This research aims to; a) identify the development of production and analyze the constraints on the development of cassava commodities in Pancur Batu District; b) discover the model of cassava agribusiness development in Pancur Batu District. The analytical methods used were descriptive qualitative method using SWOT matrix and quantitative descriptive analysis. The results of the study show; a) The cassava marketing channel in this area is still simple, dominated by the role of agents from farmers/ producers to industries/ processing factories; b) Capital access is a major obstacle to the development of agribusiness, as 80% of respondents said; c) The production price at the low producer/ farmer level is a barrier to the development of agribusiness, which was delivered by 78% of respondents; d) 78% of respondents expressed market access and the development of business partners was a constraint in the development of cassava agribusiness; e) Availability of land is the main strength of farmers in the development of cassava agribusiness in this region as conveyed by 83% of respondents. And 75% of respondents said that the availability of labor was not enough to support the development of agribusiness in this region, in addition to the fact that human resources were available in untrained conditions. Based on the conclusion it can be suggested that the Deli Serdang Regency Government; a) conducting training and counseling to farmers, especially in the utilization of production factors to increase their farming production; b) provide market information for farmers which includes output prices and input prices including market access for farmers; c) guarantee capital access for farmers sourced from government or private financial institutions with affordable interest rates; d) create policies to ensure the stability of production prices at the producer/ farmer level; e) bridging farmers to gain market access and development of business partners.

The research aims to analyze the farmers’ perception of qualified seed in Aceh Besar regency, the factors that influenced the farmers’ perception of qualified seed and relationship between the farmers’ perception and adoption level of qualified seed in Aceh Besar regency. This research hypothese used a quantitative descriptive method. The respondents are 51 farmers taken from six villages in four subdistricts in Aceh Besar regency. The unit analysis consisted of four subdistricts in Aceh Besar regency with 51 respondents. The results obtained that (1) respondents have a good perception about a qualified seed, (2) the ages, educational backgrounds, the wide of lands, status of lands, and experiences were the internal factors that influenced the farmers’ perception of a qualified seed, (3) adopted level of farmers’ perception was high meanwhile adoption of innovation of respondents was classified into early majority

This research aims to find out (1) some factors that influence the farmers in using post-harvest technology equipment in Aceh Besar Regency (2) the differences of farmers income using combine harvester and power thresher. The respondents were selected by purposive sampling in 3 Sub-district in Aceh Besar, the amount of the farmers was taken by Slovin’s. The data used were primary and secondary data and the method of the data analysis were logistic regression analysis and t test. The result of this research showed that the selected of post-harvest technology equipment and education influence the labor and grain dryness while the machine working time and grain dryness did not significantly influenced the farmers in choosing the technology of post-harvest equipment and there was a different income for the using of power thresher and combine harvester at 21,69%.

Government efforts for agricultural development in order to increase economic growth in the current era of globalization aims to identify superior commodities that exist in the region. Thus, the government can increase competitiveness with other regions that produce the same commodity. The existence of superior commodities in an area reflects to agricultural resources  and economic potential that can be further developed to increase regional economic growth. The purpose of this study is to find what superior commodities to food crops are and to determine the growth rate of production of food crops in East Aceh Regency. This study used LQ (Location Quotient) analysis and Compounding Factor Growth Analysis. The scope of this research is limited to the production and planting area of food crops (rice, corn, soybeans, peanuts, green beans, cassava, sweet potatoes) in East Aceh Regency. The types of data in this study are secondary data with the type of data time series production and planting area of food crops in East Aceh Regency during from 2012 to 2016. There were 7 (seven) food crop commodities found in East Aceh Regency, two commodities that have advantages (LQ> 1), namely rice and soybeans. Both commodities are classified as superior commodities because they are influenced by factors in the amount of planting area and high production. The area of planting and production of the two commodities contributed to the planting area and production of the Aceh Province exceeding the contribution of the same planting area and production of commodities in other regions. For soybean commodities, the value of LQ obtained from the planting area is (1.59) and the production LQ is equal to (1.63). While the LQ rice planted area obtained is (1.01) and the production LQ is equal to (1.05). The average of the leading commodities that get the first rank are soybean commodities with an average LQ value of (1.59) and the second rank is rice commodities with an average LQ value of (1.05). In East Aceh District there were two leading commodity that have an average growth rate of production above the rate of growth of Aceh Province are soybeans with an average growth rate of production of (10.50). Whereas rice with an average production growth rate of (-2.88). The average growth rate of rice production in East Aceh Regency is below the average growth rate of rice production in Aceh Province.

The Government through the APBN agricultural mechanization packaged by The Directorate General of Food Crops has provided post-harvest facilities assistance in rice-producing areas since 2012, including Combine Harvester which is expected to help post-harvest rice handling. This research was conducted with the aims to know differences in rice farming income before and after using Combine Harvester, and determine the efficiency of rice farming using Combine Harvester in Pidie Jaya Distrct. The results showed there were differences in income of rice farmers before and after using Combine Harvest where there was an increase in income after using Combine Harvest. Allocative efficiency of rice farming uses factors of seed production, KCl, SP36, Urea, NPK Fertilizer, Pesticides and Labor Costs are not efficient. However, in economic efficiency factors of KCl, SP36, Urea Fertilizer and labor costs are already efficient while the seed factor, NPK fertilizer and pesticide are not efficient

The program of“Asuransi Usaha Tani Padi” (AUTP) (Rice Farming Insurance) is the government’s program aims to protect the farmers from any harm caused by crop failure influenced by natural disaster such as flood, drought and pest attack. The AUTP program in Aceh was held since 2015, but the implementation expected was far from target determined. This research purposed to find out the participation range of farmers in AUTP program and several factor which influenced the achievement of AUTP Program. The research location was in Aceh Besar District and taking samples in 6 Sub-districts consist of Suka Makmur, Kuta Cot Glie, Seulimum, Indrapuri, Lhoong and Montasik. The respondents was 94 persons were chosen by purposive sampling. The data used in this research were primary and secondary data. Primary data were taken from interview and questionaire. The research variables of this study were farmers participation on some stage as proses, result enjoyment and evaluation of several factors from reapondents such as age, education, land area, income, program advantages and government support. The data analysis used were scoring and regresi logit analysis. The result of the analysis sais that the farmers participation on stage of proccess and evaluation were categorized medium while on the stage of result enjoyment was categorized high. The government support on the achievement of AUTP was higer than other factors

The Air Sarap Sub-watershed is a sub-watershed located in Samadua Subdistrict, South Aceh Regency, where water from the Air Sarap Sub-watershed has been used for domestic household needs and rice field water supply needs. The impact of forest encroachment and land conversion on upstream sub-watersheds causes droughts in the dry season and floods in the rainy season, where floods that come in the rainy season destroyed most community infrastructure, such as houses, roads, bridges and agricultural irrigation which provide supply community wetland water. This research aims to analyze and determine factors that influence rice field farmers in paying for environmental services in the Air Sarap Sub-watershed which has been functioning as a water supplier in lowland rice farming

Aceh Besar is one of the regency in Aceh Province which is the center of rice production who directly adjacent to the Banda Aceh regency which resulted in the conversion of rice fields for other uses. This study aims to (1) Identify wetland area in 2009 and 2014 in Aceh Besar spatially, (2) Analyze the need for wetland area in Aceh Besar and Banda Aceh to meet the needs of its population. This research was conducted from January to March 2017 in Aceh Besar. The data used was secondary data, which is obtained from related institutions. The obtained results of this study are: wetland area in 2009 as many as 19.234,05 Hectares and in 2014 as many as 19.055,79 Hectares. The result shows the change of wetland area of 178,28 Hectares and the transfer rate of function of V <0 which is equal to – 0,94%. The need for rice fields with the assumption of productivity is 1.87 tons/ha/year until 2034 covering an area of 22,267.96 hectares while the available land is 18,342.75 hectares of which rice production is used to meet the needs of the people of Aceh Besar and Banda Aceh with a population of 930,752 people, so that production experienced a deficit of 77,449.91 tons. The need of rice field is influenced by the population growth, rice grain needs, and rice grain production in ton/ha/year which influenced by the productivity and planting intensity

This study aims to determine the level of availability of grain production to fill the needs for a certain period of time and the continuity of grain supply to the availability of current paddy fields by taking secondary data, processing data analysis for modeling in projected harvest area, grain production, consumption and rice prices and then the rice production projection is carried out for 2018 until 2022. The results show that for the projections during 2018 to 2022 the rice harvest area will grow by 1.8% per year, rice productivity is 1.4% per year so it can be ensured that grain and rice production will grow by 3.2% per year with a predicted rice consumption growth rate of 1.7% per year from grain production of 2,494,613 tons and rice consumption of 594,145 tons in 2017 which indicates that Aceh Province will still experiencing a surplus of sa rice with the next 5 (five) years with a prediction of grain production of 2,923,845 tons, consumption of rice at 646,394 tons so that the surplus of rice is 1,185,693 tons in 2022. This condition will still occur if all variables are considered constant and the Government's efforts in providing and rehabilitation of agricultural facilities and infrastructure optimally

This research aims to find out (1) the performance of agricultural extension (2) the achievement of rice, corn and soy production on UPSUS and (3) to analyze the relationship between the performance of agricultural extension to the program’s achievement and the relationship of knowledge, skill, motivation, manner, the distance of living place and agricultural facilities with the performance of the agricultural extension. Respondents were taken by using proportional simple random sampling based on Slovin’s. In the other hand, sample of the agricultural extensions were chosen from 2 Sub-district. The data used were primary and secondary data. The data analysis method used was correlation test analysis based on Rank Spearman’s. The research result showed that the performance of agricultural extension was in good range (86,04 %), the achievement of rice, corn and soy production on UPSUS was categorized success (88,07%) and it showed a real relationship between the performance of agricultural extension and the achievement of UPSUS. There was a positive noticeable relationship between knowledge, skill, motivation and manner to the performance of agricultural extension. There was no noticeable relationship between the facilities and the distance of living place.
