The results showed that the implementation of K-13 has been going well but there are still obstacles in its implementation, namely seeing the effectiveness in its implementation is not appropriate because the material for the national exam is still based on KTSP; related to the efficiency of the number of teachers is still lacking; related to the adequacy of the K-13 material, it does not support the learning competence of students for the national exam material, related to evenness it is still not evenly distributed because not all grades one to six grades implement K-13, related to responsiveness, namely the response of students and guardians in learning that is easily accepted and associated with accuracy in its implementation is right on target for students. The conclusion from the researchers there are still obstacles, namely the number of human resources is inadequate, all teachers have not received training, and the material is not synchronized with the applicable curriculum. It is suggested that the addition of human resources or teachers (teaching staff) and classrooms, synchronization of National Examination (National Examination) material with the applicable curriculum and teacher training carried out by all teachers. This article attempts to unravel the failure of Arabic learning in formal education institutions and tries to offer alternative solutions. The failure of formal education institutions in learning Arabic is mostly due to the lack of clarity in the vision of the policy makers on the position and significance of Arabic materials. This is reflected in the policy regarding the frequency of face-to-face learning, qualificat-ions of teaching staff, preparation of textbooks, and the position of Arabic language materials which are still not included in the category of national examination materials. The success of Assunniyyah Islamic Boarding School in Kencong Jember in learning Arabic is because they are able to present bī’ah ‘Arabīyah (Arabic milieu) in the pesantren, even though they use ta’zīr as one of their approaches. Formal education institutions are less successful, or even fail in learning Arabic because they fail to present bī’ah ‘Arabīyah in their neighborhood. There are many points that need to be addressed in the context of designing Arabic learning in the formal education environment, both related to the creation of the environment, teacher qualifications and standardization of textbooks as learning resources, or related to the position of Arabic as material that adequately deter-mines student graduation.

However, it is these qualities that give the teacher become his competitive advantages in the educational market. In addition, such advantages of individual teachers create advantages for the educational institution, which receives advantages in the market. The educational institution should be interested in its production (teaching) staff to be the most professionally trained (Hard Skills) and endowed with qualities beyond the professional qualities that become a factor of competitiveness in the educational market (Soft Skills). In this combination, the effect of synergy is achieved both at the personal level and at the level of the educational institution. Conclusions.
