Factors that determine the professional longevity of researchers

The study aims to assess the characteristics of health, psychological status, lifestyle, social and living conditions as factors affecting the professional success of researchers. We used content analysis of literary data and the method of expert assessments. The factors that have a high impact on the professional success of researchers include age, quality of life, premature aging, cognitive load and activity, emotional status, physical inactivity. Among the average significant factors are job satisfaction, childbearing, educational growth, stress resistance, career growth, work on the household farm, medical responsibility, material security, corporate and family health-saving environment, lifestyle, personal qualities, psycho-psychological, information and energy loads, emotional stress, academic title, intellectual activity cardiovascular and cerebrovascular diseases, alternation of physical and mental work (change of mono-load to complex). It is necessary to study further the factors that determine the success of the professional activity of researchers. There is a significant number of problems and many negative aspects associated with scientific training. According to the agreed opinion of experts, there are priority ranking places by such problems as in the first place - a decrease in cognitive functions; in the second place - a reduction in the effectiveness of scientific activity and premature aging; in the third place - the presence of low medical responsibility; in the fourth place - a frequent decrease in physical activity; in the fifth-place - emotional burnout, the fact of low material security, the formation of violations of psychological characteristics, premature termination of scientific activity. The article is devoted to the analysis and generalization of the results of research on the study of mental performance and fatigue of students. The aim is to assess the mental working ability of middle-aged schoolchildren when actively solving mathematical problems and problems in order to develop a hygienically rational mode of work in the conditions of mental activity. The core samples of the letter table of V. Ya. Anfimov were selected as the methodological tools. According to the results of the study, the values of the daily adaptability index indicated a pronounced fatigue of the children during the school day. The performance of educational tasks in mathematics, associated with the active solution of examples and problems, causes a significant strain on the functions of the organ and leads to rapid mental fatigue of students. The conducted research showed that 20–30 min. intensive intellectual activity followed by 10–15 minutes active recreation in the fresh air are the optimal periods of work for schoolchildren. Sedentary rest in the corridors of the school does not provide a sufficient recovery of mental performance of students. Thus, the educational process should be structured in such a way as to prevent the occurrence of overwork, which creates the prerequisites for the development of acute and chronic health disorders, the development of nervous, psychosomatic and other diseases.

The subjects of the research are determining the originality of the results of intellectual activity carried out by budgetary educational organizations and establishment of rights to research results created by the staff of scientific and educational organizations. The relevance of the topic in question is due to the fact that results of intellectual activity are increasingly used not only in the production sphere but also in the provision of educational services. In the market economy and the tough competition environment, educational institutions are more and more often paying attention to the structuring and management of an intellectual property portfolio, attracting and using innovations. One of the priority tasks of an educational budget institution is the development and practical application of the intellectual activity results belonging to it. The purposes of the study were formulation of criteria of originality as the basis for the qualification of research results treated as copyright objects; and individualization of scientific activity results in agreements on the transfer of intellectual rights. The paper proposes to protect research results possessing relative novelty as derivative works. Along with that, it is concluded that it is desirable to disregard the criterion of the place of work performance developed by judicial practice in respect of scientific works created by the staff of educational organizations. The above conclusions can be used by budgetary educational organizations in the development of in-house local rules on intellectual property and for the registration of rights to official results of intellectual activity.

Introduction. The article presents an efficiency analysis of organisations performing research, development and technological work for civilian purposes based on 2017–2019 monitoring data. This analysis was carried out in the context of research areas, departmental affiliation and federal districts. Monitoring Tools. This monitoring used data from the database containing information about the efficiency of scientific organisations performing research, development and technological work for civilian purposes. Results. Having analysed scientific activity performance indicators from organisations carrying out research and development for civilian purposes (based on the monitoring results for 2017–2019), we came to the following conclusions, which were presented in the form of tables and graphs with data on the human potential of the scientific sphere, financial support for research and development, publication activity and economic efficiency from the use of the results of intellectual activity (hereinafter — RIA). The monitoring results between 2017–2019 exhibited a downward trend in the number of scientific personnel; an increase in the number of publications in the Web of Science and Scopus per employee performing research and development by the end of the analysed period; and growth in the indicators of economic efficiency for use of RIA. In the structure of budgetary financing during the analysed period, funds allocated for the implementation of state assignments predominated. Most organisations have up to 10% of the total amount of funding for research and development directed towards fulfilling state assignments. Most organisations have up to 10% of their total funding for research and development sourced by attracting funds on a competitive basis from the budgets of all levels. Conclusion. The results of the organisations' scientific performance analysis can be used to assess the overall status of the field of research and development.

Intellectual activity of students requires a special approach towards the system of organization and management of this process. Drawing on the institutional approach, the paper shows the interdependence between the values and norms of the institution and the basic values of students in terms of enhancing their intellectual activity and the formation of human capital of students, as well as the maintenance and development of the intellective potential of the institution. The authors first explore the peculiar forms of presenting in the educational process the basic values of students and university facilitating the efficiency and diligence of students, then present the key values crucial for further functioning and development of students' education system. The article identifies the factors that determine the education system functionality. Among such factors are teaching methodology, the system of periodic and current evaluation of students work, the organization of the learning process, the forms of motivation. The findings demonstrate the influence of students basic values on their intellectual activity, the role of these values in educational and scientific activity of students, the growing impact of the values of higher education institutions on their intellectual activity and intellective capital through the system of students motivation.

The paper examines the essence of notion subjects of scientific and scientific and technical activity. Approaches to understanding of the category subject and subject of legal relations are analyzed. The attention is focused on the essence and characteristic features of notions scientific and scientific and technical activity. Provisions of applicable national legislation defining legal bases of scientific and scientific and technical are considered. Author ’s vision of the essence of the notion scientific and scientific and technical activity in forensic examination is presented. Scientific activity in research forensic-expert institutions is related with working out of theoretical positions of forensic examination and methods of forensic expert researches, but scientific and technical activity is directed on working out of the technical means for the decision ofproblems of forensic expert activity. The author specifies that the following characteristic features are inherent for scientific and scientific and technical activity in the scope of forensic expertise: it’s based and regulated with normative-legal prescriptions; it’s carried out by the persons having education in the corresponding area; it’s intellectual and creative; directed on achievement of legislatively defined purpose - realization of fundamental and applied researches with the subsequent obtaining and use of the received new knowledge for the decision ofproblems in the field of forensic examination. The essence of the notion subjects of scientific and scientific and technical activity in the forensic examination may be revealed as the totality ofphysical and legal persons who, possessing corresponding education, being guided with prescriptions of the applicable national legislation, carry out creative intellectual activity, whose purpose is carrying outfundamental and applied researches with the subsequent obtaining and use of the received new knowledge for the decision ofproblems in the field of forensic examination.

Тhe purpose of this article is to highlight and study the problems that are when designing and implementing the goals and objects of building the digital Economy,laws of development of the intellectual property market in the context of competitiveness of the Russian economy, science and scientists. The author conducts a study on the basis of the comparative legal and economic analysis, statistical Surveys, methods analogy, scientific forecasting and modeling. It is concluded that today the Russian state actually finances innovative development of foreign countries from the taxpayer's pocket, often to the detriment of its own national interests. Forecast of consequences of development of the economy based on export of knowledge and import of technologies, and recommendations on replacement of information indicators of scientific activity with indicators of economy of intellectual property are given. The author substantiates the proposals to extend the legislative ban on unfair competition associated with the use of the results of intellectual activity (RID) in the introduction of such goods (works, services), as well as on the circulation of intellectual property and introduce into the practice of Antimonopoly regulation and evaluation of the integrity of intellectual property market subjects competition index (the ratio of the number of patents and the share of patent sales).

The article presents a comprehensive analysis of the current state of the Russian Federation’s regions in terms of the created conditions for cooperation between research teams and the commercialization of scientists’ results of intellectual activity. The authors made an analysis of the estimated indicators, as well as the calculation of the integral index characterizing the given indicators. Case studies of the most developed regions are presented. The resulting conclusions can be the basis for the development of a regional environment that promotes scientific activity.

The presented article studies the issues of accounting the results of research and development work in the institutions of the penal system. The purpose of the study is to refer to the official scientific and technical information of the penal system as an object of legal regulation. The scientific and practical significance of the work lies in its subsequent applicability in the legal regulation of activities in organizations. The research is based on the empirical method of cognition. The descriptive method of normative legal documents regulating the scientific activity in the penal system is used. The authors of the article summarize the need to create a unified database of research and development activities in the Service. The practical value of the materials presented in this article lies in the possibility of creating on their basis a single database for accounting the results of intellectual activity. Internal accounting of scientific and technical documentation will optimize the planning and control of research and development work, increase the volume of implemented developments, and expand the opportunities for exchange of experience. The creation of a departmental automated system operating on the basis of quantitative indicators, as a result, will help to improve the quality of scientific support and the efficiency of the entire penitentiary system. This article examines and summarizes the views of the authors involved in the study of student participation in research activities. The concept of "motivation for research activity" is specified, the content of scientific research as a special type of intellectual activity of a person is characterized. Further, the authors on the basis of the method of interviewing collected, analyzed and summarized the material, which allowed to identify the motives that encourage students of higher educational institutions to participate in activities of a scientific and research nature. The main motives were defined: the remunerations received by the student as a result of participation in scientific research; the desire to realize the existing abilities for scientific activity; disclosure of other abilities or satisfaction of other needs for which research activity is a means to achieve goals. Also, the authors identified the lack of interest on the part of students to research activities, formulated and justified the reasons for the lack of motivation of students to this activity. According to the results of the study, recommendations were developed, the introduction of which in the educational process will increase the motivation of students to research activities carried out independently or under the guidance of experienced teachers and researchers of higher educational institutions.
