This chapter reveals the common theme three rural Minnesota communities used in their collaboration efforts in to install and deliver broadband Internet as a municipal utility. The author discovered that the reason for this broadband initiative was a municipal motivator, unique to each city and not related to economic development. It is hoped that other rural communities in search of high-speed Internet, after having digested the results of this study, might conduct their own research in order to determine their true, underlying motivation for delivering improved Internet service. By agreeing on the motivator for each community, local leaders are better able to collaborate on achieving this common goal.

Infrastructure provides stimulus to the national and region economy. This paper develops theoretical and practical framework for estimating the economic effects generated from infrastructure. Its three types are considered: roadway, railway, and telecommunications. The hypothesis is that the infrastructure has a positive impact on regional economic development and there are spatial external effects. Estimation showed that road and telecommunications have a positive impact on economic development for Russia, and their external effects also appear. The contribution of railways to increasing labor productivity was insignificant for western and eastern regions. At the same time, the mobile communications per capita is a significant factor for western and eastern regions. The results indicate the necessity to adjust the strategy aimed at implementation of large-scale interregional infrastructure projects.

This article explores the limits of the multiple institutionalization of border control within the context of the Singapore-Johor-Riau Islands (SIJORI) interregional border, providing a detailed examination of three border control institutions, i.e. immigration, customs, and the Indonesian Maritime Security Agency (BAKAMLA: Badan Keamanan Laut Republik Indonesia) in Batam, Riau Islands Province, Indonesia. This article asks why, in a region with high institutional density and rapid economic growth, illicit practices remain omnipresent, and finds that this stems from incompatible border institution design and overemphasis on individual organizational interests. We find that individual institutions' tendencies to focus on their own goals compromises the common goal of security that justifies their presence. This has been exacerbated by the historical legacy of sectoral egotism that continues to divide Indonesia's public institutions.

High population growth could be a serious barrier to regional economic development. In general, if productivity in each sector of the economy is very low, there will be a high unemployment level in that society. The purpose of this study is to analyze the partial and simultaneous influences of population, labor, unemployment, and poverty on economic growth. The type of data used is panel statistic data from 11 regencies and municipality in Sulawesi Tengah province of Indonesia during the 2011-2019 period with 99 observations. The regression model with fixed effect approach was used to analyze the data panel. The results reveal that labor and unemployment do not significantly affect economic growth, whereas population and poverty significantly affect economic growth in positive and negative ways, respectively. The partial results of the test imply that the increase in population must be coherently supported by the specialization of the workforce through an increase in the length of school each individual. These implications can be realized through the construction of educational infrastructure. Poverty reduction can be implemented through the improvement of the education level of the people. It is expected that good education will generate more new experts to increase industrial productivity, which in turn will increase the output
