Established Law No. 5 of 1999 on the prohibition of monopolistic practices and unfair business competition can not be separated from IMF pressure on the Indonesian government on the government to combat monopolistic practices and unfair business competition that occurred in Indonesia by immediately enacting the legislation. The purpose of this study is analyzing the telecommunications industry price war that occurs between the Telkomsel operator and Indosat Ooredoo against unfair competition. The method used in this research is descriptive method of analysis. Data used are secondary data. Results of analysis showed that Indosat Ooredoo trying to overthrow the corporate image Telkomsel in their campaign fare Rp. 1,0 and Telkomsel operator also negotiate interconnection prices unfair to Indosat Ooredoo.

This research purpose to analyze the strategic and technical to encourage the potential of Regional Original Revenue (PAD) from the Groundwater Tax sector owned by Garut Regency. In this research used the descriptive method of research and qualitative approach to obtain the illustration of groundwater tax potential in Garut Regency. The primary and secondary data obtained by depth-interview technique to The Regional Revenue Office of Garut Regency. The data analysis using the formula on the growth, contribution and potential. Besides that, in this research use SWOT analysis to identify internal and external factors that influence the achievement of organizational goals based on strengths, weakness, opportunity, and threatness. The result of this research based on the growth measurement obtained the average of the ground water tax reached -13.65% while the contribution of ground water tax to the regional tax was 0.83%. Thus, to repair this condition based on the SWOT analysis the government of Garut Regency needs to conduct the intensification and extensification to increase groundwater tax revenues in Garut Regency as rejuvenating the policy of groundwater tax strategy in Garut Regency.

The purpose of this study is to know and understand the community in the Village Sayati Margahayu District Bandung regency with the development and extension of department store (Convenience Store) "X". The research method is descriptive method using qualitative and quantitative approach as the basis of analysis and interpretation. Sample determination technique used is cluster with simple random sampling method and purposive sampling, which means that the sample used in accordance with the purpose of research. Data which is primary and secondary data. The results showed that people responded positively and variedly about the decision to the extension of the "X" Stores, and only a small portion would be used, but it was only up to the government.

The paper reports findings from a study that explored health communication strategies employed by the media on the state of preparedness by the Zimbabwean government during the COVID 19 crisis by the Zimbabwe Broadcasting Corporation Television (ZBC-TV). The study adopted secondary data analysis. Data were collected using secondary sources. The study was influenced by the framing theory. The study found out that ZBC-TV used songs, road shows, commercial ads, dramas, musical shows on reporting the pandemic. The archival documents also revealed that ZBC-TV have used periodical updates as health communication strategies to educate the public about COVID 19. ZBC-TV also used Facebook showing staff from the Office of the President and Cabinet receiving the Covid 19 vaccine at the same time applauding positive response from Harare Metropolitan Province as front line workers surpassed the target under the first phase of Covid-19 vaccine roll out plan. The study concluded that the health communication strategies employed by ZBC-TV have been effective in increasing the societal awareness about health issues. ZBC-TV managed to reach out to the masses using both the television and by making use of the new media communication technologies. However, press censorship has been a challenge in publishing information concerning COVID 19 as the media house is not allowed to publish anything that tarnishes the image of the government. It is based on such evidence that the study concludes that ZBC-TV at some point distorted information to paint the picture that the government is doing all it can to contain the spread of COVID 19 and ensuring the safety of the public. The study recommends that the ministry should ensure freedom of information publicity, in which media houses, including ZBC-TV is not controlled by any political party of government. Since the early of March 2020, COVID-19 pandemic which broke out in Indonesia, had a significant impact on various aspects of life. The pandemic not only has pushed the government to take a strategic decision but also has forced the communities to accommodate this condition immediately. Muhammadiyah is one of Indonesia’s largest religious organizations has played its role to overcome COVID-19 pandemic alongside with the government. This study aims to determine the contribution of Muhammadiyah to tackle the pandemic by strengthening the disaster resilience community. The study uses a qualitative approach and a descriptive method. The primary data were obtained by in-depth interviews with Muhammadiyah organization leaders and several working teams handling the pandemic. Literature study was conducted as the secondary data. To tackle the pandemic by strengthening communities’ disaster resilience, Muhammadiyah carried out several programs, including (1) strengthening da’wah networks massively to enhance the community awareness about COVID-19 pandemic, (2) establishing several working teams handling the pandemic to enhance disaster resilience communities, including Muhammadiyah COVID-19 Command Center (MCCC), Muhammadiyah Disaster Management Center (MDMC), and philanthropic body of Muhammadiyah (LazisMu), and (3) Muhammadiyah engagement with stakeholders and development agency, such as the collaboration with the Ministry of Health, BNPB, DFAT and USAID to COVID-19 preventive and curative action.

ABSTRAK Pulau Tidung Besar merupakan salah satu pulau di Kepulauan Seribu Provinsi DKI Jakarta yang menjadi destinasi wisata bahari. Perkembangan wisata bahari dapat memberikan dampak ekonomi, sosial-budaya dan lingkungan, sehingga perlu dilakukan evaluasi perkembangan wisata bahari. Tujuan penelitian ini untuk mengetahui perkembangan wisata bahari, dampak perkembangan wisata bahari dari aspek ekonomi, sosial-budaya dan lingkungan, dan mengevaluasi perkembangan wisata bahari menggunakan siklus wisata. Metode penelitian ini adalah metode deskriptif dengan analisis secara kualitatif. Data diperoleh dengan menyebar kuisioner kepada 98 masyarakat, 50 pengunjung dan 10 pengelola. Sejak tahun 2014 hingga 2016 terdapat penurunan pengunjung Pulau Tidung Besar yang disebabkan oleh tidak adanya penambahan daya tarik wisata dan belum maksimalnya perbaikan ataupun penambahan fasilitas pendukung. Dampak kegiatan wisata bahari di Pulau Tidung Besar untuk dampak ekonomi adalah penambahan lapangan kerja dan pendapatan penduduk, untuk dampak sosial-budaya terlihat dari kegiatan gotong royong penduduk dan dampak lingkungan adalah semakin meningkatnya kesadaran pemerintah maupun masyarakat terhadap keadaan terumbu karang, kebersihan lingkungan dan ketersediaan air bersih yang lebih baik.. Evaluasi perkembangan Pulau Tidung Besar masuk dalam tahap stagnasi menuju tahap penurunan/ peremajaan.                                                                                                                       Kata Kunci: Evaluasi, Perkembangan, Dampak, Wisata Bahari, Pulau Tidung ABSTRACTTidung Besar island as part of  the Seribu Islands is located at the Jakarta Province which become a marine tourism destination. Development of marine tourism could affect condition of economic, social-culture, and ecology, therefore need to be evaluate marine tourism development. The aims of the research are to know development of marine tourism, impact of marine tourism development based on economic, sosial-culture, ecology aspects and to evaluate development of marine tourism using tourist life cycle . The methods used in this research was descriptive method with qualitative analysis. Data obtained by distributed quistionnaires to 98 residents, 50 tourists and 10 staffs. Since the year 2014 to 2016, the visitors of Tidung Besar Island was decline due to lack of improvement or addition for supporting facilities. The marine tourism activities impact on economic aspect are increasing employment, the sosio-culture impact is lowering the “Gotong Royong” activities, and the ecological impact are good concern of the government and resident for coral reefs and better sanitation and availability of clean water. Evaluation of marine tourism development at the Tidung Besar Island is in the stagnation level toward decline/ rejuvenation.Keywords : Evaluation, Development, Impact, Marine Tourism, Tidung Island

The deficit experienced by Health Social Security Fund (Dana Jaminan Sosial/DJS) Kesehatan encourages the Government to look forward to the alternative policies that are focused on efforts to strengthen DJS Kesehatan revenues and expenditure efficiency. In 2018, the Government implemented policies of the obligation to use the Cigarette Tax and General Allocation Fund (DAU) intercept (for local government who have National Health Security (JKN) arrears to cover the DJS Kesehatan deficit. The purpose of this study is to see the effectiveness of the obligation to use cigarette tax and DAU intercept in reducing the DJS Kesehatan deficit. The method used is a comparative descriptive method with a quantitative approach using secondary data and information from BPJS Kesehatan. From the analysis, we found that the policy of using cigarette tax and DAU intercept is not effective enough in overcoming the DJS Kesehatan deficit. The other impact is the potency to increase the number of Regional Health Security (Jamkesda) participants registered within the regional government and increase the compliance of regional governments in paying JKN contributions.

ENGLISHCattle becomes the greatest meat producer among ruminants. Both Wonogiri Regency and Pati Regency are the centers of cattle farming in Central Java. This study aims to (1) investigate the development of cattle farming, (2) analyze the performance of the local government in developing cattle farming, (3) describe the differences between Wonogiri Regency and Pati Regency in managing the cattle farming business. This research uses a descriptive method. This research is located in Wonogiri Regency and Pati regency. The data used are secondary data obtained from Statistics Bereau (BPS) of Central Java Province, Wonogiri and Pati regencies, Agriculture Agency of Pati Regency, Fisheries, Marine and Livestockagency of Wonogiri regency. Data are analysed through a descriptive analysis. The results of the study are (1) Cattle farming in Wonogiri Regency and Pati Regency is still traditionally and simply by utilizing agricultural waste as feed, (2) there are 4 animal husbandry carried out by the government of Wonogiri Regency and Pati Regency, in general the performance of each program is achieved even though there is a small portion of indicators that have not yet been achieved, (3) Wonogiri Regency starts to apply communal management, while in Pati Regency, cattle farming is still managed individually. INDONESIAKabupaten Wonogiri dan Pati adalah sentra penghasil ternak sapi potong sebagai salah satu kontributor terbesar penghasil daging. Tujuan penelitian: (1) mengetahui kondisi pengembangan usaha budi daya sapi potong, (2) menganalisis kinerja program pemerintah daerah di bidang peternakan untuk pengembangan sapi potong, (3) menggambarkan perbedaan pengelolaan usaha beternak sapi potong. Penelitian menggunakan metode deskriptif. Lokasi penelitian di Kabupaten Wonogiri dan Kabupaten Pati. Data sekunder diperoleh dari BPS Provinsi Jawa Tengah, BPS Kabupaten Wonogiri dan Kabupaten Pati, Dinas Pertanian Kabupaten Pati, Dinas Perikanan dan Kelautan dan Peternakan Kabupaten Wonogiri. Analisis data menggunakan analisis deskriptif. Hasil penelitian yaitu (1) budi daya sapi potong oleh peternak di Kabupaten Wonogiri dan Kabupaten Pati masih dilakukan secara tradisional dan sederhana dengan memanfaatkan limbah pertanian sebagai pakan ternak sapi potong; (2) terdapat 4 program kerja di bidang peternakan yang dilakukan pemerintah Kabupaten Wonogiri dan Kabupaten Pati, secara umum kinerja setiap program tercapai walaupun ada beberapa indikator yang belum tercapai; (3) terdapat perbedaan pola budi daya sapi potong di Kabupaten Wonogiri dan Kabupaten Pati, yaitu Kabupaten Wonogiri mulai menerapkan pengelololaan secara komunal, sedangkan di Kabupaten Pati pengelolaan masih bersifat individual.

The National Examination is used as a standard from the government to test the feasibility of a student to be able to continue their education to a higher level and as equal distribution of education nationally. This refers to the ability of Indonesian students who are still ranked at the bottom if international level measurements are taken, namely in PISA and TIMSS. The purpose of this study was to analyze the elements of the 2017-2019 SMP / MTs National Mathematics Exam questions based on the HOTS perspective and compare the development of the number of questions that meet the HOTS perspective from 2017-2019. The method used in this research is descriptive method of document analysis. Data collection techniques in the form of documentation and interviews of several resource persons in the field of mathematics education. This analysis technique consists of three components: data reduction, data display, and data verification. The results of this study indicate that the UN questions that meet the HOTS perspective of the material covered that most often come out are geometry. The results of the analysis show that the National Examination in 2017 was 17.5%, the 2018 UN was 17.5% and the 2019 UN was (20%). These results indicate the number of HOTS questions on the SMP/MTs Mathematics UN questions has increased

Borobudur as one of the top wonderful destinations in the world is challenged to become one of halal tourism destinations in Indonesia. The purposes of this research are to find out and to launch the implementation of halaltourism ecosystem model in Borobudur Temple as tourism area in Indonesia. This research used a descriptive method. The researcher investigated the implementation of halal tourism ecosystem model in the Borobudur temple as tourism area by examining the variables of halal tourism ecosystems. It consisted of four dimensions. They are destination products, government support, human resources, and infrastructure. The main data is collected by using interviews and addressing of Borobudur Temple Tourism Park management, Tourism Business People that concerned with halal certification, LPPT (Integrated Research and Testing Laboratory) University of Gajah Mada, Indonesian Ulama chapter Jogjakarta, Culture and Tourism Region of Jogjakarta. The tools of data collection are the checklist and literature study to grab the secondary data. The result shows that Halal Tourism destination product, including the availability of halal attraction, facility, accessibility, program, and the package are not available completely. However, the support aspect from the government is not optimal in supporting Borobudur as halal tourism destination. Based on human resources aspect, there is founded that in some aspects such as the availability of human resources that understand of tourism is very poor or almost none. Besides, based on infrastructure aspect, there is founded that research and development aspects have not been carried out optimally.

The purpose of this research is to describe women's participation in the political process so that it can represent gender equality and justice. This research uses descriptive qualitative research. Sources of data in this study are primary data, namely data from interviews with informants involved in this research, and secondary data, namely data from studies of articles, books, results of previous research, and various relevant sources. The data collection techniques used were interviews and documentation. The data analysis used was interactive analysis in the form of data analysis, data presentation, data reduction, concluding, and testing the validity of the data through source triangulation. The results of this research show that women's participation in the political process can be done through the efforts of the government and political parties by providing political education, development of pro-women government programs by both the central and local governments to increase women's involvement in the political process as a form and a form of women's concern for society, nation, and state.
