Local autonomy that revolves in Indonesia has provided opportunities for villages to develop independent villages in accordance with the potential of the villages —in line with the Undang-Undang Nomor 6 Tahun 2014 concerning Villages. The most common health problem in the rural areas and directly related to the quality of Indonesian human resources is stunting. For this reason, this study is intended to illustrate how the strategy of increasing the capacity of organizations and increasing the capacity of village officials in efforts to prevent stunting in villages. Besides the government, stunting prevention in Pandeglang also involves the private sector and academics. These sectors are directly involved in increasing village capacity to prevent stunting. This study used a qualitative approach with descriptive method. Data collection techniques were in-depth interviews, observation, and study of documents related to the research topic. From the results of the study it was found that the ability of organizations in planning, implementing, and evaluating programs, managing village funds, socialization and communication, partnerships, fostering village government and village communities, became the dominant factor in handling stunting in Pandeglang.

E-cigarettes were first created in a modern way by a pharmacist from China in 2003 and patented in 2004 and then began to spread throughout the world. The results of a survey conducted by the International Tobacco Control Survey in America, Canada, Australia, and England, currently 29% of former smokers use electronic cigarettes, 7.6% have tried using electronic cigarettes and 46.6% are aware of the existence of electronic cigarettes. Some conditions that can arise from long-term use of nicotine are increased blood pressure and heart rate, as well as an increased risk of developing insulin resistance, type 2 diabetes, and heart disease. This research uses a qualitative approach with a descriptive method. Based on in-depth interviews with the informants, it was found that the informants had various reasons for using vapor, both for health reasons and for environmental reasons.  All resource persons also argue that the dominant factor that makes a person use vapor is environmental factors.  Meanwhile, when viewed from the behavior of all informants, they do not use vapor continuously but at certain times, even one of the informants still uses conventional cigarettes to be accompanied by vapor.

Before the emergence of Covid-19 which developed throughout the world, the Indonesian Central Government had issued Law Number 6 of 2014 concerning Villages, which is a policy that regulates the level of Village administration. However, in this law there is no allocation of development funds and village empowerment which is the basis of the community at the level of village government administration (Gampong). Funds sourced from APBN, APBD Province or Regency, hope to support the progress of the village to become an independent village capable of organizing and managing. The allocation of village funds in the form of a Village Revenue and Expenditure Budget (APBG) is directed to finance government activities, development and community empowerment. For this reason, the Government has issued a special policy to handle Covid-19 by allocating Village Funds to address problems arising from the Covid-19 pandemic. Especially for the economic sector through the formation of Village-Owned Enterprises (BUMG) which is a business driver to improve the quality of life and realize the welfare of rural communities. With a descriptive qualitative approach using three methods, namely observation, interviews and documentation analysis. This study aims to determine business potential with local wisdom through a SWOT analysis with a focus on Village-Owned Enterprises. Based on the SWOT analysis, in the end, Village-Owned Enterprises will facilitate activities in realizing plans in accordance with local wisdom for the welfare of the community, especially in the era of the Covid-19 pandemic.

The phenomenon of urban growth in rural areas created sub-urban areas like Tangerang region. Occupancy of space created by planned settlement against unplanned settlement raises spatial and social segregation. Previous studies have shown more on the negative side of the collision phenomenon with the point of view of the occurrence of physical and social unconformity between the newcomers as residents of planned settlements with the natives. On the other hand, it turns out that unplanned settlements still exist, thus raising the question of research is there conformity in the point of view of unplanned settlement settlers? To get an answer to the question, this research used analytical descriptive method, where data obtained directly from the field through observation and in-depth interviews with unplanned settlement settlers. The result of the analysis showed that although the spatial and social segregation is apparent, the community of unplanned settlers does not feel disturbed and the daily social economic activity of the community keeps going well, even the quality of life improves in some points. Such conditions create a form of internal conformity with parameters formulated by the community, including access to and from unplanned settlements, integrated infrastructures, open access to economic activities, and still guaranteed socio-cultural activities.

Village development and growth is currently experiencing rapid progress, this is indicated by the large amount of village funds and other sources of village income. Therefore, the government applies Law No. 6 of 2014 concerning Villages as the Village Law in Indonesia. This law requires the village government to hold the community accountable for the state funds that have been used. To realize this responsibility, the central government represented by BPKP developed the application of the village financial system or called SISKEUDES as a village tool in realizing its accountability. The research method used is a qualitative approach. Data obtained by interviews and direct observation techniques in the Village Hall Banjaragung. The results of this study indicate that the existence of SISKEUDES in Banjaragung Village helps the village accountability process to the local government and the community with the existence of village financial reports produced by this application. Banjaragung Village has implemented SISKEUDES which is adjusted to Permendagri No. 20 of 2018 concerning Village Financial Accounting, thus the quality of reporting can be accounted for based on the prevailing village accounting.

Posyandu cadres are an important part of the program journey in Indonesia which has long been integrated into various programs. Including in the health program, cadres are the spearhead of community health activities based on community empowerment through Integrated Service Posts (Posyandu). The problem of Posyandu operational costs and economic cadres often become obstacles for developing Posyandu, so that the Posyandu productivity decreases. Therefore, it is necessary to strengthen entrepreneurship for Posyandu cadres to increase Posyandu funding while increasing the family economy. This study uses a qualitative approach to portray efforts to strengthen Posyandu through entrepreneurship in Posyandu cadres. Posyandu cadres are the main informants whose information is obtained through in-depth interviews, after which in-depth interviews with stakeholders will be conducted. The results showed that Posyandu cadres who have entrepreneurship are still active in running Posyandu and have good performance, and are classified as active cadres. Entrepreneurs that are being carried out by cadres are still individual and do not affect their performance as cadres, in fact entrepreneurs who are run a lot help posyandu activities, cadres can help household financing while helping Posyandu operations. Cadre business is going well because the government is strengthening cadres in training to improve the quality of entrepreneurship, then supported by licenses issued by the district. Business incubation also impacts cadre business.

This study aims to determine the quality of mobile library service which is one of the innovative services in the field of literacy organized by the Government of West Java. Literacy Program is an effort made to prepare human resources to realize the internalization of a mental revolution to face the demographic bonuses in West Java. Consequently, the local government of West Java in collaboration with DISPUSIPDA released several literacy programs, one of the programs is mobile library which includes all districts and cities in West Java. The method in this study uses a descriptive method with a qualitative approach. The data collection technique is done through data that is directly observed in the field (observation) and through interviews. From the result of the study found that service is effective and able to run well. This mobile library service is expected to be able to foster public interest in reading, especially students in West Java to support the demographic bonus in which it shapes the character of students in accordance with the concept of mental revolution which includes work ethic, integrity and mutual cooperation.

This study aims to identify the relationship between the village head and the Village Consultative Body (BPD) in the use of village funds in the village of Karang Jaya, Namlea District, and explain the influence on the development of village communities. The problem is focused on the use of village funds which should be a stimulus for development in each village, but, in management, there are often problems that hinder village development. This study seeks to see and get deeper into the relationship that has been built between the village head and the BPD in the village of Karang Jaya. The approach used in this study uses a qualitative approach. The number of informants who will be interviewed is 15 people taken purposively, considering that respondents are regarded as related parties to achieve the research objectives. Researchers used observational data collection techniques and in-depth interviews to obtain data on the implementation of the village fund program. The analysis technique used in this research is qualitative data analysis following the concepts given by Miles and Huberman, and Spradley. This study concludes that the parallel relationship pattern between the BPD and the village head in the management of the village government as regulated in the legislation, it turns out that in its implementation, there is enough response so that the working relationship becomes harmonious and leads to a pattern of cooperation and shows a tendency to share tasks that are parallel between the heads. Improving the quality of human resources through education is one of the ways to benefit from the window of opportunity. The Government of Indonesia and many local governments have been conducting programs to provide easier access to education to prevent dropouts. The Local Government of Bojonegoro has been implementing a program called "Ayo Sekolah" to curb dropouts. This paper aims to describe the conditions of education in Bojonegoro District and the implementation of the “Ayo Sekolah” Program in Bojonegoro District. The analysis is based on  the result of research on the program. The research used a quantitative and qualitative approach. Qualitative data is collected through in-depth interviews, while secondary data are used for quantitative analysis. The result of the study shows that the “Ayo Sekolah” Program in Bojonegoro District that has been running since 2015 has significantly reduced dropout rates. The percentage of the drop-off rates for Bojonegoro Regency high school/vocational/MA in 2013-2017 decreased even though only 0.20 percent.

Indonesian Village Law 2014 states that the purpose of village regulation is to create an independent village. Village management in Indonesia is carried out using a self-governing community system that requires apparatus that has good capacity. On the other hand, the existence of village apparatus in Indonesia still does not have the capacity needed to organize the government to become an independent village. Therefore, it is necessary to do a political law reconstruction to find a solution to the inequality of expectations of village regulation and the reality of the quality of village officials like this. Political law functions as a bridge to the goals to be achieved and is strongly influenced by the social reality of society. This research was conducted using a qualitative approach with the type of library research by reviewing data related to villages in Indonesia, especially village government. The results of this study revealed that only 7.43% were independent villages, most of village apparatuses unprofessional, poverty rate 9.66%, and unemployment rate of 5.01%. This requires a solution through a series of solution policies so that the objectives of village regulation towards independent villages can be achieved so that the prosperous community can be achieved.Undang-Undang Desa Tahun 2014 menyebutkan bahwa tujuan peraturan desa adalah untuk mewujudkan desa yang mandiri. Pengelolaan desa di Indonesia dilakukan dengan sistem kemasyarakatan swakelola yang membutuhkan aparatur yang memiliki kapasitas yang baik. Di sisi lain, keberadaan perangkat desa di Indonesia masih belum memiliki kapasitas yang dibutuhkan untuk menyelenggarakan pemerintahan menjadi desa yang mandiri. Oleh karena itu, perlu dilakukan rekonstruksi politik hukum untuk mencari solusi atas ketimpangan ekspektasi peraturan desa dan realitas kualitas aparatur desa seperti ini. Hukum politik berfungsi sebagai jembatan menuju tujuan yang ingin dicapai dan sangat dipengaruhi oleh realitas sosial masyarakat. Penelitian ini dilakukan dengan menggunakan pendekatan kualitatif dengan jenis studi pustaka dengan mengkaji data-data terkait desa di Indonesia khususnya pemerintahan desa. Hasil penelitian menunjukkan bahwa desa mandiri hanya 7,43%, perangkat desa sebagian besar tidak profesional, tingkat kemiskinan 9,66%, dan tingkat pengangguran 5,01%. Untuk itu diperlukan solusi melalui serangkaian kebijakan solusi agar tujuan peraturan desa menuju desa mandiri dapat tercapai sehingga masyarakat sejahtera dapat tercapai.

Budget is an important part in achieving the objectives and planning activities that will be implemented in the government. The existence of budgeting on a village can be a guideline for the village government in the planning of the development activity program for the year. Budget drafting in the Kauneran village Sonder district of Minahasa regency discussed with the government, community and related parties, so that the formation of activities program aims for development and welfare of village communities. In the process of budget drafting, evaluation is needed as accountability of the village finances so that the budget becomes very important. This study aims to evaluate the process of budget preparation at the government of Kauneran village Sonder district of Minahasa regency. The data analysis used is descriptive analysis with qualitative approach. The results of the research shows that process of preparing the budget of Kauneran Village Government Minahasa regency is accordance with government regulations in force.Keywords: Budget drafting, Evaluation
