dari pemerintah dalam rangka mempercepat proses pembangunan yang di atur secara teknis dalam Peraturan Menteri Dalam Negeri Nomor 20 Tahun 2018. Jenis penelitian yang digunakan adalah jenis penelitian kualitatif menggunakan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Sedangkan informan dalam penelitian ini adalah Pemerintah Desa, Badan Permusyawaratan Desa dan Masyarakat. pengambilan sampel secara Purposife Sampling. Untuk menguji keabsahan data, peneliti menggunakan teknik triangulasi. Analisis data dilakukan dengan cara reduksi data, penyajian data, dan penarikan kesimpulan. “Implementasi Kebijakan Pembangunan Melalui Dana Desa” di Desa Waturejo, Kecamatan Ngantang, Kabupaten Malang menunjukkan pada kriteria baik. implementasi kebijakan pembangunan diatas sudah bisa memaksimalkan pelayanan pemerintah Desa kepada masyarakat, Namun belum terlalu berpengaruh terhadap taraf hidup masyarakat secara berkeadilan. Dalam implementasi kebijakan pembangunan bidang pemberdayaan masyarakat mengenai pelatihan perangkat Desa dan keterampilan masyarakat terdapat kendala sebagai bagian dari faktor penghambat yakni: Sumber daya manusia, sikap apatis, serta jarang ada kondisi komunikasi dan kordinasi yang sempurna antara stake holder di Desa. Kata Kunci: Implementasi; Kebijakan Pembangunan; Dana Desa Abstract: Law Number 6 of 2014 concerning Villages is one form of development policy from the government in order to accelerate the development process that is technically set in the Minister of Home Affairs Regulation No. 20 of 2018. The type of research used is the type of qualitative research using data collection techniques. through interviews, observations, and documentation. While the informants in this study are the Village Government, the Village Consultative Body and the Community. Purposife Sampling sampling. To test the validity of the data, researchers used triangulation techniques. Data analysis was performed by data reduction, data presentation, and conclusion drawing. "Implementation of Development Policy Through Village Funds" in Waturejo Village, Ngantang District, Malang Regency shows good criteria. The implementation of the development policy above has been able to maximize the services of the village government to the community, but it has not been too influential on the standard of living of the community in a just manner. In implementing development policies in the field of community empowerment regarding training of village officials and community skills there are obstacles as part of the inhibiting factors namely: human resources, apathy, and rarely have perfect communication and coordination conditions between stake holders in the village. Indonesia is famous for its areas that are prone to landslides. For example, in Cihanjuang Village, Cimanggung District, Sumedang Regency, which in early 2021 had experienced a serious landslide disaster. This landslide phenomenon requires an in-depth study so that the arrangement and management is carried out appropriately, where the role of the government here is very large to be able to take the right policy on this problem. Thus, the purpose of this paper is to determine the cause of the landslide disaster and to identify and analyze the government's efforts in dealing with the landslide disaster. This paper uses descriptive qualitative research methods using data derived from secondary data. Based on the results, it was found that the landslide that occurred in Cihanjuang Village was caused by high rainfall, steep slopes, poor drainage system and lack of vegetation. However, the government already has several efforts to be undertaken, including long-term, short-term post-disaster and mitigation. Based on the analysis that has been made, the recommendations for this problem are increasing awareness and socialization for the community, increasing mitigation and monitoring the policy that have been made.

Currently, social media is required to inform the public about local government programmes related to smart city. Advances in technology require the government to provide fast, precise and accurate information services. Local government leaders' communication patterns are crucial factors in the successful implementation of the smart city technology. This study aims to map the communication priorities of DKI Jakarta government leaders in publicising the smart city programmes using Instagram. The study, using a qualitative method with a content analysis approach, employs a case study involving an Instagram account owned by Anies Baswedan as the head of the DKI Jakarta regional government, analysing captions posted between February 2019 and February 2020. The ATLAS.Ti program was used for data processing. The study results reveal that the highest priority area for communication regarding the smart city programmes was Smart Economy. Moderate priorities included Smart Living, Smart People, Smart Governance and Smart Mobility. Lastly, Smart Environment had a low priority. This study demonstrates that Instagram can be an effective medium for building interaction between leaders and the community in delivering smart city programmes with balanced communication intensity for each programme. Thus, this study's findings are expected to provide a reference for local government leaders in balancing communication priorities for all smart city programmes. An application based technology so called as smart city can be easily accessed by citizen and government. The government information could create safety and comfort in order to service better future life for their citizen. The main purpose of writing this paper is to gain an overview of the smart city concept using a qualitative approach, by a comprehensive review of the literatures. The conclusion from this paper could provide clear information from the most recently scientific articles focus on smart cities. This paper could be a basis for future researchers for another investigation.

Hak untuk bekerja harus dipenuhi oleh pemerintah sebagai tanggungjawab atas jaminan HAM warga negara sesuai UUD NRI 1945 pasal 27 ayat (2). Penelitian ini bertujuan menggambarkan pemenuhan hak-hak pekerja migran asal Sulawesi Selatan di Malaysia berdasarkan UU No. 39 Tahun 2004 pada masa pra-penempatan dam masa penempatan. Penelitian ini dilaksanakan di Provinsi Sulawesi Selatan, Indonesia dan Tawau, Sabah, Malaysia. Metode yang digunakan adalah kualitatif dengan pendekatan studi kasus. Data diperoleh melalui wawancara dan studi pustaka. Data dianalisis menggunakan teknik reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pemenuhan hak-hak pekerja migran asal Sulawesi Selatan di Malaysia pada masa pra-penempatan dan masa penempatan yang dilaksanakan dengan benar akan signifikan bagi peningkatan ekonomi tenaga kerja Indonesia/pekerja migran Indonesia (TKI/PMI), negara penempatan (Malaysia) dan negara asal (Indonesia). Semakin tinggi tingkat pemahaman seseorang terkait prosedur yang legal, semakin berkurang TKI/PMI yang menempuh jalur ilegal/non-proseduralThe right to work has to be fulfilled by the government as the responsibility for the human rights guarantees for citizens according The 1945 Constitution of the Republic of Indonesia (UUD NRI 1945) article 27 section (2). The aims of this research were to describe and analyze rights fulfillment of migrant workers from South Sulawesi in Malaysia based on Regulations No. 39 Year 2004 on pre-placement phase and on placement phase. The research was carried out in South Sulawesi Province of Indonesia and Tawau, Sabah, Malaysia. The research employed a qualitative method and a case study approach. Data were gathered through interviews and library research. Data were analyzed using data reduction, data presentation, and conclusion drawing. The results showed that the right fulfillment of migrant workers from South Sulawesi in Malaysia both during pre-placement and after placement contributed significantly to economic improvement benefited both Indonesia as supplying country and Malaysia as placement country. The better the awareness regarding legal procedure the smaller chance for the migrants/workers to make use of illegal procedure.

Bandung became the center of urbanization in Indonesia, from 43 million people in West Java urbanization centered in the capital of West Java, namely the city of Bandung. The high level of urbanization becomes the main problem in Bandung; Problems arises, how to improve the service of Bandung City Government in managing and solving the issues arising from the impact of urbanization. Smart City is a solution to improve the function of Bandung City Government, especially in the field of Smart Governance to the Government of Bandung City Good Governance. To measure whether the city of Bandung has implemented Smart Governance required identification of dimensions and indicators that determine whether Bandung has implemented Smart Governance. Smart Governance dimensions and indicators are obtained from literature studies and then confirmed to respondents who have the expertise and having experience in the field of Smart City. The interview and focus group discussions conducted to the respondents, and the researcher will grasp the main variables and indicators which is coming up to determine whether Bandung City is implementing Smart Governance in proper ways. The new proposed model will come up from the interview and focus group discussion result. Also, there will be statements in measuring the readiness of Smart Governance implementation in Bandung or other cities.

We cannot compare humans because every human being has their own weaknesses and weaknesses. Thus humans are social creatures who need each other to complement each other. If the talents and abilities that are owned can be channeled properly and correctly, it will create extraordinary innovations that can change mindsets and facilitate all human activities, including by creating Smart Home and Smart City. Of course this cannot be separated from the development of science and technology in the current era of globalization. Thus, the role of the government is also expected to support this because it is an integrated system. Thus, to realize a smart city, it is necessary to have a system that is mutually integrated and supports each other, namely smart governance, smart society, smart life, smart economy, smart environment, and smart branding.

This aims to know about what is the implementation of smart governance concep policy in Bantul Regency. This research uses descriptive qualitative research methods. Bantul Regency Government provides a smart city application to facilitate community participation in reporting an incident that occurs in the Bantul Regency environment. This application was created to be a means of fast and effective information between the public and the government. Not many people know, and there are some features that are either not understood by the community or do not facilitate the work done by LAPOR! Staff. Most complaints in Bantul Regency are dominated by complaints about infrastructure, the environment, bureaucratic reform and governance, population administration and several other problems. What is expected from the results of this study is the LAPOR! this becomes a bridge to connect complaints and aspirations of the community with relevant agencies, so that the issues raised can be conveyed and get a quick and appropriate treatment.
