Village development and growth is currently experiencing rapid progress, this is indicated by the large amount of village funds and other sources of village income. Therefore, the government applies Law No. 6 of 2014 concerning Villages as the Village Law in Indonesia. This law requires the village government to hold the community accountable for the state funds that have been used. To realize this responsibility, the central government represented by BPKP developed the application of the village financial system or called SISKEUDES as a village tool in realizing its accountability. The research method used is a qualitative approach. Data obtained by interviews and direct observation techniques in the Village Hall Banjaragung. The results of this study indicate that the existence of SISKEUDES in Banjaragung Village helps the village accountability process to the local government and the community with the existence of village financial reports produced by this application. Banjaragung Village has implemented SISKEUDES which is adjusted to Permendagri No. 20 of 2018 concerning Village Financial Accounting, thus the quality of reporting can be accounted for based on the prevailing village accounting.

Before the emergence of Covid-19 which developed throughout the world, the Indonesian Central Government had issued Law Number 6 of 2014 concerning Villages, which is a policy that regulates the level of Village administration. However, in this law there is no allocation of development funds and village empowerment which is the basis of the community at the level of village government administration (Gampong). Funds sourced from APBN, APBD Province or Regency, hope to support the progress of the village to become an independent village capable of organizing and managing. The allocation of village funds in the form of a Village Revenue and Expenditure Budget (APBG) is directed to finance government activities, development and community empowerment. For this reason, the Government has issued a special policy to handle Covid-19 by allocating Village Funds to address problems arising from the Covid-19 pandemic. Especially for the economic sector through the formation of Village-Owned Enterprises (BUMG) which is a business driver to improve the quality of life and realize the welfare of rural communities. With a descriptive qualitative approach using three methods, namely observation, interviews and documentation analysis. This study aims to determine business potential with local wisdom through a SWOT analysis with a focus on Village-Owned Enterprises. Based on the SWOT analysis, in the end, Village-Owned Enterprises will facilitate activities in realizing plans in accordance with local wisdom for the welfare of the community, especially in the era of the Covid-19 pandemic.

The impact of Covid 19 made the government in Sukoharjo village, Sukoharjo sub-district, Pringsewu regency, pour out village funds that should have been converted into BLT for residents affected by covid 19. The purpose of this study is to evaluate the policies of the Sukoharjo II village government that have been ongoing. This study used a qualitative approach, namely describing the policies adopted in the village of Sukoharjo II coherently. data collection methods using interviews and documentation, then the data collected is analyzed with a qualitative approach. The result is that the Sukoharjo II village government has succeeded in carrying out policies that have been running well based on indicators of evaluation of public policies from William N Dunn, such as effectiveness, adequacy, equity, responsiveness, and accuracy have been running in accordance with government regulations that determine potential family beneficiaries of village funds in accordance with regulations. issued by the central government and the regional government of Pringsewu Regency by synchronizing the data in advance with the integrated list of prosperous families (DTKS) from the Social Service Agency. Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.

The existence of the village government lately has not been able to function properly. One factor is that the capacity of the village apparatus is inadequate and the skills possessed are still very limited. Minimal education and training to improve the ability of village officials is the root of the problem. This study uses descriptive qualitative methods and the approach used in this study is a qualitative approach. The purpose of writing this article is to find out the things, efforts and constraints of developing the capacity of the current village apparatus. The problem of limited budget is an obstacle in improving the quality of village officials. The lack of a budget has had an effect on programs and activities in the context of developing the capacity of village apparatus that cannot be realized. The steps that can be used are, capacity building through training for orderly village administration, manuscripts and management of official letters, village government accountability reports, Compilation of Village Expenditure Budget, Village Fund Allocation Management and Village Wealth Management and Management of Village Owned Enterprises. The need for cooperation and attention between the Central Government and the Regional Government to conduct training on an ongoing basis, especially in the village of Cibodas

Penanggulangan kemiskinan merupakan kebijakan yang dilakukan terhadap  masyarakat yang tidak mempunyai atau mempunyai sumber mata pencaharian dan tidak dapat memenuhi  kebutuhan yang layak bagi kemanusiaan. Banyak upaya yang dilakukan oleh pemerintah untuk mengatasi masalah kemiskinan ini, melalui Program Beras sejahtera (Rastra). penyaluran beras sejahtera di Desa Mulyasari  ditemukan permasalahan-permasalahan Kualitas beras sejahtera yang disalurkan ke Desa Mulyasari masih kurang layak,  Belum adanya keseimbangan antara kuota beras dengan RTSPM,  Penelitian ini diharapkan dapat mengetahui Implementasi Program Rastra di Desa Mulyasari Kecamatan Pamanukan Kab. Subang Penelitian yang dilakukan bersifat deskriptif yaitu untuk  mendapatkan data yang objektif dalam rangka mengetahui dan memahami Implementasi Program Rastra di Desa Mulyasari Kecamatan Pamanukan Kab. Subang Adapun informan  perangkat desa Mulayasari,  dan Masyarakat terkait. Berdasarkan penelitian diketahui Implementasi Program Beras sejahtera (Rastra) di Desa Mulyasari Kecamatan Pamanukan Kabupaten Subang belum berjalan dengan optimal  Pada  dimensia isi Kebijakan (Content of Policy), implementasi Program Beras sejahtera (Rastra) di Desa Mulyasari Kecamatan Pamanukan Kabupaten Subang  tidak tunggangi oleh kepentingan perorangan melain suatu cita-cita dalam pengetansan kemiskinan kemudian  masyarakat  target program meresa terbantu dengan adanya program ini,   untuk menghindari konflik social di masyarakat maka pemerintah desa dan jajaran membagi rata beras rastra tersebut sehingga jumlah beras yang dibagikan tidak sesuai dengan jumlah yang ditentukan pemerintah pemerintah belum mampu mengatasi keterlambatan pembayaran beras sejahtera petugas pelaksana program tidak mengantisipasi pembayaran yang macet dari program beras sejahtera, serta terakhir  kurangnya kompetensi dan tanggung jawab dari pelaksana program Kemudian pada dimensi Lingkungan Kebijakan  dukung oleh seluruh stakeheolder desa mulyasari,  adanya ketegasan dari pemerintah sehingga beras sejahtera tepat sasaran serta masyarakat sering menerima Rastra dengan kualitas sangat rendah dan tidak layak dikonsumsi.   Poverty alleviation is a policy that is carried out on people who do not have or have a source of livelihood and cannot meet the proper needs of humanity. Many attempts were made by the government to overcome this problem of poverty, through the Poor Rice Program (Rastra). distribution of poor rice in Mulyasari Village found problems Quality of poor rice distributed to Mulyasari Village was still inadequate, There was no balance between the rice quota and RTSPM, this research was expected to find out the Implementation of the Literature Program in Mulyasari Village, Pamanukan District, Kab. Subang The research conducted is descriptive in nature to obtain objective data in order to know and understand the Implementation of the Literature Program in Mulyasari Village, Pamanukan District. Subang The informants of the Mulayasari village apparatus, and the community concerned. Based on the research, it is known that the implementation of the Poor Rice Program (Rastra) in Mulyasari Village, Pamanukan Sub-District, Subang Regency has not been running optimally. other than an ideal in poverty alleviation then the target community of the program feels helped by the existence of this program, to avoid social conflict in the community, the village government and the ranks of the Rastra rice evenly distributed so that the amount of rice distributed is not in accordance with the amount determined by the government the government has not been able to overcome the late payment of poor rice program implementers do not anticipate bad payments from the poor rice program, and finally the lack of competence and responsibility of program implementers Then in the Environmental dimension Policy is supported by cells Told the Mulyasari village stakeheolder, there is a firmness from the government so that poor rice is right on target and the community often receives Rastra with very low quality and is not suitable for consumption.

The Evaluation of Pilot Project Universitas Membangun Desa (UMD) focuses on the development of villages in Bondowoso district of East Java province through the innovation of the use of information technology. This study presents an evaluation of the implementation of a pilot project of the Village Information Administration System (SAID) implemented in ten villages located in two wringin and cermee sub districts in 2016. This program is an innovative collaboration between Jember University, Community Collaboration and welfare services (KOMPAK) and Australian Aid. The purpose of this program is to build a Village Information System (SID) and utilize it to create an independent village in data and information, introduction of village potential and marketing of village superior products. through a qualitative approach, this research can describe the context and setting naturally through observation, interviews with stakeholders and beneficiaries of the program. The results show that the Village Information Administration System (SAID) is able to accelerate and improve the quality of village government services but there are several problems in its implementation such as internet network problems, low human resource competence, lack of support from village government and inadequate facilities and infrastructure. Position the village in a country is very important, because the village is the spearhead of a government. The existence of the village only as a supplement to administrative, so the existence of a very backward village either of its human resources and in terms of management of natural resources are owned and infrastructure development tends to be slow. It makes villagers to make an exodus to urban areas for improvement of life. Recognition of the structure provided in the central government through a law on village administration look encouraging, but the relation to the welfare of the government does not pay attention. No wonder if the government runs a program is often different. The workload is heavy village government is not matched by right. The village as a vanguard of government, the village government should be able to overcome all the problems that arise in the community, with peace and peaceful village can increase unity and national unity of Indonesia

Villages that are home to the majority of Indonesia's population have a variety of potentials, ranging from natural resources and human resources to state support. This large capital should make the village no longer haunted by problem of unindependence, poverty and unemployment that are still inherent in Indonesian villages. Village management in Indonesia is carried out using a self-governing community system that requires apparatus that has good capacity. On the other hand, the existence of village officials in Indonesia still does not have the capacity needed to organize the government to become an independent village. Therefore, it is necessary to do a legal political reconstruction to find a solution to the inequality of expectations of village regulation and the reality of the quality of village officials like this. This research was conducted using a qualitative approach with the type of library research by reviewing data related to villages in Indonesia. The results of this study revealed that only 7.29% in Jambi Province were independent villages, unqualified apparatus, poverty rate 9.43%, and unemployment rate of 4.000 peoples. This requires a solution through a series of solution policies so that the objectives of village regulation towards qualified village apparatus. Effort to overcome this problem, The Government of Merangin Regency held activities to increase the capacity of village officials through Workshop on Village Financial Management Systems Application (SISKEUDES) and the Provision of Village Technical Capacity Building (P2KTD).

The enactment of Law No. 6, 2014 on Villages has given the opportunity for villages to manage their own finances. In 2017 the budget allocated by the central government amounted 720 million rupiahs per village. The central government needs to apply control and monitoring on the fund to ensure that there is no leakage and fraud in its spending. The survey results conducted by ICQ in 2016 show that there are 62 cases of corruption of the village fund already under investigation, with a total loss to the state reaching 18 billion rupiahs. One of the causes of the high number of fraud cases is the weak enforcement of internal control. The aim of this research is to analyze the effectiveness of Internal Control System (SPI) on the use of village fund at Kepayang village, Lempuing district, Ogan Komering Ilir Regency. This research uses a qualitative approach, the data collection for this research is conducted by means of interview, observation, and documentation. There are 4 participants in this research, namely Village Head, Village Secretary, Village Treasurer, and Kampong Society Representative Body. The internal control system in Kepayang village is running sufficiently well with a percentage of 65. This is because many of the components of control in the village government are not implemented.

The purpose of the study was to find out and explain the process of managing the Village Fund Allocation (ADD) in South Marisa Village, Marisa District, Pohuwato Regency and what factors influenced the management of Village Fund Allocation (ADD) in Marisa Selatan Village, Marisa District, Pohuwato District. The method in this study is descriptive with a qualitative approach. Descriptive form is a form of research that focuses on the actual problems or phenomena at the time of the research and describes the facts about the problem being investigated as followed by accurate interruptions. The informants in this study were, the village head of South Sumatra, the village secretary, the village treasurer, the head of the BPD, the head of the hamlet and the community leaders of South Sumatra. The results of the study show that the ADD Management Process includes Planning, Implementation, Administration, Reporting and Accountability. ADD management carried out by the Government of South Marisa Village, Marisa Subdistrict, Pohuwato Regency has followed the rules of technical guidelines that have been regulated in the legislation. but the process is still not optimal. This can be seen from the reporting process and the liability that has been delayed. For the Realization Reporting Process, the use of ADD is not yet in accordance with the predetermined schedule, causing delays in disbursing the Fund for the next stage. Likewise with the Pertanganggung answer for the use of ADD so that the community cannot evaluate the work of the village government and accountability to the regional government that is not implemented in a timely manner.
