The article discusses the theoretical aspects of maintaining homeostasis of economic systems. The features of the development of the economic system of the Russian Federation are generalized. Key parameters have been identified, going beyond the permissible limits of which leads to destabilization of the economic system of the Russian Federation. The current situation is evaluated from the point of view of its impact on the homeostasis of Russia’s economic system. The conclusion is made about prevailing of exogenous disturbances that have caused a significant loss of stability of the Russian economic system at the present stage. Measures of regulatory impact to return to the lost homeostasis of Russia’s economic system have been developed. It is emphasized that one of the main sets of regulatory measures are measures aimed at the financial sector of the Russian economy. Four main groups of regulatory measures developed by the Bank of Russia and aimed at maintaining the ability of the financial market to provide the necessary resources to the economy in the context of the coronavirus pandemic are considered. A preliminary conclusion about the effectiveness of these regulatory measures is drawn.

The concept of “efficiency” is specified in relation to the developed control system of the regional socio-economic system as the productivity of management decisions that ensure the achievement of the target level of indicators of National projects of the Russian Federation. From the point of view of control theory, performance evaluation of the decision of problems of management from evaluating the performance of the regulation system of regional socio-economic system primarily on the emergence of governors and disturbances. A criterion for the effectiveness of managing the regional socio-economic system as a function of the maximum from the managing influence of National projects of the Russian Federation is introduced. The criterion for evaluating the speed of the regional socio-economic system regulation system in response to the appearance of controlling and disturbing influences is introduced as a concept of the effectiveness of solving the problems of managing the regional socio-economic system, which is determined by the system’s ability to adjust external influence and “return” to a given target development program. To assess the behavior of the regional socio-economic system management system in the transition mode, dynamic quality indicators are used, i.e. numerical estimates of the speed of the regional socio-economic system regulation system in response to the appearance of controlling and disturbing influences, such as the time of the transition process in the regional socio-economic system control system and the time of setting the target value of indicators of National projects of the Russian Federation.

The Baikal region, which includes 3 constituent entities in the territory of the Russian Federation - the Republic of Buryatia, the Irkutsk Region and the Trans-Baikal Territory - should be considered due to its location (in the territory of the Lake Baikal drainage basin) and from the point of view of the regional economy as a single socio-ecological and economic system, whose development should be aimed at preserving the unique ecosystem of the deepest lake on the planet. However, in the Territorial Development Strategy of the Russian Federation, the Baikal region is not included in the list of macroregions despite its compliance with the general principles of their formation. In our opinion, the Baikal region is united by a specific mission entrusted to its population - the need to preserve the unique Baikal ecosystem while ensuring a decent level and quality of life for people living in the Baikal natural territory. The article analyzes the need for a transition to an environmentally oriented innovation economy, which allows transforming the "Baikal factor" from a problem that hinders economic growth into a resource for territorial development.

The article is devoted to sustainable development and sustainable growth of socio-economic systems of Russian regions. It is stated that to manage the sustainable growth it is necessary to develop a comprehensive approach to analyze the sustainability of socio-economic systems of the Russian regions. The author proposes a model for assessing the sustainability of the socio-economic system of the region and the technique and algorithm for estimating the sustainability of subjects of the Russian Federation. He develops the integral indexes for each factor of sustainability. The maps of sustainability for results visualization and development of managerial decisions are given.

Regions of the Russian Federation, interpreted in terms and concepts of control theory as socio-economic systems, are subject to state regulation and management. Considering the regional socio-economic system from the choice of alternatives in a situation with uncertainty the impact of the environment allowed us to propose the theory of control for the respective methodology. Previously, the methods of making management decisions at the regional level were characterized by the predominance of heuristic approaches, but the current realities of dynamic changes in the external environment, coupled with the complex of tasks set in the National projects of the Russian Federation, require regional governments to strictly justify their management actions. The condition for applying the control theory to describe the management system of a regional socio-economic system is the presence and possibility of a formalized description of cause-and-effect relationships, clearly defined elements (for example, the control object, the setting influence, the Executive element, etc.).), as well as the logical structure of relationships between elements of the system. Thus, we can talk about the need to develop and implement a methodology for managing the regional socio-economic system based on the analysis of the influence of the external environment.

The development of market relations in the Russian Federation has complicated the management of regional economic systems due to the strengthening of the independence of economic systems of each rank, both economic entities in the regions and the regions themselves as a whole. The change in management processes is taking place against the background of persisting disproportions between regions, caused both by their inherent objective natural and geographical differences and by differences in the level of their socio-economic development, which further complicates the problem of forming effective mechanisms for managing regional economic systems. In this article, it is proposed to consider the problem of forming an optimal mechanism for managing the regional economic system from the standpoint of the theory of regional reproduction. The theoretical foundations of the formation of the mechanism for managing the economic system are supplemented by the clarification of the concepts of «region», «regional economy» and «control mechanism» in relation to the specificity of the reproduction processes in the regions. This allows us to highlight economic activity through the phenomenon of entrepreneurial activity, as a management factor in the mechanism of management of the regional economic system, to propose theoretical and methodological approaches to its assessment. The method of the multivariate average was used as an estimation method. Based on the results of the assessment, the classification of the regional economic systems of the Russian Federation was carried out and, on its basis, an algorithm was proposed for determining a set of measures for managing economic activity in a region, depending on the type and level of manifestation of entrepreneurial activity in it. The proposed algorithm for differentiating regional management of economic activity will thereby improve the mechanism for managing regional economic systems, enhancing the targeting and efficiency of decisions and measures taken, and will help optimize economic activity in the region.

The article defines the consequences of economic crimes, summarizes the experience of theoretical and empirical studies of crime in the Russian economy, and presents the results of the author's research in this area. The interpretation of the concept of "economic crime" is characterized by legislative, departmental and research approaches. The authors argue that it is difficult to detect crimes in the economic sphere and the high level of latency of economic crime. Data from official statistics of Rosstat and the Prosecutor General's office of the Russian Federation were selected as the empirical base of the study. The research was carried out using methods of visual representation of data, research of dynamics, structure and analysis of relationships in the whole country and in the regional context. The study revealed the main trends in the situation from the point of view of criminalization and de-criminalization of the Russian economy, consisting in slowing down the reduction in the number of crimes in the economy in the Russian Federation. The study identifies regions with an increased level of economic crime and assesses the effectiveness of measures taken to counteract economic crime. The analysis made it possible to determine the directions of countering economic crime in Russia with the mandatory involvement of digital technologies.

The article investigates the problem of investment attractiveness of the modern economy of the Russian Federation, which is one of the richest countries in the world in terms of natural resources. Currently, Russia has sufficient scientific, technical and production potential to improve the efficiency of its economy. However, despite the positive factors, our country has some problems, some of which are related to the investment attractiveness of the country for both domestic and foreign investors. In this regard, there is a certain set of different subjective and objective approaches and means that directly affect the increase of investment attractiveness of socio-economic systems, and which could be used in relation to Russia.

The article analyzes the situation with attraction of foreign direct investments (FDI) into the Russian Federation. Sharply increased inflow of international financial resources into national economy has highlighted the problem of definitions, the reasons of this phenomenon and its economic contents. The article considers methodological aspects and economic essence of modern FDI. Special accent is made on the estimation of the situation with their attraction into Russia, FDI structure and effectiveness. The conclusions about basic directions of the increase of their effectiveness in the Russian economy are formulated.

The article is devoted to the study of modern theoretical and legal problems of ensuring biological security in the Arctic zone of the Russian Federation. The published Draft of Federal law No. 850485-7“On biological security of the Russian Federation”provides an opportunity to take a closer look at the problem of legal provision of biological security in relation to the most vulnerable ecosystems, and, first of all, the Arctic. The article considers the most important features and potential risks of the Arctic zone of the Russian Federation of critical importance from the point of view of biological hazards, the features (specificity) of biological safety problems from the point of view of organizational-legal features and, in particular, from the perspective of environmental law. It is proved that, given the special situation of the Arctic zone of the Russian Federation, in addition to the base Federal law“About biological safety” required a specific law on biological and ecological safety of the Arctic zone of the Russian Federation, which should be generated on a slightly different model than the draft Federal law «On biological safety”, to wear the most specific, applied nature.

In Russia, the reform of the regulatory guillotine is being implemented in the field of control and supervisory activity. It should result in a new regulatory system formed according to the principles specified in the key federal laws: «On state control (supervision) and municipal control in the Russian Federation» (Law on Control) and «On mandatory requirements in the Russian Federation» (Law on Mandatory Requirements) adopted in August 2020. In the field of industrial safety, this process was launched by the Decree of the Government of the Russian Federation № 1192, which will come into force on January 1, 2021. The main provisions are discussed in the article, which are related to the Law on Control and the Law on Mandatory Requirements. The Law on Control establishes the priority of preventive measures aimed at reducing the risk of causing harm in relation to the control activities, the grounds for carrying out control (supervisory) activities, the types of these activities in the forms of interaction with the controlled person and without such, the procedure for presentation of the results of control (supervisory) activity. The Law on Mandatory Requirements establishes that the provisions of regulatory legal acts should enter into force either from March 1 or September 1, but not earlier than 90 days after their official publication, and their validity period should not exceed 6 years. The drafts of regulatory legal acts developed by the federal executive bodies are subject to regulatory impact assessment. With a view to ensuring systematization of mandatory require ments, their register is kept. The federal executive body prepares a report on the achievement of the goals of mandatory requirements introduction. By January 1, 2021, 10 resolutions of the Government of the Russian Federation, 48 federal norms and rules in the field of industrial safety and 9 other regulatory legal acts of Rostechnadzor should be adopted. The drafts of all the documents are already prepared, some of the acts are completing the process of discussion and approval.
