SCIENTIFIC SUPPORT FOR A FRUIT GROWING AND VITICULTURE ESTABLISHMENT AND DEVELOPMENT IN THE NORTH CAUCASUS

The history of the creation, formation and development of the North Caucasian Federal Scientific Center of Horticulture, Viticulture, Winemaking is currently a large, dynamically developing scientific and methodological and selection center for gardening, viticulture, winemaking, storage and processing of agricultural products in South and North Caucasian federal districts. The role of a scientific institution was studied in ensuring the processes of development of sectors of gardening and viticulture. An assessment of the current state of the scientific and technical potential and the production base of the institution is given. The characteristic of the scientific activity of the institution concentrated on the fundamental and priority areas of research related to the scientific support for the development of sectors of gardening and viticulture, the food industry of the subjects of the South and North Caucasus federal districts is given. The priority direction of the developed institution of scientific and technical products, which is relevant at the present stage for the development of industries. The statistical assessment of the current state of industries and the dynamics of their development is given. The scope and volume of the introduction of scientific and technical products of the institution are presented.

The experience in cooperation of breeders of different institutions in creating cultivars is shown. It is not always when the breeding institution has the necessary initial forms for selection. In this regard, there is a need to conduct separate stages of selection in different breeding institutions. For this purpose, a provision on authorship and continuity in the integrated work of several institutions in fruit breeding has been developed (Program and methods of fruit, berry and nut crop breeding. Annex. – Orel, 1995. – pp. 492-498). Breeding work of the Russian Research Institute of Fruit Crop Breeding (VNIISPK) and North Caucasian Federal Scientific Center of Horticulture, Viticulture, Winemaking can serve as a positive experience of creating new apple cultivars by two institutions. As a result of the joint work of these two institutions, 22 apple cultivars have been created, of which 9 have already been included in the state register of breeding achievements approved for use (zoned), including three cultivars for the conditions of the Middle zone of Russia – Aleksandr Boiko, Maslovskoye and Yablochny Spas and six cultivars for the conditions of the North Caucasus – Vasilisa, Karmen, Margo, Orfey, Soyuz and Talisman. Brief economical and biological characteristics of these cultivars are given in this paper. The obtained practical results indicate that in some cases, when creating modern cultivars that meet the requirements of production, it is necessary to use the knowledge of breeders, the source material and equipment of different breeding institutions, and carry out separate stages of the selection process in different institutions.

The use of water for various human needs can be considered as an anthropogenic factor affecting water resources. The amount of water consumption is determined by the size of the population, the level of development and the state of housing and communal services, climatic conditions and other factors. The agricultural sector plays a significant role in the economy of the South and North Caucasian Federal Districts. The increase in agricultural production, especially in the southern drylands, is largely due to its reliable and high-quality water supply. A large share of the agricultural sector in the structure of water use determines that the water turnover coefficient in the region as a whole is much lower than the national one. The analysis of open sources revealed the key problems of water consumption in the region and enabled to identify specific measures for revising its structure.

Abstract. The authors present the results of the use of herbicides on winter wheat crops in the steppe zone of North Ossetia-Alania. The purpose of the work is to study the effectiveness of the use of herbicides in winter wheat crops. The object of research is two varieties of winter wheat – Trio and Utrish, which differ in maturity, susceptibility to leaf-stem pathogens. The novelty lies in the fact that for the first time in the steppe zone of the Mozdok region, in the research and production department of the North Caucasus Research Institute of Mining and Piedmont Agriculture of the All-Russian Scientific Center of the Russian Academy of Sciences, the effectiveness of the use of herbicides in winter wheat crops was studied, an economic assessment of the studied agricultural techniques was given. Methods. The counts and observations were carried out according to generally accepted methods described in the “Educational-methodical guide for conducting research in agronomy”. Results. As a result of the use of herbicides and their tank mixture, it contributed to a significant reduction in the number of weeds (the percentage of death in the bumping phase varied between 55.9–81.1 % compared to the control). The removal of mineral nutrition elements by weeds was: nitrogen – 72.6 kg/ha, phosphorus – 14.4 kg/ha, potassium-52.4 kg/ha. Herbicides had a positive effect on photosynthetic activity. The leaf area during its maximum development (earing phase) according to the studied variants increased by 12.7–16.4 %, and the photosynthetic potential – by 13.7–17.8 %. The PPF for the studied options (the average value for the growing season) increased by 0.34–0.51 g/m2 per day. The studied drugs contributed to a significant increase in productivity. The largest increase was obtained according to the option: Grench (5 g/ha) + Luvaram (800 ml / ha) – 2.39–2.60 t/ha. The profitability level in the control (without herbicides) was at the level of 25.7 % (grade Trio), and according to the studied options ranged from 148.7 % (Luvarum 1600 ml / ha) to 169.2 % (Grench 5 g/ha + Luvaram 800 ml/ha).

The article presents the results of a five-year study of the yield of the Melba apple variety on dwarf, semi-dwarf and medium-sized rootstocks selected by the North Caucasus Federal Scientific Center for Horticulture, Viticulture, and Winemaking (SKFNCSVV). The aim of the research is to study the influence of rootstocks of different growth strengths on the productivity potential of the Melba apple variety in the natural and climatic conditions of the Astrakhan region. The research revealed the influence of the rootstock genotype on the main productivity indicators: perishability, yield, frequency of fruiting, stability of productivity, marketable qualities of fruits. The early fruitfulness of the variety was most affected by the dwarf subspecies SK 3, SK 7 and semi-dwarf SK 2, on which 60–100% of the trees bloomed in the first year of growth in the garden. Among the studied combinations, the highest rates of crop growth in the Melba variety were noted on the dwarf rootstock SK 3 and semi-dwarf SK 2, in combination with which the variety was characterized by maximum values of average (19.4–16.3 t/ha) and total yield (97.2–81.6 t/ha), with the values of these indicators on the control variants 16.0–10.6 t/ha and 80.2–53.1 t/ha respectively. Low indicators of the periodicity index were noted on the dwarf rootstock SK 3 (15.6) and semi-dwarf rootstock: control M 26 (23.0), SK 2 (20.0), SK 5 (27.5), high index of productivity stability (0.75–0.86) – on rootstocks SK 3, SK 2 and SK 5. In the arid conditions of the Astrakhan region, the zoned variety Melba is recommended to be grown in an intensive garden on rootstocks SK 3 and SK 2, which ensure regular and stable yields.

Objective: to analyze the epidemiological situation on Ixodidae tick-borne borreliosis in the Russian Federation in 2019 in comparison with the period of 2002–2018.Materials and methods. The paper uses the data contained in Form No. 2 of the state statistical reporting for 2002–2019 and information obtained by the Reference Center for Monitoring Borreliosis of the Omsk Research Institute of Natural Focal Infections from 74 constituent entities of Russia in 2019. The main research method is epidemiological one with the use of modern information technologies.Results and discussion. In Russia, 8048 cases of tick-borne borreliosis (Lyme disease – LD) were recorded (5.48 0/0000) in 2019. The actual indicators of the LD incidence for the whole country and federal districts (FD) in 2019 were within the confidence limits predicted with linear regression based on the study of the dynamics of the epidemic process in 2002–2018 in the vast majority of cases. A steady upward trend in the LD incidence was observed during 2002–2019 in the Central Federal District due to 10 out of 18 entities (Moscow, Belgorod, Lipetsk, Moscow, Bryansk, Voronezh, Kursk, Ryazan, Tambov, Tula regions); in the Southern Federal District because of the Krasnodar Territory and the Volgograd Region; in the North Caucasus Federal District – because of the Stavropol Territory. Despite the fact that a downward trend in the incidence of LD has been established over the past 18 years in the North-West, Volga and Ural Federal Districts, in some subjects of these regions a trend towards an aggravation of the epidemiological situation is observed (the Komi Republic and Chuvashia, Penza Region). In the absence of a pronounced tendency to change in the incidence rate of LD in the Siberian and Far Eastern Federal Districts, Kemerovo Region-Kuzbass, the Republic of Tuva and the Trans-Baikal Territory where a growing trend has been identified require special attention. In the Ural and Siberian Federal Districts, the share of non-erythema forms among laboratory-confirmed cases of LD was higher than in other regions, which merits further study of the genome-specific features of borrelia populations and their carriers. Effective control of the LD epidemiological situation in Russia is possible provided that the control is improved and maintained, and the capacity of preventive measures and zoological-entomological monitoring of the activity and structure of the natural foci of LD is enhanced in the entities with the long-term tendency towards increase in the incidence of the disease.

New data were obtained when studying the fauna of Ixodes ticks of the genera Dermacentor, Ixodes, Hyalomma in the foothill and mountain pastures of the Main Caucasus Mountain Range. Materials and methods. The current state of the biodiversity of the fauna of ectoparasites of the family Ixodidae in mammals of the North Caucasus was studied in 2015–2018 on the pastures of the Main Caucasus Range. 2500 ticks were studied for infection with blood parasites. Determination of the species composition of ticks – ixodide carried out by the entomological Atlas. In the foothill pastures of Kabardino-Balkaria, there is a fauna of ixodid ticks, which consists of 28 species. In the mountain pastures of the North Caucasus region, 25 species of ectoparasites of the Ixodidae family were identified: 22 species in the Sukan tract, 25 in the Haymash tract, 20 species in the Big Kurats tract. The fauna of ectoparasites of the family Ixodidae in the tract "Haymash" was supplemented with R. sanguineus, H. numidiana, H. anatolicum, I. apronophorus, D. montanus, R. turanicus, H. pospelovashtromae, H. erinacei, H. asiaticums, H. ernacei, H. asiaticums, H. ernacei, H. aspenlovashtromae, H. erinacei, H. asiaticums, H. aspelovashtromae, H. erinacei, H. asiaticums, H. aspelovashtromae, H. erinacei, H. asiaticums, have been added to the fauna of the family Ixodide complexes. The main hosts of their preimaginal phases in the Haymash tract are rodents and hares, and adults are ruminants. The biodiversity of ixodid ticks (Ixodidae) is represented by Ixodes crenulatus species; H. concinna; I. redikorzevi; I. stromi; Anomalohimalaja cricetuli; D. ushakovae; H. caucasica; H. numidiana; H. erinacei; Hyalomma anatolicum; I. apronophorus; Haemaphysalis punctata; H. pospelovaschtromae; H. asiaticum; H. marginatum; H. scupense; I. pavlovskyi; I. persulcatus; Dermacentor montanus; D. marginatus; Rhipicephalus turanicus; R. pumilio; R. sanguineus.

The article is devoted to the typical trends of the modern ethno-political situation in the North Caucasus Federal district (NCFD). The aim of the research is scientific understanding and identification of determinants, complex positive and negative factors of interethnic relations, as well as the specific content and forms of policy and management with the account of the ethnicity factor and the current ethnocratic system preserved in the republics of the Russian Federation NCFD. The article focuses on the problem of rotation of power personalities and change of elites as the global problem of relations between the power and civil society, as a problem of restrictions of public policy and public administration. The article emphasizes as an independent risk the current state and crisis manifestations of federal relations in the NCFD, both vertically and horizontally, which have a precedent effect and a Domino effect. The analysis that has been carried out permits the development of the resulting idea of the next (second) ethno-political timeout in the NCFD. The article demonstrates the necessity to search and realize new political-administrative and organizational efforts for the optimization of the register of national questions taking into account their modern multiplication in a context and in submission to the civil question. The author proposes considerations on the formulation of the main directions of strengthening the modern ethno-political timeout of the NCFD for the optimization of national issues in the context of the general civil issue in the context of the main goal of the state national policy.

The objects of research are representatives of the genus Malus growing in the Kuban zone of the North Caucasus region. The purpose of the research is the breeding improvement of the of apple southern assortment on the basis of the development of the scientific direction “Introduction, variety study and breeding of pome crops in the North Caucasus and the creation of promising domestic varieties with improved adaptability and quality. The history of the creation and development of this scientific direction of the scientific school “Southern Horticulture” in the North Caucasus, the founder of which was Lev M. Sergeev (1886-1980. Under his leadership, the first breeding programs for seed crops (apple, pear, quince) for the North Caucasus region were developed, the priority of which was to improve the characteristics of productivity and quality characteristics of fruits; with his active participation, a network of gossortuchastok was organized in the North Caucasus and by the end of 1947 a zoned assortment of the main fruit crops of the south of Russia was formed. At present, the development of the above-mentioned scientific direction has been continued in the works of L. M. Sergeev, original studies of which are based on the use of a complex of classical and improved methods for creating and evaluating breeding material, modern achievements in molecular genetics, biochemistry, cytology, and are aimed at creating domestic varieties with improved productivity and quality of fruits, with high resistance to abiostressors and the main fungal pathogens of the North Caucasus. In recent years, the gene pool of the apple tree has been significantly updated, numbering 436 specimens of various ecological and geographical origin and ploidy, most of which are from Russia (49 %), Western European countries (18 %), and the USA (17 %). Over the years of research, scientists from North Caucasian Federal Scientific Center of Horticulture, Viticulture, Wine-making have created and submitted for State variety testing 81 new apple varieties, including 25 varieties created in collaboration with scientists from All- Russian Research Institute for Fruit Crops Breeding, I. V. Michurin Federal Research Center and others. 36 apple varieties obtained on the basis of the use of spontaneous and induced mutagenesis, an improved method of polyploidy, directed, repeated and geographically distant hybridization were included in the State Register of Breeding Achievements approved for use in the North Caucasus region.

History of veterinary medicine in Russia in all its aspects (municipal, military, professional veterinary, etc.) has been circumstantially studied and is presented in textbooks, monographs and thesis. However, the history of municipal veterinary medicine has been studied and the materials of all-Russian congresses of veterinarians, held in the early twentieth century and the landmarks of veterinary medicine history in Russia and its sub-federal entities in the period between ancient time and nowadays has been synthesized. Items on epizootic situation of the country and its sub-federal entities on extra hazardous diseases, on prevention and elimination measures; legal regulation of veterinary management ; staff requirements for official veterinary, training of veterinarians and veterinary aid men, forms of organization of the veterinary service; state, municipal, military, private veterinary services are available in literary origins. Unfortunately, the historical and modern features of the veterinary service in certain federal districts of Russia, including the North Caucasus and southern districts, are not generalized. The analysis and determination of such features is important for scientifically-reasonable planning of anti-epizootic measures, composing national targets for veterinary institutions, determining the amount of budget funding for performing national targets, establishing a scientifically-reasonable staff number of veterinary services, improving veterinary servicing of livestock and other branches. Article points out the historical and modern features of the veterinary service of the North Caucasus and Southern federal districts, which have peculiar environment and economic conditions for the development of agriculture, including animal husbandry, and therefore veterinary support for agricultural industries.

Relevance. The National influenza center uses additional criteria: baselines and thresholds for epidemic intensity for early recognition of the onset and assessment of epidemic intensity. Aim. To characterize the parameters of the flu epidemic in the Russian Federation in the 2019-2020 season and assess the intensity of the last 2 epidemics and the effectiveness of baselines and intensity thresholds. Materials and methods. The database of the research Institute of influenza on weekly morbidity, hospitalization, deaths from influenza and ARVI in the cities-reference bases of the National center for influenza was used. The analysis of the flu situation is based on comparing the current incidence of influenza and ARVI with weekly epic thresholds and baselines. A comparative assessment of the intensity of the last 2 influenza epidemics was carried out using intensity thresholds calculated by the moving epidemic method (MEM). Results. The main parameters of the 2019-20 influenza epidemic compared to the previous one are described. There was an increase in the incidence of clinically diagnosed «fluenza» in the pre-epidemic period and the early onset of both epidemics and reaching a peak in the 6th calendar week. This season, the epidemic started among school children, then among adults, and in the past-among the adult population, the incidence of children 0-2 years old was below the thresholds in both epidemics. This season, the average duration of the epidemic and the incidence in cities were higher among school children and adults, and over the entire period of the epidemic, the incidence was higher in all age groups across the country. This season, the epidemic started in the North Caucasus Federal district, its intensity was medium and low, in the past - it started simultaneously in the Siberian, Ural and North Caucasus districts, and its intensity was very high (in the North Caucasus) and high (in the Siberian Federal district) and the average level of 6 districts. The intensity and duration of epidemics were higher in districts with an early onset (in the North Caucasus and Siberian Federal districts). Both epidemics in the country were of moderate intensity, but there were fewer deaths from influenza in the last epidemic. Conclusion. Comparative characteristics of epidemics using baselines and intensity thresholds allowed us to identify the features of the epidemic process in the seasons 2018-19 and 2019-20: the earlier onset of both epidemics; a noticeable increase in the incidence of fluenza before the beginning of epidemics; a decrease in the intensity of epidemics and mortality from influenza; features of the epidemic process in Federal districts. The effectiveness of using additional criteria in the analysis of the influenza epidemic in Russia and this season has been confirmed. In both epidemics, the weekly epidemic thresholds for influenza and ARVI were more sensitive when determining the start of the epidemic, and the end of it, on the contrary, were baselines, and the baselines of morbidity and hospitalization with a diagnosis «influenza» determined the beginning and end of the epidemic even more precisely.
