Each region must have industries both primary industries, secondary industries, manufacturing industries, construction industries, service industries and the quarter industry. These industries must produce an output that will be used or consumed by consumers or the public. More and more industries in a region indicates that the region has a lot of market demand from the community and the more industries, the income in the industry of a region increases. In this study the data was taken from a government website namely BPS (Statistics Indonesia) - www.bps.go.id which is a website that presents various statistical data from each region. There are 2 clusters in this study, namely high level clusters (C1) and low level clusters (C2). This study stopped at the 2nd iteration and there were centroid data generated namely high level centroid (78177, 56543, 42610, 155596) and low level centroid namely: ((3513.3), (3448.8), (2390.9) ), (4568)). From the calculation process that has been carried out there are 2 high-level districts / cities namely (Deli Serdang and Medan) and 31 other low-level districts / cities. It is hoped that this research can be input to the government in each region to inform the output data generated from industry in each region, and then the data can be used whenever needed.

The general objective of the study was to analyze the level of public trust (citizen trust) of e-government based health insurance services, namely the e-mobile National Health Insurance (JKN) BPJS in Makassar City.The design of this research is a quantitative descriptive type. The population in this study were people who used the National Health Insurance (JKN) e-mobile application with 167 respondents. Data collection was carried out using a questionnaire instrument. Data analysis uses multiple linear regression.The results showed that first there was a high level of public trust in JKN e-mobile applications. This means that the application gives satisfaction to the community and is considered beneficial for them. Secondly, the level of public trust is high in the government, where the public considers the government to be serious in providing health insurance services.Tujuan umum penelitian adalah untuk menganalisis tingkat kepercayaan publik (citizen trust) terhadap pelayanan jaminan kesehatan berbasis e-government yaitu e-mobile Jaminan Kesehatan Nasional (JKN) BPJS Kesehatan di Kota Makassar. Desain penelitian ini adalah kuantitatif tipe deskriptif. Populasi dalam penelitian ini adalah masyarakat yang menggunakan aplikasi e-mobile Jaminan Kesehatan Nasional (JKN) dengan jumlah responden sebanyak 383 orang. Pengumpulan data dilakukan dengan menggunakan instrument kuesioner. Analisis data menggunakan regresi linear berganda. Hasil penelitian menunjukkan bahwa, pertama terdapat tingkat kepercayaan tinggi masyarakat terhadap aplikasi e-mobile JKN. Hal ini berarti aplikasi memberi kepuasan kepada masyarakat dan dianggap bermanfaat bagi mereka. Kedua tingkat kepercayaan publik tinggi terhadap pemerintah tinggi, dimana masyarakat menilai pemerintah serius dalam memberikan pelayanan jaminan kesehatan.

This article aims to show how the social movement was conducted in the framework of claiming a number of aspects of citizenship, especially environmental rights and political participation, to the local government. The refusal of FRAT Bima over the extractive policy of the Government of Bima District during 2011-2012 becomes a reflective context of the type of social movement with such a framework. This social protest should be explored further because it used acts of vandalism on some public facilities as the chosen way to fight against the environmental and political injustices. Through a case study, the author aims to explore the sequence of repertoires which were applied sequentially by FRAT Bima’s social protest as well as to examine its linkage with environmental citizenship and public distrust. Despite being closely related to citizens' awareness about environmental citizenship, the occurrence of this anarchist movement was also triggered by the low level of "formal legitimacy" of the local government as a seed of public distrust towards the intentions of environmental governance policy that was about to be applied to make the agricultural land owned by villagers as the site of a certain project of mineral extraction. The lack of the government’s formal legitimacy, which was supported by the growing awareness of environmental citizenship, has led the sequential application of conventional and non-conventional strategies in the demands articulation of FRAT Bima. This sequence of repertoires was held due to the low-level of government's responsiveness in accommodating the public claims about the cancellation of an undemocratic environmental policy.

Melayani  masyarakat  ataupun  publik  dengan  menggunakan media teknologi informasi dan komunikasi berbasis  website  hampir  dilakukan  oleh  semua  sektor, termasuk sektor pemerintah seperti halnya pemerintahan ditingkat kabupaten. pemerintah kabupaten yang sudah memiliki website resmi diantaranya kab.subang  (subang.go.id), kab.bandung barat (bandungbaratkab.go.id), dan kab.cianjur (cianjurkab.go.id) yang  menjadi  fokus  penelitian ini. Keberadaan  website  resmi  milik  pemerintah, perlu dilakukan  pengukuran  kinerja  dan serta kualitas dari website tersebut dengan menggunakan alat uji  GTMetrix, WebPageTest, dan WAVE. Berdasarkan hasil pengujian dengan GTMetrix, maka website resmi pemerintah kabupaten  subang termasuk  kategori  lambat  dengan  waktu  tampil  18.9s,  sedangkan  untuk  website resmi pemerintah kabupaten cianjur  dan  kabupaten  bandung barat dengan waktu tampil  33.5s dan  31.0s  termasuk  kategori sangat  lambat. Berdasarkan  hasil  pengujian  dengan WebPagetest,  maka  website  resmi pemerintah kabupaten  Cianjur  memiliki  nilai performa baik dengan waktu tampil 20.015s dibandingkan dengan  kabupaten  subang dengan waktu tampil 65.871s dan  bandung  barat  dengan  waktu tampil  39.574s. Berdasarkan  hasil pengujian dengan WAVE, maka website resmi pemerintah  kabupaten  Bandung Barat memiliki nilai error sedikit  dengan jumlah  9 error dibandingkan dengan  kabupaten  subang dengan jumlah  61  error dan  kabupaten  cianjur  dengan  jumlah  168 error. Penelitian ini menyatakan bahwa dengan  fokus load time dari ketiga website resmi pemerintah kabupaten  tersebut, maka Semakin  kecil  angka  loadtime  yang dihasilkan, maka  kinerja  website  semakin  baik  dan  juga  Kualitas  sebuah  website  sangat  berpengaruh  terhadap minat    pengguna  ataupun  masyarakat  untuk  mengakses  website tersebut. saran  yang  dapat  diberikan berdasarkan hasil pengujian diatas adalah  meningkatkan  kinerja website  resmi pemerintah  terlebih  difokuskan  pada  load time website, dan  dari ketiga website resmi tersebut parameter security score nilainya F  itu  artinya  perlu ditingkatkan keamanan dari website milik pemerintah tersebut, sehingga dapat memberikan  kenyamanan dan  minat  pengguna untuk  mengakses  lnformasi  yang  terdapat  pada website  resmi  pemerintah  daerah  tersebut. Serving the public or the public by using information technology and website-based communication media is practiced by almost all sectors, including the government sector as well as the district level government. District governments that already have official websites include Kab.subang (subang.go.id), Kab.bandung Barat (bandungbaratkab.go.id), and Kab.cianjur (cianjurkab.go.id) which are the focus of this research. The existence of an official government website, it is necessary to measure the performance and quality of the website using the GTMetrix, WebPageTest, and WAVE test tools.  Based on the results of testing with GTMetrix, the official website of the Subang district government is in the slow category with a display time of 18.9s, while the official websites of the Cianjur regency and West Bandung regencies with a display time of 33.5s and 31.0s are in the very slow category. Based on the results of testing with WebPagetest, the official website of the Cianjur regency government has a good performance score with a display time of 20,015s compared to Subang district with a display time of 65,871s and Bandung Barat with a display time of 39,574s. Based on the results of testing with WAVE, the official website of the West Bandung district government has a slight error value with 9 errors compared to Subang district with 61 errors and Cianjur district with 168 errors. This research states that with the focus on the load time of the three official websites of the regency government, the smaller the load time is generated, the better the performance of the website and the quality of a website greatly affects the interest of users or the public to access the website. The suggestion that can be given based on the test results above is to improve the performance of the official government website, especially focused on the load time of the website, and from the three official websites the parameter of the security score is F, which means that the security of the government-owned website needs to be increased, so that it can provide user comfort and interest. to access information contained on the official website of the local governmen

Widespread use of social media in China is a double edged sword: social media offers opportunities for the government to connect with society, gauge the opinion of citizens in the public domain, and allow citizens to voice their anger when necessary by blowing off steam online rather than in the streets. However, social media also allows citizens to access information outside of China much more rapidly and efficiently and to link up and communicate with other citizens much more quickly. Social media allows users to share texts, photos, and files, making it much more difficult for the government to control information and to thwart organizing for political purposes. In some instances, the use of social media has forced the Chinese government to take actions that it otherwise would not have done or to reverse actions or policies already set in place. The goal of this chapter is to illustrate the double-edged sword that social media poses to government officials in China, particularly high-level party officials in Beijing.

SMEs snacks in Gondangan village has the potential to be developed. The village has the potential to be Gondangan Agro-industry region, although it is still much that needs to be repaired and prepared.This study aims to determine the attitude of the public about the development of SMEs in rural areas Gondangan into Agro-industry clusters and how community participation in the development of SMEs in rural areas Gondangan to be Agroindustri. Respondents in this study were the leaders and local community leaders, citizens, snack home industry in the region.This study is a descriptive study with a qualitative approach. The data of this study is primary data and secondary data consists of qualitative and quantitative data. Primary data were obtained with the interview and focus group discussion.The results showed that the attitude of the public, snack ho,e industri actor and local governments support the development of the region as an area of Agro-Industry cluster. In terms of participation, the government showed a high participation and support by facilitating a variety of activities to realize the region of Agro-Industry cluster, while the snacks businessman as the main actor of Agro-industry development of the area did not show a high level of participation.

Strategic Environmental Assessment (SEA) has been associated with "good governance" by bodies at national and international levels including the World Bank, OECD, and UK and Scottish Governments. Typically involving components such as transparency, accountability, public participation and partnership working, this SEA/good governance nexus has been promoted in Scotland where the government sees SEA as central to its sustainable development aspirations. Using a governmentality lens to view SEA as a technique seeking to instil environmentally-focused governance, the paper examines the operation of the SEA/good governance nexus in the SEA process of one Scottish case study, a road corridor development framework undertaken between 2006 and 2008. The paper exposes instances of resistance to both the democratising elements of good governance and to SEA itself as the public and statutory Consultation Authorities find their efforts to constructively engage with the SEA process thwarted. This reveals that, in the case studied, the SEA/good governance nexus, as a high-level policy objective, is more aspiration than reality.

Indonesia government, at the time, is now trying to implement e-government in each of the Organization. E-government is a technology and information-based system that aims to improve the function of public administration and relations with the public. With e-government, it hoped that information transparency would be created, especially financial information. A transparent system can prevent the misuse of the budget, which affects the high level of corruption. Survey results at the global level show that there are cases of fraud that cause distrust of the government. The study is intended to determine the level of trust of society towards transparency finance in e-government. The research method used is the descriptive method by distributing questionnaires to 200 people of Bandung residents. The results showed that financial transparency in e-government affected people's trust.

The world has now entered the digital era. Rapid technological developments spur the transformation from the manual era to the digital era. A series of trends in this era are present such as high-level usage of the internet, the birth of social networks, the development of various applications, and fast amount of information dissemination. This trend has brought a series of changes to various sector including the public sector. The presence of digital tools in this era has changed the way Indonesian government in providing public services. This era has also changed the community's approach to interact with the government through online platforms. The transformation into the digital era also influences the process of drafting public policies, from the agenda settings, policy formulation, implementation, until evaluation. Privacy and data security issues are also present in this era. This paper analyzes how the digital era has transformed the public sector in Indonesia and the obstacles and challenges faced by the Indonesian government. This paper will also provide recommendations to overcome these obstacles and challenges. This research is conducted by using qualitative and quantitative method. In analyzing data, researcher do three simultaneously activities based on Miles and Huberman model.

<p></p><p>Does intense electoral competition in electoral autocracies (EAs) increase the government health expenditure? Previous studies on EAs and public health expenditure focus on the presence of multiparty elections in EAs as a significant determinant on the expenditure. Most of elections in EAs often are unfair because those are for the victory of dictators; hence. multiparty elections <i>per se</i> do not capture well-known impact of elections, such as the electoral competition increasing health expenditure. Some EAs pay health expenditure less than others even though electoral competition is high. This paper analyzes the effect of electoral competition on the government health expenditure with the balanced panel data of 20 EAs from 2001 to 2017. There are two rival arguments on how electoral competition affect the expenditure according to previous studies; (a) a high level of electoral competition indicates a difficulty of dictatorial winning in elections. Autocrats, hence, gather various demands including health issues from voters, and can increase the government health expenditure; (b) Autocrats pursue the victory in elections. Pork and personal benefits to voters rather than programmed policies are helpful for the victory. Therefore, there is no incentive for autocrats to provide government health expenditure to voters when the level of electoral competition is high. Empirical findings demonstrate that electoral competition in EAs lead the decrease of government health expenditure. This paper concludes that electoral competition does not increase the public health expenditure; the higher level of competition in autocracies does not mean that voters can exert their power to autocrats to realize policies.</p><br><p></p>

The author of the article, based on the analysis of scientific views of scholars and current legislation of Ukraine, elaborates the ways to improve administrative and legal mechanism for ensuring the rights of business entities in the field of taxation. It is substantiated that the objective prerequisites for improving administrative and legal mechanism for ensuring the rights of business entities in the field of taxation are: 1) low level of trust of entrepreneurs in the tax service; 2) high level of corruption in the agencies of the State Tax Service; 3) imperfect mechanism of legal regulation of tax advice; 4) low level of quality and efficiency of functioning of administrative and legal mechanism of ensuring the rights and lawful interests of business entities as taxpayers, etc. It was stated that the first step towards improving administrative and legal mechanism for ensuring the rights of business entities in the field of taxation should be the improvement of the relevant administrative legislation. The expediency of improving the organizational structure of the State Tax Service is substantiated. Emphasis was placed on the need to improve the interaction of the State Tax Service with other public authorities and the public on ensuring the rights of business entities in the field of taxation. It is noted that the deep and constructive interaction of the State Tax Service of Ukraine with other public authorities and the public is undoubtedly an important guarantee of high quality and efficiency for ensuring the rights of business entities.
