The focus of this research is the implementation of the policy of poverty communities empowering of family welfare income increasing group (UPPKS) at Pontianak City. These study were answered the question of how was implementation of poverty communities empowering policy UPPKS group at Pontianak City were implemented. There were a correlation between the unsuccessful of poverty communities empowering policy implementation to the organizational activites, interpretation, and application of policy implementation.These study used a qualitative descriptive method with its main instrument were the researcher itself, where collecting process, analysis, interpretation, and data verification of any primary and secondary data information which have been obtained through in-depth interviews, observation, and documentation of background events setting, situation, and empirical condition of poverty communities empowering policy UPPKS group at Pontianak City which were expressed objectively.The study found that implementation of poverty communities empowering policy UPPKS group has not succesful yet to achieve, due to unoptimalized capacity of the implementing authorities on to implemented their organizational activities, interpretation, and application. The most crucial thing on to implementation of poverty communities empowering policy UPPKS  group was commitment and implementor’s allignment from leader to implementor level to implement the policy in accordance with policy objectives.Believed that to the existency of comitment and implementor’s allignment, the implementation of poverty communities empowering policy UPPKS  group will be effective according to policy’s goals.

ABSTRAKNelayan memiliki keterbatasan modal untuk memenuhi kebutuhan investasi dan biaya operasional. Kondisii ini berimplikasi terhadap kelangsungan usaha yang dimiliki. Salah satu strategi yang dilakukan oleh nelayan untuk memenuhi kebutuhan modal adalah dengan cara berhutang. Sumber hutang nelayan didapat dari ‘pengambe’. Tujuan penelitian ini adalah untuk mengkaji permasalahan hutang sebagai pengikat hubungan nelayan dan ‘‘pengambe’.. Penelitian dilakukan pada tahun 2015 di Kabupaten Jember Provinsi Jawa Timur. Data primer dan sekunder digunakan dalam penelitian ini. Pengumpulan data dilakukan melalui wawancara mendalam dan studi literatur. Analisis data dilakukan secara deskriptif kualitatif. Hasil penelitian menunjukkan bahwa nelayan membutuhkan ‘pengambe’ untuk menambah kekurangan modal untuk membeli perahu, alat tangkap, dan pemasaran ikan. ‘pengambe’ menjadi penolong, namun ikatan hutang membuat nelayan terikat dan tidak dapat bebas menentukan harga. Rekomendasi yang diberikan adalah perlu diperkuat program pemberdayaan ekonomi dan lembaga permodalan di lokasi sehingga dapat bersinergi dengan ‘pengambe’ . ‘pengambe’ menjadi salah satu aktor yang harus dilibatkan dalam rancangan dan implementasi pengembangan kelembagaan ekonomi masyarakat lokal. Pengalihan wewenang dan dan tanggung jawab ‘pengambe’ kepada lembaga permodalan lokal harus dilakukan secara perlahan dan bertahap sehingga tidak menimbulkan konflik kepentingan. ‘pengambe’  tidak kehilangan mata pencaharian dan nelayan dapat menjadi mandiri mengakses modal seiring dengan peningkatan kemampuannya merencanakan dan mengelola keuangan.Title: Debt As A Binding Relationship Between Fishers And ‘Pengambe’ In The Jember Regency, East Java ProvinceABSTRACTFishers have limited capital to fulfill the need of investment and operational costs of fishing activity. These conditions imply to the sustainability of their business. Debt is one of fishers’ strategy to meet the capital needs, and it is obtained from the ‘‘pengambe’. Purpose of the study was to evaluate debt problems as a binding relationship between fishers and ‘‘pengambe’. Research was conducted in 2015 in Jember Regency, East Java Province. This study used primary and secondary data and they were collected through in-depth interviews and literature studies. Data were analyzed with qualitative descriptive method. The results showed that fishers need ‘pengambe’ to provide them with capital to buy boats, fishing gear and fish marketing. ‘Pengambe’ is a helper for the fishers, but they become strictly bounded and consequently incapable to determine fish prices. This study recommends the necessity to encourage economic empowerment program and local capital institutions to have a mutual relationship with ‘pengambe’.  ‘Pengambe’ should be involved in local economic institution development design and implementation. Authority transfer and responsibility of ‘pengambe’ to the local capital institution should be executed in a gradual step to avoid conflict of interest. Therefore, ‘pengambe’ not lose their livelihoods and fishers able to self-access capital along with ability improved to plan and manage their finance.

AbstrakMasalah dalam penelitian ini yaitu pentingnya strategi produk dalam menjalankan sebuah usaha agar mampu bertahan dan bersaing  dengan perusahaan lain yang sejenis dalam kondisi persaingan yang ketat dan perkembangan zaman yang sangat cepat. Strategi produk sangat diperlukan dalam mememenuhi tuntutan konsumen seperti meningkatkan kualitas, menciptakan merek, pelayanan serta jaminan terhadap produk yang ditawarkan agar usaha mampu berkembang. Limpapeh”s Kebaya adalah usaha yang sedang berkembang dan telah mampu memasarkan produk bordirnya hingga menembus pasar ekspor. Penelitian ini bertujuan untuk mendeskripsikan strategi produk bordir di Limpapeh”s Kebaya, Kapalo Koto, Koto Tangah Simalanggang, Kota Payakumbuh. Metode penelitian menggunakan metode deskriftif kualitatif, jenis data berupa data primer dan  sekunder. Teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Teknik analisis data dilakukan dengan teknik analisa model interaktif yang berkaitan dengan pokok permasalahan yaitu dengan model reduksi data, penyajian data dan pengambilan kesimpulan. Hasil penelitian yaitu strategi produk yang dilakukan di Limpapeh”s Kebaya adalah dimulai dari menciptakan produk bordir yang berkualitas, desain motif bordir yang up to date dan kreatif, menyediakan ukuran yang special, memberi merek pada produk bordir, memberi kemasan yang menarik (paperbag) dan serbaguna, pelayanan yang cepat, tepat dan ramah serta pemberian jaminan terhadap produk border.Kata Kunci: strategi produk, pelayanan, bordir. AbstractThe problem in this study is the importance of product strategy in running a business in order to be able to survive and compete with other similar companies in conditions of intense competition and very rapid development of the times. Product strategy is very necessary in fulfilling consumer demands such as improving quality, creating brands, services and guarantees for products offered so that businesses are able to grow. Limpapeh's Kebaya is a growing business and has been able to market its embroidery products to penetrate the export market. This study aims to describe the strategy of embroidery products in Limpapeh's Kebaya, Kapalo Koto, Koto Tangah Simalanggang, Payakumbuh City. The research method uses qualitative descriptive method, the type of data in the form of primary and secondary data. The technique of collecting data through observation, interviews and documentation. Data analysis techniques are carried out with interactive model analysis techniques that are related to the subject matter, namely with a model of data reduction, data presentation and conclusion. The results of the research, namely the product strategy carried out at Limpapeh's Kebaya, are started from creating quality embroidery products, up-to-date and creative embroidery motifs, providing special sizes, giving brands to embroidery products, giving attractive packaging (paperbag) and versatile, fast, precise and friendly service and guarantee of embroidery products. Tourism is known as a borderless sector or has no separating boundaries. It is important to facilitate accessibility for tourist with disability, so the development of a destination will increase as it can be enjoyed by anyone. The research was conducted using qualitative descriptive method. Data were collected through observation and in-depth interviews. Then the data are analyzed by qualitative descriptive technique include: data reduction, data presentation and conclusion. The results revealed that the needs of tourists with visual impairment include: guide tiles, tacticle map, signs, showroom lighting, audio availability, Braille text and hands on. The needs of tourist with mobility impairment include: accessibility in parking areas, ramps, doors, toilets, pathways, signs, plenty of seats, enough space in exhibit room, and displays are in suitable height. This study was conducted to determine the imposition of a progressive tax rate on motor vehicle taxes based on The Four Maxims in Pasaman Barat Regency, Sumatra Barat. The method used in this study was a qualitative descriptive method. The type of data used in this study was primary and secondary data. Data collection techniques in this study were interviews, observations, and documentation. The purpose of this study was to determine how to impose a progressive tax rate on motorized vehicle tax based on four principles of tax collection. The results show that the tax principle as still appropriate and relevant to be applied, namely the principles of tax collection proposed by Adam Smith, which are equality, legal certainty, the convenience of payment, and principles efficiency (economic of collection).

The sar culture is the pre-existing culture of the Kanum tribe whose implementation is aimed to maintain and preserve nature. Sar culture not only has a positive influence on the environment, but it also represents symbolic violence against women and the Kanum people. This research is aimed to describe sar culture based on the theory of habitus and symbolic violence by Bourdieu. This research involved a qualitative descriptive method, in which the data was obtained from in-depth interviews with Kanum tribal head, Kanum tribe elders, and some village residents involved in sar, observation in Naukenjerai district, and supported by literature review. All collected data were then analyzed descriptively according to the concepts of habitus and symbolic violence by Bourdieu. The research results show that sar culture is a habitus resulting from an interaction between human beings and their nature that has existed for long before. Besides that, there is symbolic violence to the Kanum women and also to the Kaum people, which done by the Kanum men and the leaders of the Kanum tribe as the dominant actors.

The aimed of this study was to analyze the management of Boonpring Ecotourism by Village Owned Enterprises (BUMDes) in order to increase income of the village (PADes). This study uses a case study design with a qualitative descriptive method. Qualitative data obtained by conducting in depth interviews, observations and documentation. The informants in this study were the Head of village, the Head of BUMDes, staff and community. Data reduction, data presentation, trianggulation and conclusion are data analysis  used in this study. The results of the study stated that the management of Boonpring Ecotourism had been carried out well by the Village-Owned Enterprises (BUMDes) of Sanan Kerto in accordance with the cooperative, participatory, transparent, accountable, and sustainable principles. Good management of Boonpring Ecotourism is expected to increase Income of village in a sustainable manner by exploring the potential of villages through the tourism sector even though there are obstacles in the application of participatory principles, namely the quality of Human Resources (HR) that need to be trained.Keywords: Management Principles; tourismp; BUMDes; Income of Village. AbstrakTujuan dari penelitian ini adalah untuk menganalisis pengelolaan Ekowisata Boonpring oleh Badan Usaha Milik Desa (BUMDes) dalam rangka meningkatkan pendapatan desa (PADes). Penelitian ini menggunakan desain studi kasus dengan metode deskriptif kualitatif. Data kualitatif diperoleh dengan melakukan wawancara secara mendalam, observasi dan dokumentasi. Informan dalam penelitian ini adalah Kepala Desa, kepala BUMDes, karyawan, dan masyarakat. Reduksi data, penyajian data, trianggulasi dan penarikan kesimpulan merupakan analisis data yang digunakan dalam penelitian ini. Hasil penelitian menyatakan pengelolaan Ekowisata Boonpring sudah dilakukan dengan baik oleh Badan Usaha Milik Desa (BUMDes) Sanan kerto sesuai dengan prinsip kooperatif, partisipatif, emansipatif, transparan, akuntable, dan sustainable. Pengelolaan Ekowisata Boonpring yang baik diharapkan dapat meningkatkan Pendapatan Asli Desa secara berkelanjutan dengan menggali potensi desa melalui sektor pariwisata walaupun ada kendala dalam penerapan prinsip partisipatif yaitu kualitas Sumber Daya Manusia (SDM) yang perlu dilatih.Kata Kunci: Prinsip Pengelolaan, wisata, BUMDes, PADes.

Researchers assume that with the publication of the speech is expected to be useful especially for teachers and employees in Manduro Elementary in language development through language transmission. The purpose of this research is to describe the syntactic structure of Manduro public utterance in Manduro Village, Kabuh Subdistrict, Jombang Regency, covering syntactic functions and categories. Qualitative descriptive method used in this research. With the subject of research is the device of Manduro Village. Samples were taken by purposive sampling with the aim of taking the device of each hamlet contained in Manduro Village. The researcher is the main instrument assisted by the Swadesh Morris questionnaire. Triangulation is used as a test of data validity. The researchers used inductive analysis techniques. The results obtained in this study are syntactic functions consisting of subjects, predicates, objects, descriptions and appendices that categorized nouns, verbs, and adjectives and adverbs. Based on the results of the research, the syntactic structure of public utterance of Manduro has a universality with the syntactic structure of Indonesian and Javanese, only the structures used are not structural. This is because the sentence is a nonformal speech. The results of this study are expected to be used as a supporter of early childhood language development in Manduro Elementary School through the role of teachers in language learning by using examples and communication with students outside the lesson with the manduro language. Thus language learning occurs in a natural context so that the language of the community is not increasingly experiencing shifts and extinctions as well as in the teaching of syntax and as a ruler of language rules in Indonesia.

This study aims to analyze the implementation of Corporate Social Responsibility CSR) in the perspective of academic, business, and government (government) cooperation by PT. Telkom, Indonesia Tbk in District Kiaracondong Bandung. The research used qualitative descriptive method. The informants were chosen purposively which included representatives of companies, recipient communities, and local government apparatus. Data collection techniques were conducted through a series of in-depth interviews, field observations and documentary studies. The study found that CSR implementation through the empowerment of women in the process involves elements of academia and local government, so that the implementation shows the success and impact on the benefits felt by the community as reflected in the empowerment index .. Based on the results of the study recommended that the company establish cooperation also with the district level government,

The high selling price of coffee paid by consumers (importers) has not been felt by farmers. The development of Gayo Arabica Coffee marketing then emerged Cooperative and CV in Bener Meriah Regency in accommodating the production of farmers one of them. CV.Gayo Mandiri Coffee (GMC) located in District Bandar, Bener Meriah Regency. CV Gayo Mandiri Coffee is engaged in Gayo Arabica coffee marketing activities. This study aims to identify the marketing channel and the Gayo Arabica coffee production process. The research was conducted using qualitative descriptive method to analyze the primary and secondary data obtained. Primary data obtained through interviews and observations, while secondary data obtained through the literature associated with this research. Gayo Arabica coffee marketing in CV.Gayo Mandiri Coffee in marketing its products there are two channels, from collectors to producers to consumers, from producers directly to consumers and from producers to retailers as well as through intermediaries then to the hands of consumers. The most dominant channels contained in CV.Gayo Mandiri is channel I because this channel is the most effective and efficient in the marketing of green bean coffee Arabica Gayo.

Traditional Indonesian martial art called Pencak Silat , as one of the nation's cultural assets, pencak silat is increasingly developing in Indonesian society, both from the sports and from the socio-cultural. The purposed of this research was conducted to determine the potential development of pencak silat at Merpati Putih as a cultural tourism attraction. The research was conducted on active and passive members (who had been members) of the Merpati Putih Pencak Silat  (with total 612 of respondents). pencak silat  “Merpati Putih” (known as PPS Betako Merpati Putih) was formed around the 1550s BC. This research used a qualitative descriptive method, with primary data from the results of the questionnaire, and enriched with secondary data obtained from the internet and several other sources to complement this research. This research used a qualitative descriptive method, explaining the situation and facts found in the field. To explore members' perceptions of the potential development of pencak silat “Merpati Putih” as a cultural tourism attraction, questionnaires, online observations and interview conducted on the members of PPS Betako Merpati Putih. Pencak silat “Merpati Putih” has the potential to be developed as a cultural tourism attraction, by developing and managing it more professional so that it becomes a cultural tourism asset in term of tourists interest.
