Abstrak Perdagangan intra-industri memainkan peranan penting dalam literatur ekonomi internasional saat ini. Pada tahun 2019, total ekspor Indonesia ke negara-negara anggota RCEP sebesar 61,65% dari total ekspor Indonesia, dan 44% dari total ekspor ke RCEP disumbang oleh sektor pertanian. Penelitian ini bertujuan untuk mengkaji tingkat interdependensi Indonesia dengan 14 mitra dagangnya dalam RCEP. Data yang digunakan adalah data sekunder time series arus perdagangan komoditi pertanian Indonesia dengan negara-negara RCEP di tahun 2010-2019 yang diperoleh dari Trademap. Metode analisis data yang digunakan adalah intra-industry trade index. Hasil kajian pola perdagangan Indonesia dan RCEP yang diidentifikasi melalui keterkaitan perdagangan (IIT) menunjukkan komoditas yang memiliki nilai rata-rata IIT tertinggi adalah olahan tepung-tepungan (HS 19). Hal ini menunjukkan jika keterkaitan perdagangan Indonesia RCEP untuk produk tepung-tepungan (HS 19) bersifat dua arah (two-way trade). Sedangkan untuk negara, Malaysia adalah negara yang memiliki keterkaitan perdagangan terkuat dengan Indonesia. Nilai rata-rata IIT Indonesia-RCEP sebesar 19,74 menggambarkan keterkaitan banyak produk pertanian Indonesia dan RCEP yang masih rendah dan tergolong inter-industry trade. Rendahnya nilai IIT ini bisa saja disebabkan masih besarnya perdagangan satu arah di RCEP, dimana Indonesia masih dominan melakukan impor. Oleh karena itu, penting bagi pemerintah untuk lebih meningkatkan ekspor komoditas potensial dengan memberi insentif kepada industri pengolahan produk pertanian melalui keringanan pajak dalam jangka waktu tertentu. Kata kunci: Intra-industry Trade, RCEP, Sektor Pertanian   Abstract Intra-industrial trade plays an important role in today's international economic literature. In 2019, Indonesia's total exports to RCEP member countries amounted to 61.65% of Indonesia's total exports, and 44% of total exports to RCEP were contributed by the agricultural sector. This study aims to examine the level of interdependence between Indonesia and its 14 trading partners in RCEP. The data used is secondary data from the time series of trade flows of agricultural commodities between Indonesia and RCEP countries in 2010-2019 which were obtained from Trademap. The data analysis method used is the intra-industry trade index. The results of the study show, if there is a tendency to increase the IIT index of Indonesia with trading partners, it's just that when viewed from each RCEP member, the IIT value still tends to fluctuate. Malaysia is an RCEP member country with the highest IIT score in its agricultural sector, on the other hand, the agricultural sector in Cambodia has the lowest IIT score. Cereal and flour processed commodities (HS 19) were the commodities with the highest IIT, while meat and edible meat scraps (HS 02) were the commodities with the lowest value. Based on the results of the IIT value, it can be seen that many agricultural products are still classified as inter-industry trade. Therefore, it is important for the government to further increase potential commodity exports by providing incentives to processing agricultural industries through tax breaks for a certain period. The Covid 19 pandemic has brought significant changes to the economy of Bali as a domestic and foreign tourist destination. The tourism sector, as the main contributor to the largest contributor to Gross Regional Domestic Product (GRDP), experienced a contraction, which had an impact on other sectors. One of the sectors affected in the agricultural sector, especially the marketing of food products. In the new normal era in Bali, it is necessary to strengthen the rural economy through the application of technology but the process of implementing these innovations is not always successful. The success of collective action is determined by the rational boundaries of society. The rational boundaries of society can be expanded by the presence of symmetrical information. The research objective was to analyze the role of collective action on the application of the Integrated System of Rice Ducks as an effort to increase farmers' income. This research is a case study in Subak Lanyah, Tabanan Sub District, Tabanan-Bali District. Primary data were collected through direct observation and questionnaires while secondary data were collected through literature studies. Analysis of the role of collective action in the application of the integrated system of rice ducks (STIP) was carried out statistically descriptive of farm costs and farmer income. The results showed that the STIP innovation as an effort to increase farmers' income was successfully implemented through Collective action. The collective action mechanism plays a role in strengthening social capital which encourages the application of STIP technology so that the income of Subak member farmers in Subak Lanyah, Tabanan-Bali increases. The success in implementing STIP technology is done by building a process of communication, trust, and networks of farmers with the government, private sector, and universities.of communication, trust, and networks of farmers with the government, private sector, and universities.

Since the discovery of oil, there has been a drastic decline in agricultural exports as percentage of total exports declined from about 43% to slightly over 7% between 1970 and 1974, as a result of the oil price shocks of 1973 – 1974 which resulted in large receipts of foreign exchange earnings by Nigeria and the neglect of agriculture. There have been series of declines in agricultural export since the mid-1970s at an average annual decline rate of 17 percent and by 1996, agricultural export accounted for only 2 percent of total exports, hence, making Nigeria net importer of basic food stuff. With this continual decline, the agricultural sector no longer earns enough foreign exchange through exports. Hence, this study investigates implications of agricultural seed financing on increased productivity output and export earnings in Nigeria. The choice of research design employed in this study is the archival and documentary research strategy, associated with the deductive approach, which involved secondary data collection. The population comprised 16 years data on total annual financial expenditure on agricultural seed improvement, agricultural productivity output and export earnings from 2000 to 2015 (16 years). Secondary data on cumulative annual expenditure on seed financing (SIF), Agricultural productivity (AP) indicator and export earnings (EE) were employed. The findings revealed that, findings revealed that Seed improvement financing has a significant impact on increased Agricultural production output and that there is a significant relationship between Agricultural production output and increased export earnings in Nigeria. The study therefore recommended that, there is need for the government to increase funding for agricultural research and also access international grants, as this will help increase variety of high yield seeds and subsequently increase agricultural production output, which will increase agro related export earnings in Nigeria.

Population data management involves many complex activities of different types of organizations, stakeholders, and knowledge. Innovation is essential in improving the efficiency of the public sector. Governance innovations will give the consequences of the success of innovation itself.  Good governance is a reflection of the innovation strategy of a government administration process. The focus of this research is to investigate the phenomenon of innovation in the management of population data and documents in Southeast Aceh regency. The qualitative method with phenomenological analysis is used to explain and identify how the phenomenon occurs.  The data collection is done inductively by having interviews, discussions, and participatory observation. The triangulation approach is used to explain empirical and secondary data. The results of this study found that the management of innovation should be supported by various supporting policies and the leadership capacity of policy maker. Community participation and cross-border cooperation also contributed to the management of innovation. Innovation is also an immediate need today to deliver excellent public services by the government. JEL Classification:  H70, O32, R58

Skyrocketing prices of food staples such as maize can lead to inefficient agricultural production and definitely have detrimental effects on the economic, social, and political growth of any country. Most studies on maize in Nigeria are focused on the increasing consumption or competitiveness, very few address the determinants of maize price change as a panacea for the increase of productivity. Filling this gap requires a study on the various factors that contribute to the variations in the price of maize. In this study, secondary data were used. The study used descriptive statistics tools to analyze the pattern of price variations and changes in the production of maize over a period of 36 years in Nigeria. Also, various factors affecting price variation of maize were examined. It was recommended that the positive and significant impact of country’s population to maize price change should serve as an impulse to encourage investment in agricultural sector of Nigeria in order to ensure food security in the country. Also, the government should use the inflation measures to regulate prices of maize in the country

ABSTRACT        Original Local Government Revenue is the income used by regional autonomy to fund the implementation of regional autonomy in accordance with each region's potential. Local taxes and retribution are part of local revenue. This study aims to determine the effectiveness and contribution of local taxes and retribution to the Local Government Revenue of Tasikmalaya. This research is a descriptive study using Time Series-type secondary data source. Secondary data comes from the 2016-2019 Budget Realization and Target report of OLGR of Tasikmalaya Region. The results of this study indicate that the highest level of regional tax effectiveness in Tasikmalaya by 2019 was 106.18% and the lowest value is in 2016 at 101.6%, while the highest level of effec-tiveness of regional retribution was in 2016, at 105.33%, and the lowest was 2019 at 90.92%. The contribution of local taxes to Tasikmalaya local revenue reached the high-est in 2016 with 88.59% while the lowest was in 2019, at 49.37%. In the other hand, the highest contribution to regional retribution was in 2016 at 11.4% and the lowest in 2019, at 3, 83%.. ABSTRAK         Pendapatan Asli Daerah (PAD) merupakan pendapatan yang digunakan oleh otonomi daerah untuk mendanai pelaksanaan otonomi daerah sesuai dengan potensi daerah masing-masing. Pajak daerah dan retribusi daerah merupakan bagian dari Pendapatan Asli Daerah. Penelitian ini bertujuan untuk mengetahui efektivitas dan kontribusi pajak daerah dan retribusi daerah terhadap Pendapatan Asli Daerah Kota Tasikmalaya. Penelitian ini merupakan penelitian diskriptif dengan menggunakan sumber data sekunder tipe Time Series. Data sekunder berasal dari laporan Anggaran Realisasi dan Target PAD Kota Tasikmalaya tahun 2016-2019. Hasil penelitian ini menunjukkan bahwa tingkat efektivitas tertinggi pajak daerah Kota Tasikmalaya pada tahun 2019 yaitu 106,18% dan yang paling rendah tahun 2016 yaitu 101,6%, sedangkan tingkat efektivitas retribusi daerah tertinggi pada tahun 2016 yaitu 105,33% dan paling rendah tahun 2019 yaitu 90,92%. Kontribusi pajak daerah terhadap pendapatan asli daerah Kota Tasikmalaya tertinggi pada tahun 2016 yaitu 88,59 dan paling rendah pada tahun 2019 yaitu 49,37%, sedangkan kontribusi retribusi daerah tertinggi pada tahun 2016 yaitu 11,4% dan paling rendah tahun 2019 yaitu 3,83%. ABSTRACT The agricultural sector is the primary sector and plays an important role for the national economy. One of the agricultural sectors is soybeans which is a staple food for the people of Indonesia. This study aims to determine the simultaneous and partial effects of consumption, production and foreign exchange reserves on soybean imports in Indonesia, as well as to analyze the variables that have the most dominant influence on soybean imports in Indonesia in the period 2000-2016. The method used in this study is a quantitative approach research and uses secondary data with time series and the analysis tool used is multiple linear regression analysis with the help of software Eviews 9. The results showed simultaneous consumption, production and reserve variables Foreign exchange has a significant impact on soybean imports in Indonesia for the period 2000-2016. Foreign exchange reserve variables have a positive and significant effect on soybean imports in Indonesia for the period 2000-2016. Salah satu dari sektor pertanian adalah kedelai yang merupakan termasuk makanan pokok bagi masyarakat Indonesia. Penelitian ini bertujuan untuk mengetahui pengaruh secara simultan dan parsial konsumsi, produksi dan cadangan devisa terhadap impor kedelai di Indonesia, serta untuk menganalisis variabel yang berpengaruh paling dominan terhadap impor kedelai di Indonesia pada periode tahun 2000-2016. Metode yang digunakan dalam penelitian ini adalah penelitian dengan pendekatan kuantitatif serta menggunakan data sekunder dengan runtun waktu (time series) dan alat analisis yang digunakan adalah analisis regresi linear berganda dengan bantuan perangkat lunak Eviews 9. Hasil penelitian menunjukan secara simultan variabel konsumsi, produksi dan cadangan devisa berpengaru signifikan terhadap impor kedelai di Indonesia periode tahun 2000-2016. Variabel cadangan devisa berpengaruh positif dan signifikan terhadap impor kedelai di Indonesia periode tahun 2000-2016. Abstract The emergence of the CoronaVirus Disease in 2019, until now has had a negative impact on various sectors of people’s lives including the agricultural sector. Smallholder oil palm farming has also experienced a negative impact due the pandemic. This research aims to knowing the situation of smallholder oil palm farming before and during pandemic; and to knowing the readiness of farmers to manage smallholder oil palm farming; and to knowing the sustainability of the management of smallholder oil palm farming during the pandemic. This research was conducted in STM Hilir Subdistrict, Deli Serdang District, North Sumatra, Indonesia, which was carried out in September - December 2020. The data used were primary and secondary data which were analyzed descriptively with income analysis method and simple tabulation. Based on the results of data analysis, concluded: smallholder oil palm farming during the COVID-19 pandemic was not stable, due to an increase in production costs of 20.2%/month, and a decrease income of farmers by 6.69%/harvest season/ha. In period of COVID-19 pandemic-19 59% of farmers said they are ready to develop their farming in a sustainable manner. Sustainable management smallholder oil palm farming during the pandemic is going well, based on indicators of ecological conservation, where farmers tend to use organic fertilizers. In accordance with the results of the study suggested; so that the government provides continuous counseling to farmers, provides incentives, subsidies for production facilities for farmers, so that farmers continue to apply health protocols in carrying out their farming activities.

Aquaculture and fisheries emerged as an important source of food, protein, nutrition, livelihood and employment for the majority of the rural population. The fisheries sector has registered a sustainable and astounding growth rate over the last decade. The sector offers an attractive and promising future for employment, livelihood and food security. The study is based on the available secondary data from different aspects of fishery statistics published in Handbook on Fisheries Statistics 2020 by the Government of India and other related articles. Data for the time series analysis was taken from 2001-02 to 2017-18. It is found that the world per capita apparent consumption of fish has been increased by 10.4 kg from the 1960s (i.e., 9.9 kg) to 2016 (i.e., 20.30 kg). By analysing the time-series data, it is evident that the total fish production, including both marines and inland, has shown an astounding growth with a Compound Growth Rate of 4.58. The regression equation was Y = 5.182X – 12267, R2 value was 0.9414 where Y is the total fish production (dependent variable) and X is the total fish seed production (independent variable). There exists a positive relationship between fish seed and fish production in the country. It can be concluded that aquaculture plays a significant role in the country’s GDP rate and food security.

The purpose of this study was to determine the effect of the Agricultural Sector (X1) and the Processing Industry Sector (X2) on Poverty (Y) in North Aceh District. To achieve this goal this study uses secondary data in the form of time series in 2010-2016 which are sourced from the North Aceh Regency BPS. Methods of data analysis using Multiple Linear Regression. The results showed that partially stated that the previous year's poverty variable had a positive effect on poverty in North Aceh District, the agricultural sector variable had no effect and negative on poverty (Y) in North Aceh District and the processing industry sector variable had no significant and negative effect on poverty (Y) in North Aceh Regency.Taken together, the poverty variable of the previous year, Agricultural Sector variable (X1) and Processing Industry Sector (X2) had a significant effect on Poverty (Y) in North Aceh District..

During the last few years, farmer empowerment has been the main agenda of government programs to achieve the agricultural sector revitalization, which focuses more on human resources and farmer institutional development. Further, through the Minister of Agriculture, the government program with a target of establishing 350 farmer corporations by 2024 is a necessity if farmer groups are built with the support of the skilled and market-oriented. The assessment used a qualitative approach that focuses on data related to the assessment problem. Secondary data were obtained from various relevant literature to explore the correlationbetween empirical facts and government programs and regulations. The case study was conducted in October 2019 at Gapoktan Sidomulyo in Godean District, Yogyakarta Province. The results of the study showed that empirically, Gapoktan Sidomulyo is the advanced Farmer Group Association that successfully managed the farmer institution since it was supported by its history of formation and skilled human resources who were always market-oriented. On the other hand, the management of Gapoktan Sidomulyo still did not want to transform the Gapoktan into a legal business entity because it was considered more complicated and did not provide benefits.
