The coronavirus disease (COVID-19) pandemic in early 2021 is still a “big disaster” for Indonesia. The public is increasingly confused about the Government’s Vaccination program in reducing the number of COVID-19 cases in Indonesia. The development of Vaccine-related hoaxes such as safe or not, halal or not, has also become a new job faced by the Government, especially the Ministry of Health. This study aims to determine the Indonesian Ministry of Health’s performance in overcoming hoaxes against Vaccinations during the Covid-19 pandemic. The method used in this research is Krippendorff content analysis on Instagram posts of the Ministry of Health @kemenkes_ri during the period 1 January 2021 to 29 January 2021. The conclusion obtained in this study is that the Ministry of Health’s efforts in dealing with hoaxes circulating in the community regarding the Covid-19 Vaccination are by presenting health experts in providing information related to the Covid-19 Vaccine. The information conveyed is related to the quality and safety of Vaccines, to the Vaccine development process.Keywords: Performance, social media, hoax, vaccination, COVID-19 ABSTRAKPandemi penyakit coronavirus (COVID-19) di awal tahun 2021 masih menjadi “bencana besar” bagi Indonesia. Berkembangnya hoaks terkait vaksin seperti aman atau tidak, halal atau tidak, juga menjadi pekerjaan baru yang dihadapi Pemerintah, khususnya Kementerian Kesehatan. Penelitian ini bertujuan untuk mengetahui kinerja Kementerian Kesehatan RI dalam mengatasi hoaks terhadap vaksinasi selama pandemi Covid-19. Metode yang digunakan dalam penelitian ini adalah analisis konten Krippendorff pada postingan Instagram Kementerian Kesehatan @kemenkes_ri selama periode 1 Januari 2021 hingga 29 Januari 2021. Kesimpulan yang diperoleh dalam penelitian ini adalah bahwa upaya yang dilakukan oleh Kementerian Kesehatan dalam menghadapi hoaks yang beredar di masyarakat terkait vaksinasi Covid-19 adalah dengan menghadirkan pakar kesehatan dalam memberikan informasi terkait vaksin Covid-19. Informasi yang disampaikan terkait dengan kualitas dan keamanan vaksin, hingga proses pengembangan vaksin. Kata Kunci: Kinerja, media sosial, hoaks, vaksinasi, COVID-19

Nowadays, the use of social media to analyze disaster responses has become important. However, its application to support decision-making by the Government during disasters still present significant challenges. This article offers a complete analysis of the response of the public and the Government in dealing with the COVID-19 Pandemics in Indonesia. The content analysis uses to analyze the tweet post on Twitter to determine the public and government response. Data was collected from public and government tweets on Twitter and producing 11,578 community tweets from the public and 958 tweets from the government account. This data was collected from 2nd March until 15th April 2020. Public comments are sorted into six categories of comments, that is fate, logic, government mention, worry, scientist, and impression, while sentiments are classified as positive, negative, and neutral. Government comments are sorted into eight categories, namely information, education, operating, warnings, resources provision, volunteer recruitment, and rumors management. The results showed that the public encourages and supports the Government to cope with a pandemic think rationally and logically in dealing with this Pandemic. In addition, the study indicates that the Government has not used social media as a medium for communicating with the public. The quality of government response is not good, especially in the categories of information on operations, warnings, resources provision, recruitment of volunteers, and rumors management. The implication of this study suggests how the data might be useful for the Government in delivering information during the Pandemic.

Changes in the communication of information continue to occur along with the advancement of technology in the digital era. Nowadays everyone can work as a journalist even though he or she has never learned the basics of journalism. The public also frequently receive information or news that raise the eyebrows — ranging from disaster threats to information about the political world. The finding of this research is that often information that circulates in the hands of Warganet is a hoax and even hate speech, despite the government efforts to reduce the spread of hoax and hate speech. With this paper, the author aims at disclosing the propaganda elements in the hoax and hate speech in the social media as in the digital era the social media is the most vulnerable in spreading of hoax news and hate speech. By utilising qualitative content analysis, the author discusses five hoax news and hate speeches which are dissected using nine propaganda practices. The conclusion obtained by the author is that the hoax news and hate speech comprise of elements of exaggeration, rhetoric, recognition and influence on a variety of parties, as well as prejudices supplemented by emotions.

Facing the COVID-19 pandemic, Taiwan demonstrated resilience at the initial stage of epidemic prevention, and effectively slowed down its spread. This study aims to document public epidemic awareness of COVID-19 in Taiwan through collecting social media- and Internet-based data, and provide valuable experience of Taiwan’s response to COVID-19, involving citizens, news media, and the government, to aid the public in overcoming COVID-19, or infectious diseases that may emerge in the future. The volume of Google searches related to COVID-19 and face masks was regarded as an indicator of public epidemic awareness in the study. A time-series analysis was used to explore the relationships among public epidemic awareness and other COVID-19 relevant variables, which were collected based on big data analysis. Additionally, the content analysis was adopted to analyze the transmission of different types of fear information related to COVID-19 and their effects on the public. Our results indicate that public epidemic awareness was significantly correlated with the number of confirmed cases in Taiwan and the number of news reports on COVID-19 (correlation coefficient: .33–.56). Additionally, the findings from the content analysis suggested that the fear of the loss of control best explains why panic behavior occurs among the public. When confronting the highly infectious COVID-19, public epidemic awareness is vital. While fear is an inevitable result when an emerging infectious disease occurs, the government can convert resistance into assistance by understanding why fear arises and which fear factors cause excessive public panic. Moreover, in the digitalization era, online and social media activities could reflect public epidemic awareness that can e harnessed for epidemic control.

This study aims to capture public epidemic awareness toward the COVID-19 through collecting social media- and Internet-based data and elaborate on how the public epidemic awareness rose and played a role in the epidemic prevention in Taiwan during the initial course of COVID-19 spread.MethodsUsing the Google search query volume of COVID-19 and face mask as indicators of public epidemic awareness, we collected the volume of news reports and the mentions on social media about COVID-19 and face masks between December 31, 2019, and February 29, 2020, through big data analysis and sorted the daily total confirmed cases of COVID-19 worldwide and in Taiwan as well as critical mask-related measures implemented by the Taiwanese government to plot the trends in this information and conduct correlation analysis. Additionally, the content analysis was adopted to analyze the transmission of different types of fear information of COVID-19 between December 31, 2019, and March 29, 2020, and their effects on the public.ResultsThe Google search query volume of COVID-19 and face mask was significantly correlated with the number of confirmed cases in Taiwan, the number of news reports on COVID-19 (correlation coefficient: .74–.90). Since the first confirmed cases of COVID-19, public epidemic awareness has increased rapidly, prompting the government to formulate relevant emergency measures. Additionally, the findings from content analysis suggested that the fear of the loss of control best explains why panic behavior occurs in public.ConclusionsConfronting the highly infectious COVID-19, public epidemic awareness is vital. While fear is an inevitable product when an emerging infectious disease occurs, the government can convert resistance into assistance by understanding why fear arises and which fear factors cause excessive panic in public. Moreover, online social media promptly reflect public epidemic awareness, which can be used as a reference for epidemic prevention; this urges the government to deal with the crisis in the form of public opinion.

Abstract Background The government investments in quality primary healthcare are the basis to strengthening the health systems and monitoring the public expenditure in this area is a way to assess the effectiveness and efficiency of the public health policies. The Brazil Ministry of Health changed, in 2017, the method of onlending federal resources to states and cities seeking to make the public funds management more flexible. This change, however, suppressed mandatory investments in primary healthcare. This research aims to determine the difference of expenditures on primary healthcare in Salvador, Bahia, Brazil metropolitan area before and after this funding reform, seeking to verify how it can impact the quality of primary healthcare services and programs. Methods This is an ecological time-series study that used data obtained in the Brazil Ministry of Health budget reports. The median and interquartile range of expenditures on primary healthcare (set as the percentage of total public health budget applied in primary care services and programs) of the 13 cities in the Salvador metropolitan area were compared two years before and after the reform. Results The median of expenditures on primary healthcare in Salvador metropolitan area was 25.5% (13,9% - 32,2%) of total public health budget before and 24.8% (20.8% - 30.0%) of total public health budget after the reform (-0.7% difference). Seven cities decreased the expenditures on primary healthcare after the reform, ranging from 1.2% to 10.8% reduction in the primary healthcare budget in five years. Conclusions Expenditures on primary healthcare in Salvador metropolitan area decreased after the 2017 funding reform. Seven of 13 cities reduced the government investments on primary healthcare services and programs in this scenario. Although the overall difference was -0.7%, the budget cuts ranged from 1.2% to 10.8% in the analyzed period and sample. More studies should assess these events in wide areas and with long time ranges. Key messages Public health funding models can impact the primary healthcare settings regardless of the health policy. Reforms in the funding models should consider the possible benefits before implementation. Funding models and methods that require mandatory investments in primary healthcare may be considered over more flexible ones.

Unlike traditional media, which frames female athletes in sexualized manners and in socially accepted roles such as mothers and girlfriends, user-controlled social-media Web sites allow female athletes to control the image and brand they wish to portray to the public. Using Goffman’s theory of self-presentation, the current study aimed to investigate how female athletes were portraying themselves via their Twitter avatar pictures. A total of 207 verified Twitter avatars of female athletes from 6 sports were examined through a content analysis. The avatars from each player were coded using the following themes: athlete as social being, athlete as promotional figure, “selfie,” athletic competence, ambivalence, “girl next door,” and “sexy babe.” The results revealed that athletic competence was the most common theme, followed by selfie and athlete as social being. Thus, when women have the opportunity to control their image through social media they choose to focus on their athletic identities.

Social media makes it easy for users to communicate and share information in a wider range. At present, not only people use Instagram, but the government also needs to keep up with the time to participate in using Instagram as an online information media. Public Relations of the Salatiga Government is one of the public relations departments that uses Instagram as an online information media to provide information needed by the community.<br /> This research aimed to find out how the content of the information was<span>  </span>and how the role of instagram was as an information deliverance to the citizen by the public relations of Salatiga. Through qualitative methods research, data is collected by means of interviews and observations. The results showed that the Salatiga <span> </span>Government Public Relations Instagram account had a role to increase brand awareness, connect many people and as a source of information/ business promotion.Public Relations of the Salatiga Government considers that Instagram plays an active role in conveying information to the public. This is seen from the many positive responses received by the Salatiga City Government Public Relations during managing Instagram as a modern information deliverance.<span>     </span></span>

BACKGROUND During the COVID-19 outbreak, social media served as the main platform for information exchange, through which the Chinese government, media and public would spread information. At the same time, a variety of emotions interweave, and the public emotions would also be affected by the government and media. OBJECTIVE This study aims to investigate the types, trends and relationships of emotional diffusion in Chinese social media among the public, the government and the media under the pandemic of COVID-19 (December 30,2019, to July 1,2020) . METHODS In this paper, Python 3.7.0 and its data crawling framework Scrapy 1.5.1 are used to write a web crawler program to search for super topics related to COVID-19 on Sina Weibo platform of different keywords . Then, we used emotional lexicon to analyze the types and trends of the public, government and media emotions on social media. Finally cross-lagged regression was applied to build the relationships of different subjects’ emotions. RESULTS The highlights of our study are threefold: (1) The public, the government and the media mainly diffuse positive emotions during the COVID-19 pandemic in China; (2) Emotional diffusion shows a certain change over time, and negative emotions are obvious in the initial phase of the pandemic, with the development of the pandemic, positive emotions surpass negative emotions and remain stable. (3)The impact among the three main emotions with the period as the time point is weak, while the impact of emotion with the day as the time point is relatively obvious. The emotions of the public and the government impact each other, and the media emotions can guide the public emotions. CONCLUSIONS This is the first study of comparing pubic, government and media emotions on the social media during COVID-19 pandemic in China. The pubic, the government and the media mainly diffuse positive emotions during the pandemic. And the government and the media have better effect on short-term emotional guidance. Therefore, when the pandemic suddenly occurs, the government and the media should intervene in time to solve problems and conflicts and diffuse positive and neutral emotions. In this regard, the government and the media can play important roles through social media in the major outbreaks. At the theoretical level, this paper takes China's epidemic environment and social media as the background to provide one of the explanatory perspectives for the spread of emotions on social media. At the some time, because of this special background, it can provide comparison and reference for the research on internet emotions in other countries.

This research uses the theory of Symbolic Convergence, with the Subjective-Interpretive paradigm, with the Qualitative approach, and the Fantasy Theme Analysis method. The object of this research is the public audience/netizens who use Youtube-TVONE social media, during the broadcast of the 2019 Presidential Election Debate (Pilpres). Methods of data collection, using Observation and Documentation techniques. Netizens’ comments on Youtube social media at the time of the Debate show, are data that are the object of research. The research data is in the form of comments from netizens who are considered relevant are support presidential candidate Prabowo Subianto. The purpose of this study is to identify and interpret fantasy themes that appear in comments on Youtube. The results showed that fantasy themes that often appear in netizen’s comments are Leadership and Character. The meaning of the imagination of Prabowo’s support group is that the public wants Prabowo to be president, because he has a good character, honest, courageous, assertive, and has a leadership spirit, so he can regulate and discipline state ofcials and realize national economic independence. Prabowo’s support group was convinced that the president had to be replaced, because he did not have a leadership spirit, and the government was now considered less effective, and not pro-people.

Some governments have proven social media's potential to generate value through co-creation and citizen participation, and municipalities are increasingly using these tools in order to become smart cities. Nevertheless, few public administrations have taken full advantage of all the possibilities offered by social media and, as a consequence, there is a shortage of case studies published on this topic. By analyzing the case study of the platform Santander City Brain, managed by the City Council of Santander (Spain), the current work contributes to broaden the knowledge on ambitious social media projects implemented by local public administrations for e-Government; therefore, this case can be useful for other public sector's initiatives. The case studied herein proves that virtual social media are effective tools for civil society, as it is able to set the political agenda and influence the framing of political discourse; however, they should not be considered as the main channel for citizen participation. Among the results obtained, the authors have found that several elements are required: the determination and involvement of the government, a designated community manager to follow up with the community of users, the secured privacy of its users, and a technological platform that is easy to use. Additionally, the Public Private Partnership model provides several advantages to the project, such as opening new sources of funding.
